Meeting July 18th 七月 18 号双方协商会议。

Paneltec – Sanjin

Paper

1. About the speed of the setting belt and the board Sanjin and Paneltec tested it in the
two setting belts and obtained that in the setting belt #1 the speed is the same and in
the setting belt #2 the difference obtained was of 7-8 mm/2,5 min.

双方就两条设置网带的速度和石膏板进行测试。1#设置网带速度一致；2#设置网带的速
度差异是每 2.5 分钟 7-8mm。

Sanjin explained that this difference obtained is because the expansion of the board
and has nothing to do with the speed of the board, so this issue does not affect the
board. Paneltec agreed the explanation from Sanjin.

三金解释说这是由于石膏板膨胀造成的，与石膏板速度无关。对石膏板本身没有影响。
Paneltec 同意三金的说法。

2. Regarding the difference of speed in the cutter and the cross conveyor #1 Sanjin
already synchronized the speeds.

关于切割机和 1#横向输送机的速度差异问题，三金已经调整，做到同步。

3. About the slurry temperature Sanjin said that the temperature in the exit of the mixer
was less than 40°C but there are still waves in the board.

石膏浆液的温度问题。三金的说法是搅拌器的出口温度小于 40°C。但是生产出来的石膏
板仍有波动不平。

Paneltec clarified that in the end of the mixer the temperature is 37-39°C but in the
setting belt the slurry temperature increases up to 50-55°C. Paneltec proposes to do
the test cooling down the water temperature to get a temperature of the slurry in the
exit of the mixer around 20°C to get less temperature during the setting belt. Paneltec
and Sanjin will test cooling down the water on July 19th.

Paneltec 指出在搅拌器的出口温度是 37-39°C，但设置网带处石膏浆液文图增加到 50-

55°C。paneltec 建议降低冷却水的温度使搅拌器出口温度保持在 20°C 左右，从而降低
设置网带处石膏浆液的温度。双方将于 7 月 19 号进行这项试验。

Sanjin commented that according to Mr. Zhao the temperature only affects the setting
time and has nothing to do with the waves in the board. Sanjin explained that the paper
has different expansion rates in different sections of the paper roll also the tensile
strength is different, so the problems with the waves only has to do with the paper.
 三金的意思是根据赵先生的说法，石膏浆液的温度仅仅影响设置时间，与石膏板上出现
的波动没有关系。三金解释，石膏纸各部分的膨胀率和康抗张强度不同，所以石膏板面
波动的问题与石膏纸有关系。

Paneltec will find out in plants from China, Argentina and Cartagena the slurry
temperature.

Paneltec 会找出中国，阿根廷和喀他赫纳的石膏厂中石膏浆液的温度作参考。

According to the experience in the plant from Argentina the calcined gypsum is re-
circulated to down the temperature. Sanjin says that the gypsum is being re-circulated
from the Silo #2 to the Batch Plant; Paneltec will check the re-circulation of the gypsum
on July 19th.

根据阿根廷石膏厂的经验，煅烧的石膏是通过循环回窑来降低其温度。三金说他们已经
做了循环，从 2#窑到配料车间。Paneltec19 号进行核实。

Sanjin says that to cool down the gypsum is necessary to install a device between the
calciner and the Silo #2 but the lowest temperature that this kind of system can get is
80-90°C.

三金说需要在煅烧炉和 2 号窑之间加装冷却装置来减低石膏浆液的温度。但是这一系统
的最低温度是 80-90°C。

4. The expansion rate of the paper from the forming plate to the cutter should be 8 mm
but Sanjin measured it and saw that it is around 15 mm. Paneltec will test the
expansion rate and the tensile strength of the paper on __

从成型版到切割机，石膏纸的膨胀率应该是 8mm，但是三金测试后发现膨胀率是
15mm。Paneltec 将会对石膏纸的膨胀率和抗张强度进行测试，日期待定。

5. The level between the setting belts and the plate that connect them has to be lower
according to the design but Sanjin will use rollers to get the same level if Paneltec
prefers it.

根据设计，设置网带和连接他们的金属板的位置需要降低。但是三金的意思是如果
Paneltec 愿意，三金将使用辊子使二者处于同一个水平面上。

6. On July 19th the protections for the core of the paper rolls will be tested.

7 月 19 号对石膏纸卷轴芯进行试验。

7. On July 19th Paneltec and Sanjin will test a solution to increase the tension in the paper
receiver.

7 月 19 号双方进行增加石膏纸抗张强度的试验。

8. Paneltec will ask to the paper supplier if the paper can works for a width of 1200. The
machine will not work on a length of 3000 mm because the machine was modified to
 this length. It is necessary to do an agreement to do the final acceptance test with 1220
x 2440 x 9.5 mm.

Paneltec 将会询问石膏纸供应商，石膏纸的宽度是不是可以道道 1200.长度 3000mm 时

机器不工作。有必要进行 1220 x 2440 x 9.5 mm 板的验收测试

Mechanical Issues 机械问题

1. In the area of the hopper for the accelerator there are three people helping the running
of the system but they do not have to be there because the system has to be
automatic. Sanjin says that in fact the system will be automatic but they have to ask to
their expert how to make it work automatic.

加速器料斗处，三个工人负责此机械系统的启动。但机器是自动控制的，理论上完全不
需要人员控制。三金的意思是机械系统确实是自动控制，但是他们需要咨询自己的专家
如何实现自动控制。

2. Paneltec has found the presence of steel pieces inside the mixer that are damaging it.
Paneltec proposed to install by itself a vibratory sieve in the feeding of gypsum to the
silo of the calcined gypsum in the batch plant.

Paneltec 发现搅拌器里面的钢块容易损坏设备，因此建议安装振动筛。

Electrical Issues 电气问题

1. Regarding to the protectors for the connections the Chinese standard does not ask for
such kind of protectors. Paneltec will check with its office in China what the standard
says about this issue.

国标 GB50168-2006 中规定:
5.1.22 电缆进入电缆沟、隧道、竖井、建筑物、盘（柜）以及穿入管子时，出入口应封
闭，管口应封闭。
4.1.7 电缆管的连接应符合下列要求：
2 硬质塑料管在套接或者插接时，其插入深度宜为管子内径的 1.1-1.8 倍。在插接面上
应涂以胶合剂粘牢密封；采用套接时套管两端应采取密封措施；
国标规定，不同型号的电缆其对应的附件是不一样，具体国标根据电缆型号才能给出 。
电缆附件包括：终端、接头等。

GB50168-2006 states:
5.1.22 : when cable enters into cable trench, tunnel, cable shaft, buildings , tray(cabinet)
or through into duct/pipe ,the outlet and inlet should be sealed, pipe connection should be
sealed .
4.1.7: The connections between pipe ducts should accord with the following requirements:
2 when plastic conduits are plugged together or connected by another pipe coated on
the ducts , depth of penetration should be 1.1-1.8 times of the pipe’s internal diameter.
Glue should be coated over the conneting surface for sealant. When bell-socket is used,
the end joints of the jacket should be sealed.

The corresponding accessories will change with the range of models. The standard
number will be given out after knowing the spec and model of cable. For example:

2. Regarding to the splices in the cables the Chinese standard does not have any
restriction about it. Paneltec will check with its office in China what the standard says
about this issue.

Sanjin：关于电缆的接头问题，中国国标并没有规定不允许。

4.0.1 二次回路接线应符合下列要求：
2 导线与电气元件间采用螺栓连接、插接、焊接或压接等，均应牢固可靠。
3 盘、柜内的导线不应有接头，导线芯线应无损伤。（GB50171-92）
5.1.1 电缆敷设前应按下列要求进行检查：
敷设前应按设计和实际路径计算每根电缆的长度，合理安排每盘电缆，减少电缆接头。

GB50171-92 states
4.0.1: the second loop connection of wire/cable should satisfy as follows:
2 bolted connection, plugged connection ,welding or pressed connection
should be used firmly between wiring and electrical elements.
3 splices are banned within tray /cabine, the core should be good without
damage.

　5.1.1 ：before laid down,cables should be checked regarding the following
requirement:
Before laid down the length of cable should be calculated according to design
and true path, cable joint can be decreased.
3. Regarding the control and power cables in the same tray Sanjin says that the Chinese
standard allow it, also the Chinese standard does not have any reference for the
copper shield of the cable. To verify is the cable that was bought in Colombia has this
copper shield, Paneltec will check it. However Sanjin says that the cable was bought in
Colombia with in accordance with Mauricio Duque.

关于控制电缆和电力电缆在同一个桥架上的问题，sanjin 的意思是这种情况国标中是允
许的，并且国标中没有对铜屏蔽电缆进行规定。Paneltec 将会确定哥伦比亚买的电缆是
不是铜屏蔽电缆。但三金说电缆根据 Mauricio Duque.丛哥伦比亚买的

For the cable bought in China Paneltec needs that Sanjin provide the technical
specifications (specifying as follows: thickness, resistance, insulation, conductibility,
and standard used) for every kind of cable installed. Sanjin will provide to Paneltec the
copy of the contract they used to buy the cable in China to certify the specifications of
the cable. Paneltec will check the specifications and will analyze if the cable is right for
such kind of installation. If the cable is not right it should be changed by Sanjin.

Paneltec 要求三金提供中国采购电缆的技术文件（如：厚度，阻值，绝缘性能，导电性
能，和使用的标准）。三金同意提供与电缆供应商的合同复印件来证明电缆的规格。
Paneltec 负责分析核对电缆是够能够进行此种安装。如果有问题，三金要负责更换。

4. Sanjin will identify and mark all the connections inside the cabinet. Sanjin is working
and they will finish on ___.

三金负责控制柜内的电缆相色标志。完工日期待定。

5. For the cooling system in the cabinets according to the agreement in Beijing meeting
on July 3th Sanjin said that was going to send ventilators to Colombia, however now
Sanjin staff in Barranquilla said that the ventilators have to be charged to Paneltec’s
account because the Chinese standard does not have any restriction with respect to
this issue. Sanjin will provide quotations for those ventilators and Paneltec will check
with its office in China what the standard says about this issue.

针对配电柜的冷却问题，根据北京会议协商结果，三金称给哥伦比亚发通风设备。但是
三金的员工说通风设备要另外收费，因为国标没有明确规定这个问题。三金提供通风设
备报价。

是否需要冷却风机要看柜内是不是有发热元件。

This is decided by heating element(s). It will be check whether heating element exsits
in cabinet.

6. Sanjin said that the protectors are not needed according to Chinese standard. Paneltec
will check with its office in China what the standard says about this issue.

Sanjin 称：根据中国国标没有必要进行防护。China

这个地方的防护说的是什么设备或者期间的防护，理解不清楚。
 Here “protector ”is not clear. Please give more information.

7. Sanjin staff in Barranquilla said that it is not necessary to install the distribution box; the
agreement in the meeting in Beijing is wrong due to a misunderstanding from Mr. Clive
Sun regarding this issue.

Sanjin 的员工称：没有必要安装电缆分接箱；北京会议的观点错误，Mr. Clive Sun 理解

所悟。

Sanjin said that the grounding of the motors and fans is already done, but they did it
using the same line for 440 V and 220 V. Paneltec found that the grounding is not right;
two different lines have to be used until the cabinet. Sanjin and Paneltec will check the
grounding to define the right way to do it.

Sanjin 说 电 动 机 和 风 扇 已 经 接 地 。 但 是 sanjin 使 用 的 是 440v 和 220v 同 样 的 线 。

Paneltec 发现 sanjin 做的接地不正确，进入配电柜之前必须使用两根不同的线。双方将
共同检查接地方式确定正确的放来解决这个问题。

8. Sanjin is not going to replace the splices in the electro-valves and will not do the
protection to the cable. Sanjin says that the Chinese Standard does not say anything
with respect to ground this kind of devices. The agreement of the meeting in Beijing
says that Sanjin was going to solve these problems in 15 days. Sanjin and Paneltec
are going to check the electro-valves to see if they have to be grounded or not.

三金不会更换电阀的接头，并且不会对电缆进行保护。三金说中国国标中并没有规定这
类 设 备 必 须 接 地 。 北 京 协 商 的 结 果 是 sanjin 会 在 15 之 内 解 决 这 些 问 题 。 Sanjin 和
paneltec 将要检查电阀看看是否必须要接地。

9. For the cable bought in China Paneltec needs that Sanjin provide the technical
specifications (specifying as follows: thickness, resistance, insulation, conductibility,
and standard used) for every kind of cable installed. Sanjin will provide to Paneltec the
copy of the contract they used to buy the cable in China to certify the specifications of
the cable. Paneltec will check the specifications and will analyze if the cable is right for
such kind of installation. If the cable is not right it should be changed by Sanjin.

三金提供购买电缆的合同副本确定电缆规格型号。（上面已经说过这个问题了。）

10. With respect to the protection amperage used in the PLC for the motors have been
changed to follow the specifications as appears in the plates of the motors.

电动机 plc 过流保护问题，三金已经修改。

11. Sanjin explained that according to Chinese standard does not say anything about
colors to identify the cables by voltage; however Sanjin said that black and red cable
was used for 220V. Paneltec will check with its office in China what the standard says
about this issue.
 Sanjin 解释：国标中并没有规定说不同电压的电缆颜色不同，可是 sanjin 说黑色电缆和
红色电缆都是 220v。

配电柜内应该使用颜色标识，在国标 GB/T 2681-1981，一般来说为了区分,220V

用红色(L)和黑色(N),24V 用棕色(+)和蓝色(-)。但直流都是可以用蓝色的,不分+-.。

1.0.11 盘、柜上模拟母线的标志颜色，应符合表 1.0.11 的规定。（Gb

In the distribution cabin color mark should be used. In GB/T 2681-1981, for
220V, it is red wire (L) and black (N). 24v uses brown (+) and blue (-). But for DC, it
can be blue without (+) and (-).

12. Sanjin will change the spliced cables inside the cabinet on ___ and also will make sure
that the spliced cables will be the same color in both sides of the splice.

Sanjin 负责对配电柜内的电缆接头进行改造，日期待定。同时保证接头两侧电缆颜色一
致？？？

13. Sanjin has already installed the breaker for the source of 24V in the cabinet of the
batch plant. Paneltec and Sanjin will check all the cabinets to see where the breakers
have to be installed.

配料车间配电柜里的 24v 电源已经安装了断路器。双方将共同检查其他的配电柜是否配

制了断路器。

14. Paneltec and Sanjin will verify if the control transformer of the batch plant needs a
breaker. In the drawings appears a breaker in the outlet and the inlet.

双方共同确定配料车间的控制变压器是不是还需要一个断路器。图纸表明出口和入口处
都有断路器。

15. Paneltec and Sanjin will check if the breakers are installed in the batch plant.

双方共同检查配料车间是否安装断路器。

16. Sanjin will repair the pump that propels water to the mixer.

Sanjin 负责修理见搅拌器的加水泵。

17. Paneltec and Sanjin will check the installation in the cabinets to find the solution.

双方一同检查配电柜内的接线找出解决方案。
