Driver and Approach
 The Town Center Sub-committee report recommends excessive
development, and understates requirements for--
 Robust internal infrastructure.
 Key quality-of-life amenities.
 Need a vision and plan for Reston Town Center that meets three key
objectives:
 Meets future economic growth expectations—opportunities & constraints.
 Sustains multi-faceted world-class planned community in an urban setting.
 Abides by TOD principles and best practices.
 Build the vision around a population-driven 20-year plan that balances:
 Residential and workforce populations--minimums, constraints, optimal--and
 Reston’s quality of life in an increasingly urban setting.
 May use alternative vision independently, meld with another, and/or use as
a source for generating other ideas.

Infrastructure & Amenity Needs—”Must Haves”
 Transportation infrastructure
 Dulles Corridor Tunnel
 Widened Reston Parkway
 Paths & grade-separated crossings
 More in R2020 transportation report
 Other public infrastructure
 Elementary School
 New NCGC with 21st century library, shelter
 Open Space
 25% open space overall
 Large TCN park—fields, playgrounds, gardens, &
cascading water feature
 Fine & performing arts center with plaza/park
 Dulles corridor air rights
 Incentivize excellence in sustainability,
accessibility, workforce housing, architecture, &
open space.
None of these needs will be easier to address as
Reston Town Center urbanizes in the future.

Summing up
 Reston Town Center needs robust mixed use development consistent
with TOD principles and best practices that meets anticipated economic
growth.

 We need to assure Reston sustains its status as a world-class planned


community even as it urbanizes, including infrastructure & amenities.

 We need to assure that an evolving Town Center sustains or enhances


the quality of life of current and future residents, workers, and visitors.

We believe our vision begins to achieve these complementary goals over


the next twenty years.
