Summary:

The U.S. Consulate in Surabaya, Indonesia is seeking eligible and qualified applicants for the
position of Engineer.

Duties

Serves as Facility Operation Engineer and is responsible for the Consulate General building
operations and support buildings on the consulate compound to include all electrical and
mechanical building systems and related equipment. Manages execution and development of
work plans and coordinates day-to-day maintenance operations of government- owned and
leased properties. The incumbent is the single point of contact and is responsible for coordinating
all utility operations and supervision of the chiller and electrical plant operations. The incumbent
is responsible for ensuring that all systems are running at maximum efficiency. Additionally,
manages the preventive maintenance program, which includes repairs to the structural condition
of the building and the mechanical and electrical systems. The incumbent is responsible for
planning all major and special repair projects and for supervising the in-house or contracted
technical support associated with these duties.

Qualifications and Evaluations

Requirements:

EXPERIENCE: The position requires at least 4 years of progressively responsible experience in


the maintenance area including mechanical, maintenance planning, estimating, and inspection.
One year must be in a supervisory role of maintenance staff or in building maintenance system,
operation and equipment.

JOB KNOWLEDGE:

Internal – Knowledge of USG rules and regulations

External – A wide range and in-depth knowledge of engineering expertise in local standard, code
and practices

Specialized – Deep knowledge in building maintenance system, operation and equipment.


Advanced knowledge on construction engineering including advanced knowledge in building
structure principle and analysis, roofing structures, plumbing expertise, climate control heat
ventilation, air condition, pumping and fluid.

A wide range and in-depth knowledge of engineering expertise in US standard, codes and
practices.

Education Requirements:
The position requires a university degree in Civil and Structural, Mechanical, or Electrical
Engineering field.

Evaluations:

LANGUAGE PROFICIENCY: Level 3 in English and Leve 4 in Bahasa are required. (This may
be tested).

SKILLS AND ABILITIES:

IT software such as Microsoft word, powerpoint and excel and other office computer software
and design software

Mechanical operation utilizing sophisticated maintenance tools Microsoft Projects and Excel to
track record, troubleshoot and fine tuning of M&E work. Construction engineering Internal
Communications – Internal key contact. Routinely collaborate within Facility Management,
other sections in Post. American and FSN Staff for miscellaneous requirement.

Job holder communication with American staff for special and complicated requirement e.g. to
discuss the demand, suitable and possibility of space planning with section chief. Translating use
friendly communication with occupant in consulate & residences. Job holder frequently uses his
oral proficiency in the following activities.

Job holder is an interpreter between tradesman and Americans for implementing work orders.
Job holder is direct representative of FM and point of contact for coordinating, discussing and
implementing miscellaneous tasks requirements.

Job holder is part of recruitment and interviewing process for his section

Job holder is an interpreter for OBO visitor when conducting technical training.
External Communications – Communicates with Vendors, technical representative and OBO in
Washington DC as needed. Contractor, vendor and supplier research product get information for
price, catalogue and technical data.

Coordinate with local utility companies when water or electricity outage. Communicate with
OBO in Washington DC as required.

Written Communications – Basic and Routine. Provide instruction, guidance and direction for
daily operation to his subordinates.

Complex. Provide email, incident report weekly report weekly report coordination with his
supervisor, customer and

OBO memo request for procurement, payment, overtime request, security access, etc.

Highly complex Develop technical Scope of Work, Scope of Procedures, EER Award
nominations. Specification, Position Description etc.

Qualifications:
