3 SCOPE OF WORK (Phase Two -

'Feasibility')

The Consultant shall perform all activities detailed below (in section 3) to complete the requirements
of the Full HV&L V Switchboard Replacement Project Phase II- Feasibility study.

Appendix 1 - Basis of Design outlines the functional specification which the Consultant
- shall use as

the basis of design for the Feasibility phase of this project.

3.1 Project Management

a. Create Preliminary Project Execution
a Plan (ref appendix 9 - LYB document PE-WP-312 for
guidance)
b. Create additional documents and complete tasks as listed in the attached LYB Project
Management Process Application Checklist Phase 1+11 (ref appendix-
6)
c. Conduct (two weekly) project meetings with key LBA personnel, with the following agenda: -

I. work scope progress (tasks completed and tasks still to be done)

II. work schedule, including the strategy to address any schedule slippage
Ill. the 'inception to date' cost and forecast final cost of the Feasibility Phase

IV. barriers to the Feasibility Phase success.

d. Develop a preliminary overall project schedule detailing the phased replacement of the six
switchboards, including Phase II activities. (The schedule shall be in MS Project format.)

e. Develop a preliminary procurement plan in conjunction with the LBA procurement manager.

3.2 Equipment Selection and Design

3.2.1 Equipment Review and Selection

a. Review LyondellBasell (Global) Engineering Standards

the (ES) that are applicable to the
electrical discipline to decide (for each standard) whether it is to be i) revised to create a
Geelong version of the standard (i.e. that is compliant with Australian standards), or ii)
replaced entirely by reference to a single standard that is relevant to Australia. (e.g. AS/NZ
standards, IEC standards, etc.)

b. Prepare Geelong versions of ES documents required to be rewritten as local documents

complying with the relevant Australian Standards.

c. Tabulate all the deviations from the LyondellBasell "ES" standards in a form that satisfies the
LYB Procedures.

d. Develop a preliminary standards plan for the project: -

Review the LyondellBasell 'ES' standards (ref list in BOD) and recommend aspects of the ES
standards that should be retained for use in conjunction with the Australian Standards
relevant to electrical works.
Determine the appropriate Australian Standards for the defined scope.

e. Assess and detail the current 'best practice' technology for replacement switchgear, including
remote switching of the new HV Feeders and existing Incomers/Feeders/Bus Coupler.
