01.00 Introduction

Steel Authority of India Limited (SAIL), a Govt. of India undertaking, has


planned major modernisation and capacity expansion programme to become
more competitive and maintaining its share in the growing domestic steel
market.

Bhilai Steel Plant (BSP), SAIL is located at Bhilai in Durg district of the state
of Chhatisgarh in the central region of India. The site lies between 21.15°
North latitude and 81.22° East longitude. The nearest convenient rail head is
Durg which is about 12km west of Bhilai. Bhilai/Durg stations are on the
Howrah-Mumbai rail line of SEC Railway of the Indian Railways

The location of Bhilai is as follows:


From New Delhi, the national capital - 1359 kms
From Kolkata - 868 kms
From Chennai - 1269 kms
From Mumbai - 1100 kms

The distance from State Capital Raipur to Bhilai Steel Plant is around 40KM. It
is well connected by rail and road network. National Highways NH 6 & NH 43
cross through Raipur. The city Durg is situated about 13km from Bhilai Steel
Plant site.

The climatic condition of Bhilai is as follows


Average Ambient temperature - 35°C
Maximum temperature - 50°C
Minimum temperature - 5°C
Average Annual Rail fall - 1000 mm

Present TS covers the balance civil engineering works for buildings,


technological structures, new equipment and facilities described elsewhere in
this specification on a non-turnkey basis for units under “External Water
Supply System for SMS-III” (Earlier in Package: 77-01) as defined in
Section 02.02.

02.00 CIVIL

02.01 SCOPE OF CIVIL WORKS

The scope of work relating to this package is to execute out the balance civil
engineering works pertaining to essential units under “External Water Supply
System for SMS-III”,(Earlier in Package: 77-01) as defined in Section
02.02 on item rate contract basis.

Major Units and Facilities

The major civil works involved for the proposed Package shall pertain to the
following areas:

A) Water System for the proposed Basic Oxygen Furnace (3x180 t converters)
B) Water System for the proposed Continuous Casting Plant:
2x6 Strand Billet Casters,
1x3 Strand Beam Blank Caster,
1x6 Strand Billet cum Bloom Caster,
C) Water System for the proposed Steel Refining Unit (SRU):
3x160 t off-line LFs,
3x160 t on-line ARS,
1x160 t RH Degasser.

Following major units are in the scope of this package.

02.02 Units Covered under the Scope of work

The broad scope of civil works has been identified and has been listed as :

The civil work shall not be limited to these but shall be guided by
technical/technological aspects for the total scope of work. Overall layout of Various
Buildings with different units shall be as per relevant technological drawings.

Construction Work

Construction works consist of foundation, plinth beam, brick work, slab, flooring,
doors, trenches, equipment foundation and all other civil engineering works (RCC
and PCC).

The materials and services shall include but not be limited to the following:

i. Earthwork for foundations, pits, trenches, basements, tunnels, drains, sumps,


sewers, etc including final grading of area covering units up to +/-500mm and
disposal of surplus earth up to 5kM distance in side plant.
ii. Reinforced concrete for well structure, tunnel trench etc as required.
iii. Soling and sub-grade work for all foundations, flooring, trenches, pits and
other underground structures.
iv. All doors, windows, gates, etc.
v. Reinforced concrete work in columns, beams, floors, slabs, frames and other
superstructures.
vi. Reinforced concrete work in supporting structures of pipe line/equipments.
vii. All masonry work in superstructure and partition. Fly ash cement bricks shall
be used in construction
viii. All finishing work in flooring, wall-cladding and ceiling.

ix. All necessary waterproofing, heat resisting, fireproofing and anti-corrosive


treatment to building structures and foundations.
x. All plumbing, rainwater drainage, sanitary sewerage works for all buildings,
roadway, parking, paved areas and open spaces within the battery limits of this
specification.
xi. All temporary buildings, offices, roads, tracks and services for construction of
the proposed Package.
xii. Removal of all materials, cleaning, and handing over of site in a workable
manner.

It shall include all works required for completeness of the project. All the materials and
workmanship shall conform to relevant Bureau of Indian Standard norms and
specifications.

03.00 Specification for Civil Works

This specification shall be read in conjunction with the general conditions of contract and
other project requirement provided in the other volume containing special conditions of
contract, instruction to bidders, special instructions to bidders etc.

Specification for civil works comprises, besides this section, one volume of general
specification for civil engineering works titled 11-CIVIL-GS-07. This volume shall also
form part of this section and therefore shall be read in conjunction with this section.

04.00 GENERAL

04.01 Price

The Contract is an item rate/unit rate Contract.

The provisions of GCC for item rate contract of SAIL along with amendments shall be
made applicable without any deviation or omission.

The unit rate/item rate shall remain firm, fixed and binding on the Contractor irrespective
of any variation of quantities stated under schedule of items.

The payment to the Contractor will be made as per actual quantities done against each
item and as per agreed unit rate of the item.

04.01.1 Rate for Extra Item

It is compulsory on the part of the contractor to execute any number of Items which are not
mentioned in the schedule of items but are necessary to execute in connection with the
above packages.

In case it is found necessary to execute any item of work which is not included in the
schedule of items, the rates for such extra item shall be fixed as per the following
procedure.

a) Where the extra works are of similar character and/or executed under
similar conditions as any of work appearing in the schedule of quantities,
then the rates for such extra item shall be derived from the contract rates
of similar/ closest item of work provided.

b) Where the nature of extra item is such that the rate for the same cannot
be derived as per procedure (a) above, then the rate shall be mutually
agreed in line with CPWD norms or by following CPWD guide lines.

04.02 Measurement of Work


Measurement of work shall be carried out from the working drawing/sketches issued
by Purchaser and mode of measurement shall be as specified in this document or as
per IS: 1200 (latest revision).
Measurement at site shall be taken only in case of site deviation from
drawings/sketches issued to the Contractor or in cases where measurement from
drawings is not possible.

04.03 Time Schedule


The time of completion for the whole civil work shall be 4 (Four) months from the
effective date.( Effective date shall be date signing of the contract or 30 days from the
date of Letter of Award whichever is earlier).

04.04 Site Visit / Local Conditions

The contractor, before submitting his tender, shall visit the site and ascertain the local
conditions, labour rules, availability of area, traffic restrictions, all obstructions in
the area and also ascertain all site conditions including the subsoil conditions and
shall allow for any extras likely to be incurred due to all such conditions in his quoted

price. Further, contractor is advised to accustom himself of status of balance civil


works for various units mentioned in Section-02 of this specification. After award of
the work, no additional claims will be entertained on these accounts under any
circumstances, whatsoever, from the successful contractor.
04.05 Completeness
Any item of work which has not been specifically mentioned but is required for
completing the dismantling or the new construction work shall be under the scope
of the tenderer. The tenderer shall clearly indicate such additional requirements, if
any, with adequate justification.

04.06 Purchaser's Obligations

Bhilai Steel Plant shall provide all reinforcement steel and structural steel required
for the construction work free of cost. Purchaser shall also arrange supply of
construction power. However, construction water is in the scope of the contractor.

04.07 Tools & Tackles

The contractor shall be equipped with all the modern tools like batching plants,
concrete pumps, weigh batchers, transit mixers and other construction
equipments required to execute the work. A list of equipment to be deployed for
executing the work shall be submitted by the contractor along with the tender.

04.08 Deviations

The Tenderer shall NOT indicate any deviations and/or exclusions from technical
specifications in respect of the scope of work, specification and any other details
mentioned in the tender documents.

After placement of order, the successful tenderer shall strictly follow the
technical specification, material specification and any other parameters indicated
in the tender specification or its amendments, if any.

04.09 In case of any difference/discrepancies, in the provisions of

c) Scope of work
d) General Conditions of Contract
the stipulations under special conditions of contract & scope of work shall prevail.

04.10 In the event of any discrepancies between drawings and specifications, it may be
noted that drawings shall supersede the specifications. Similarly in case of
any discrepancies between description in
a) Drawings
b) Schedule of items(BOQ)
c) Specifications
The provisions in the schedule of items shall prevail.

04.11 Working Drawings


Three copies of working drawings shall be issued to the successful tenderer for
construction purposes. Drawings shall be issued in phased manner conforming to
detail project schedule and review of site progress from time to time.

Contractor shall submit monthly programme for execution of works for various units
in advance to facilitate smooth flow of drawings.

04.12 Bench Mark

Standard bench mark reference pillar indicating the absolute level and reference axes
shall be indicated to the contractor. Contractor shall construct all other survey
pillars required by them for survey work with reference to the bench mark pillar.
Contractor shall take all precautions to protect the survey pillars from being
damaged / dislocated during progress of work, by providing suitable barbed wire
fencing around the survey pillars.

04.13 Site Instruction Book

For issuing site instructions to contractor by purchaser/consultant, the contractor shall


maintain triplicate order books with pages numbered. All written site instruction
shall be given on this book which shall be signed by the contractor as token of his
acceptance of the same. One carbon copy of the instruction shall be left in the book
for contractor for his taking necessary action and record. Any instruction given to the

contractor in the order book shall have the same force as that of any instruction
conveyed to the contractor through a registered letter.

04.14 Dimensions

Figured dimensions shall prevail in preference to scaled dimension. Large scale


details will supersede small scale details shown in drawings. In case of
discrepancy between the two, the contractor shall obtain clearance of
purchaser/consultant before proceeding with work.

04.15 Works not to be misused

All works under or in course of execution or executed shall not be used by the
Contractor for any of his purpose e.g. storage of materials, residence, office etc.
under any circumstances.

04.16 Sequence of work

Contractor shall plan the sequence of all works so as to achieve the desired progress
keeping in mind overall safety and stability at all points of time. If due to a
particular design or specification or availability of machines or any other reason,
a particular sequence of operation is demanded by the engineer due to which some
interruptions are inherent to any one or more types of work or items of execution,
then no claim for such interruption shall be entertained and contractor shall have
to follow the sequence as instructed by the engineer.

04.17 Specialized agency

Works like water proofing of underground premises and roof slabs, false
flooring, false ceiling, wall panelling, pressure grouting etc. shall be carried out by
employing such agencies as are specialized in the respective field. Before
employing specialized agency contractor shall obtain prior written approval for
engaging the same from purchaser/consultant.

Any guarantee obtained by the contractor from such specialized agency, shall be
passed on to the purchaser at the end of the Contract.

04.18 Damages

Any existing services or other properties if damaged or demolished during the


course of execution either willingly or negligently, shall be repaired and re-
erected to its original shape & size by the Contractor at his own cost.

The Contractor will take all precautions against damages due to rain and storm and
no liability shall rest with the purchaser for any loss for redoing of any work on this
account.

Existing underground services coming in the way of trench or foundation


excavation etc. have to be adequately supported by the Contractor at his own cost
so as to avoid any damage to those services. In case of any accidental damage, the
Contractor shall arrange to rectify and reinstall those services immediately at his
own cost.

04.19 Testing

All sewer, manholes, drainage lines shall be tested for smooth flow without any
stagnation as per specification. Smoke test shall be conducted on sewer lines.
Pressure test shall be carried out in all water supply lines as per specifications by
dividing the whole system, if required, into suitable number of sub-systems by using
stop cocks etc. for isolation of system. Before, putting the bib-cocks etc. entire
water supply plumbing lines shall be pressure tested for ensuring no leakage
condition. All such tests shall be carried out by the Contractor at his own cost.

04.20 Quality Assurance

a) To ensure quality of construction, the contractor shall ensure inspection


and testing of all materials and works at his own cost conforming to
specifications.

b) All certificates and guarantees obtained by the contractor from different


suppliers of materials, subcontractors doing part job, manufacturers of
doors, windows etc. shall be passed on to the purchaser.

c) All defective materials / works which do not conform to the specifications


shall be rejected / dismantled and removed from site by the Contractor at
his own cost.

d) The Contractor shall provide a site laboratory with equipment and shall
maintain and engage qualified technical personnel at site to run the
laboratory at his own cost. All routine tests of cement, aggregates, sand,
bricks, concrete cubes, etc. shall be conducted at site, and equipment
required for accelerated concrete cube test should also be provided in
the laboratory for predicting the strength of concrete early.

e) For those tests which are not possible to be carried out at site laboratory,
Contractor shall arrange to send requisite samples to BSP approved
laboratory outside the site and get those tested as required entirely at his
cost.

f) Before starting any concreting or erection work at site, the stage passing
certificates have to be obtained from the engineer in the formats
prepared after mutual discussion and agreement.

g) As-built survey details marking location of all bolts and inserts shall be
submitted by the Contractor so as to enable further structural/equipment
erection without any loss of time.

h) Before covering up any work within excavated pits, clearance has to


be taken from engineer in respect of completion of said works as per
drawing and specification.

04.21 Explosives

Use of any kind of explosives either for rock blasting excavation or for any other
works is not envisaged. However controlled blasting can be taken up for hard
rock excavation with written permission of client on case to case basis.

04.22 Construction Materials

a) All construction materials needed for civil works including cement shall
have to be arranged and procured by the Contractor. The reinforcement
steel, rails and raw material for fabricating inserts like plate, angles,
channels except structural bolts, pipes for making inserts required for the
work shall be issued by BSP free of cost. However, the contractor has to
make his own arrangements for collecting and transporting the same
from the BSP store to site at his own cost.

b) Responsibility for ensuring the quality and custody of cement shall rest
with the Contractor. If the contractor uses the cement without any check
on quality which may result in poor quality concrete, then dismantling and
redoing such defective structures shall be at contractor's cost. No claim
whatsoever due to poor quality of cement shall be entertained later.

c) Tools, tackles & labour : The contractor shall make his own
arrangements for all tools, tackles and labour including hutment etc.

04.23 Safety

The Contractor shall ensure that the safety requirements are met in respect of
men, materials, adjoining structures, equipment etc. and shall be totally
responsible in case any mishap occurs due to negligence or otherwise. In this
connection the contractor shall strictly adhere to the rules, norms and
regulations as applicable. The successful bidder shall collect the BSP Steel Plant
safety rules from the client. The successful tenderer shall strictly adhere to the
safety regulations mentioned therein. The penalties for violation of safety norms
as per purchaser stipulations are applicable. The safety precautions shall
conform to the safety regulations prescribed by the safety code for constructions
and relevant Indian standard codes, some of which are started below:
IS376 4:1992 : Safety code for excavation work.
IS 4014 : 1967 : Safety regulations for scaffolding work
IS 4081 : 1986 : Safety code for drilling and blasting operations.
IS 4138 : 1977 : Safety code for working with compressed air.
IS 7923 : 1985 : Safety code for working with
construction machinery.

04.24 Preliminary Acceptance

After completing the construction or dismantling of a unit(as the case may be) or
agreed upon thereof, the Contractor shall give a notice in writing stating that the
job is completed in all respects and ready for preliminary acceptance. The job
shall jointly be inspected by the Owner, Consultant and Contractor to ascertain
whether the job is completed as per requirements and technical specifications.
All observed defects, deficiencies and omissions shall be noted. If the defects,
deficiencies and omissions are not major in the opinion of Purchaser /
Consultant, the contractor will be issued a preliminary acceptance certificate
mentioning observed defects, deficiencies and omissions. The noted
defects,deficiencies and omissions shall be made good by the contractor within
a period of 2 to 3 weeks time.

04.25 Completion Certificate

Completion certificate will be issued to the contract only after the defects,
deficiencies and omissions noted during preliminary acceptance have been
completely rectified by the contractor.

04.26 Defect liability period

Defect liability period of one year shall start after issuance of Completion
certificate . The contractor shall maintain and attend to all defects arising in the
structures constructed by them during the maintenance period .If any major
defects arises during such period ,the contractor shall reconstruct/rectify the
same in stipulated period mutually discussed with Purchaser/Consultant.
Maintenance period of such area of work shall be extended for a period of one
year after rectification of major defects.

04.27 Final Acceptance

The contractor shall attend to all defects deficiencies and omissions during the
defect liability period and after rectifying or making good the above in all
respects, shall inform 10 days in advance to Purchaser/ Consultant for
conducting final acceptance. Before issue of final acceptance all defects
deficiencies and omissions noted during defect liability period will be checked.
Any defects / deficiencies /omissions not notified during issuance of Completion
Certificate, if pointed out during defect liability period shall be rectified by the
contractor. Final acceptance certificate shall be issued by Purchaser /
Consultant only after all the defects / deficiencies / omissions noted during
Detect liability period have been rectified.

04.28 Conditions applicable for free material issued by Purchaser

Contractor will be issued reinforcement steel, rails and raw material for
making inserts like plate, angle, flat channel as free issue material for use in
permanent works

a) All the steel will be issued on weighment basis without any rolling
margin
b) For the purpose of payment and accounting ,the weight of steel shall

be calculated as per bar bending schedules considering running


meter weight as per IS
c) Wastage to an extent of 3%(2.5% accountable to be returned as
scrap and 0.5% unaccountable) shall be allowed for reinforcement
steel. For structural -5% accountable & 2% unaccountable.
d) Contractor shall account for all steel drawn by him and shall return
all surplus steel including all cut pieces after separating the usable
bars having minimum length of 3 meters and scrap to Employer go
down /stockyard at his own cost
e) Contractor shall make all his efforts to use the cut pieces/scrap to a
maximum.

f) For any misuse/unaccountable quantity of free issue material (


reinforcement, insert steel and rails) steel recovery @200% of
prevailing market rate shall be made by the Employer
g) Surplus stock of reinforcement steel/rails ,if any in full length or
having minimum length of 3 meters will be taken back as raw steel
by Employer. Contractor to return the above raw steel in diameter
wise at Employer store

ANNEXURE- I : SPECIFICATION FOR FLY ASH -CEMENT BRICKS

1.1 Unless specifically mentioned otherwise, all applicable codes and standards
published by the Bureau of Indian Standards shall govern design, workmanship,
quality and properties of materials, method of field and laboratory testing,
method of measurement for different items of work etc.

1.2 Materials

1.2.1 Cement : 33 grade ordinary Portland cement conforming to IS:269 or Higher


Grade above 33 Grade.

1.2.2 Sand : Sand shall be free from deleterious materials like clay and silt in sand
and shall be less than 5%. Sand shall conform to IS: 383.

1.2.3 Fly Ash : Fly ash used for manufacturing fly ash cement bricks shall conform to
Grade-I or Grade-2 of IS:3812.

1.3 Proportion

1.3.1 The proportion of Fly ash, sand and cement shall be as given below:

Cement : 8-10%
Sand (fine aggregate) : 35-40%
Fly ash : 50 -6 0%

1.3.2 The fly ash bricks manufactured shall meet the testing and acceptance criteria
specified in Clause 1.6

1.4 Marking

All pre-cast bricks shall be marked in a manner approved by the Engineer-in-charge in


a conspicuous place with date of manufacture and marking number. The upper part of
the bricks shall be marked distinctly to ensure proper handling.

1.5 Curing

The contractor shall keep all the bricks wet for not less than 28 days.

1.6 Testing & Acceptance criteria

1.7 Sampling and criteria for conformity

Sampling and criteria for conformity of the bricks shall be as given in IS: 5454.

1.8 Compressive strength

Minimum compressive strength of fly ash bricks shall be as specified in IS:12894 when
tested as per IS:3495 (Part-1) of class 10, as specified in sub clause No. 6.1 page 02.

The average drying shrinkage of three units shall not exceed 0.15% when tested by the
method described in IS:4139.

1.10 Efflorescence

The bricks shall be tested as per IS:3495 (Part-3) and shall have the rating of
efflorescence not more than moderate.

1.11 Water absorption

The bricks, when tested in accordance with the procedure laid down in IS:3495 (Part-2)
after immersion in cold water for 24 hours, shall have average water absorption not
more than 20% by mass.

1.12 Laboratory

The quality of raw materials and quality of bricks shall be tested in the presence of
Engineer-in-charge in the approved laboratory with proper testing facilities.
