ASSESSMENT AND PROPOSAL WRITESHOP FOR PEOPLES ORGANIZATION UNDER

BIODIVERSITY FRIENDLY ENTERPRISE


July 22-26, 2019

I. Rationale

The Philippine’s has policies to protect the nation’s coastal and marine resources and exclusive
economic zones as well as promote the right to a healthful and balanced ecology in accord with
the rhythm and harmony of nature pursuant to R.A. 7586 or the National Integrated Protected
Area System Act (NIPAS Act), Executive Order No. 533 or the Integrated Coastal Management
(ICM) Strategy and Executive Order No. 797 or the Coral Triangle Initiative National Plan of
Action (CTI-NPoA);

DAO 2016-26 was signed by the Hon. DENR Secretary Regina Paz L. Lopez to provide specific
guidelines in the implementation of the Coastal and Marine Ecosystems Management Program
(CMEMP) which is a banner program of the DENR for coastal and marine resources
conservation;

CMEMP aims to comprehensively manage, address and effectively reduce the drivers and
threats of degradation of coastal and marine ecosystems in order to achieve and promote
sustainability of ecosystem services, food security and climate change resiliency for the benefit
of the present and future generations;

One of the seven components of the program is the Biodiversity Friendly and Social Enterprise
Development (BDFE) which shall promote the sustainable use of coastal and marine biological
resources and at the same time create wealth and equitable sharing of benefits to the
community through the People’s Organizations (POs) and / or Local Government Units (LGUs)
by providing micro, small and medium enterprises.

Thus, in order to facilitate the start of Biodiversity Friendly Enterprise in Sarangani Bay
Protected Seascape an Assessment and Proposal Write shop for Peoples Organization under
Biodiversity Friendly Enterprise is hereby proposed.

II. Objective

To facilitate the needs of the People Organization for the conservation of the Sarangani Bay
Protected Seascape, in this context, the following are the objectives of the activity:

1. Assess People Organization awarded with BDFE in year 2018.


2. Assess Potential People Organization for BDFE this 2019
3. Conduct Proposal Writing Workshop for Potential BDFE

III. Activity Output

The following are the output of the Activity

1. BDFE report on Monitoring and Validation of 2018 BDFE


2. Duly accomplished Annex B (Assessment Tool in Profiling / Identifying / Evaluating a
BDFE)
3. Four Draft BDFE Proposals
IV. Scope of Work and Activities

1. Focused Group Discussion (FGD)


2. Writeshop and Workshop
3. Structure Questionnaire ( Annex B)
