end.The act of managing the construction process is depend on the construction
manager(CM).The construction manager,who may be a contractor,project manager
,superintendent,or one of thierrepresentatives,manages the basic resources of construction.This
resources contain workers and subcontractors,equipment and construction
plant,material,money(cash flow,income and expenditure) and time.The scope of construction
management includes such topics as material,construction methods and construction
contracts,cost estimating and production,quality control,cost control,progress and safety.In

for engineer organization.Highway engineering is an engineerng branching from civil
engineering that include design construction,planning,safety,quality control,maintenance of
road,retainning wall,tunnels and bridges.The purpose of highway engineering is ensure safe
and effective transportation of human and goods.In highway construction,there are two type of
road pavement design flexible pavement design and rigid pavement design.Flexible means
asphalt or Tarmac pavement typically consists of three or four layers.In three layer flexible
pavement,subbase course is not used and the base layer is placed directly into the natural
subgrade.In four layer flexible pavement,there is a surface layer,base layer and subbase layer
over a constructed over a compacted,natural soil subgrade.The main article of surface course
construction is wearing course.The wearing course is the upper surface of the
roadway,dockyard construction and airfield.In surface construction,there are two main types of
pavement surfaces used in highway construction:portland cement concrete and hot-mix
asphalt.Surface course layer provide a smoth and safe riding surface.Hot-mix asphalt means
(HMA) layers and portland cement concrete mean(PCC) surface courses.A subbase course is
a layer design for carefully selected material located between the base course and subgrade
course of the pavement.The subbase thickness is about 4 to 16 inches.The base course
construction is the pavement section that is directly located under the urface course.I base
course construction,the base layer is directly constructed about this surface.In these
fact,highway maintenance is one of their important thing in highway engineering.The purpose of
highway maintenance is to maintain the imperfect and preserve the pavement structure and
serviceability.For the road safety the road management system becomes an important factor.It
is a scheme for improving traffic flow reducing accident on motorways,relieving driving stress
and providing reliable journey times and also makes use of automobile systems and human
interventaion to manage traffic flow and ensures the safety of road user.For the road safety
