INTRODUCTION:-

Aroor panchayat is small village with estimated population of roughly 40,000 people in
Alapuzha district. Below mentioned are some of the additional details of the above
mentioned panchayat.

Socio-Economic profile of (Aroor)Gramapanchayat:-

Most of the population


of the Aroor
Panchayath is mainly
dependent upon the
agriculture – fishery –
coir related jobs. The
price deflation in
agriculture sector and
the increase in the
expenses in the
agriculture sector is
one of the most
important problems
faced by this village.
But due to significant reduction in coir industry caused a substantial increased in

Opportunity for fishery.


It has also created a
lot of job
opportunities in this
sector. But the lack
of care given to
backwaters badly
affected the fishery
industry of this area.
The filling of wells,
ponds and canals
also created a lot of
environmental
problems.
There has been another
innovative practice that
has been introduced to
convert the less fertile
land into artificial ponds
to do fishery activity. The
picture shows conversion
of paddy field into pond
for shrimps and prawn
rearing.

In order to save the


agriculture and fishery sector
the panchayath is now taking
initiatives to increase the
productivity of this area. At
the same time the
panchayath is implementing
projects for exploring the
benefits of information
technology and tourism. The
panchayath is also planning
to implementing biogas
plants to overcome the
waste disposal problems.

Significance of the study:-


The study comprise of main topic “Project Management “ dealing with various
kinds of projects both proposed as well as ongoing and completed ones .It includes
all projects funded by Central, State as well as local government fund for seeking
betterment of the living condition of the people living in Aroor panchayat.It also
deals with the various governing bodies, mechanism for proper implantation
,maintenance and completion of project on time .The study also reveals any
innovative steps taken by people from the panchayat to improve the betterment of
the society.

Objective of the study:-


This study deals with main objective as “detail study of Group beneficiary oriented
programme ” which include mainly the construction of road for the improvement
of pathway condition in panchayat in specified locality.

Methodology:-
The information of the proposed plan for road construction as well as completed
project was colleted from the panchayat office through direct interview and
subsequent verification was done through onsite visit and through interviewing
local people who are the ultimate beneficiary of the project.

Out of 100 % fund allocated to the panchayat while It was able to utilized only
30% of fund allocated

Analysis and findings:-


From the above mentioned study we found out the road was constructed within a
short span of 2 months and strictly following the proposed schedule time .There
was no discrepancy in the time and fund spent on the construction of the project
.The road has been fulfilling the need of the local people but there is a problem of
lack of fund for maintenance of the road which can cause early destruction of the
road.
Recommendation and suggestion:-
Since the work has been completed sincerely on time with required fund but there
is still scope of improvement in the implementation of the project as the project did
not call for local people participation and lack of fund for maintenance of the work.

Hence following recommendation is required in this case:-

=>Providing a scope of people’s participation in group beneficiary projects also.

=>set aside a proportionate amount of fund for maintenance of completed projects.

=>Improve the condition of people by implementation of more useful project

(in Aroor panchayat only 30% of fund is utilized last year while remaining

70% lapsed ).
Conclusion:-
The study concludes that the local bodies are doing their best in functioning of the
panchayat however it is also necessary to bring into local expertise for the efficient
utilization of the fund and improvement of the living condition of the society.
