SCADA SYSTEM FUNCTIONALTIES

The SCADA system provides facilities such as

• Data Acquisition and control
• Database management
• Alarm and event management
• Real time & historian graphical and tabular trends
• Suite of data access services for interfacing third party applications
• Network management system for providing system diagnostic
support
• Interface to SCADA Web Server for providing web enabling facility
to SCADA database
• Support for industry standard protocol IEC-870-106/ICCP, OPC
interface to third party SCADA applications
• SMS facility to send critical alarms to officers/operators
• Time synchronization across the nodes
Different SCADA configurations

1. Decentralized SCADA Systems

 MCC SCC configuration
 SCC station for Local Station Operation
 MCC for Total Pipe Line control Operation

(Ex: CTMPL/KVSSPL of IOCL)

2. Centralized SCADA System

 Centralized SCADA Server at MCS
 Local PLC HMI system for Local Station Control
 Monitoring and Remote Control of total pipe line
from a centralized location.

(Exp: MDPL of HPCL)

Single Master Control Station SCADA System…

 Inthis scenario there will be single Master

control centre/station
 Both the channels or communication paths
of a RTU will be connected to a single Master
station (SCADA Servers)
 RTUs are distributed geographically over a
large space and communicated to
MCS/Servers though OFC.
 Ifthere is a break in communication between
MCS/Servers and RTU, the data from the
respective station will be loss and not
available at MCS.

Dual Master Control Station SCADA System…
• Each RTU will have two channels/paths for communication to
Server, they are called Port A & B.
• There will be two control stations A & B.
• One channel is connected to Station A, other will be connected to
Station B.
• These Two stations will be connected through OFC and dedicated
back up link.
• If there is a break in Port A of RTU, then Station will send a message
to Station B to poll the RTU.
• Station B will start polling to RTU through Port B and send this data to
Station A.
• If there is a total break in communication between Station A & B,
Then Station B will work as a full SCADA control centre and poll the
RTUs
• If the communication is restored then Station B will send this data
to Station A to ensure proper synchronization of data between
these two stations. 1/20/2017 21

Conclusion
 Whenever there is a total communication break, data loss in SCADA
systems with single Master station where two paths/channels of
RTUs will be connected to the same Control centre/station.

 Using multiple scan methodology and dual control master station

support the redundancy of communication paths can be increased
and reduce the chance of data loss. EMS will be configured and
useful for scanning through redundant channel/path of RTUs to
provide high availability of SCADA system and ensured safe and
secure pipe line operations.

 The performance and accuracy of leak detection system, which will

be used for detecting leaks, batch tracking etc., will depends on
accurate and continuous data availability from SCADA system.
Therefore, continuous data availability at SCADA system, is very
critical for accurate Leak detection. Proper working of leak detection
system ensures safety and secure operations of pipelines and
hence integrity of pipeline management.
