INSPECTION REPORT

The site of the proposal of M/S Chettinad Cement Corporation Pvt.,Ltd for issue
of NOC for access permission for approach road to the Private Property on NH-16 at
Km. LHS of NH 16 of Kolkata-Chennai Section from Km759+218 to Km759+248 in
Survey No.13-2B,13-3B,13-6B-2,13-7A,13-7B,13-8A,13-8B-2,14-1T,14-1V2-2,14-
20,14-22A,14-22B,14-23,14-24,14-25B of Gaitulapalem(Thallapalem) village in
Kasimkota Mandal of Vishakhapatnam District has been inspected on 10-2-2020 by
the Project Director, PIU, Rajamahendravaram and submitted the following.

1. The proposed Private Property falls in Kolkata - Chennai Section.

2. The distance between merging points of a service road including acceleration &
deceleration lanes of 100m and 70m respectively is 760m, which is more than
the minimum distance of 750m(providing service road) for Rural / Urban Area
as specified in MORTH Circular No.RW/NH/-33023/19/99-DO-III Dated
24.07.2013

3. The distance between merging points of two access on the same side of
carriageway is 78m(providing service road) which is more than the minimum
distance of 300m as specified in MORTH Circular No.RW/NH/-33023/19/99-DO-
III Dated 24.07.2013

4. The distance from intersection/ median opening and take off point of an access
is 692m which is more than the minimum distance of 300m as specified in
MORTH Circular No.RW/NH/-33023/19/99-D0-111 Dated 24.07.2013

5. The distance between merging points of two access on the opposite side is
N/A (For divided carriageway no such restriction applies) which is more than
the minimum distance of N/A as specified in MORTH Circular No.RW/NH/-
33023/19/99-DO-III Dated 24.07.2013

6. The distance from Railway Crossing is 4600m which is more than the minimum
distance of 300m as specified in MORTH Circular No.RW/NH/- 33023/19/99-DO-
III Dated 24.07.2013.

7. The width of access connection/ extended service road to Private Properties is


5.5m, which is more than the minimum distance of 5.5m as specified in MORTH
Circular No.RW/NH/-33023 /19/99-DO-III Dated 24.07.2013.

8. Radius of Turning Curve is 13m, which is more than the minimum distance of
13m as specified in MORTH Circular No.RW/NH/ -33023/19/99-DO-III Dated
24.07.2013.

9. Provision of Culvert for drainage in accordance with IRC SP-13 has been made as
per requirement.

10. Provision for interception drain with vertical drain system for Rain Water
harvesting at the downstream end of intercepting drain (according to Appendix
A- 2 of IRC:SP:50) has been made as per requirement.

11. Downward slope of the access road towards the interception drain is 2 %, which
is satisfying the condition in MORTH Circular No.RW/NH/-33023/19/99-D0-111
Dated 24.07.2013.

12. Location plan (topo plan) of the Residential Property along the National
Highways showing details of Right of Way (RoW) of National Highway, existing
intersections and the intersecting roads including existing public roads and other
developments falling within a reach of 1.5 Kms. in each side of the fuel station
and carriageway, has been incorporated.

13. Certified that all the documents to be submitted for getting approval for NoC
and access permission to Residential Property has been submitted as per Annex-
II (to Appendix-II) of Ministry's Guideline No. RW/NH-33023/19/99-DO-III,
Dt.24.07.2013 and its amendments from time to time.

14. Stipulated norms to be fulfilled for Residential Property as per the Check-list
specified in Annex-I (to Appendix-II) of Ministry’s Guideline No. RW/NH-
33023/19/99-DO-III, Dt.24.07.2013 have been verified and complied.

Hence, it is certified that this proposal of M/S Chettinad Cement


Corporation Pvt.,Ltd for the access permission has been examined in light of
standard conditions specified in Ministry's Guideline No. RW/NH- 33023/19/99-
DO-III, Dt.24.07.2013 and its amendments from time to time and satisfies all the
conditions stipulated by the Ministry in the above guidelines and hence
provisional NOC may be accorded.
