GCSO LAW ENFORCEMENT SUMMARY


MARCH 2, 2020 – MARCH 8, 2020

On Tuesday, March 3, the GCSO transported Brandon Lee Gray (34) and Matthew Justin
Summers (41) from the Bay County Jail to the Gulf County detention Facility. Gray was
wanted on a warrant for failing to appear in court on a Grand Theft charge. Summers was
wanted for Grand Theft. Investigator J. Murnan brought the charge against Summers
following an incident reported to the GCSO on November 27, 2019. It was reported that
Summers was responsible for stealing personal belongings from a residence he was hired
to do work on.

On Tuesday, March 3, Jerome David Russ (41) was arrested at the Gulf County Detention
Facility on a warrant for Violation of Probation. Russ was on probation for three counts
of Sale of Cocaine with 1000 feet of a Church.

On Tuesday, March 3, GCSO deputies responded to a report of a domestic disturbance on


Old Transfer Road. Before deputies arrived, one of the subjects involved left the scene.
That subject was identified as Bobbie Lee Dobbins (34), and with her was her 7-year-old
child. Deputies attempted to conduct a traffic stop on Dobbins to determine the
wellbeing of the child, but Dobbins refused to stop and fled in a reckless manner toward
Calhoun County. Dobbins was arrested in Calhoun County following a brief pursuit. Aside
from facing criminal charges in Calhoun County, the GCSO issued citations to Dobbins for
High Speed Fleeing and Eluding, Reckless Driving, Failure to Move Over for Emergency
Vehicles and Failure to Stop at a Stop Sign. The GCSO is also seeking to obtain warrants
against Dobbins for Child Abuse.

On Wednesday, March 4, Deputy B. McCorvey and a Port St. Joe Police Officer executed
an arrest warrant on Garrison Avenue by arresting Rachael Michelle Bouchard (33).
Bouchard was wanted for Battery, Aggravated Battery and Tampering with a Witness.
These charges stemmed from a Port St. Joe Police investigation.

On Wednesday, March 4, Deputy S. Alday conducted a traffic on Hwy 71 near the
intersection of Gary Rowell Road. During the course of the traffic stop, Deputy Alday
developed probable cause to search the vehicle. A search of the vehicle revealed
approximately 161 grams of marijuana, a glass pipe with methamphetamine residue
multiple Oxycontin pills. The driver of the vehicle, who was identified as David Mathew
Messick, Jr. (29), was arrested and charged with Possession of Marijuana (Felony) and
Possession of Drug Paraphernalia. Messick had no prescription for the Oxycontin, so he
was also charged with Possession of a Controlled Substance.

On Thursday, March 5, Deputy B. McCorvey executed an arrest warrant at Liberty Manor


by arresting Todd Leander McNair (54) on a warrant for failure to appear in court on
charges for Possession of a Controlled Substance (two counts) and Possession of Drug
Paraphernalia.

On Thursday, March 5, Deputy S. Alday conducted a traffic stop on Doc Whitfield Road
near the intersection of Old Bay City Road. During the course of the traffic stop, Deputy
Alday revealed that the driver, Lennie Barjames Touchet (42), had a small baggie of
methamphetamine in the truck he was driving. Touchet was placed under arrest and
charged with Possession of Methamphetamine. He was also wanted on a warrant for
failing to appear in court on prior charges for Possession of Methamphetamine and
Possession of Drug Paraphernalia.

On Thursday, March 5, Investigator A. White received a report of a sex abuse case that
occurred in Wewahitchka. With assistance from the Gulf Coast Children's Advocacy
Center, Investigator White was able to make an arrest in the case. On March 6, Jason
Michael Bronson (38) was arrested and charged with two counts of Lewd & Lascivious
Battery (Victim Age 12 to 16), two counts of Lewd & Lascivious Molestation (Victim Age
12 to 16) and Lewd & Lascivious Exhibition (Victim Age Under 16).

On Thursday, March 5, William Sherrill Armstrong, Jr., (45) turned himself in at the Gulf
County Sheriff's Office on a warrant for Violation of Probation. Armstrong was on
probation for Grand Theft and Possession of Methamphetamine.

On Friday, March 6, the GCSO transported Steven David Shiver (58) from the Calhoun
County Jail to the Gulf County Detention Facility to be booked on a warrant for Violation
of Probation. Shiver was on probation for Possession of Methamphetamine.

On Friday, March 6, Deputy J. Page initiated a traffic stop on CR 386 for driving on the
wrong side of the road. Upon contact with the driver of the vehicle, Charles Earl Hood,
Sr., (45), Deputy Page suspected that Hood was under the influence of alcohol. Deputy
Page conducted a series of field sobriety assessments with Hood and determined that
Hood was over the legal limit. Hood was placed under arrest and charged with DUI. Hood
later submitted to a breath test which resulted in a blood alcohol content level of .18.

On Saturday, March 7, Deputy M. Peek responded to a report of a disturbance on Stebel
Drive in White City. The investigation resulted in the arrest of George Fredrick Cargill Jr.
(23) and a minor for Battery.

On Saturday, March 7, Sgt. P. Williams was patrolling the area of Highway 71 near West
Arm Drive when he observed a white male walking in the road. Sgt. Williams stopped and
identified the man as Raymond Scott Bernard (49). Scott was standing in the middle of
the road and refused to move. When Sgt. Williams inquired as to why he was standing in
the road, Scott became angry. Suspecting that Scott was intoxicated Sgt. Williams tried
to talk Scott into getting off the roadway, but Scott refused to comply. He was placed
under arrest and charged with Disorderly Intoxication. Scott was also charged with
providing a false name to law enforcement.

On Sunday, March 8, Deputy P. Young was dispatched to Amy Circle in Wewahitchka to


investigate a report of a verbal disturbance. The investigation resulted in the arrest of
Jarvar Javon Hill (24). It was determined that during an altercation, Hill attempted to get
into the car where the victim was seated. When he was unable to get into the car, Hill
spit on the victim through a partially open window and kicked the car causing minimal
damage. Hill was charged with Battery on a Pregnant Person and two counts of Criminal
Mischief.

On Sunday, March 8, Deputy D. Goodman was dispatched to a residence on CR 381 to


investigate a report of a battery that had already occurred. It was reported that Charles
Earl Hood, Sr. (38), was involved in a physical altercation with a female at a bar in
Wewahitchka on Friday, March 6, 2020. During the investigation, Deputy Goodman
learned that after the altercation at the bar Hood forced the female into his vehicle and
beat her. When the female attempted to get out of the vehicle, she was forced back in.
Hood was located by deputies the evening of March 8, and arrested for Aggravated
Battery and False Imprisonment.
