Sub: Revised Standard Operating Procedure for Work Resumption after Lock down

Effective Date: 20.04.2020

1.0 Purpose : The Standard Operating Procedure (SOP) provides the procedure to be followed
during and after resuming work post lockdown due to COVID-19 outbreak. The
primary objective of the SOP is to ensure enforcement of Government of India
directives related to social distancing, management and maintenance of personal
and collective hygiene, as also implementation of guideline related to disinfection
while conducting the business operation of the Company. While the SOP captures
most relevant issues, Annexure – 1 to this SOP, related to the subject is attached
for general awareness and compliance.

2.0 Introduction : This SOP is prepared and is required to be strictly adhered to while resuming
work at all Offices/ Units /Regions /Divisions of the Company after the lockdown
period due to COVID-19 outbreak. All precautionary measures are to be ensured
at the Company’s establishments so that employees and all other stake-holders
are provided with a safe and secure work place.

3.0 Scope : This SOP applies to all Balmer Lawrie establishments


- Corporate Office
- Manufacturing units
- Project sites
- Regional/ Service Branch Offices/ Other Location Offices
- R&D Centers (ARL/PDC/T&PD)/ Technical Service Centres
- Any other premises managed by BL for its businesses

4.0 Coverage : This SOP covers all stakeholders working at BL (owned/ managed) Premises
- All BL Employees
- All Contract employees
- All Trainees / Apprentices
- Visitors to BL premises

The SOP, as contained in this document, is a set of general and minimalistic set of recommendations, however
based on locational/ situational requirement each Unit/ Office/ Location may decide to augment compliance
requirement in terms of maintenance of social-distancing and/ or sanitization/ disinfection related practices.
Any or all such practices to be followed must necessarily be in alignment to Government Directives/ Orders
issued on the subject.

5.0 Preparedness prior to resumption:

5.0.1 Premises Disinfection : All areas in the premises including the following shall be disinfected
completely using user friendly disinfectant mediums:
i) Entrance Gate of Building, Offices, Sites, bunkers, port cabins, building etc.
ii) Cafeteria and canteens
iii) Meeting room, Conference halls/ open area available/verandah etc.
iv) Open/ Shaded areas available
v) Equipment
vi) Washroom, toilet, sink, water points etc.
vii) Walls/ all other surfaces
viii) Equipment and Lifts etc.

5.0.2 Procedure shall be established for the disinfection method, type of medium, periodicity, log register,
etc. by the Executive responsible for administrative / HSE work in the location concerned.

5.0.3 Appropriate PPE like Face covers, Masks, Goggles, Gloves, Coats / Aprons, Shoes and also
appropriate disinfecting gadgets like sprayer, brush, etc shall be made available, shall be issued to
identified personnel entering the Company as per need basis. The identification of personnel on
issuance of such PPE shall be taken by the executive responsible for administrative work in the
location concerned.

5.0.4 Display board regarding the procedure of disinfection shall be displayed at entrances / prominent
places.

5.0.5 Installation of Disinfection chambers - Disinfection chambers are to be placed at entry points for
disinfecting the employees / others, where large numbers are entering premises at a given point in
time. Where the ingress flux is managed without crowding this will not be needed.

5.1 Official working procedure


Changes in the working methodology shall be made to avoid crowding and maintaining social
distance while working.

5.1.1 Working days – This can be decided by the concerned units / site / location-offices based on the
work load. However, any such change shall require approval of Regional HR Head.

5.1.2 Working Hours - The employees are to be rostered in staggered shifts so as to avoid crowding in
a particular workplace / office / site as applicable.

5.1.3 Work from Home - Work from home is to be implemented in all feasible areas / functions / offices.
Alternatively, rotation roster can be followed on alternate / weekly basis for the employees in the
same area. Judicious discretion may be used to implement Work from Home in such a manner that
safety/ security/ optimum production/service levels and overall business interests of the Company
are not compromised with.

i) While drawing a roster for Work from Home priority should be granted to the following
group of personnel to the extent possible:
• Pregnant Women employees and those personnel on immunosuppressant
drugs, and those under treatment for cancer.
• Higher risk personnel, ie. older personnel and those having underlying
medical conditions.
• Personnel above 65 years of age and persons with co-morbidities and parents
of children below the age of 5 years.
ii) SBU/ Function Heads may monitor through appropriate mechanism so as to ensure that
regular official work is performed without disruption in areas where work from home is
implemented and may choose to withdraw the same as and when deemed fit.

5.1.4 Flexible work hours - Flexible hours staggered both at office and at home can be introduced
depending upon the situation / work demand. However, any such change shall require approval of Regional
HR Head.

5.3 Instructions / Advice to all employees / others - Following instructions shall be communicated
to all concerned for strict adherence by them.

5.3.1 As far as possible, usage of bulk public transport shall be avoided.

5.3.2 All personnel to be encouraged to use own vehicle for commuting office as far as possible.

5.3.3 In case of cab travel, maximum three people can use in a single cab. In case of pool vehicle
number of persons to travel at a time shall be limited to standard seating capacity. Where required
and possible/feasible, in case personnel who do not have own conveyance are required to attend
office, appropriate support may be provided on a need basis, such decision shall be required to
be taken by the HoD concerned, with appropriate consultation with Business/ Function Heads.

5.3.4 Wearing of face covers/ masks is compulsory in all public places and workplaces.

5.3.5 Hospitals/ Clinics in the nearby areas, which are authorized to treat COVID-19 patients, should
be identified by Regional HR and list should be available at work place at all times.

5.3.6 Use of Arogya Setu Application is encouraged for all personnel to increase situational awareness.

6.0 On resumption of work

6.1 Security procedures at entry gates

6.1.1 Adequate arrangement for compulsory screening of all persons irrespective of cadre / status
entering/ exiting through gate with thermal scanner for temperature screening.

6.1.2 Stoppage of any person having fever and cough with breathing problem and inform concerned
department / contractors. Person shall be taken to nearest quarantine facility and later to govt
hospital immediately.

6.1.3 No new workers (without valid pass) shall be allowed inside.

6.1.4 Any new vehicle shall not be allowed without valid permission.

6.1.5 All parcel /courier person should be stopped at gate. Parcel shall be collected from gate by
concerned person and no such delivery personnel should be allowed entry within premises.

6.1.6 All vehicles including two wheelers shall be parked at their earmarked place only.

6.1.7 All the person entering into gate shall be permitted inside only if they are with appropriate PPE.

6.2 Sanitization during entry-

6.2.1 All people, including employee, associates, contractor’s workmen, vendors and other visitor,
who are entering the premises shall be sanitized using appropriate method as decided at the
work location. Such sanitization shall be undertaken on need basis only, based on the situation
at the location concerned.

6.2.2 Provision of Hand wash & sanitizers preferably with touch free mechanism shall be kept ready
in the entrances and exit points and common areas and people after entry shall sanitize their hands
before proceeding to their work spots. Sufficient quantities of all the items should be available.

6.2.3 All vehicles and machinery entering the premises should be disinfected by spray mandatorily.

6.3 Attendance system

6.3.1 Bio-metric (Finger touch) swiping for attendance shall be temporarily discontinued.

6.3.2 Alternate arrangements for attendance (Swiping with bar code or register) shall be made. Such
arrangement at each location shall have to be approved by Regional HR Heads.

6.3.3 Personnel allowed to Work-From-Home shall be required to regularize their attendance using
SAP ESS. Where access to SAP ESS is not available, other modalities shall be used, viz. e-
mails.

6.4 During duty hours at Offices / Plants / project sites

6.4.1 Employees shall work from their desks and avoid going to other’s desks as far as possible.

6.4.2 To the extent possible discussions / interaction can be held through hand phones and mobile phones.

6.4.3 Meetings in person are to be avoided as far as possible and VC / Conf calls / other modes can be
used in place of in-person meetings.

6.4.4 All employees to strictly adhere to the social distance of minimum 1 meter.

6.4.5 Back up / supporting documents required for various notes and proposals should be provided in
soft copies for study beforehand and approval on hard copies to be avoided.

6.4.6 Approving officials can seek required back up / supporting documents in soft for study before
according approval on hard copy to avoid contaminations.

6.4.7 In person meetings with Vendors/ Customers to be avoided to the extent possible, where not-avoidable such
meetings should be held in specifically designated meeting/ conference rooms only. These meeting/ conference
rooms shall have to sanitized before and after every meeting.

6.4.8 Workplaces shall have a gap of one hour between shifts and will stagger the lunch breaks of personnel , to ensure
social distancing.

6.4.9 No overlap of shifts and staggered lunch with social distancing in canteens to be ensured.

6.4.10 Intensive communication and training on good hygiene to be taken up.

6.4.11 Large gatherings or meetings of 10 or more people is discouraged. Seating atleast 6 feet away from others at
workplaces and in gatherings, meetings and training sessions.

6.5 During duty hours at project sites - In addition to the above, following precautions shall be adhered to by all
contract personnel
6.5.1 Workers shall be instructed to maintain social distancing of 1 m at all times (Shop-Floor
meeting, tea time lunch time, gate entry time and drinking/service water area).

6.5.2 Daily Shop-Floor Meetings, where held, shall contain the awareness about COVID 19 and
preventive measures to prevent spread.

6.5.3 No other group meeting shall be conducted.


6.5.4 Contractors shall be directed by the concerned official of the company to keep their working area clean and
hygienic.
6.5.5 Contractors shall apply disinfectant spray/powders daily at common places(eating place, drinking
water area, service water area and transport vehicles).

6.5.6 Contractor shall keep sanitizer/hand wash soap solutions in sufficient quantity at all common
points.

6.5.7 Contractors shall display precautions measures do’s and don’t’ at prominent places in all languages
spoken by the workers.

6.5.8 All workers shall be instructed to keep separate water bottles and avoid common water Bottle /mug
/glass.

6.6 Sanitization and Upkeep of common places / utilities

6.6.1 To ensure that all doors / windows are in open condition always during office hours, at work-places
where it is possible without causing safety/ security hazards.

6.6.2 As far as possible, air-conditioning shall be avoided, and natural ventilation shall be used.

6.6.3 To ensure that sanitization of all areas are done before start and after end of duty hours.

6.6.4 Special attention be given to wash rooms / toilets by periodical cleaning, swabbing, disinfecting
and maintaining dry.

6.6.5 Soap solutions / hand sanitizers / paper towels shall be placed and replenished periodically.

6.6.6 To ensure all e – items such as PC, Printer, Electrical cables are not damaged (due to rodents).

6.6.7 Other utilities like Electrical equipment, DG set, welding machines to be checked before putting in
operation.

6.6.8 All offices/ plants/ project sites must sanitize the workplace between shifts.

6.7 Common access places

6.7.1 Use of staircase for climbing is encouraged.

6.7.2 Lifts shall be cleaned and sanitized frequently.

6.7.3 Not more than 2-4 persons (depending on size) will be allowed to travel in lifts or hoists, to ensure that lifts
are not crowded and ensure social distancing inside lift.

6.7.2 Hand sanitizers shall be kept in the lift always.


6.7.3 To ensure that office vehicles are not crowded and ensure social distancing inside Vehicles also.

6.7.4 Common cooking and serving of food, tea / coffee & snacks shall be avoided.

6.7.5 Avoid gathering of people in veranda, balcony, parking and other common places.

6.7.6 Strict ban of use of gutka, tobacco etc., and spitting is strictly prohibited. Spitting in
public/workplaces shall be punishable with fine.

6.7.7 Frequent cleaning of common surfaces and mandatory hand washing shall be mandated

7.0 BL Chummery/ Transit Flats/Apartments:

7.1 Responsibilities of residents

7.1.1 Employees/ Residents including their family members (where applicable) shall avoid unnecessary
movements outside and adopt stay at home concept.

7.1.2 Use nose mask whenever going outside

7.1.3 Restrict the children inside the room(s) itself,

7.1.4 Try to avoid entertaining guests / vendors / others visiting TFs/ Chummery/Apartments.

7.1.5 Try to manage household works by self and family members (where applicable) only and avoid engaging
maids / outsiders.

7.2 Restriction on the entry of outsiders

7.2.1 There should be a total ban on non-essential visitors at sites.

7.2.2 Entry of suppliers like Amazon, Flipkart, Big Basket, etc. are to be avoided and collection is to
be done at main gate or designated collection points in the Office/ Factory.

7.2.3 Entry of relatives / friends of employees is to be avoided to maximum extent. In case of essential
entry, they are to be checked for health issue at the gates.

7.2.4 Entry of visitors to Transit Flats also is to be avoided to maximum extent. In case of essential
entry, they are to be checked for health issue at the entry.

7.3 Code of Conduct at common places

7.3.1 No gathering of 5 or more persons shall be allowed at public places.

7.3.2 All vendors / stakeholders must wear all protective gears like Mask, Gloves, Cover-all, etc. as
applicable and as required by the Company.

7.3.3 Vendors shall avoid preferably cash transactions and use e-money modes.

7.3.4 Wearing of face covers/ masks, spitting and queue system shall be strictly adhered to by all while visiting at
the following places

a) Shops
b) Post offices
c) Banks
d) Govt / Pvt offices
e) Religious places
f) Other all common places

7.4 Sanitization and Upkeep of common places / utilities

7.4.1 All roads, parks, utility areas, drainages, waste bins, etc are to be cleaned and sanitized on daily
basis.

7.4.2 To ensure that all doors / windows/ fittings of common places are sanitized frequently.

7.4.3 As far as possible, air-conditioning shall be avoided and natural ventilation shall be used in common
utility buildings.

7.4.4 Special attention be given to wash rooms / toilets by periodical cleaning, swabbing, disinfecting and
maintaining dry.

7.4.5 Walls / Doors / Windows and all fittings in wash rooms shall also be disinfected and cleaned
thoroughly.

7.4.6 Soap solutions / hand sanitizers / paper towels shall be placed in all public places at all convenient
places and replenished periodically.

8.0 Personal Protective Equipment

8.1 Employees / FTCs/ Contract workers / Trainees / Others

8.1.1 All Employees / FTCs/ Contractors’ workers / Trainees / Others whom so ever entering the BL
premises shall be permitted only if they are found wearing appropriate PPEs.

8.2 Sanitation staff

8.2.1 All those involved in floor area, garden area, site, offices & all other areas cleaning and sanitation
activities shall be using Face covers, Mask, Goggles, Full body covers, Gloves, Shoes etc. as may
be required.

8.2.2 Staggered shift system shall be made to these personnel to minimize the exposure to sanitation hazards.
