The Wallmapu’s International Film and Indigenous Arts Festival 2019, Dhakelhn ka
Mangelen (Calls and Invites):

Indigenous and non-indigenous audiovisual producers and directors, of any nationality and
country of residence, to PARTICIPATE with their works of indigenous and Afro-
descendant themes, of free style and length, of individual or collective creation, in the fifth
version of the FICWALLMAPU Festival that will be held from Tuesday November 5th to
Saturday November 9th in the Gulumapu (Temuco, Araucanía Region, Chile).

One of the main objectives of the festival is to promote the gathering and dialogue among
Indigenous, Afro-descendant and non-indigenous peoples, from a perspective of respect for
cultural diversity, through audiovisual production, as well as to offer the opportunity for
filmmakers and directors to showcase and disseminate their audiovisual works related to
relevant themes for Aboriginal and Afro-descendant Peoples of Abya Yala and the world.

Rhakidhuamu Dullin - Selection criteria

The films will be selected based on the following criteria:

● That it reflects the right of Indigenous and Afro-descendant Peoples to freedom and
self-determination.
● That it promotes respect and dignity of Indigenous and Afro-descendant Peoples
● That it denounces the violation of rights, persecution and genocide suffered by
Indigenous and Afro-descendant Peoples
● That it promotes the rights of indigenous women
● That it promotes the rights to sexual diversities in Indigenous Peoples
● That it contributes to the strengthening of indigenous identity and culture
● That it highlights cultural expressions in situations of disappearance and / or
assimilation.
● That it contributes to the organizing processes and struggle of Indigenous Peoples
● That it expresses the notion of development from an indigenous perspective.
● That it promotes intercultural dialogue.
 ● That it promotes the conservation or preservation of customs and / or traditions of
rites, stories and others of indigenous peoples.
● That it defends the right to communication and the creative use of aesthetic and
narrative resources by indigenous peoples.
● That it promotes the production and local creation by indigenous teams and
directors

The works selected by a specialized jury will be part of:

- The Official Sample of the festival: exhibition in the different rooms of the central
event FICWALLMAPU 2019
- They will be included in the online audiovisual archival web site
www.ficwallmapu.cl (with previous consent by the filmmakers).
- In the case of films acknowledged by the International Jury, they will be part
of the Ficwallmapu 2019 compilation DVD that will shared and be distributed free of
charge and for reproduction without profit, by different territories, Lof,
Communities and educational establishments, neighborhoods, communities, among
others (with previous consent by the filmmakers).

Works that participated in the pre-selection stage and / or section of previous versions of
FICWALLMAPU (2015-2018) will not be accepted.

ACKNOWLEDGEMENTS AND MENTIONS

FICWALLMAPU is not a competitive Festival. However, it acknowledges the works done by

audiovisual artists who are committed and stand out in certain thematic areas related to
the defense of the rights of Indigenous and Afro-descendant Peoples.

- The recognitions are not given by numerical hierarchy; that is, there are no first, second,
and subsequent places.

- In case that merits, the international jury will grant special mentions to the works that,
not being awarded, deserve to be recognized for their quality.

The audiovisual works whose proposals stand out in the following areas will be
acknowledged:
 1) Indigenous women’s rights
2) Sexual diversity and Indigenous Peoples
3) Defense of territory
4) Afro-descendant peoples
5) Community cinema
6) Indigenous identity
7) Best fiction
8) Best documentary
9) Best short film
10) Best television series
11) New audiovisual indigenous languages (experimental cinema, video-dance, music
video, film art, new narratives, among others)
12) Indigenous cinema and video pichikeche (Children)
13) Wallmapu: recognition to filmmaker and / or indigenous teams

Special mention
This year, within the framework of the International Year of Indigenous Languages, the
festival jury will award a special mention to the film that stands out in the area
"Linguistic Revitalization" in Indigenous People's films.

Acknowledgements:

- WALLMAPU AWARD: recognition to a work that promotes and encourages production

by filmmakers and / or indigenous teams. Scholarship (fee waiver) for training
through a course / workshop of choice at the International Film and TV School, San
Antonio de Los Baños, Cuba.

REQUIREMENTS FOR PARTICIPATION

Language
In the case of those works spoken in indigenous languages or languages other than Spanish,
these must be subtitled.

Subtitles should not be pasted to the movie but sent as an SRT file.

Thematic

The theme of the work can cover any issue related to the culture, history, reality, struggles
and aspirations of Indigenous and Afro-descendant Peoples.

Works that make direct propaganda to political parties, as well as those that have
discriminatory content of any kind, will not be accepted.

FORMAT AND SHIPPING

Format

Work will be accepted in the following digital formats:

- MOV (ideally in light formats), MP4, H264 codec
- Your film must be properly identified with the name in capital letters.

The resolution quality must be 1080x1920

Digital shipping

Audiovisual performances must be sent duly identified (to the contact emails indicated)
with the name of the person (s) responsible next to the title of the work.

It is recommended that it is done through digital platforms that allow viewing and / or
download such as: Mega, Vimeo, among others, along with the corresponding access code.

In the case of support material (graphics, photographs, press releases, dissemination

materials, among others) they have to be sent in HIGH DEFINITION inside the compressed
file duly identified.

The submission of the work and its support materials must be done at the time you
complete and send the registration form by any of the enabled channels.

El Festival Internacional de Cine y las Artes Indígenas de Wallmapu, Ficwallmapu

2019, Dhakelhn ka Mangelen (Convoca e Invita):

A los realizadores y realizadoras audiovisuales indígenas y no indígenas, de cualquier

nacionalidad y país de residencia, a PARTICIPAR con sus obras de temática indígena y
afrodescendiente, estilo y extensión libres, de creación individual o colectiva, en la quinta
versión del Festival FICWALLMAPU que se celebrará del martes 5 al sábado 9 de
noviembre y tendrá como sede principal a Gulumapu (Temuco, Región de la Araucanía,
Chile).

Uno de los objetivos principales del festival es promover el encuentro y diálogo entre los
Pueblos Originarios, afrodescendientes y no indígenas, desde la perspectiva del respeto a
la diversidad cultural, a través de la producción audiovisual, junto con ofrecer la oportunidad
a realizadores y realizadoras para exponer y difundir sus obras audiovisuales referidas a
temáticas relevantes para los Pueblos Originarios y Afrodescendientes de Abya Yala y el
mundo.

Rhakidhuamu Dullin- Criterios de selección

Las películas se seleccionarán sobre la base de los siguientes criterios:

● Que se refleje el derecho de los Pueblos Originarios y Afrodescendientes a la

libertad y la autodeterminación.
● Que fomente el respeto y dignidad de los Pueblos Originarios y Afrodescendientes
● Que denuncie la violación de los derechos, persecución y genocidios sufridos por los
Pueblos Originarios y Afrodescendientes
● Que promueva los derechos de la mujer indígena
● Que promueva los derechos de las diversidades sexuales en los Pueblos Originarios
● Que aporte al fortalecimiento de la identidad y la cultura indígena.
● Que resalte las expresiones culturales en situaciones de desaparición y/o
asimilación.
● Que contribuya a los procesos organizativos y de lucha de los Pueblos Originarios
● Que exprese la noción del desarrollo desde la perspectiva indígena.
● Que promueva el diálogo intercultural.
● Que promueva la conservación o preservación de costumbres y/o tradiciones de
ritos, relatos y otros de los pueblos indígenas.
● Que defienda el derecho a la comunicación y a la utilización creativa de recursos
estéticos y narrativos de los pueblos indígenas.
● Que promueva la producción y creación local de equipos y realizadore/as indígenas

Las obras seleccionadas por un jurado local especializado, formarán parte de:
 - Muestra Oficial del festival: exhibición en las distintas salas del evento central
FICWALLMAPU 2019
- Integrarán el archivo audiovisual online en sitio web www.ficwallmapu.cl (previo
concentimiento de las y los realizadores).
- En el caso de las películas reconocidas por el Jurado Internacional, formarán parte
del DVD recopilatorio Ficwallmapu 2019 que circulará y se difundirá de forma
gratuita y para reproducir sin fines de lucro, por diferentes territorios, Lof,
Comunidades y establecimientos educacionales, vecinales, comunitarios, entre otros
(previo consentimiento de las y los realizadores).

No se aceptarán obras que hayan participado en la etapa de preselección y/o sección de

versiones anteriores de FICWALLMAPU (2015-2018).

DE LOS RECONOCIMIENTOS Y MENCIONES

FICWALLMAPU no es un Festival competitivo. Aun así se reconoce la labor realizada por

los y las audiovisualistas que se comprometen y destacan en ciertas áreas temáticas
relacionadas a la defensa de los derechos de los Pueblos Originarios y Afrodescendientes.

- Los reconocimientos no se entregan por jerarquía numérica; es decir, no hay primero,

segundo –y subsecuentes lugares.

- En caso que amerite, el jurado internacional otorgará menciones especiales a los trabajos
que, no resultando premiados, merezcan ser reconocidos por su calidad.

Se reconocerán los trabajos audiovisuales que en su propuesta destaquen en las

siguientes áreas:

1) Derechos de las mujeres indígenas

2) Diversidades sexuales en los Pueblos Originarios
3) Defensa del territorio
4) Pueblos Afrodescendientes
5) Cine comunitario
6) Identidad indígena
7) Mejor ficción
8) Mejor documental
9) Mejor cortometraje
10) Mejor serie televisiva
11) Nuevos lenguajes audiovisuales indígenas (cine experimental, videodanza, video
musical, cine arte, nuevas narrativas, entre otros)
12) Cine y video indígena pichikeche (Infantil)
13) Wallmapu: reconocimiento a realizador/a y/o equipos indígenas

Reconocimiento:
 - PREMIO WALLMAPU: reconocimiento a la obra que promueva y fomente la
producción por parte de realizadore/as y/o equipos indígenas consistente. Beca
(exención de arancel) de formación para un curso/taller a elección en la Escuela
Internacional de Cine y TV, San Antonio de los Baños, Cuba.

Idioma

En el caso de aquellas obras habladas en idiomas indígenas u otros idiomas distintos al

español, deberán ser subtituladas.

Subtítulos no deben ser pegados a la película sino enviados como archivo SRT.

Temáticas

La temática de la obra puede abarcar cualquier asunto relacionado con la cultura, historia,
realidad, luchas y aspiraciones de los Pueblos Originarios y Afrodescendientes.

No se aceptarán trabajos que hagan propaganda directa a partidos políticos, así como
aquellos que tengan contenidos discriminatorios de cualquier tipo.

Se aceptarán trabajos en los siguientes formatos digitales:

- Su película debe ir debidamente identificada con nombre en letras mayúsculas.

Envío digital

Las realizaciones audiovisuales deben enviarse debidamente identificadas (a los correos

de contacto indicados) con nombre de él/la o los responsables y junto al título de la obra.

Se recomienda que este envío se realice través de plataformas digitales que permitan
visionado y/o descarga tales como: Mega, Vimeo, entre otros, junto con la clave de acceso
correspondiente.

Para el caso del material de apoyo (gráficas, fotografías, registros de prensa, materiales de
difusión, entre otros) tendrán que enviarse en ALTA DEFINICIÓN dentro del archivo
comprimido debidamente identificados.

El envío de la obra y sus materiales de apoyo se debe hacer al momento en que complete y
envíe la ficha de inscripción por cualquiera de las vías habilitadas.
