Record Notes: 06th Special EC Meeting held on 16th & 17th April, 2020, at New Delhi "To Review the
Operations of ONGC in view of Pandemic COVID-19"

EC reviewed the situation across all work centres that has arisen due to lockdown of entire nation to combat the
spread Corona Virus COVID-19. During deliberations, EC was informed that mother of Mr. Rana, an employee
posted at A-50-XIII Workover rig in Cambay Asset has been detected COVID-19 positive and crew members
operating from Vadodara and Ahmedabad have been in contact with the patient's son.
During the deliberations, following actionable points emerged:
1. EC directed that all persons who have come in contact with the employee be traced and be kept in home
quarantine for 14 days.

2. EC also directed that Sh Rana be also quarantined and the protocol for his testing be followed as per ICMR
guidelines. EC directed Chief Medical service to provide necessary support to Medical Service, Cambay
Asset.

3. EC directed that suitable agencies be empanelled to carry out test of ONGC employees prior to their
deployment at onshore production installation / rigs. EC directed that the number of collection centers be
minimised after factoring in the facility available for collection of sample in a particular state.

4. EC deliberated on the ways and means to arrest the spread COVID-19 among ONGC employees and
opined that spread of COVID-19 can be minimised if all onshore installations / Rigs (Drilling & Work Over)
are operated under 14 days On-Off duty pattern.
EC directed all Asset Managers to create necessary infrastructure at all onshore production Installations /
Rigs to facilitate operationalization of 14 days On & Off Pattern at the earliest. EC directed that once
necessary infrastructure is in place, then all onshore installation / Rigs be operated under 14 days On and
Off pattern only and the existing practice of 12 hrs / 8 hrs shift be discontinued. A communique be sent to
MOPNG regarding the change in pattern of duty in Onshore installations / Rigs.

5. EC deliberated the issue of transfers for the year 2020 and decided that all transfers for the year 2020 will
stand deferred till next year in view of travel restrictions in various parts of the country due to COVI D-19
pendamic and uncertainty regarding academic session in schools. Chief HRD to issue necessary guidelines.

6. EC directed that payroll for the month of April and May 2020 be processed with exception reporting in
Absentee statement. Details of un-authorised absence cases (including unauthorised absence cases

reported during lockdown period) and Cases where system generated ROT has been effected shall be
processed only after regularisation of absence period.

7. EC was briefed about the modalities to be followed for regulating the presence I absence of ONGC
employees, on scheduled OFF, tour, training, leave etc., in view of restriction imposed on the movement.
EC took note of the proposed modalities to be followed for regularisation of absence period under different
scenario and directed that this be regulated as per the guidelines issued by Govt. of India. Chief ER to issue
necessary guidelines.
