WHEREAS, the symptoms of COVID-19 can range from mild to severe illness and

It WHEREAS, COVID-19 virus mainly spreads between people who are in close contact

one another through respiratory droplets produced when an infected person coughs or
sneezes;

WHEREAS, on March 13, 2020, the Governor of the State of Texas issued a proclamation

certifying that CCVI D-19 poses an imminent threat of disaster in the state
and declaring a state
of disaster for all counties in Texas; and

WHEREAS, Crane County, Texas, js taking extraordinary rneasures to prevent

the spread
of this potentially devastating disease in our community; and

WHEREAS, said state of disaster requires that certain emergency protective measures be
taken pursuant to the Texas Disaster Act of 1975 relating to Emergency Management
and Public
Health, pursuant to Chapter 418 of the Texas Government Code.

SECTION 1. That a local state of disaster for public health emergency is hereby
declared
for CRANE COUNTY, Texas, pursuant to Section 418,108(a) of the Texas Government
Code.
SECTION 2. That pursuant to Section 418.108(b) of the Texas Government Code the
state
of disaster for public health emergency shall continue for a period of not more than seven (7)
days from the date of this declaration, unless approved bythe Commissioners Court r

SECTION 3. That pursuant to Section 418.108(c) of the Texas Government Code this
declaration of a local state of disaster for public health emergencyshall be given prompt and
general publicity and shall be filed promptly with the County Clerk.

SECTION 4. That pursuant to Section 418.108(d) of the Texas Government Code,

structures, examining and regulating hospitals, regulating ingress and egress from the County,
regulating ingress and egress to occupied structures, establishment of quarantine stations,
emergency hospitals, and other hospitals, and insuring compliance forthose who do not comply
i;i with the County's rules and directives,

SECTION 6. That this declaration hereby limits the size of gatherings to not more than 10 it

people and mandates the cancellation of all such gatherings of more than 10 people until further P
notice. A "gathering" refers generally to a scheduled event orcommon endeavor where 10
persons are present in a confined space, room, or area. F

SECTION 7. In accordance with Texas Government Code §418.173, a person who

knowingly or intentionally violates this declaration commits an offense, punishable by a fine up
to $1,000.00 or confinement in jail for a term that does not exceed 180 days.

E SECTION 8. Thatthis declaration hereby authorizes the use of all lawfully available
enforcement tools.
SECTION 9. That this declaration shall take effect immediately from and after its issuance
and, upon approval bythe Commissioners Court, shall continue in effect until terminated bythe
County judge. Pursuant to this declaration, additional directives may be issued bythe County
Judge at any time as deemed necessary.

To the Citizens of Crane County

As ofMarch 19, 2020, Crane County has had one case of the COVID-19 virus confirmed,

The County Judge has been in contact with Texas Department of State Health Services (TDSHS) -
Rachel Sonne MD. They are investigating this case to try and confirm where this person was infected.

Crane Memorial Hospital has been in contact with the Center for Disease Control (CDC) about this case.
The people involved have been ordered to stay home and do not leave quarantine.

Crane County Judge Hodges has Declared and signed a Declaration of Local State of Disaster due to
Public Health Emergency. This Declaration is in effect immediately. The Crane County Commissioners
Court will meet next Tuesday March 24,2020, at the regularly scheduled meeting to extend the
Declaration until further notice.

Crane County Courthouse will be closed until March 24,2020, at 9:45 a.m. for the Crane County
Commissioners Court special meeting and at 10 a.m. for the regular meeting of the Crane County
Commissioners Court. As soon as the meeting has adjourned the Crane County Courthouse will be
closed until March 30,2020.

We realize this is an unusual situation for our small county. Crane County's most important job is to
keep our citizens as safe as possible. The information that is broadcast on the national and state news is
real. Please do what you can to abide by the warnings that are being shared.

The Crane County Website will have updated information as it comes available as well as the contact
information of all elected officials.

The Crane County Commissioners Court members want to reiterate to all citizens of Crane County that
they are our Number One concern and our goal is to keep everyone safe and healthy.
