1   Introduction
1.1   Scope
This Operational Instruction describes the procedure to activate General Packet Radio Service (GPRS)
Quality of Service (QoS) support in a Base Station Controller (BSC). GPRS Quality of Service is
administered separately for functionalities GPRS QoS Release 97, GPRS QoS Release 99, and GPRS
Quality of Service Admission Control.

Functionalities GPRS QoS Release 97 or GPRS QoS Release 99 can be activated only if the functionality
GPRS Quality of Service Admission Control is inactive in the BSC.

The functionality GPRS Quality of Service Admission Control can be activated only if functionalities GPRS
QoS Release 97 and GPRS QoS Release 99 are inactive in the BSC.

To use this procedure at least one of the following optional functionalities, GPRS QoS Release 97, GPRS
QoS Release 99, or GPRS Quality of Service Admission Control, must be available in the system. The
availability of these functionalities depends on commercial agreements.

2   Procedure
2.1   Prerequisites

2.1.1   Conditions
The following condition must apply before this procedure can be completed:

• A work order is received.

2.1.2   Data
The following data must be known to complete this procedure:

• Functionality to be activated.

2.1.3   Special Aids


No special aids are necessary for this procedure.

2.2   Actions

Select Action
1. Select appropriate action according to the work order.

Note:   See the work order.

Activate the functionality GPRS QoS Release 97 or GPRS QoS Release 99. Go to Step 2.

Activate the functionality GPRS Quality of Service Admission Control with or without the radio
priority levels support. 
Go to Step 11.

Check Status of GPRS Quality of Service Admission Control


2. Print the status of the functionality GPRS Quality of Service Admission Control in the BSC.

Use command RFGQP.

Printout:

3. Is the functionality GPRS Quality of Service Admission Control active in the BSC?

Yes  Go to Step 4.

No  Go to Step 5.

4. Deactivate the functionality GPRS Quality of Service Admission Control. Use parameter FUNC.

Use command RFGQE.

Activate GRPS QoS Release 97 or Release 99


5. Select the appropriate action according to the work order:

Activate GPRS QoS Release 97 Go to Step 6.

Activate GPRS QoS Release 99 Go to Step 8

6. Go to Operational Instruction BSC, Exchange Properties, Change. Perform the


steps in that Operational Instruction, and return to Step 7 in this Operational Instruction.

Note:   Use the BSC exchange property QOSMAPPING.

Note:   See Additional Information, Section 3.1.

7. Activate GPRS QoS Release 99?

Note:   See the work order.

Yes  Go to Step 8.

No  Go to Step 9.

Activate GPRS QoS Release 99


8. Go to Operational Instruction BSC, Exchange Properties, Change. Perform the
steps in that Operational Instruction, and return to Step 9 in this Operational Instruction.

Note:   Use the BSC exchange property PCUQOS.

Note:   See Additional Information, Section 3.1.

Verify Changes
9. Print the BSC exchange property data. Use parameter ID=ALL ..

Use command RAEPP.

Printout:

10. Go to Step 19.

Check GPRS QoS Release 97 and GPRS QoS Release 99 Status


11. Print the status of GPRS QoS Release 97 and GPRS QoS Release 99. Use parameter ID=ALL.

Use command RAEPP.

12. Has BSC exchange property PCUQOS or QOSMAPPING value different than 0?

Yes  Go to Step 13.

No  Go to Step 14.

Deactivate GPRS QoS Release 97 and GPRS QoS Release 99


13. Go to Operational Instruction BSC, Exchange Properties, Change. Perform the
steps in that Operational Instruction, and return to Step 14 in this Operational Instruction.

Note:   Use the BSC exchange properties PCUQOS and QOSMAPPING .

14. Select the appropriate action according to the work order:

Activate GPRS Quality of Service Admission Control with radio priority levels support. Go to Step
15.

Activate GPRS Quality of Service Admission Control without radio priority levels support. Go to
Step 17

15. Activate GPRS Quality of Service Admission Control with radio priority levels support. Use
parameter FUNC=RPL.

Use command RFGQI.

Note:   See Additional Information, Section 3.1.

16. Go to Step 18.

17. Activate the functionality GPRS Quality of Service Admission Control without radio priority levels
support. Use parameter FUNC=QOSAC .

Use command RFGQI.

Note:   See Additional Information, Section 3.1.

18. Verify the changes.

Use command RFGQP.

19. Make a report.

3   Additional Information
3.1   Traffic Disturbance
The Serving GPRS Support Node (SGSN) needs to support the QoS Release 99 and later versions of the
3GPP Standard, Packet Flow Management procedures for GPRS QoS Release 99. The activation or
deactivation of functionalities GPRS QoS Release 99 and GPRS Quality of Service Admission Control
causes a reset of the communication paths to the SGSN. The procedure has a negative impact on traffic.
All GPRS users with an active data transmission will experience a temporary slowdown or stoppage.
