A. HOUSING SECTOR
OVERVIEW
Brgy. Calawag is located in the municipality of Magsaysay, province of Occidental
Mindoro. The Barangay is rural with 70% of the population engaged in agriculture
and 30% in fishing. In the latest BHW Record of 2013, the Barangay has
recorded a total of 286 occupied housing units.
Most of housing units in the rural barangays are semi-concreted house and the other
used rounded wood and bamboo for posts, nipa and buri leaves as prevalent
construction materials in outer walls, nipa, or cogon as roofing of their houses.
There are also numbers of households/families living near or within the hazard prone
areas such as those in the easement of rivers, and roads.
Typhoon Yolanda hitted municipality of Magsaysay, including the Barangay Calawag on
November 8, 2013 at around 06:00PM, starts moderate to strong winds blowing with
small amount of rain. At about 07:00PM to 09:00PM, when typhoon Yolanda, hit the
municipality of Magsaysay, Occidental Mindoro and stop mobile activities.
The total affected families are 56 and the number of persons evacuees are 256.

IMPACT
Most of the population whose houses were damaged are still on the process of recovering
from Typhoon Yolanda. The expenses for house repair have been borrowed and are still
paying their debt. Their sources of livelihood which are usually fishing, farming, and small
businesses such as buy and sell of crops and daily paid farm laborers were also damaged
and affected. Their limited household furniture, appliances, utensils and clothing were either
drown in the flash floods or have been destroyed hence the multiple effects were greatly
felt.
The proposed interventions prioritized what needs to be addressed in the shorter to cushion
the impact on the most affected sectors.
There is an urgent need for the provision of financial assistance for purchase of housing
materials for those whose houses were not yet reconstructed and the families are still
sharing a house with relatives and friends and to those whose damaged houses which have
been temporarily repaired due to lack of resources just to accommodate the family but still
not safe to live because of the salvaged materials used and the location of the house which
mostly on the hazard prone areas.

DAMAGES, LOSSES AND NEEDS


The Post Disaster Needs Assessment cover the Barangay Calawag. For the 1 totally
damaged house the estimated total amount of damages is Php15,000.00. For the 50
partially damaged houses with estimated damages amounting to Php312,500.00.
Survivors wanted to reconstruct their houses on the same location where their houses are
currently situated for lack of their own lot and for proximity to their sources of livelihood even
it entails danger to their life and properties. The situation calls for the government for the
strict implementation of the laws governing the Zoning. Resettlement can be made possible
if they can be provided with free relocation sites which are closely located in their source of
livelihood but within the safe zone for human habitation.

RECONSTRUCTION AND RECOVERY NEEDS

1. Direct financial assistance for purchase of housing materials to eligible individuals and
families for livelihood,repair and reconstruction of damaged houses thru the Department of
Social Welfare and Development, MSWDO, Municipal of Magsaysay, Province of
Occidental Mindoro.

2. Implementation of Cash for Work Program to augment the financial capacity for
repair/reconstruction of damaged housing thru DSWD, DOLE, TESDA and DA.

3. Conduct skills training cum production on electrical, Scapolding and plumbing to


capacitate the beneficiaries in the reconstruction of their damaged houses.

4. Conduct of awareness/advocacy campaign activities to inform beneficiaries on the proper


design and specification of housing materials for the construction of typhoon resistance
house.

5. Conduct orientation on the laws, policies and issuances on the “no-build, un –safe zone”.
