MOTION - APPROVAL OF THE HOUSE BUSINESS COMMITTEE

Hon. Speaker, I beg to move THAT, pursuant to the provisions of Standing


Order 171(1), this House approves the appointment of the following
Members to the House Business Committee in addition to those specified
under paragraphs (a), (b), (c), (d) and (e): -
1. The Hon. (Dr.) Amos Kimunya, EGH, M.P.
2. The Hon. Joyce Akai Emanikor, M.P.
3. The Hon. Shadrack John Mose, M.P.
4. The Hon. Kawira Mwangaza, M.P.
5. The Hon. (Dr.) Makali Mulu, M.P.
6. The Hon. Mishi Juma Khamisi Mboko, M.P.
7. The Hon. Godfrey Osotsi, M.P.
Hon. Speaker,

The House Business Committee is established under the provisions


of Standing Order. No. 171 and it consists of: -

• the Speaker (who is the chairperson);

• the Leader of the Majority Party;
• the Leader of the Minority Party;
• the Majority Party Whip;
• the Minority Party Whip; and
• seven other Members, nominated by parliamentary parties and
approved by the House at the commencement of every Session. The
nominations should reflect the relative majorities of the seats held
by each of the parliamentary parties in the National Assembly and
taking into consideration the interests of Independents.

Hon. Speaker,

It is in this regard that I move this motion. As per the rule of this
House, the House Business Committee should be appointed within
seven days on assembly of a new Session of the House. This is to
allow the Committee once approved, to convene and plan the
Calendar of the House for the entire session.

Hon. Speaker,
The House Business Committee is charged with the responsibility
to: -

• prepare and , if necessary, from time to time adjust the


Parliamentary Calendar with the approval of the House;
• monitor and oversee the implementation of the House Business and
programmes.
• implement the Standing Orders respecting the scheduling or
programming of the business of the House and the functioning of
the Committees of the House;

• determine the order in which the reports of Committees shall be
debated in the House;
• take decisions and issue directives and guidelines to prioritize or
postpone any business of the House acting with the concurrence of
the Leader of the Majority Party or the Leader of the Minority Party,
as the case may be.
• consider such matters as may from time to time arise in connection
with the business of the House and shall have and perform such
powers and functions as are conferred on and ascribed to it by
these Standing Orders or from time to time by the House.
