Meaning Indicates the switches related to downlink scheduling in the cell.


FreqSelSwitch: Indicates whether to enable frequency selective
scheduling. If this switch is on, data is transmitted on the
frequency band in good signal quality.
ServiceDiffSwitch: Indicates whether to enable service
differentiation. If this switch is on, service differentiation is
applied. If this switch is off, service differentiation is not
applied.
SpsSchSwitch: Indicates whether to enable semi-persistent
scheduling during talk spurts of VoIP services. If this switch is
on, semi-persistent scheduling is applied during talk spurts of
VoIP services. If this switch is off, dynamic scheduling is applied
during talk spurts of VoIP services.
MBSFNShutDownSwitch: Indicates whether to enable Multimedia
Broadcast multicast service Single Frequency Network (MBSFN)
subframe shutdown. If this switch is on, MBSFN subframe shutdown is
applied. If this switch is off, MBSFN subframe shutdown is not
applied. This switch is valid only when SymbolShutdownSwitch is on.
If the MBSFN shutdown switch is on, the setting of the switch for
mapping SIBs to SI messages becomes invalid. The latter can be
specified by the SiMapSwitch parameter in the CellSiMap MO. If the
MBSFN subframe shutdown switch is off, the setting of the switch
for mapping SIBs to SI messages becomes valid. MBSFN subframe
shutdown applies only to LTE-only base stations.
NonGbrBundlingSwitch: Indicates whether to enable downlink non-GBR
packet bundling. If this switch is on, delay of non-GBR services
can be controlled in non-congestion scenarios. If this switch is
off, delay of non-GBR services cannot be controlled.
EnAperiodicCqiRptSwitch: Indicates whether to enable enhanced
aperiodic channel quality indicator (CQI) reporting. If this switch
is on, the eNodeB triggers aperiodic CQI reporting for a UE based
on downlink services of the UE and the interval at which the UE
sends periodic CQI reports. If this switch is off, UEs under non-
frequency selective scheduling do not trigger aperiodic CQI
reporting based on downlink services and triggers an aperiodic CQI
reporting if no valid periodic CQI reports are sent in eight
consecutive periodic CQI reporting periods.
DlMbrCtrlSwitch: Indicates whether to enable downlink scheduling
based on the maximum bit rate (MBR) and guaranteed bit rate (GBR)
on the GBR bearer. If this switch is on, the eNodeB performs
downlink scheduling on GBR bearers based on the MBR and GBR. If
this switch is off, the eNodeB performs downlink scheduling on GBR
bearers based on the GBR only.
MbrDlSchSwitch: Indicates whether the eNodeB performs downlink
scheduling based on MBR. If this switch is on, the eNodeB
determines priorities of UEs based on the MBR in downlink
scheduling. This parameter applies only to LTE TDD cells.
UeAmbrDlSchSwitch: Indicates whether the eNodeB performs downlink
scheduling based on the aggregate maximum bit rate (AMBR) of UEs.
If this switch is on, the eNodeB determines priorities of UEs based
on the AMBR of UEs in downlink scheduling. This parameter applies
only to LTE TDD cells.
EpfEnhancedSwitch: Indicates whether to enable enhanced
proportional fair (EPF) for downlink scheduling. EPF for downlink
scheduling is enabled only when this switch is on.
AperiodicCqiTrigOptSwitch: Indicates whether to trigger aperiodic
CQI optimization. If this switch is on, a UE performing initial
access triggers aperiodic CQI reporting based on related triggering
conditions after the DLMAC instance has been established for 200 ms
and the eNodeB receives MSG5. Consider that aperiodic CQI reporting
is triggered by invalid CQI reports in eight consecutive CQI
reporting periods. If cyclic redundancy check (CRC) on aperiodic
CQI reports fails, aperiodic CQI reporting is not repeatedly
triggered when DRX is enabled; or aperiodic CQI reporting is
triggered after eight TTIs when DRX is disabled. If this switch is
off, a UE performing initial access triggers aperiodic CQI
reporting based on related triggering conditions after the DLMAC
instance has been established for 200 ms. Consider that aperiodic
CQI reporting is triggered by invalid CQI reports in eight
consecutive CQI reporting periods. If CRC on aperiodic CQI reports
fails, aperiodic CQI reporting is triggered after eight TTIs
regardless of the DRX status.
VoipTbsBasedMcsSelSwitch: Indicates whether the modulation and
coding scheme (MCS) index is selected based on the transport block
size (TBS) in downlink scheduling for VoIP services. If this switch
is on, the MCS index is selected based on the TBS in downlink
scheduling for VoIP services. If this switch is off, the MCS index
is not selected based on the TBS in downlink scheduling for VoIP
services.
UeSigMcsEnhanceSwitch: Indicates whether to enable or disable the
optimized MCS algorithm for UE signaling. The optimized MCS
algorithm for UE signaling takes effect after this switch is on.
This parameter applies only to LTE TDD cells.
PagingInterfRandSwitch: Indicates whether to enable or disable
interference randomizing for paging messages. If this switch is on,
interference randomizing is enabled for paging messages. This
switch is valid only in TDD mode.
DlSingleUsrMcsOptSwitch: Indicates conditions for lowering the
modulation and coding scheme (MCS) for a single UE. When this
switch is on, the MCS can be lowered for a UE if the UE is the only
UE to be scheduled in a transmission time interval (TTI). When this
switch is off, the MCS can be lowered for a UE if there are only 10
percent of TTIs having UEs to schedule in each sparse packet
determination period and the UE is the only UE to be scheduled in
each TTI.
SubframeSchDiffSwitch: Indicates whether subframes 3 and 8 perform
scheduling based on increased number of uplink scheduling UEs when
subframe configuration type 2 is used. If this switch is on,
subframes 3 and 8 perform scheduling based on increased number of
uplink scheduling UEs when subframe configuration type 2 is used.
If this switch is off, subframes 3 and 8 perform scheduling based
on the policy that other downlink subframes adopt when subframe
configuration type 2 is used. This switch is dedicated to LTE TDD
cells.
TailPackagePriSchSwitch: Indicates the switch that controls the
scheduling of downlink connected tail packages in the bearer. If
this switch is on, the connected tail package is scheduled
preferentially in the next TTI, which reduces the delay and
increases the transmission rate. If this switch is off, the
scheduling strategy of the connected tail package is the same as
other downlink subframes. This switch is dedicated to LTE TDD
cells.
FreqSelJudgeIgnorDopplerSwitch: Indicates whether Doppler
determination conditions are considered during channel frequency
selective scheduling determination. Doppler determination
conditions are considered only when this option is deselected. This
option applies only to LTE FDD.
SIB1InterfRandSwitch: Indicates whether to enable SIB1 interference
randomizing. If this switch is on, interference randomizing is
enabled for SIB1. This switch applies only to LTE TDD cells.
Disuse Statement:ServiceDiffSwitch_IN_BITMAP: This parameter will
be removed in later versions. In this version, the setting of this
parameter is still synchronized between the U2000 and the eNodeB,
but it is no longer used internally. Therefore, avoid using this
parameter.

Parameter OutOfBandRelaySwitch under the RelaySwitch parameter in


Relationship the CellAlgoSwitch MO cannot be turned on when
MBSFNShutDownSwitch under the DlSchSwitch parameter is turned on.
If SuperCombCellSwitch of SfnAlgoSwitch in
the CellAlgoSwitch MO is set to on, SpsSchSwitch
of DlSchSwitch in the CellAlgoSwitch MO must be deselected.

Modification

Impact on Radio FreqSelSwitch: If this switch is on, the subband CQIs reported by
Network UEs are used in downlink scheduling for UEs that meet the
Performance requirements for frequency selection, thereby increasing the
spectrum efficiency for UEs. If this switch is off, wideband CQIs
reported by UEs are used in downlink scheduling for all UEs.
ServiceDiffSwitch: If this switch is on, the eNodeB performs
differentiated control on different services carried by non-GBR
bearers. When the cell is congested, the data rate of different
services on the Uu interface can be controlled based on customized
priorities, ensuring that data transmission priorities of different
services can be dynamically adjusted. If this switch is off, the
eNodeB does not perform differentiated control on different
services carried by non-GBR bearers.
SpsSchSwitch: If this switch is on, the eNodeB performs semi-
persistent scheduling on VoIP services, and PDCCH resource overhead
and CQI reporting overhead decrease, which increases the VoIP
traffic volume. If this switch is off, the eNodeB performs dynamic
scheduling on VoIP services, and PDCCH resource overhead increases.
As a result, the VoIP traffic volume decreases, but the QoS of VoIP
services improves.
MBSFNShutDownSwitch: If this switch is on, more energy can be
conserved, but resource scheduling delay is prolonged. If this
switch is off, opposite effects are generated.
EnAperiodicCqiRptSwitch: Turning on this switch leads to timely
report of downlink channel quality and increased downlink data
rate. Because more control channel elements (CCEs) are consumed by
aperiodic CQI reporting, it is recommended that the
PdcchSymNumSwitch parameter be set to ECfiAdaptionON to decrease
the number of symbols consumed by enhanced aperiodic CQI reporting,
thereby further increasing downlink data rates. Turning off this
switch has no impact on network performance.
DlMbrCtrlSwitch: If the MBR is greater than the GBR and a GBR
bearer is set up for a UE, the eNodeB allocates more RBs to
downlink GBR services after this switch is turned on, thereby
increasing the downlink traffic volume on the GBR bearer. If the
MBR is equal to the GBR and only the non-GBR bearer is set up for a
UE, turning on this switch has no impact on network performance. If
the MBR is equal to the GBR and a GBR bearer is set up for a UE:
(1) Setting this switch to on has no impact on network performance
when RBs for downlink services are sufficient. (2) Non-GBR services
are affected by GBR services after this switch is on when RBs for
downlink services are insufficient. Setting this switch to off has
no impact on network performance.
MbrDlSchSwitch/UeAmbrDlSchSwitch: If the switch is on, throughput
of UEs with greater MBR/AMBR increases, and throughput of UEs with
smaller MBR/AMBR decreases. In addition, system throughput may also
be affected by the differences between MBRs/AMBRs of UEs and the
distribution of UEs in the cell. If this switch is off, the
throughput differences between UEs with different MBRs/AMBRs
decrease. In addition, system throughput is not affected by the
differences between MBRs/AMBRs of UEs or the distribution of UEs in
the cell.
EpfEnhancedSwitch: Setting this switch to on increases downlink
user throughput and improves user experience. Turning off this
switch has no impact on network performance.
AperiodicCqiTrigOptSwitch: Setting this switch to on reduces PDCCH
resources to be consumed and increases downlink throughput. Setting
this switch to off has no impact on network performance.
VoipTbsBasedMcsSelSwitch: Setting this switch to on decreases the
number of hybrid automatic repeat request (HARQ) retransmissions
for VoIP services and the scheduling delay of UEs in and near the
cell center.
DlSingleUsrMcsOptSwitch: If this switch is on and the load is low,
the local cell throughput increases; however, the interference with
neighboring cells increases, the neighboring cell throughput
decreases, and the IBLER increases. If this switch is off, network
performance is not affected.
UeSigMcsEnhanceSwitch: If this switch is on, the UE throughput
increases, and the UE MCS distribution is optimized. However, the
RRC reestablishment success rate slightly decreases, and the
service drop rate increases. If this switch is off, the UE
throughput decreases, the UE MCS distribution deteriorates.
However, the RRC reestablishment success rate and service drop rate
are not affected.
SubframeSchDiffSwitch: If this switch is on, the number of uplink
UEs scheduled increases but the number of downlink UEs scheduled
decreases; as a result, the uplink PRB usage increases but the
downlink PRB usage may decrease slightly. If this switch is off,
the number of uplink UEs scheduled decreases and as a result the
uplink PRB usage decreases.
TailPackagePriSchSwitch: If this switch is on, the connected tail
package is scheduled preferentially in the next TTI, which shortens
the delay and increases the transmission rate. If this switch is
off, the connected tail package is not scheduled preferentially in
the next TTI, which prolongs the delay and decreases the
transmission rate.
FreqSelJudgeIgnorDopplerSwitch: If this option is selected, Doppler
determination conditions are not considered during channel
frequency selective scheduling determination. You are advised to
select this option when the number of UEs in low-speed mobility is
large, so as to increase downlink frequency selective scheduling
gains. If this option is deselected, Doppler determination
conditions are considered during channel frequency selective
scheduling determination. You are advised to deselect this option
when the number of UEs in high-speed mobility is large, so as to
avoid negative gains caused by frequency selective scheduling on
UEs in high-speed mobility.
SIB1InterfRandSwitch: If this switch is on, the RBs scheduled for
neighboring cells do not overlap. The interference caused by the
RBs for SIB1s of the neighboring cells to the same target cell is
evenly distributed on the entire band. In this way, the SIB1
demodulation capability in the target cell is improved, reducing
the service drops caused by SIB1 demodulation failures. If this
switch is off, the RBs scheduled for neighboring cells overlap.

Meaning CqiAdjAlgoSwitch: Indicates whether to allow the eNodeB to adjust


the UE-reported CQI based on the initial block error rate (IBLER).
If this switch is On, the CQI adjustment algorithm is enabled. In
this case, the eNodeB adjusts the UE-reported CQI based on the
IBLER.
If this switch is off, the CQI adjustment algorithm is disabled. In
this case, the eNodeB does not adjust the UE-reported CQI based on
the IBLER.
StepVarySwitch: Indicates whether to enable the variable-step-based
adjustment algorithm.
If this switch is On, the variable-step-based adjustment algorithm
is enabled to accelerate the convergence of IBLER. In this case,
rapid adjustment at large steps is applied if there is a relatively
large difference between the measured IBLER and target IBLER; fine-
tuning at small steps is applied if the measured IBLER approaches
the target IBLER.
If this switch is off, the adjustment is performed at a fixed step.
DlVarIBLERtargetSwitch: Indicates whether to enable downlink target
IBLER adaption.
If this switch is On, the downlink target IBLER is adjusted based
on the size of transport blocks (TBs) to improve the spectral
efficiency.
If this switch is off, the target IBLER is determined based on the
setting of DlEnVarIblerTargetSwitch.
TddBundlingCqiAdjOptSwitch: Indicates whether to use optimized CQI
adjustment algorithm in ACK bundling mode.
If this switch is On, the optimized CQI adjustment algorithm is
used.
If this switch is off, the optimized CQI adjustment algorithm
cannot be used.
TddMultiplexingCqiAdjOptSwitch: Indicates whether to use the
optimized CQI adjustment algorithm in ACK multiplexing mode.
If this switch is On, the optimized CQI adjustment algorithm is
used.
If this switch is off, the optimized CQI adjustment algorithm
cannot be used.
AdaptiveStepVarySwitch: Indicates whether to enable adaptive step
change in CQI adjustment.
If this switch is On, significant changes in the signal quality can
be detected, and the CQI adjustment is performed at a large step,
accelerating the IBLER convergence.
If this switch is off, the CQI adjustment is performed at a fixed
step.
DlCqiAdjDeltaOptSwitch: Indicates whether to enable optimization on
downlink CQI adjustment. If this switch is off, the CQI adjustment
is calculated based on the following formula: CQI adjustment =
(Number of ACKs for initial transmissions x CQI adjustment per ACK
+ Number of NACKs for initial transmissions x CQI adjustment per
NACK)/(Number of NACKs for initial transmissions + Number of ACKs
for initial transmissions). If this switch is On, the CQI
adjustment is calculated based on the following formula: CQI
adjustment = Number of ACKs for initial transmissions x CQI
adjustment per ACK + Number of NACKs for initial transmissions x
CQI adjustment per NACK).
DlEnVarIblerTargetSwitch: Indicates whether to enable enhanced
downlink target IBLER adaption. If this switch is On, the downlink
target IBLER is adaptively adjusted based on CQI fluctuation and TB
size. If this switch is off, the downlink target IBLER policy is
controlled by DlVarIBLERtargetSwitch. This switch applies only to
FDD cells.
DlRetxTbsIndexAdjOptSwitch: Indicates whether to enable transport
block size (TBS) index adjustment optimization in retransmissions.
If this switch is On, TBS index adjustment optimization in
retransmissions is enabled. The TBS index is lowered for the
scheduling of the last two retransmissions, and the TBS index is
determined based on the CQI adjustment for the scheduling of other
retransmissions. If this switch is off, TBS index adjustment
optimization in retransmissions is disabled. The TBS index is
determined based on the CQI adjustment for the scheduling of all
retransmissions.
CfiConvertOptSwitch: Indicates whether to enable CFI calculation
optimization. If this switch is turned on, new CFI calculation
tables for normal and special subframes are used to ensure more
accurate MCS selection in normal and special subframes and
facilitate IBLER convergence to the target value. If this switch is
turned off, the original CFI calculation tables for normal and
special subframes are used. This switch applies only to LTE TDD
networks.
BundlingOptThdSwitch: Indicates whether to adjust the MCS index
threshold for enabling the optimized CQI adjustment algorithm in
TDD bundling mode. If this switch is turned on, the lower MCS index
threshold for enabling the optimized CQI adjustment algorithm in
TDD bundling mode is changed from MCS index 6 to MCS index 0. If
this switch is turned off, the lower MCS index threshold for
enabling the optimized CQI adjustment algorithm in TDD bundling
mode is MCS index 6. This switch applies only to LTE TDD networks.

off, UEs using the ACK bundling mode enable the non-optimized CQI
algorithm, which may result in a lower MCS value, smaller downlink
throughput of each UE, and smaller cell average downlink
throughput.
TddMultiplexingCqiAdjOptSwitch: If this switch is on, UEs using the
ACK multiplexing mode enable the optimized CQI adjustment mechanism
and choose a more proper MCS mode, increasing downlink throughput
of each UE and cell average throughput. If this switch is off, UEs
using the ACK multiplexing mode enable the non-optimized CQI
mechanism, which may result in an incorrect MCS value for special
subframes and decrease downlink throughput of each UE and cell
average downlink throughput.
AdaptiveStepVarySwitch: If this switch is on, the CQI adjustment is
performed at a large step in case of significant signal quality
changes, accelerating the IBLER convergence and therefore
increasing the downlink throughput. If this switch is off, the CQI
adjustment is performed at a fixed step, which has no impact on
network performance.
DlCqiAdjDeltaOptSwitch: If this switch is on, the IBLER convergence
performance improves and downlink throughput increases. However,
the RBLER and service drop rate may also increase.
Setting this switch to off has no impact on network performance.
DlEnVarIblerTargetSwitch: If this switch is on, downlink throughput
increases when channel quality fluctuates greatly or slightly or
the proportion of small-packet services is high. However, the RBLER
may increase. Setting this switch to off has no impact on network
performance.
DlRetxTbsIndexAdjOptSwitch: If this switch is on, both the downlink
RBLER and the service drop rate decrease, but downlink throughput
may also decrease slightly. Setting this switch to off has no
impact on network performance.
CfiConvertOptSwitch: If this switch is turned on, the CFI
calculation tables for normal and special subframes are optimized.
In this case, the MCS index is increased to improve downlink
throughput. However, the service drop rate may slightly increase.
BundlingOptThdSwitch: If this switch is turned on, the MCS index
threshold for enabling the optimized CQI adjustment algorithm in
TDD bundling mode decreases. In this case, when the downlink target
IBLER adaption algorithm is disabled, the optimized CQI adjustment
algorithm in TDD bundling mode helps increase the throughput of
CEUs with an MCS index ranging from 0 to 6. However, the IBLER, MCS
index, and service drop rate may also increase.

Meaning Indicates how to apply the policy of increasing the number of


resource blocks (RBs) to lower the modulation and coding scheme
(MCS) index. If this parameter is set to SINGLEUSER_STRATEGY, the
policy is applied to a single RRC_CONNECTED UE whose capability is
limited (Maximum number of DL-SCH transport block bits received
within a TTI of the UE is less than the maximum TBS with the total
number of PRBs). The policy is applied to a single service when the
following conditions are met within a measurement period: (1) this
parameter is set to SINGLEUSER_STRATEGY; (2) the service is the
only service to be scheduled in the cell; (3) the proportion of the
transmission time intervals (TTIs) in which RBs are expected to be
surplus is less than a specified threshold. If this parameter is
set to MULTIUSER_STRATEGY, the policy is applied to the last
capability-limited UE to be scheduled. If this parameter is set to
MULTIUSER_STRATEGY and the proportion of TTIs in which RBs are
expected to be surplus is less than a specified threshold within a
measurement period, this strategy is applied to the last UE to be
scheduled. If this parameter is set to
MULTIUSR_LOWMCSLIMIT_STRATEGY, the policy is applied to the last
capability-limited UE to be scheduled. If this parameter is set to
MULTIUSR_LOWMCSLIMIT_STRATEGY and the proportion of TTIs in which
RBs are expected to be surplus is less than a specified threshold
within a measurement period, this strategy is applied to the last
UE to be scheduled, and the MCS index decreases by a maximum of 3.
This parameter applies only to LTE FDD networks.
