Inspection S y s t e m a n d Promulgating the Ru l e s a n d Regulations in the
Implementation Thereof
Pursuant to Re p ubli c Act No. 4 1 3 6 ( L a n d Transportation a n d Tr a f i c C ode of
the Philippines), Re pub l i c Act No. 8 7 4 9 (Philippine C l e a n Air Act of 1 9 9 9 ) ,
Re pub l ic Act No. 8 7 5 0 ( Se a t Belt Use Act) a n d other related laws, the
following rules a n d regulations gove rning the inspection of motor ve hi c l e s in
the L a n d Transportation O fi c e ' s (LTO) Motor Ve hicle Inspection Centers are
he re by promulgated for the g u i d a n c e a n d obs er vanc e of all concerned:

SECTION 1. Objectives. —
1.1 To provide a s ys t em at ic, reliable a n d eff ective testing of motor ve hi c l es
through computerization a n d automation for co m pl i a nce to safety a n d
emissi on requirements.
1.2 To co m pl y with exis t ing motor ve hi c le standards, provision of national
laws a n d international ag re e m e n t s.
1.3 To e ns ure c om pli a nce to safety a n d emission standards .
1.4 To integrate all motor ve hi cl e inspection reports into a central motor
ve hicle d a t aba s e .
SECTION 2. C o ve rag e . —
Th is order prescribes the rules a n d regulations in the inspection of all motor
ve hi c l e s a s a requirement in the motor ve hic l e registration, modification
( c h a n g e body design/configuration) a n d mis cella ne ous motor ve hi c l e
registration transactions s u c h a s but not limited to c h a n g e ownership,
c h a n g e c h a s s i s and/or e ngi n e , a n d other related matt ers in the LTO.

SECTION 3. Definition of Term s . —
3.1 Certificate of Motor Vehicle Inspection S y s t e m C o m pli a nce (C M VISC ) —
refers to the certificate i s s ue d b y LTO-Motor Ve hic le Inspection Center to a
ve hicle owner certifying that a particular motor ve hic l e p a s s e d the inspection
process of MVIS.
3.2 Compression-ignition e n g i ne — m e a n s a n internal combustion e n g i n e
in which atomized fuel temperature is raised through compression, resulting
in ignition, e.g., diesel e ng i n e s .
3.3 Emis si on — m e a n s a n y m e a s u r a b l e air contaminant, pollutant, g a s
stre am or unwanted sound from a known source which is p a s s e d into the
atmosphere. TAcC DI
3.4 Electric Veh icle ( E V ) — ve hi c l e s that are propelled b y a n electric
motor(s) a n d are powered b y fuel cells (e.g., electric cars, electric bu s e s ).
3.5 Light Electric Vehi cl e ( L E V ) — shall b e defined a s two-wheeled or three-
wheeled electric ve hic le.
3.6 Low S p e e d Vehi c le ( L S V ) — s hall b e defined a s four-wheeled motor
ve hicle (other than ATVs, trucks, b u s e s a n d those that are exc l u d e d from the
term "motor vehicle" under Re pub l ic Act 4 1 3 6 ) which u s e alternative fuels
like electricity a n d whose m a x i m u m s pe e d capability is not more than 4 0
kilometers per hour.
3.7 Motor Ve hic le — s hall m e a n a n y ve hic l e propelled b y a n y power other
than m u sc u l a r power u s i n g the publ ic hi gh w a ys , but exc e p t i ng road rollers,
trolley cars, street-sweepers, sprinklers, lawn mowers, bulldozers, graders ,
fork lifters, am ph i b i a n trucks a n d crane s , if not u s e d on public hi g hw a ys a n d
ve hi c l e s run only on rail or tracks a n d tractors, trailers a n d traction e n g i n e s
of all k i n ds u s e d exc l u s i ve l y for agricultural purposes. TAScI D
3.8 Miscellaneous Motor Vehi cle Registration Transactions — shall refer to
transactions b y which the DOTC/LTO collects fees a n d c ha rg e s , other than for
motor ve hi c le registration.
3.9 Motor Ve hicle Modification — shal l refer to the allowable
alteration/changes that c a n b e done in the motor vehicl e's body d e s i g n a n d
configuration which shal l b e subject to the inspection b y the MVIC.
3 . 1 0 MVIC — LTO Motor Vehicle Inspection Center wherein all activities of
MVIS are b e i n g done.
3 . 1 1 MVIS — LTO Motor Ve hic le Inspection S y s t e m which u s e s a n automated
a n d fully computerized test e qui pme n t for roadworthiness a n d s m o ke
emissi on of motor ve hic l es . SE Iac A
3 . 1 2 Motor Veh icle Inspection S y s t e m Report (MVISR) — shall m e a n a n
inspection report i s s ue d b y LTO-MVIC to all motor v e hi c l e s that failed the
inspection process of MVIS.
3 . 1 3 Sp a r k Ignition E n g i n e — m e a n s a n internal combustion e n g i ne in which
the air/fuel mixture is ignited b y s pa rk p l ug.
3 . 1 4 Driving B e a m (Main B e a m ) H e a d l a m p — m e a n s the l a m p u s e d to
illuminate the road over a long dis ta nce a h e a d of the ve hicle .
3 . 1 5 Pas si n g B e a m (D i p pe d B e a m ) H e a d l a m p — m e a n s the l a m p u s e d to
illuminate the road a h e a d of the ve hi c le without c a u s i n g u n d u e d a z z l e or
discomfort to i ncomi ng drivers a n d other road us ers.
3 . 1 6 Direction-Indicator L a m p — m e a n s the l a m p u s e d to indicate to other
road us e rs that the driver intends to c h a n g e direction to the left or to the
right.
3 . 1 7 End-outline marker l a m p — m e a n s the l a m p fitt ed near to the ext reme
outer e d g e a n d the top of the ve hi c le a n d intended to indicate clearly the
ve hi c l e s overall width. a H I E c S
3 . 1 8 Re v e r si n g l a m p — m e a n s the l a m p u s e d to illuminate the road to the
rear of the ve hic l e a n d to warn other road us ers that the ve hi cl e is reversing
or about to reverse.
3 . 1 9 Sou nd Le v e l Meter — m e a s u re s sound pressure level a n d c omm only
u s e d in noise pollution for quantification of industrial a n d environmental
noise.
3 . 2 0 H a n d h e l d Web/PC C a m e r a — a web c a m e r a u s e d for uploading of
picture of all motor ve hi cl e at Repository Server in a real-time/on-line ba s is .
3 . 2 1 Side-Marker L a m p — m e a n s a l a m p u s e d to indicate the pre s e n ce of
the ve hi c le when viewed from the s ide. T h e color of the l a m p shall b e amb e r.

3 . 2 2 Stop L a m p — m e a n s the l a m p u s e d to indicate to other road us ers to
the rear of the ve hi cl e that the driver is a pp l y i n g the se rvice brake.
3 . 2 3 Retro-Reflectors — m e a n s a d e v i c e u s e d to indicate the pre se nc e of a
ve hicle b y the reflection of the light e m a na t i n g from a light source not
connected to the vehi cle , the observer b e i n g situated near the source.

3 . 2 4 Front fog l a m p — m e a n s the l a m p u s e d to improve the illumination of
the road in c a s e of thick fog, falling snow, h e a v y rain or similar conditions.
3 . 2 5 Re a r fog l a m p — m e a n s the l a m p u s e d to m a k e the ve hi cl e more
vis ible for the rear in c a s e of thick fog, falling snow, h e a v y rain or similar
conditions.
SECTION 4. Ve n u e of Inspection. —
Motor Vehi c l e Inspection s hall b e conduc ted in a n y LTO Motor Vehi c le
Inspection Center. T h e registration of private motor ve hi c l e s m a y b e
cond ucted in a n y LTO District O f i c e provided that a Certificate of Motor
Ve h icle Inspection S y s t e m C o m p l i an c e (C M VISC) from MVIC is pres ented
together with other documentary requirements. However, registration of
pub lic utility ve hi c l e s shall b e in the District O fi c e specifie d in their franchise
or s ub s e qu e n t Order approved b y the L a n d Transportation Franc hi s i ng a n d
Regulatory Board ( LT F R B ) .
SECTION 5. Inspection Period. —

For motor ve hi c l e s which p a s s e d the inspection, a corresponding C M VI SC
shal l b e i s s ue d which shall b e val id for a period of sixt y ( 6 0 ) d a y s from date
of actual inspection. Within the s a m e period, the C M VI SC shall b e presented
to the LTO District O f i c e a s part of the doc umentary requirement for initial or
renewal registration, modification, a n d m is cella ne ous transactions, of motor
ve hicle , a s the c a s e m a y be. An MVISR s hall b e i s s ue d for motor ve hi c l e s
which did not p a s s the inspection.

inspection. Re-inspection of the ve hi c l e shall cover the s t a g e where it
previously failed.
SECTION 7. Motor Ve hicle Inspection S y s t e m . —
7.1 Purposes of Inspection
7 . 1 .1 To es tablish the identity, classification a n d ownership of the motor
ve hicle .
7 . 1 .2 To determine the conformity of the motor ve hic l e to the prescribed
m i n i m u m a n d m a x i m u m dimension a n d weight, a n d required safety a n d
emissi on stand a rds .
7 . 1 .3 To identify illegally modified ve hi cl e s .
7 . 1 .4 To enc oura ge appropriate m a i n t e n a n c e b y ve hi cl e owners.
7.2 Categories of Motor Ve hic le Inspection
7 . 2 .1 Initial Inspection — inspection for newly operating ve hic le, exc l u d i n g
brand new ones.
7 . 2 .2 Ren ewa l Inspection — inspection for renewal of registration.
7 . 2 .3 Modification Inspection — inspection of motor ve hi c l e s with
modifications in dimens ions, structures a n d c h a n g e s in eng i n e /c ha ssi s , color,
a n d related transactions.
7 . 2 .4 Corrective Meas ures Inspection — inspection of motor ve hi c le s which
are subject of roadside app rehensi on d u e to non-compliance to safety a n d
emissi on stand a rds .
7.3 S t a g e s of Inspection
Inspection of motor ve hi c l es under MVIS shall cover the following four (4 )
s t a g e s , n a m e l y:
• S t a g e I — Confirmation of Identity of the Vehi cle
• S t a g e II — Above Carria ge Inspection
• S t a g e III — Under Ca rriage Inspection
• S t a g e IV — I s s ua n c e of Inspection Certificate
7.4 St a nda rds a n d Methods of Inspection
7 . 4 .1 S TA G E I — Confirmation of Identity of Vehicle

computer m a n u a l l y and/or s c a n n e d electronically. E a c h motor ve hi c le shall
b e i s s ue d a barcode ID sticker for e a s y uploading of ve hi c le record during
s ubs e q ue n t registration/transaction.

T h e frame of a motor ve hi c l e consist of two (2 ) pi e c e s of long metal,
one on e a c h s i de runn ing through the length thereof, a n d joined at the front
a n d rear b y cross m e m b e r s . Fr a m e s va ry in type a n d construction d e p e n d i n g
on the m a k e of the vehicl e. Th ere are ve hi c l es where the frame is a part of
the floorboard of the body. In this c a s e , there is us ua l l y a short stub frame at
the ex t rem e front a n d b a c k of the ve hi c le to support the sus pe nsi on. T h e
latt er is ca lled the integral frame a n d body construction. D E C S I T

7. 4 .2 . 1 .4 Goods-loading accommodation — The goods-loading
accommodation of a motor ve hi c le shall b e s e c u re d a n d constructed that it
shal l e n a b l e safe a n d reliable loading of goods.
7 . 4 .2 . 2 Se atbelts a n d Anchorage
All motor ve hi c l es shall b e e qui ppe d with seatbelts in acc ordanc e with
RA 8 7 5 0 a n d its i m pl e m e n t ing rules a n d regulations a n d other exi s ting laws,

7 . 4 .2 . 3 Parking L a m p
All motor ve hi c l es shall b e provided with pa rkin g l a m p s on e a c h s ide at
both the front a n d rear of the ve hic le .
7. 4 .2 . 3 .1 T h e park ing l a m p s shall b e wired that all of t hem will b e lit
simultane ously.
7. 4 .2 . 3 .2 T h e par king l a m p s shall b e wired that they m a y b e turned on
while the e n g i n e is not in operation.
7. 4 .2 . 3 .3 T h e color of the front pa rki ng l a m p s s hall either b e white, yellow

roof to show the m a x i m u m height a n d width of the ve hicl e.
7. 4 .2 . 4 .1 T h e color of the end-outline marker l a m p shall b e white, light
yellow or a m be r.
7. 4 .2 . 4 .2 End-outline marker l a m p shall b e mounted s ym me t ric al l y or the
left a n d right portion of the vehicl e.

7. 4 .2 . 5 .1 Motor ve hi c le shall b e e qui ppe d in e a c h s ide of the front with a n
e v e n num b e r of white or selective-yellow light c a p a b l e of ad e qu a t e l y

7. 4 .2 . 5 .2 When all l a m p s are lit at the s a m e time, the h e a d l a m p s shal l
h a v e s u c h intensity that the driver m a y discern a n y obstacle on the road.

portion of the vehicl e.
7. 4 .2 . 5 .4 T h e d i m m e d or dipp e d b e a m shall h a v e , when all of t he m are lit
at the s a m e time, s u c h intensity that the driver m a y discern a n y obstacle on
the road.
7. 4 .2 . 5 .5 T h e m a i n photometric a x i s of the b e a m of a h e a d l a m p shall b e
directed downward or s hall b e c a p a b l e of b e i n g directed downward b y a
headlamp aim.
7. 4 .2 . 5 .6 T h e l a m p s s hall b e mounted so that the a i m m a y not b e readily

7. 4 .2 . 6 .2 T h e color of the front direction-indicator l a m p shall b e yellow or

operation.

that they m a y flash in time with h a za rd warning l a m p s .
7 . 4 .2 . 7 Re v e r s i n g L a m p
Motor ve hi c l e s shal l b e provided with revers ing l a m p s exc e p t 2-
wheeled motor ve hi c l e s with or without s i de l a m p .
7. 4 .2 . 7 .1 Re v e r s i n g l a m p s shall b e wired that they m a y b e turned on only
when the transmission s y s t e m is in reverse gea r.
7. 4 .2 . 7 .2 T h e num b e r of reversing l a m p s of a motor ve hi c l e shall b e two or

7. 4 .2 . 7 .3 T h e color of the light of a reversing l a m p shall b e white.
7. 4 .2 . 7 .4 T h e m a i n a x i s of a reversing l a m p for illuminating m a i nl y the rear

7 . 4 .2 . 8 Number Plate Li gh t s
7. 4 .2 . 8 .1 Motor ve hi c le shall b e provided with two (2 ) white num be r plate
lights at the rear to illuminate s u c h .
7. 4 .2 . 8 .2 T h e num be r plate light shall b e wired that it m a y not b e put off
from the driver's seat or that it will b e turned on whenever the h e a d l a m p s or

7 . 4 .2 . 9 H a z a rd Warning L a m p

m e a s u r i n g inspection a n d others.
8.2 Light Electric Ve hi c le s ( L E V )
All Light Electric Veh i cl e s ( L E V ) shall b e in s pec te d in ac co rda nce with AO

8.3 Auto-Liquified Petroleum G a s (LPG)

T h e fill v a l v e should b e located outside the ve hi cl e compartment a n d
isolated from the auto-LPG container.
An appropriate sticker m a r ke d "LPG" should b e posted on the fill v a l v e cover
for e a c h unit installed a n d on the upper-left corner of the vehicl e's
windshield. T h e sticker posted on the windshield (a s i de from the "LPG"
m a r k i ng ) should also bear a warning m e s s a g e that s a y s "not allowed to park

SECTION 9. Inspection Security a n d Sa fety Measures. —
T h e following shal l b e observed in order to e ns ure security a n d safety in the
inspection process:
9.1 Real-time transfer of inspection in e ve r y s t a g e through the interfacing
of MVIS with M VRS; c A C D a H
9.2 T h e a s s i g n m e n t of a un i que us e rn a m e a n d password for e a c h inspector
will b e required before e v e ry inspection; a n d
9.3 All inspectors shall b e required to wear proper safety ge a r s like helmet,
gl oves , m a s k s a n d safety s hoes while in the MVIC.
SECTION 1 0 . Maintenance a n d Calibration of Tes t ing Equi pme nt . —

T h e Motor Vehicle Inspection Centers s hall mai ntain a n d ke e p the records
a n d dat a of all motor ve hi c l e s inspected. All inspection data shall b e
integrated to the LTO-MVIS da t a ba s e .
T h e Chief of MVIC shall submit a report of all ins pec te d motor ve hi c l e s at the
e n d of e a c h month to the LTO M an a g e m e n t Information Division; copy
furnished the O fi c e of the LTO Assistant Secretary a n d the O f i c e of the
Undersecretary for Ro ad Transport.
SECTION 1 2 . Post-Inspection Procedures. —
1 2 . 1 H a n d l i n g of Clients Complaints
To en s ure that the complaints/feedbacks from the customers are recorded,
monitored, a n a l y z e d a n d reported to the top m a n a g e m e n t , a procedure
which defined the actions a n d responsibilities of o f i c i a l s a n d personnel
concerned is doc ume n t ed in PM-OAS 0 1 1 of the Quality M an a g e m e n t S y s t e m
Procedure Manual. T h e Customers' Co m pl a i n ts /Fee dbac k s M a n a g e m e n t in
PM-OAS 0 1 1 shall b e obs erved in ha nd l i n g clients' complaints relative to the

1 2 . 2 Administrative Liability
Any o f i c i a l or em pl o yee who, after d u e notice a n d hearing, is found guilty of
committing a n y of the following acts, either willfully or through ne g l i ge n c e ,
shal l b e administratively liable for offense(s) defined under the Civil Se r vi c e
laws, rules a n d regulations:
1 2 .2 .1 Re gis tering or c a u s i n g the registration of a motor ve hi cl e in
violation of a n y of the provisions of this Administrative Order;
1 2 .2 .2 Reporting or certifying that a motor ve hi cl e p a s s e d the s tand ards
set under the MVIS when, in truth a n d in fact, s u c h is not the c a s e ; S T I c a E
1 2 .2 .3 Conspiring and/or ass is t ing in the commiss ion of a n y of the
foregoing ac ts; a n d
1 2 .2 .4 Violating or prevent ing, b y his act or omission, the enforcement
or implementation of a n y of the provisions of this Administrative Order.
SECTION 1 3 . Qualification Re qui re me n ts of MVIC Chief a n d Inspectors. —
1 3 . 1 T h e Chief of the MVIC should h a v e a ba c ca l au rea t e d e g re e in
e ngi ne e r ing with at least five (5 ) ye a rs relevant or equivalent exp e ri e nc e a n d
other Civil Se rvi c e requirements.
1 3 . 2 MV Inspectors should h a v e a ba cc a l au rea t e de gre e in e ngin e er in g with
at least two ( 2 ) ye a r s relevant or equivalent expe r ie nc e a n d other Civil

1 3 . 3 Th ose who are presently conducting motor ve hi cl e inspection should
undergo at least 4 0 hours of training under the new MVIS before b e i n g

SECTION 1 4 . Re p e a l i n g C l a u s e . —
All circulars, orders, m e m or and a, rules a n d regulations, or i s s u a n c e s in
conflict herewith are d e e m e d repealed or modified accordingly.
SECTION 1 5 . Separability Cl a u s e . —
Should a n y part hereof b e decla red unconstitutional or in violation of a n y
ex is ting law, the provision not so aff ected s hall rema in vali d a n d in full force

SECTION 1 6 . Annual Review. —
DOTC/LTO shall undertake a n a nn u a l review of this I RR for the purpose of
modifications or a m e n d m e n t s thereto a s m a y b e d e e m e d proper a n d
n e c e s s a r y. Any a m e n d m e n t s and/or modifications s hall b e subjected to
pub lic consultation.
SECTION 1 7 . Transitory Provision. —
For LTO Re gi ona l O fi c e s without exis t ing Motor Ve hic le Inspection Center,
inspection shal l b e undertaken at the nearest MVIC.
SECTION 1 8 . Eff ectivity. —
Th is Order shall take effect fifteen (1 5 ) d a y s after publication in two
news pape rs of ge ne ra l circulation a n d after receipt of a copy thereof b y the
O fi c e of the National Registry of the UP Law Center, Dilim an, Quezon City.
