2 Overview

2.1 Introduction
GPRS/EGPRS connection control refers to the establishment and release of TBFs. It includes
the following functions:
l Establishment of uplink and downlink TBFs
l Release of uplink and downlink TBFs
l Reassignment of TBFs
l Suspension and resumption of TBFs
GPRS/EGPRS transfer refers to the transfer of data within TBFs. It includes the following
functions:
l Uplink and downlink data transmission
l Enhancement of extended uplink TBFs
l Dynamic adjustment of relative reserved block period (RRBP) frequency

3 Technical Description

3.1 Establishment of an Uplink TBF


Based on the channel type and access phase, establishment of an uplink TBF is classified into:
l Establishment of an uplink TBF on the common control channel (CCCH): It is triggered
if no PBCCH is configured in a cell.
l Establishment of an uplink TBF on the packet common control channel (PCCCH): It is
triggered if the PBCCH is configured in a cell.
l Establishment of an uplink TBF on the packet associated control channel (PACCH): It is
triggered if a downlink TBF already exists.
Before transmitting data, an MS initiates a PS channel request. The PS channel request is of
the following types: one-phase access and two-phase access.
l For a one-phase access request, the BSC assigns radio resources to an MS at a time upon
receiving the request. The radio resources can be the temporary flow identity (TFI) or
uplink state flag (USF) resources.
l For a two-phase access request, the processing procedure is as follows:
1. The BSC assigns one RLC/MAC control block to an MS. The MS transmits a Packet
Resource Request message on the assigned radio block.
2. The BSC assigns radio resources (such as the TFI or USF) to the MS. Then the MS starts
to send data on the assigned radio resources.
The Packet Channel Request message is an 8-bit or 11-bit access burst, which carries only a
small amount of information. The Packet Resource Request message, however, is an
RLC/MAC signaling packet encoded using Coding scheme 1 (CS-1), which carries more
information, including the temporary logical link identifier (TLLI), MS multislot capability,
and radio priority.

3.1.1 Establishment of an Uplink TBF on the CCCH


One-Phase Packet Access on the CCCH
Figure 3-1 shows the procedure for establishing an uplink TBF when one-phase packet access
uses the CCCH.

1. If no PCCCH is configured for a cell, an MS in packet idle mode sends a Channel


Request message to the BSC over the random access channel (RACH).
2. After receiving the Channel Request message from the MS, the BSC starts to establish a
TBF and informs the MS whether the access request is allowed. If the request is allowed,
the BSC sends an Immediate Assignment message to the MS over the access grant
channel (AGCH). The message contains the USF and the TFI of the TBF and indicates
that an uplink packet channel has been allocated for the uplink data transfer.
3. The MS sends the first uplink RLC data block, which contains the TLLI of the MS, to
the BSC over the allocated uplink packet channel. After receiving the data block, the
BSC responds with a Packet Uplink Ack/Nack message with the TLLI to complete the
contention resolution procedure. The establishment of an uplink TBF is complete.
When the ContentionResolutionOpt (BSC6900, BSC6910) parameter is set to ON(On)
and the countdown value (CV) is 0 in the first RLC data block sent by the MS during
one-phase 11-bit access, the BSC sends a Packet Uplink Ack/Nack(with TLLI) message
to complete the contention resolution.
When the CONTENTRESOLUTPOLICY (BSC6900, BSC6910) parameter is set to
FORCETHREEULACK(Three Forcibly sent), the BSC sends a Packet Uplink Ack/
Nack message with the TLLI to the MS upon receiving the RLC data block message
with the TLLI from the MS to complete the contention resolution. The BSC can send a
maximum of three Packet Uplink Ack/Nack messages with the TLLI to ensure that the
uplink contention solution is quickly complete.
4. The BSC responds with a Packet Uplink Ack/Nack message without the TLLI to
acknowledge the reception of the uplink RLC data block.

In the previous procedure, if the PDCHs are configured on the BCCH TRX and the packet
uplink immediate assignment function needs to be taken over by the BTS, set the
IMMASSDLSHIFT (BSC6900, BSC6910) parameter to YES(Support) to enable the
GBFD-119202 Packet Assignment Taken Over feature. This feature enables the BTS to send
Immediate Assignment messages. This shortens the message exchange delay between the

BSC and the BTS, and shortens MS access delay by about 100 ms when an external PCU is
used, thereby improving user experience and increasing the revenue of the operator.
The BTS supports takeover of the packet uplink immediate assignment function only during
one-phase access. Figure 3-2 shows the procedure for BTS takeover.

1. The BSC sends a Preallocation Uplink TBF Resource Request message to the BTS,
allocating the required uplink TBF resources in advance. The BTS then responds with a
Preallocation Uplink TBF Resource Acknowledgement message.
2. After receiving the Channel Request message from the MS, the BTS schedules uplink
data blocks using the preemption mechanism. Upon receiving the Immediate Assignment
message from the BTS over the AGCH, the MS starts to send data blocks to the BSC.
3. Upon receiving a Channel Request(assist) message from the BTS, the BSC initiates the
procedure for establishing an uplink TBF. The BSC then sends an Immediate
Assignment(assist) message to the BTS. The establishment of an uplink TBF is
complete.
When the Force2Phase (BSC6900, BSC6910) parameter is set to Open(Open) on the BSC,
the forced two-phase access on the CCCH is allowed for an MS.

Two-Phase Packet Access on the Uplink CCCH


Two-phase access consists of single radio block access and packet access. The purpose of
single radio block access is to assign a PACCH to an MS to transmit Packet Resource Request
messages with the TLLI. The purpose of packet access is to assign packet channels for data
transmission. Figure 3-3 shows the procedure for establishing a TBF using two-phase access
on the uplink CCCH.

1. If no PCCCH is configured in a cell, an MS sends a Channel Request to the BSC over


the random access channel (RACH).
2. The BSC assigns a single uplink radio block but does not establish uplink TBFs. The
BSC then sends an Immediate Assignment message to the MS over the AGCH,
indicating that an uplink radio block has been assigned.
3. The MS sends a Packet Resource Request message to the BSC on the assigned uplink
radio block over the PACCH. This message carries the TLLI, access type, and MS radio
access capability (RAC), and whether additional MS RAC needs to be reported.The BSC
then assigns a packet channel to the MS based on the MS RAC and then establishes an
uplink TBF.
4. The BSC sends a Packet Uplink Assignment message with the TLLI over the same
PACCH to complete the contention resolution procedure. This message indicates that
uplink packet channels have been assigned for transmitting uplink data, including the
USF and the TFI of the TBF. If the AdditionalMSRACap (BSC6900, BSC6910)
parameter is set to ON(ON) and the MS instructs the BSC that additional MS RAC
needs to be reported, the BSC sends a Packet Uplink Assignment message to instruct the
MS to report its additional RAC. If AdditionalMSRACap (BSC6900, BSC6910) is set to
OFF(OFF), the BSC does not instruct the MS to send its additional RAC.
5. The MS sends uplink data blocks without the TLLI over the assigned channel. The
establishment of an uplink TBF is complete.
6. The subsequent procedure for two-phase access on the uplink CCCH is the same as that
for one-phase access on the uplink CCCH.

3.1.2 Establishment of an Uplink TBF on the PCCCH


If a PCCCH is configured for a cell, an MS initiates an 8-bit/11-bit one-phase or two-phase
access request on the packet random access channel (PRACH) when the MS is in packet idle
mode. When the BSC allows the access, it assigns a packet channel to the MS for transmitting
uplink data.

The basic procedure for one-/two-phase packet access on the PCCCH is mostly the same as
that for one-/two-phase packet access on the uplink CCCH, except for the differences in the
following aspects:
1. The channel request is initiated over the PRACH.
2. Uplink assignment instead of immediate assignment is initiated over the packet access
grant channel (PAGCH).

3.1.3 Establishment of an Uplink TBF on the PACCH


Figure 3-4 shows the procedure for establishing an uplink TBF on the PACCH.

1. An MS is in packet transfer mode and there is a downlink TBF. If the BSC sets the S/P
field to 1, the MS is instructed to send a Packet Downlink Ack/Nack message in the
reserved uplink block to acknowledge the reception of downlink data. The S/P field
indicates whether the RRBP field is valid. The RRBP field indicates how many TDMA
frames the MS should wait for before sending uplink RLC data blocks. If the S/P field is
set to 1 in the header of a downlink data block, the MS is instructed to acknowledge that
the RRBP field is valid. If the S/P field is set to 0, the RRBP field is invalid.
2. If the MS has uplink data to transmit, the MS sends a Packet Downlink Ack/Nack
message with the Channel Request Description information element (IE) to the BSC over
the PACCH.
3. After receiving the message (the downlink TBF is now in packet transfer mode), the
BSC starts the procedure for establishing an uplink TBF on the downlink. The BSC then
sends a Packet Uplink Assignment message with the TLLI to the MS over the PACCH,
establishes an uplink TBF, and assigns a packet channel to the MS. The contention
resolution procedure is not required during the establishment of an uplink TBF on the
downlink.
4. The MS sends uplink data blocks without the TLLI over the assigned channel. The
establishment of an uplink TBF is complete.
In the previous procedure, if the PDCHs are configured on the BCCH TRX and the packet

Assignment Taken Over by the BTS feature. This shortens the message exchange delay
between the BSC and the BTS, and shortens MS access delay by about 100 ms when an
external PCU is used, thereby improving user experience and increasing the revenue of the
operator. Figure 3-5 shows the procedure for BTS takeover:

1. When an uplink TBF that does not support the Extended Uplink TBF feature is to be
released, the BSC sends a Packet Uplink Ack/Nack message with the FAI set to 1. If the
BSC detects that the downlink TBF is in packet transfer mode, the BSC reserves the
uplink TBF and then preassigns it to the BTS.
2. After receiving a Packet Control Ack message from the MS, the BSC starts releasing the
uplink TBF.
3. The BTS receives a Packet Downlink Ack/Nack message with the Channel Request
Description IE from the MS. The BTS then directly assigns the MS the packet channel
that is preassigned by the BSC and performs resource scheduling. The BTS sends a
Packet Uplink Assignment message to the MS, and the MS uploads data blocks. Packet
assignment is therefore successfully taken over by the BTS. At the same time, the BTS
forwards the Packet Downlink Ack/Nack message with the Channel Request Description
IE to the BSC.
4. After receiving the message, the BSC starts establishing an uplink TBF on the downlink.
5. The BSC sends a Packet Uplink Assignment message to the MS over the PACCH. The
BTS transparently transmits the downlink messages on the packet data channel (PDCH).
Therefore, the MS receives the Packet Uplink Assignment message twice. Then, instead
of the BTS, the BSC takes charge of scheduling uplink data blocks.

3.2 Establishment of a Downlink TBF


Based on the channel type and access phase, establishment of a downlink TBF is classified
into:

l Establishment of a downlink TBF on the CCCH: It is triggered if no PBCCH is


configured in a cell.
l Establishment of a downlink TBF on the PCCCH: It is triggered if the PBCCH is
configured in a cell.
l Establishment of a downlink TBF on the PACCH: It is triggered if a downlink TBF
already exists.
l Establishment of a downlink TBF on the uplink
l Establishment of a downlink TBF on the downlink

The BSC resends the Packet Downlink Assignment message for the configured number of
times when both the following conditions are met:

l The DlAssRetryTimesMax (BSC6900, BSC6910) parameter is set to a value other than


0.
l The BSC fails to receive a response for the previous Packet Downlink Assignment
message.

This increases the establishment success rate for a downlink TBF but increases the congestion
rate during peak hours. The smaller the value of the DlAssRetryTimesMax (BSC6900,
BSC6910) parameter, the lower the congestion rate during peak hours, and the lower the
success rate of downlink TBF establishments.

The BSC can resend the Packet Polling Request message for the configured number of times
when both the following conditions are met:

l The PollingRetryTimesMax (BSC6900, BSC6910) parameter is set to a value other than


0.
l The BSC fails to receive the Packet Control Ack message.

This increases the success rate for downlink TBF establishments but increases the congestion
rate during peak hours. The smaller the value of the PollingRetryTimesMax (BSC6900,
BSC6910) parameter, the lower the congestion rate during peak hours, and the lower the
success rate of downlink TBF establishments.

The BSC sends an RA-CAPABILITY-UPDATE message to obtain the MS capability from the
SGSN when both the following conditions are met:

l The BSC does not obtain the MS capability when the downlink TBF is established or
channel resources are reassigned.
l The SendRACapUpdate (BSC6900, BSC6910) parameter is set to ON(ON).

This helps the BSC to quickly obtain the MS support capability for resource allocation but
increases the signaling traffic over the Gb interface.

The BSC can reject the TBF establishment request when the channel resources are insufficient
or due to other reasons. The MaxDlEstRetryNum (BSC6900, BSC6910) parameter
determines the number of downlink TBF establishment attempts.

3.2.1 Establishment of a Downlink TBF on the CCCH


If no PCCCH is configured for a cell, the BSC needs to establish a downlink TBF for data
transmission when it receives a downlink LLC PDU without a downlink TBF from the SGSN.
If an MS is in idle mode, the BSC sends a downlink assignment message to the MS over the
CCCH. Figure 3-6 shows the procedure for establishing a downlink TBF on the CCCH.

1. After receiving a downlink LLC PDU from the SGSN, the BSC inserts the downlink
LLC PDU into the LLC PDU queue. The BSC then sends an Immediate Assignment
message to an MS over the CCCH to assign a channel to the MS. The message carries
the TFI and the start time of the TBF.
2. During the downlink TBF establishment, if the BSC does not obtain the timing advance
(TA) value after sending an Immediate Assignment message, the BSC sends a Packet
Polling Request message with TFI over the PACCH that is used to carry the downlink
TBF. During an immediate assignment procedure, the MaxPollingRetryTimes
(BSC6900, BSC6910) parameter determines the number of times the BSC resends the
Packet Polling Request message. The MS sends a Packet Control Ack message to the
BSC. The BSC then obtains the TA value from the Packet Control Ack message and
sends a Packet Power Control/Timing Advance message to notify the MS of the TA
value.
The CTRLACKTYPE (BSC6900, BSC6910) parameter determines the format of the
message used to obtain the TA. When CTRLACKTYPE (BSC6900, BSC6910) is set to
4BURST(4Burst), the BSC can obtain the TA without sending a Packet Polling Request
message. When CTRLACKTYPE (BSC6900, BSC6910) is set to RLC/MAC(RLC/
MAC), the BSC must send a Packet Polling Request message to obtain the TA value.
3. If the channel (indicated in the Immediate Assignment message) assigned to the MS does
not meet the multislot capability of the MS, the BSC initiates reassigning a downlink
TBF and sends a Packet Downlink Assignment message to assign several channels to a
TBF.

4. After the downlink TBF is successfully established, the BSC starts to send data blocks.
The BSC disassembles the downlink LLC PDU into downlink RLC data blocks and then
sends them to the MS over the assigned downlink packet channel. The BSC sets S/P to 1
in the downlink RLC data block header. The MS sends a Packet Downlink Ack/Nack
message in response to the received downlink RLC data blocks.

3.2.2 Establishment of a Downlink TBF on the PCCCH


The procedure for establishing a downlink TBF on the PCCCH is similar to that for
establishing a downlink TBF on the CCCH. The only difference is that the BSC sends the
Packet Downlink Assignment message over the PCCCH.

3.2.3 Establishment of a Downlink TBF on the PACCH


During uplink TBF transmission, an MS listens to the PDCH. If there is downlink data for
transmission, the BSC sends a Packet Downlink Assignment message on the PACCH. This
process is referred to as the establishment of a downlink TBF on the uplink. The
PACCHDlEstSw (BSC6900, BSC6910) parameter determines whether a downlink TBF can
be established on the PACCH when the uplink TBF is waiting to be released.
After receiving the Packet Uplink Ack/Nack message (FAI = 1), the MS releases the uplink
TBF and starts to listen to the CCCH. In this case, if the MS receives the downlink
assignment message before being handed over to the CCCH, the MS fails to respond to the
downlink assignment message. Therefore, the BSC will not immediately establish a downlink
TBF after sending the Packet Uplink Ack/Nack message (FAI = 1) and receiving new data
from the SGSN. That is, a delay specified by the DLTBFESTDELAY (BSC6900, BSC6910)
parameter is added for establishing a downlink TBF. This way, the MS can listen to the CCCH
and respond to the downlink assignment message properly. This ensures successful downlink
TBF establishment.
If the downlink TBF is released but the T3192 timer (specified by the T3192 (BSC6900,
BSC6910) parameter) does not expire, the MS listens to the PDCH. If there is downlink data
for transmission, the BSC sends a Packet Downlink Assignment message on the PACCH.
This process is referred to as the establishment of a downlink TBF on the downlink.

3.2.4 Establishment of a Downlink TBF on the Uplink


Figure 3-7 shows the procedure for establishing a downlink TBF on the uplink.

The procedure is as follows: During uplink TBF transmission, the BSC receives a downlink
LLC PDU from the SGSN. The BSC then includes the TFI of the uplink TBF and sets S/P to
1 in a Packet Downlink Assignment message sent to the MS over the PACCH. The downlink
TBF is therefore established, and the BSC starts to send RLC data blocks.

3.2.5 Establishment of a Downlink TBF on the Downlink


Figure 3-8 shows the procedure for establishing a downlink TBF on the downlink:

1. During downlink TBF transmission, the BSC sends all the data blocks in the LLC PDU
queue to an MS. In the last downlink data block, the BSC sets both the final block
indicator (FBI) and the S/P to 1.
2. The MS responds with a Packet Downlink Ack/Nack message with the FAI set to 1. The
BSC then sets the T3192 (BSC6900, BSC6910) parameter.
– If no PBCCH is configured for a cell, the BSC sends the system information SI13
and PSI13 to inform the MS of this parameter's value.
– If the PBCCH is configured for a cell, the BSC sends the system information PSI1
and PSI13 to inform the MS of this parameter's value.
The MS starts the T3192 timer, and the BSC automatically starts the T3193 timer.
The length of the T3193 timer is a little shorter than that of the T3192 timer.
3. If the previous downlink TBF on the BSC side has been released, the T3193 timer has
not expired, and the BSC needs to transmit downlink PS data, the BSC sends a Packet

Downlink Assignment message with the previous TFI and the RRBP to the MS over the
PACCH that carries the previous downlink TBF. In response to the Packet Downlink
Assignment message, the MS sends a Packet Control Acknowledgement message on the
uplink radio block specified by the RRBP. A downlink TBF is therefore established, and
the BSC sends downlink data blocks to the MS and stops the T3193.

3.2.6 Early Establishment of a Downlink TBF


In the event of early establishment of a downlink TBF, the BSC does not wait for receiving
downlink LLC PDUs from the SGSN and establishes a downlink TBF on the uplink
immediately after an uplink TBF is established successfully. In RLC acknowledged mode, the
BSS supports early establishment of downlink TBFs. This function is controlled by the
bAdvEstDlTbf (BSC6900, BSC6910) parameter.
After the early establishment of a downlink TBF is complete:
l If the downlink data needs to be transmitted, the downlink data is transmitted over the
TBF. This shortens the delay in transmitting downlink services.
l If no downlink data needs to be transmitted, the TBF is released after the period
specified by AdvEstDlTbfRelDelay (BSC6900, BSC6910) parameter.

3.3 Release of a TBF


The causes for the release of a TBF are as follows:
l There is no data for transmission on the uplink or downlink, and the release delay for
non-extended uplink TBFs, inactive period of extended uplink TBFs, or release delay of
downlink TBFs is reached
l The MS completes a location update and moves to another cell.
l The cell no longer supports the GPRS/EGPRS function.
l The cell is reinitialized.
The release of a TBF is classified into the release of an uplink TBF and the release of a
downlink TBF.
When both the uplink and downlink TBFs are released, the MS context release timer specified
by the MSContextLifeTime (BSC6900, BSC6910) parameter is started. Before the timer
expires, the MS context information is stored on the BSC for next service access. This
decreases the access delay and increases the user rate. If new PS services are connected before
the MS context release timer expires, the timer stops. The BSC clears all MS context
information after the timer expires.
There are two modes for releasing an uplink TBF: non-extended uplink TBF mode and
extended uplink TBF mode.
l Non-extended uplink TBF mode: When the protocol version supported by an MS is R99
or earlier, the MS controls the release of an uplink TBF in either of the following
situations:
– The MS does not include the RAC in the uplink TBF.
– The MS includes the RAC in the uplink TBF but the RAC is unknown to the BSC.
l Extended uplink TBF mode: When the protocol version supported by an MS is R4 or
later, the BSC controls the release of an uplink TBF if the MS includes the RAC in the
uplink TBF and the RAC is known to the BSC.

To prevent abnormal seizures and release failures of BSC resources, the


ForceRelTbfDuration (BSC6900, BSC6910) parameter is used o determine the forced TBF
release duration. If no uplink or downlink LLC PDUs are transmitted over a TBF, the BSC
forcibly release the TBF. If the PDCHDWNLEV (BSC6900, BSC6910) parameter is set to a
value greater than 80, set the ForceRelTbfDuration (BSC6900, BSC6910) parameter to a
value greater than 6. With this parameter setting, the downlink TBF that has not being
scheduled will not be forcibly released.

Timer T3191 (BSC6900, BSC6910) is started when the last data block over the downlink
TBF is sent and the FBI in the data block is set to 1. After T3191 expires, the BSC releases all
resources occupied by the TBF. For details about T3191, see 3GPP TS 44.060.

3.3.1 Release of a Non-extended Uplink TBF


Figure 3-9 shows the procedure for releasing a non-extended uplink TBF.

1. The release of a non-extended uplink TBF is initiated by an MS. During uplink TBF
transmission, the MS sets the CV to 0 in the last uplink data block.
2. If the BSC receives all the uplink data blocks, it sends a Packet Uplink Ack/Nack
message in which the FAI and the S/P are set to 1 to the MS. If the BSC does not receive
all the uplink data blocks, it sends a Packet Uplink Ack/Nack message with the FAI set
to 0 to the MS, instructing the MS to retransmit the data blocks that are not received.
3. If the MS receives the Packet Uplink Ack/Nack message in which the FAI and the S/P
are set to 1, it responds with a Packet Control Ack message. The uplink TBF is therefore
released normally.

A monitoring mechanism is required to ensure that the uplink TBF on the BSC side can be
released even if the Packet Control Ack message is lost.

1. After the BSC correctly receives all downlink data blocks, the BSC sends a Packet
Uplink Ack/Nack message in which the FAI and the S/P are set to 1 to the MS. At the
same time, the BSC starts the N3103 counter, whose maximum value is specified by the
N3103 (BSC6900, BSC6910) parameter. After receiving a Packet Control Ack message
from the MS, the BSC resets the N3103 counter to 0.
2. If the BSC does not receive a correct Packet Control Ack message in the corresponding
uplink data block, the N3103 counter is increased by 1.
3. If the N3103 counter reaches its maximum value, the BSC automatically starts the
internal timer T3169.
4. After the T3169 timer expires, the BSC releases the TBF. The corresponding resources
can then be reused.

If an MS does not support an extended uplink TBF and the BSC has received the last uplink
RLC data block with CA set to 0, the BSC sends a Packet Uplink Ack/Nack message with the
FAI set to 1 to the MS, instructing the MS to release the extended uplink TBF. The release of
the non-extended uplink TBF is delayed. The release delay is specified by the
UPTBFRELDELAY (BSC6900, BSC6910) parameter. If the BSC needs to establish a
downlink TBF during the delay period, the downlink TBF can be established on the uplink
TBF that is not released. This reduces the time required by the downlink TBF establishment.
After the downlink TBF is successfully established, this uplink TBF is automatically released.
If the BSC does not need to establish a downlink TBF during the delay period, the MS
releases this uplink TBF after the delay period ends.

3.3.2 Release of an Extended Uplink TBF


In the release of an extended uplink TBF, the BSC takes over the release of the uplink TBF
from the MS. The transmission of an extended uplink TBF has two phases:
l Active period: If an MS has data to transmit, the TBF enters the active period.
l Inactive period: If an MS has no data to transmit, the TBF enters the inactive period.
After transmitting the uplink data, an MS retains the uplink TBF for a period of time. During
this period, the MS can directly transmit uplink data (if any) without reestablishing the uplink
TBF. Therefore, the overhead of uplink TBF reestablishment is reduced and the transmission
delay of uplink data is shortened. This significantly improves key performance indicators
(KPIs) of the network, especially when discontinuous transmission (such as interactive
transmission and ping) lasts for a long time on the uplink. For example, the ping delay can be
shortened by 300 ms. In addition, downlink TBFs can be established using the uplink TBF in
the inactive period.
Figure 3-10 shows the procedure for releasing an extended uplink TBF.

1. After receiving the last uplink RLC data block with CV set to 0, the BSC does not
immediately release the extended uplink TBF. Instead, the BSC sends a Packet Uplink
Ack/Nack message with the FAI set to 0. The TBF then enters the inactive period and the
BSC starts the inactive period timer. The length of the timer is specified by the
UPEXTTBFINACTDELAY (BSC6900, BSC6910) parameter. The BSC continues to
allocate uplink resources to the MS until the inactive period timer expires. Uplink
resources are used for the MS to transfer control blocks.
2. If there are uplink RLC data blocks to transmit during the inactive period, the MS can
directly use the uplink TBF that enters the inactive period without establishing a new
uplink TBF. The uplink TBF used by the MS automatically enters the active period. If
there are no uplink RLC data blocks to transmit, the MS sends a Packet Uplink Dummy
Block message to the BSC.
3. When the inactive period ends and there are no uplink RLC data blocks to transmit, the
BSC sends a Packet Uplink Ack/Nack message with the FAI set to 1 to the MS,
instructing the MS to release this uplink TBF. After receiving this message, the MS
sends a Packet Control Ack message to the BSC. The uplink TBF is then released
normally.

3.3.3 Release of a Downlink TBF


Figure 3-11 shows the procedure for releasing a downlink TBF.

1. During downlink TBF transmission, the BSC sends all the data blocks in the LLC PDU
queue to an MS. In the last downlink data block, the BSC sets both the FBI and the S/P
to 1.
2. If an MS correctly receives all the downlink data blocks, it sends a Packet Downlink
Ack/Nack message with the FAI set to 1 to the BSC. Otherwise, the MS sends the BSC a
Packet Downlink Ack/Nack message with the FAI set to 0, requesting the BSC to
retransmit the data blocks that are not received.
3. After receiving the Packet Downlink Ack/Nack message with the FAI set to 1, the BSC
releases the downlink TBF normally.

A monitoring mechanism is required to ensure that the downlink TBF can be released even if
the Packet Downlink Ack/Nack message is lost.

1. Each time the BSC sets S/P to 1 in the downlink TBF data blocks, the BSC starts the
N3105 counter, whose maximum value is specified by the N3105 parameter. If the BSC
correctly receives a Packet Downlink Ack/Nack message from the MS, the BSC resets
the N3105 counter to 0.

2. If the BSC does not correctly receive a Packet Downlink Ack/Nack message from the
MS, the N3105 counter is increased by 1.
3. If the N3105 counter reaches its maximum value (N3105_max), the BSC automatically
starts the internal T3195 timer.
4. After the T3195 timer expires, the downlink TBF is abnormally released.

3.4 Uplink Data Transmission


The BSC can allocate multiple PDCHs to one MS and multiple MSs can share one PDCH.
However, the radio blocks of only one MS can be transmitted on each PDCH within a radio
block period. An MS schedules radio blocks based on the USF. The MS knows which PDCH
and which radio block of this PDCH are used for transmitting data. Therefore, multiple MSs
can share one uplink channel. If one PDCH is shared by multiple TBFs, the TBFs are
scheduled on the basis of their QoS capabilities.

USF allocation has two modes: dynamic allocation mode and extended dynamic allocation
mode.

When an MS can transmit uplink blocks in extended dynamic allocation mode, the MS does
not need to listen to the subsequently allocated channels. Therefore, the MS can use more
uplink channels than in dynamic allocation mode. Extended dynamic allocation mode helps
increase the uplink data transmission rate and facilitates the transmission of services with a
large data flow on the uplink. This improves user satisfaction. Extended dynamic allocation
mode requires the support from the MS. The RAC reported by an MS indicates whether the
MS supports the GPRS or EGPRS extended dynamic allocation mode.

The MS starts timer T3198 after sending an RLC data block, and sets the RLC data block
status to Unacknowledged after the timer expires. When this happens, the BSC resends the
RLC data block. By default, timer T3198 is set to the total transmission duration of N RLC
data blocks (N is specified by BS_CV_MAX). BS_CV_MAX is used by the MS to calculate
the CV and is specified by the BSCVMAX (BSC6900, BSC6910) parameter. The BSC sends
the value of timer T3198 to the MS in SI.

3.4.1 Dynamic Allocation Mode


In dynamic allocation mode, an MS determines which radio blocks are to be allocated to a
PDCH based on the USF.

The radio blocks used by an MS are temporarily allocated by the BSC. The BSC includes the
number of PDCHs allocated to the MS and the value of the USF corresponding to each PDCH
in the assignment uplink resource message or reassignment uplink resource message. After
receiving this message, the MS starts to listen to the USF value in the downlink radio block
header of the allocated channel. If this value is equal to the assigned USF value, the MS is
allowed to use the uplink channel. The MS then transmits data blocks on this channel in the
next radio block period.

USF is classified into reserved USF and free USF.

The reserved USF is a USF value that is not assigned to a GPRS- or EGPRS-capable MS. It is
used to prevent more than one GPRS- or EGPRS-capable MS from transmitting data on the
same PDCH. By default, the reserved USF value is 7. The BSC informs a GPRS- or EGPRS-
capable MS that one or more uplink radio blocks have been reserved for it on a particular
PDCH. The GPRS- or EGPRS-capable MS may have an uplink or downlink TBF, or no TBF

at all. When the radio block period ends, the BSC notifies the MS of the reserved USF. Only
the MS to which this radio block has been assigned is allowed to transmit data.
l The reserved USF is used in the following scenarios:
– The packet channel request is in the second phase of two-phase access.
– If a downlink RLC/MAC control block contains a valid RRBP field, the MS uses its
reserved radio blocks to send a single control message.
– If the USF granularity is 4, the MS uses its three reserved blocks to send RLC/MAC
data blocks or control messages.
l The free USF is used on the PRACH in the next uplink block period. The PRACH is
used during the first phase of an establishment procedure. All MSs are allowed to
transmit a packet channel request on the PRACH.
A monitoring mechanism is required to ensure that the uplink TBF can be released.
1. After starting to assign a USF to the uplink TBF (that is, the uplink TBF is successfully
established), the BSC starts the N3101 counter to check whether the uplink data is
received. The maximum value of this counter is specified by the N3101 (BSC6900,
BSC6910) parameter.
2. If the BSC receives valid uplink data blocks on the block resources reserved for the MS,
the N3101 counter resets. Otherwise, the value of the N3101 counter is incremented by
one.
3. If the N3101 counter reaches its maximum value N3101_max, the TBF is abnormally
released.

3.4.2 Extended Dynamic Allocation Mode


In extended dynamic allocation mode, an MS determines which blocks are to be allocated to
multiple PDCHs based on the USF. The resource assignment mechanism in extended dynamic
allocation mode is the same as that in dynamic allocation mode. The number of channels used
on the uplink is greater than the number of channels used on the downlink. After receiving the
USF value of a channel, the MS transfers data on this channel and on other channels whose
channel number is greater than the number of this channel.
For a downlink TBF, if the USF granularity is 4 and the USF value of timeslot 3 that is
assigned to this TBF is 5, timeslots 3 to 6 are assigned to the downlink TBF in the next uplink
period, as described in Table 3-1. All four timeslots might not be assigned to this TBF each
time. If a timeslot is assigned to this TBF, however, the subsequent timeslots are assigned to
this TBF.

of all the assigned PDCHs, the MS listens to USF values according to the following
principles:

In a block period for data transfer, the MS obtains the USFs of all the timeslots from the
timeslot to which the MS listens to the current timeslot. For example, if the USF in timeslot 3
to which the MS listens is consistent with the locally stored USF, the MS can transfer data in
timeslots 3 to 6. If the USF in timeslot 5 to which the MS listens is consistent with the locally
stored USF, the MS can transfer data in timeslots 5 to 7.

If the PDCHs on which EGPRS and GPRS services are multiplexed use the USF granularity
4, the downlink traffic volume of the EGPRS TBF increases. A GPRS-capable MS and an
EGPRS-capable MS use the same PDCH. Therefore, the EGPRS-capable MS uses on the
downlink the radio blocks with the GPRS coding scheme but cannot use the radio blocks with
the EGPRS coding scheme. After receiving a downlink radio block, the MS triggers the
transmission of uplink radio blocks. The EGPRS-capable MS obtains its own USF value from
the header of the downlink radio block.

l If the USF granularity is 4, uplink data is transmitted on the PDCH in the next four radio
block periods.
l If the USF granularity is 1, uplink data is transmitted on the PDCH in the next radio
block period.

If the USF granularity is 1 and the EGPRS-capable MS needs to transfer one more uplink
radio block, the BSC must send one more downlink radio block with the Gaussian minimum
shift-frequency keying (GMSK) coding scheme to trigger the transmission. Therefore, the
downlink EGPRS bandwidth is adversely affected. If the USF granularity is 4, one downlink
radio block triggers four uplink radio blocks. Therefore, fewer downlink radio blocks with the
GMSK coding scheme are required and the downlink EGPRS bandwidth is negligibly
affected.

3.4.3 Handling of LLC PDUs and RLC Data Blocks


An LLC PDU consists of one or more RLC data blocks. RLC data blocks received on each
PDCH contain a TFI to indicate which TBF they belong to. The blocks are numbered
sequentially to allow them to be reassembled into LLC PDUs.

When the UsrUlPduTBitValue (BSC6900, BSC6910) parameter is set to 0, the T bit in the
QoS Profile IE of the uplink LLC PDU is forcibly set to 0, indicating that the PDU contains
signaling information.

3.4.4 RLC Mode


There are two RLC modes: acknowledged mode and unacknowledged mode.

l One-phase access
– In 8-bit access, only acknowledged mode is used.
– In 11-bit access, unacknowledged mode is used if the EGPRS Packet Channel
Request message carries the "One phase Access Request in RLC unacknowledged
mode" IE; Acknowledged mode is used if the message does not carry the "One
phase Access Request in RLC unacknowledged mode" IE.
l The Channel Request Description IE carried in the Packet Resource Request and Packet
Downlink Ack/Nack messages from the MS indicates which RLC mode should be used
by the network.

The GPRS- or EGPRS-capable MS sends a Packet Channel Request message or an EGPRS


Packet Channel Request message to inform the BSC which RLC mode is used. One-phase
access is then complete.

3.4.4.1 RLC Acknowledged Mode


In RLC acknowledged mode, the BSC acknowledges the reception of all RLC data blocks.
The TBF can be released only when the MS acknowledges that all the data blocks are
transmitted. This is done to ensure that the transmission of RLC data blocks is reliable. If the
BSC does not acknowledge the reception of some RLC data blocks, the MS retransmits the
lost data blocks. After the MS receives all the acknowledgement messages from the BSC, the
BSC releases the uplink TBF.
If the MS does not receive an acknowledgement message, SI is set to 1 in the uplink
RLC/MAC block after the sliding window stops. After receiving the uplink RLC/MAC block
with SI set to 1, the BSC retransmits the Packet Uplink Ack/Nack message. The interval
between transmitting Packet Uplink Ack/Nack messages with SI set to 1 in the uplink block is
shorter than the interval of transmitting Packet Uplink Ack/Nack message in common cases.

3.4.4.2 RLC Unacknowledged Mode


In RLC unacknowledged mode, the BSC also acknowledges the reception of all RLC data
blocks, but the MS does not need to process the acknowledgement messages. In addition, the
transmitted data blocks do not need to be acknowledged by the BSC. The TBF can be released
immediately after the data transmission is complete.
The BSC still periodically sends Packet Uplink Ack/Nack messages to the MS to inform the
MS that the network is still receiving data.

3.4.5 Uplink Access Congestion Control


If too many MSs in the cell request GPRS resources at the same time, the resources may be
insufficient and uplink congestion may occur.
Uplink flow control is performed to control the service requests (including the responses to
paging) initiated by the MS. The random access volume on the PRACH or RACH is
controlled to control uplink service requests. Flow control may affect the response speed and
QoS of the system but it helps increase system capacity.

3.5 Downlink Data Transmission


After a downlink TBF is established, the BSC selects the optimal coding scheme based on the
radio environment and disassembles the received LLC PDUs into RLC data blocks. The RLC
data blocks and RLC/MAC control blocks are then scheduled at the right time to the MS.
The RLC data blocks and RLC/MAC control blocks are ranked by priority. For radio blocks
on the same channel, the radio block with the highest priority is preferentially transmitted. An
RLC/MAC control block has a higher priority than an RLC data block. If two or more TBFs
share one PDCH, scheduling is based on their QoS profiles.

3.5.1 Scheduling of Downlink Radio Blocks


Each downlink TBF can be assigned one or more PDCHs, and multiple downlink TBFs can
share one PDCH.

Each downlink TBF has a radio block queue, which is used to transmit radio blocks to an MS.
An RLC/MAC control block has a higher priority than an RLC data block. Radio blocks are
transmitted on all the PDCHs that are assigned to the MS. In RLC acknowledged mode, a
radio block that is not acknowledged by the MS is retransmitted or a new radio block is
generated.

3.5.1.1 Handling for Downlink Radio Block Scheduling


Each MS is assigned one or more PDCHs. The logical channels carried on each PDCH consist
of the PACCH and PDTCH. The next radio block is scheduled immediately after one radio
block is transmitted.

When the DlFirstBlkPolling (BSC6900, BSC6910) parameter is set to ON(ON), the RRBP
field is set to 1 in the first scheduling data block over the downlink EGPRS TBF. The RRBP
information instructs the MS to send the Packet Downlink Ack/Nack message in the reserved
data block for fast acknowledgement. This improves the downlink transmission efficiency.

When the StallNackBlkPolling (BSC6900, BSC6910) parameter is set to ON(ON) and the
downlink EGPRS TBF is pending, the RRBP field is set to 1 in the NACK data block sent
over the downlink TBF. The MS then sends the Packet Downlink Ack/Nack message in the
next uplink scheduling data block to the BSC for fast acknowledgement. This improves the
downlink transmission efficiency.

When the SptDlTbfSchedOptimize (BSC6900, BSC6910) parameter is set to YES(YES) and


the downlink PDCH is idle, the BSC can actively retransmit PACK data blocks. This
improves the downlink data transmission efficiency in poor radio environment. When the
radio environment is good, this parameter setting increases the TRX power consumption and
the network interference.

3.5.1.2 Handling for No Radio Block Scheduling


If no downlink data is to be transmitted, the BSC sends a Packet Downlink Dummy Block
message, which carries the USF of the MS. Therefore, uplink scheduling can be performed.

3.5.2 Handling of LLC PDUs and RLC Data Blocks


DL-UnitData messages are sent from the SGSN to the BSC over the Gb interface. Each DL-
UnitData message contains an LLC PDU and the control information required for transmitting
the LLC PDU on the Um interface. In a TBF, an LLC PDU containing user signaling has a
higher priority than an LLC PDU containing user data. When the GPRS/EGPRS QoS feature
is enabled, LLC PDUs are queued by priority.

The LLC PDUs are disassembled into RLC data blocks and then scheduled. For EGPRS
services, a radio block contains one or two RLC data blocks, depending on the modulation
and coding scheme (MCS) used.

l For MCS-1 to MCS-6, a radio block contains one RLC data block.
l For MCS-7 to MCS-9, a radio block contains two RLC data blocks.

If a downlink TBF is in transfer mode and the LLC PDU queue of this TBF has downlink
data, the downlink data is sent to the MS. If a downlink TBF is not in transfer mode, the
downlink data is not sent to the MS.

When the SupRAStatus (BSC6900, BSC6910) parameter is set to ON(ON), the BSC sends a
notification message to the SGSN when the radio environment deteriorates or a cell

reselection occurs. The SGSN suspends or stops transmitting LLC PDU packets according to
the received message.

The LLC PDU order specified by N(U) may be broken if the transmission delay over the Gb
interface is different or the packet loss rate is high. When this happens, setting the
LLCPDUReorder (BSC6900, BSC6910) parameter to ON(ON) to reorder the LLC PDUs
that are discontinuously received by the BSC. This decreases the retransmission rate of
downlink LLC PDUs. In addition, configure the time for waiting for the lagged LLC PDUs
using the LLCPDUReorderTime (BSC6900, BSC6910) parameter. This parameter must be
configured based on the jitter delay on the Gb transmission network.

3.5.3 RLC Mode


The RLC mode of a downlink TBF is determined by the QoS attribute of the downlink LLC
PDU. Each DL-UnitData message indicates which RLC mode should be used for data
transmission.

After sending a certain number of RLC data blocks to a GPRS- or EGPRS-capable MS, the
BSC sets the S/P to 1 in the next radio block to be sent.

There are two RLC modes: acknowledged mode and unacknowledged mode.

3.5.3.1 Acknowledged Mode


In acknowledged mode, the MS responds with a Packet Downlink Ack/Nack message to
acknowledge the received data message with S/P set to 1. The Packet Downlink Ack/Nack
message contains a positive or negative acknowledgement for a specified range of RLC data
blocks. The RLC data blocks that are negatively acknowledged are rescheduled for downlink
transmission. If a radio block contains two RLC data blocks and only one of them is
positively acknowledged, only the negatively acknowledged RLC data block is retransmitted.

3.5.3.2 Unacknowledged Mode


In unacknowledged mode, no data is retransmitted. However, there is an exception: The final
radio block in a downlink TBF is retransmitted a specified number of times if the BSC does
not receive any downlink acknowledgement messages from the MS. This ensures that the MS
is aware that the downlink data transmission is complete.

3.5.4 Downlink Flow Control


Because the physical media and transmission protocols on the Gb interface are different from
those on the Um interface, the data transmission rate on the Gb interface is greater than that
on the Um interface. In addition, during downlink data transmission, the data transmission
rate on the Um interface is subject to various factors, such as the MS multislot capability,
radio quality, and number of available radio channels in a cell. Therefore, the data
transmission rate is unstable and flow control on downlink data is required.

The BSC checks data validity when forwarding downlink LLC PDUs. If the capacity of
queued LLC PDUs exceeds half of the queue capacity, the BSC performs flow control and
sends flow control messages over the Gb interface. The flow control procedure then starts as
long as the cell is working properly. The BSC regularly reports the bucket size and bucket
flow rate of the cell to the SGSN based on the radio packet channels in the cell. In addition,
the BSC reports the bucket sizes and bucket flow rates of the MSs based on the amount of
radio resources occupied by the MSs. The SGSN adjusts the downlink data flow rate of the

cell and MSs in real time based on the bucket sizes and bucket flow rates of the cell and the
MSs, respectively, to control the downlink data.

NOTE

The bucket size of a cell refers to the maximum storage space that the BSC reserves for the cell to store
packet data. The bucket size varies depending on the number of packet channels in the cell.
The bucket size of an MS refers to the maximum storage space that the BSC reserves for the MS to store
packet data. The bucket size varies depending on the number of channels allocated to the MS.
The bucket flow rate refers to the data transmission rate.

Downlink flow control consists of downlink BVC flow control and downlink MS flow
control.

l Downlink BVC flow control


The BSC reports to the SGSN the flow control parameters, such as the maximum bucket
size and the leak rate of the BSSGP virtual connection (BVC). According to the settings
of the flow control parameters, the SGSN performs flow control to prevent frequent data
losses caused by congestion and transmission interruption caused by insufficient
bandwidth. The BSC sends the SGSN a FLOW-CONTROL-BVC message, indicating
that the cell is ready to receive downlink LLC PDUs. This message carries the buffer
size and data flow rate, which are set high enough to accommodate the maximum GPRS
traffic volume in the cell.
l Downlink MS flow control
The BSC reports to the SGSN the flow control parameters, such as the maximum bucket
size and the leak rate of the MS. According to the settings of the flow control parameters,
the SGSN performs flow control to prevent frequent data losses caused by congestion
and transmission interruption caused by insufficient bandwidth. The BSC sends the
SGSN a FLOW-CONTROL-BVC message, which contains the default flow control
parameters for any MS that enters the cell. The SGSN then receives from the MS an MS-
FLOW-CONTROL message, which is sent at the beginning of TBF establishment and
contains the power control parameters for the MS. The SGSN then performs flow control
on each MS based on these parameters. The buffer size and leak rate depend on the
multislot capability of the MS and whether the TBF is using GPRS or EGPRS. If the
buffer usage or transmission rate changes during the lifetime of the TBF, additional
messages can be sent to change the flow control parameters.

3.5.5 LLC PDU Lifetime Supervision


Each DL-UnitData message contains an LLC PDU lifetime timer, which specifies how long
each LLC PDU is queued on the BSC side. The BSC checks how long each LLC PDU has
been queued before disassembling it into RLC data blocks. If the lifetime of an LLC PDU has
expired, it is discarded. At the same time, the BSC sends an LLC-Discarded message to the
SGSN.

Discarding LLC PDUs is delayed to reduce the negative impacts of temporary transmission
interruptions in the downlink at the RLC layer. Temporary transmission interruptions at the
RLC layer may be caused by:

l Preemption of PDCHs
l TBF establishment failures
l Intra-cell handovers in dual transfer mode (DTM) connection
l Cell reselection in SGSN during packet transfer

l Completion of non-enhanced circuit services by MS in DTM connection


When a downlink TBF is released abnormally or a downlink TBF is not successfully
established, the LLC PDUs are stored in the downlink buffer for a period of time. After that,
if the downlink TBF is successfully established and the LLC PDUs in the buffer are not
discarded, data transmission continues. End users are therefore unlikely to perceive temporary
interruptions. If the LLC PDU lifetime expires and the downlink TBF is not successfully
established, the remaining LLC PDUs in the buffer are discarded. At the same time, the BSC
sends an LLC-Discarded message to the SGSN.

3.5.6 Flush LL Procedure


If an MS processing downlink services moves to a new cell, the SGSN sends a Flush LL
message to the BSC. This message indicates whether all queued LLC PDUs should be
discarded or transferred to the new cell.
l If the BSC discards all the queued LLC PDUs, the downlink TBF is released. The BSC
sends the SGSN a Flush LL Ack message, indicating how many LLC PDUs were
discarded.
l If the BSC transfers the queued LLC PDUs to the new cell, the LLC PDUs whose
lifetime has expired are discarded and other LLC PDUs are transferred to the new cell.
The BSC then sends the SGSN a Flush LL Ack message, indicating how many LLC
PDUs were transferred or discarded. The old TBF is released and a new TBF is
established in the new cell.

3.5.7 GPRS Fast Transmission


The DlGprsTbfExpandOp (BSC6900, BSC6910) parameter specifies the size of the RLC
window. This parameter is configurable and its setting exceeds the original restriction of 64.
When the size of the RLC window reaches 64 and the BSC sends all NACK blocks, the BSC
continues to send new data blocks until the size of the RLC window reaches the value
specified by the DlGprsTbfExpandOp (BSC6900, BSC6910) parameter.
If a PACKET DOWNLINK Ack message from an MS to the BSC indicates that the MS has
not received the first NACK block from the BSC, the receiver window of the MS has not slid
and the data blocks sent beyond 64 are invalid. When this occurs, the BSC rolls back the RLC
window. If a PACKET DOWNLINK Ack message from an MS to the BSC indicates that the
MS has received the first NACK block from the BSC, the receiver window of the MS has slid
and the data blocks sent beyond 64 are valid. When this occurs, the sender window continues
sliding.
With improved MS multislot capability, more and more channels can be allocated to an MS.
In a loopback delay, the BSC can send more than 64 data blocks to an MS. If packet loss
occurs, the RLC window of 64 is likely to stop sliding. To prevent the sliding window from
stopping sliding, the GPRS Fast Transmission feature is used. Enabling the feature increases
the download rate.

3.6 Reassignment of a TBF


A change in the current TBF causes TBF reassignment. Accordingly, the number of PDCHs
bound to this TBF changes. Reassignment of a TBF involves the reassignment of an uplink
TBF, the reassignment of a downlink TBF, and the reassignment of concurrent uplink and
downlink TBFs (referred to as a TS procedure).

Reassignment can better meet service requirements of users and optimize and adjust channel
resources. However, reassignment may cause call drops. In this situation, setting the
ReAssignResendSw (BSC6900, BSC6910) parameter to ON(On) can add the number of
reassignment attempts to decrease the probability of call drops.

3.6.1 Reassignment of an Uplink TBF


If the BSC finds a TBF that meets the uplink reassignment condition, the BSC sends a Packet
Uplink Assignment message to the MS to assign additional PDCHs. The BSC does not expect
an acknowledgement message from the MS. After a period of time, the MS continues to
transmit data over the new PDCHs.

3.6.2 Reassignment of a Downlink TBF


If the BSC finds a TBF that meets the downlink reassignment condition, the BSC sends a
Packet Downlink Assignment message to the MS to assign additional PDCHs. The BSC does
not expect an acknowledgement message from the MS. After a period of time, the BSC
continues to transmit data over the new PDCHs.

3.6.3 Reassignment of Concurrent Uplink and Downlink TBFs


(TS Procedure)
In the TS procedure, the BSC sends a Packet Timeslot Reconfigure message to an MS to
assign concurrent uplink and downlink TBFs. This ensures load balancing.
If TBF establishment or release causes channel load imbalance, the MS is moved from
channels with high loads to channels with low loads. Therefore, load balancing is ensured and
the data rate per user increases. The TS procedure is used to adjust uplink and downlink
channel resources. The TS procedure is initiated to assign the maximum bandwidth resources
for uplink data transmission in one of the following situations:
l The preferred service type is uplink service.
l The bandwidth allocated to the uplink does not reach the maximum value.
l The available bandwidth of the system is higher than or equal to the maximum
bandwidth required on the uplink.
The preceding situations also apply to the downlink.
1. During channel allocation, the BSC preferentially allocates channels on a TRX with
lower load to ensure load balancing among TRXs.
2. Within the BSC, an MS has uplink and downlink TBFs. The BSC triggers the TS
procedure to periodically adjust the channels occupied by the uplink and downlink TBFs.
This is to ensure the load balancing among channels. If a PDCH cannot provide
sufficient radio blocks for a TBF, the TBF is transferred to a more eligible PDCH. That
is, an existing TBF is moved from channels with high TBF load to channels with low
TBF load. This does not increase the load of a specific TBF but increases the total TBF
load on the PDCHs.
3. GPRS and EGPRS channels coexist in the system. If GPRS channels are overloaded, the
GPRS-capable MSs are assigned EGPRS channels. When the MSs release GPRS
channels, some GPRS-capable MSs are moved from EGPRS channels back to GPRS
channels if the load on GPRS channels decreases. This improves the channel usage and
reduces the impact on EGPRS service.
Figure 3-12 shows the procedure for reassigning concurrent uplink and downlink TBFs.

The procedure is as follows: The BSC sends a Packet Timeslot Reconfigure message to the
MS to assign new PDCHs, new USFs, and new TFIs. After a period of time, the MS
continues to transmit data over the new PDCHs.

3.7 Suspension and Resumption of a TBF


When a GPRS-attached class B MS establishes a circuit switched (CS) connection, the BSC
initiates the suspend procedure to suspend its GPRS/EGPRS services. Meanwhile, the BSC
informs the SGSN of the temporary suspension. When the CS connection is complete, the
BSC initiates the resume procedure. The resume procedure can be initiated only when the
suspend procedure is successful. If the resume procedure is not initiated or it fails, the MS
performs a routing area update procedure after the circuit switched connection is released.
The purpose is to inform the SGSN that the suspended GPRS services have resumed.

3.7.1 Suspension
To suspend GPRS services, the BSC sends a Suspend PDU message to the SGSN to suspend
the scheduling of the TBF. The TBF is then released. The SGSN responds with a Suspend-
Ack PDU or Suspend-Nack PDU message to the BSC.
l If the BSC receives a Suspend-Ack PDU message, the suspend procedure is completed.
l If the BSC receives a Suspend-Nack PDU message, the CS connection is released and
the suspend procedure is considered a failure.

3.7.2 Resumption
The BSC initiates the resume procedure when the CS connection is complete.
l If the suspend procedure is completed and the call is released in the routing area in which
it was set up, the BSC sends a Resume PDU message to the SGSN.
– If the SGSN responds with a Resume-Ack PDU message, the GPRS service is
resumed.
– If the SGSN responds with a Resume-Nack PDU message, the GPRS service fails
to be resumed.
l If the call is released in a routing area different from the one in which it was set up, the
network cannot perform the resume procedure for the MS. The MS has to perform a
routing area update.

3.8 Enhancement of Extended Uplink TBF Function


This section describes the GBFD-119203 Extended Uplink TBF feature.

3.8.1 Early TBF Establishment


This section describes the GBFD-119503 Early TBF Establishment feature.

Early TBF establishment described in the 3GPP TS 44.060 protocol (Release 7) is an


enhancement of the Extended Uplink TBF feature. If the EarlyTBFEst (BSC6900, BSC6910)
parameter is set to ON(On) and the MS supports early TBF establishment, the TBF can be
allocated before the MS transmits data. This reduces the service access delay.

During two-phase access, the MS includes the EARLY_TBF_ESTABLISHMENT field in the


PACKET RESOURCE REQUEST message to request the BSC to establish a TBF in advance.
After the BSC establishes the TBF required by the MS, the BSC does not release the TBF
even if the BSC does not receive any data block from the MS within a specified time.
Therefore, if the MS has data to transmit, it can directly send data on the TBF without
initiating the TBF establishment procedure. This reduces the service access delay.

If the uplink TBF needs to be established during the downlink packet transmission, the MS
includes the EARLY_TBF_ESTABLISHMENT field in the PACKET DOWNLINK Ack/
Nack, EGPRS PACKETDOWNLINK Ack/Nack, or EGPRS2 PACKET DOWNLINK Ack/
Nack message to notify the BSC of the early TBF establishment. After the BSC establishes
the TBF, the processing is the same as that described above.

3.8.2 Sending Dummy Control Block


Depending on the network setting, the BSC sends system information to notify an MS
whether to send dummy control blocks in the inactive period of extended uplink TBFs. This is
an enhancement of the extended uplink TBF feature, as described in 3GPP TS 44.060
(Release 6). If an MS does not send dummy control blocks in the inactive period, the message
flow on the Um interface can be decreased. This therefore improves the performance of the
MS and the BSC and reduces the power consumption of the MS.

The BSC sends the system information PSI1, PSI13, or SI13 with the EXT_UTBF_NODATA
parameter to an MS, indicating whether the MS should send the PACKET UPLINK DUMMY
CONTROL BLOCK message.

The value of the EXT_UTBF_NODATA parameter depends on the setting of the cell-level
parameter EXTUTBFNODATA (BSC6900, BSC6910). If EXTUTBFNODATA (BSC6900,
BSC6910) is set to SEND(SEND), the MS sends the PACKET UPLINK DUMMY
CONTROL BLOCK message to the BSC when it has no other block to transmit. If
EXTUTBFNODATA (BSC6900, BSC6910) is set to NOTSEND(NOTSEND), the MS does
not send the PACKET UPLINK DUMMY CONTROL BLOCK message to the BSC when it
has no other block to transmit.

3.8.3 Controlling the Frequency of Sending Packet Uplink Ack/


Nack Messages
When an MS is performing download services, the BSC periodically sends TCP Ack
messages, which are short, on the uplink. After sending a specified number of TCP Ack
messages, the BSC sends a Packet Uplink Ack message to the MS. This decreases the number
of overheads for extended uplink TBFs and downlink signaling and increases the download
rate. The ULExternACKOpt (BSC6900, BSC6910) parameter specifies the period for the
BSC to send Packet Uplink Ack messages when an MS that supports the Extended Uplink
TBF feature is performing download services.

3.9 Dynamically Adjusting the RRBP Frequency


This section describes the GBFD-119205 Dynamically Adjusting the RRBP Frequency
feature.
With this feature, the BSC transmits downlink data with the RRBP field at different intervals
depending on whether an uplink TBF exists and whether the delayed release of downlink
TBFs is performed. This feature helps increases the speed of establishing an uplink TBF on
the downlink.
l If an uplink TBF exists, the BSC transmits the RRBP field at a long interval to increase
the uplink bandwidth.
l If an uplink TBF does not exist or if the delayed release of downlink TBFs is performed
at a late stage, the BSC transmits the RRBP field at a long interval to increase the uplink
bandwidth.
l If an uplink TBF does not exist or if the delayed release of downlink TBFs is performed
at an early stage, the BSC transmits the RRBP field at a short interval to accelerate the
uplink access.

3.9.1 Uplink TBF Existence and RRBP Transmission Interval


During downlink transmission, the BSC periodically sends downlink data blocks with the
RRBP field to an MS. The MS responds with a Packet Downlink Ack/Nack message to
acknowledge the reception of downlink data. When the MS has uplink data to transmit, the
MS adds the Channel Request IE to the Packet Downlink Ack/Nack message to initiate
access. Therefore, the MS access speed increases if the interval of transmitting the RRBP
field is shortened.
Packet Downlink Ack/Nack messages occupy the uplink bandwidth. If an uplink TBF exists,
increasing the interval of transmitting the RRBP field can reduce the uplink overhead and
increase the uplink bandwidth.

3.9.2 Delayed Downlink TBF Release and RRBP Transmission


Interval
After transmitting the last downlink RLC data block, the BSC acknowledges the reception of
all the previously transmitted downlink data blocks but does not instruct the MS to release the
downlink TBF. Instead, the BSC determines that the last data block has not been received by
the MS. Therefore, the BSC periodically retransmits the last downlink RLC data block with
the RRBP field. After receiving the retransmitted data block, the MS responds with a Packet
Downlink Ack/Nack message in the corresponding uplink RLC radio block of the RRBP field
to ensure that the downlink TBF is maintained. The downlink TBF release delay is specified
by the DNTBFRELDELAY (BSC6900, BSC6910) parameter. Therefore, when the MS has
uplink data to transmit, it immediately sends the BSC a Packet Downlink Ack/Nack message
with the Channel Request Description IE.
During the delayed release of a downlink TBF, the disassembled downlink RLC data blocks
can be transmitted in the downlink TBF as long as the BSC has downlink data to transmit.
After downlink data is transmitted, the MS generally has uplink data to transmit at the early
stage of the delayed downlink TBF release. At this time, the interval of transmitting the
RRBP field should be shortened. At the late stage of the delayed downlink TBF release, the

interval of transmitting the RRBP field should be increased because there may not be uplink
data for transmission.

5 Network Impact

5.1 Packet Assignment Taken Over by the BTS

5.1.1 System Capacity

5.1.2 Network Performance


It is recommended that this feature be enabled to shorten the attach delay and PDP activation
delay for EGPRS users when all the following conditions are met:
l An external PCU is configured.
l The Abis over TDM mode is used.
l The cell traffic volume is not high.
It is recommended that this feature not be enabled in other scenarios.

5.2 Extended Uplink TBF

5.2.1 System Capacity


The Extended Uplink TBF feature decreases the maximum number of MSs allowed to access
the network.

5.2.2 Network Performance


The Extended Uplink TBF feature increases the probability of establishing downlink TBFs on
PACCHs and shortens the duration for establishing downlink TBFs. If an MS does not
support the Extended Uplink TBF feature, it can send data only on a newly established uplink
TBF after the current uplink TBF is fully released. This affects the overall transmission
performance. A smaller value of the UPEXTTBFINACTDELAY (BSC6900, BSC6910)
parameter indicates a lower probability that downlink TBFs are established on the PACCH. In
this case, downlink TBFs must be established on the CCCH, requiring longer establishment
duration.

5.3.1 System Capacity

5.3.2 Network Performance


The Dynamically Adjusting the RRBP Frequency feature brings the following gains:
l Saves the uplink bandwidth.
l Shortens the delay in establishing an uplink TBF when a downlink TBF has been
allocated to an MS in the ready state.
The gains brought by the Dynamically Adjusting the RRBP Frequency feature are large when
the Extended Uplink TBF feature is not enabled and downlink-preferred services are
processed.

5.4 Early TBF Establishment

5.4.1 System Capacity

5.4.2 Network Performance


The Early TBF Establishment feature shortens the duration for an MS to access the network
but deteriorates the usage of uplink resources.

The GPRS Fast Transmission feature increases the GPRS FTP download rate by
approximately 15% for GPRS-capable MSs. FTP is short for File Transfer Protocol.

6.5.3 Activation Observation


Step 1 On the BSC LMT, run the LST GCELLPRIVATEOPTPARA command to query the value
of Inactive Period of Extended Uplink TBF.

Step 2 Use an MS to perform a PS service.

Expected result: The uplink TBF is not released immediately after uplink data transmission is
complete. After the period specified by Inactive Period of Extended Uplink TBF is reached,
the uplink TBF is released normally.

6.8.3 Activation Observation


Perform the activation observation when the Um quality is poor. This is because block errors
on downlink TBFs will cause the wait-and-stop of the downlink GPRS RLC send window.

Step 1 On the BSC LMT, start a PS single-user tracing task.

Step 2 Use an MS to perform downlink GPRS PS services.

Step 3 Obtain the backward sequence number (BSN) of the first unreceived data block
acknowledged by the MS from the Packet Downlink Ack/Nack message.

The SSN and RECEIVE_BLOCK_BITMAP IEs in the Packet Downlink Ack/Nack message
jointly determine whether the MS has received each downlink data block and the BSN of the
block.RECEIVE_BLOCK_BITMAP is a 64-bit bitmap. The value 0 in the bitmap indicates
that the data block with the specified BSN has not been received. The BSN is calculated using
the following formula:

BSN = SSN – (bit_num + 1)

For example, if the SSN value is 90 and the value of bit 32 in RECEIVE_BLOCK_BITMAP
corresponding to the first unreceived data block acknowledged by the MS is 0, the BSN of the
first unreceived data block acknowledged by the MS is 57 (90 – 33).

Step 4 Check the BSN of the latest data block to be sent by the BSC in the Downlink Data Block
message.

Step 5 Calculate the difference between the BSN of the latest data block to be sent and that of the
first unreceived data block acknowledged by the MS. The calculated difference is the size of
the downlink GPRS RLC send window.

Expected result: The size of the downlink GPRS RLC send window may be greater than 64
and the maximum window size is specified by the Downlink GPRS TBF Window
Expansion Optimization parameter.

6.8.4 Deactivation

Using the LMT


On the BSC, run the SET GCELLPSOTHERPARA command with Downlink GPRS TBF
Window Expansion Optimization set to a value less than or equal to 64.

6.9 Performance Monitoring

6.9.1 Packet Assignment Taken Over by the BTS


Conduct a test on an EDGE-capable MS to view the change in the first ping delay when the
11-Bit EGPRS Access feature is disabled and an external PCU is used.

6.9.2 Extended Uplink TBF


l Monitor the change in the number of uplink TBF establishments when the traffic volume
remains unchanged.
l Conduct a test on an MS to view the change in consecutive ping delays.

6.9.3 Dynamically Adjusting the RRBP Frequency


l Monitor the change in the proportion of uplink RLC/MAC signaling blocks.
l Conduct a test on an MS to view the change in consecutive ping delays when the
Extended Uplink TBF feature is disabled or not supported.
– If the interval between two ping commands is longer than the delayed period for
releasing downlink TBFs, the ping delay prolongs.
– If the interval between two ping commands is shorter than the delayed period for
releasing downlink TBFs and longer than 900 ms, the ping delay shortens.

– If the interval between two ping commands is shorter than the delayed period for
releasing downlink TBFs and shorter than 900 ms, the ping delay further shortens.
Based on the signaling tracing result:
– If an uplink TBF does not exist, a Packet Downlink Ack message is sent at an
interval of about 150 ms within 900 ms before the delayed release of a downlink
TBF.
– If an uplink TBF does not exist, a Packet Downlink Ack message is sent at an
interval of about 400 ms within 900 ms before the delayed release of a downlink
TBF.
– If an uplink TBF exists, a Packet Downlink Ack message is sent at an interval of
1000 ms when delayed release of a downlink TBF.

6.9.4 Early TBF Establishment


Monitor ping services initiated by MSs that support the Early TBF Establishment feature.
