Role Accountabilities
• Manage and conduct strategic projects including the analysis and strategic assessment of issues
using appropriate research techniques and methods.
• Prepare high quality and comprehensive briefs, written reports and correspondence articulating
trends, opportunities and risks associated with a planned course of action.
• Provide timely, authoritative and specialist advice and solutions using a range of communication
media to stakeholders on governance and strategic issues related to proposal, project/program
and portfolio management.
• Develop and maintain positive relationships with relevant stakeholders, and negotiate with
internal and external potential sources of information in order to obtain assistance in the
provision of timely and accurate strategic advice.
• Lead the provision of quality and timely outputs against the group’s responsibilities by identifying
and actively managing emerging opportunities, issues and risks.
• Provide leadership, and support to contribute to the delivery of Branch, Division and Department
objectives as required.

Selection Criteria
Essential Requirements
1. Demonstrated experience in all aspects of change and project management, including project
analysis, research, systems analysis, developing and coordinating strategic projects in a complex
environment.
2. Demonstrated superior level communication skills, including the ability to write high quality
concise reports, briefs and correspondence and highly developed interpersonal skills with the
proven ability to establish and sustain effective working relationships.
3. Demonstrated comprehensive knowledge of relevant legislation, policies, public sector issues
and procedures in a complex environment.
4. Proven ability to provide authoritative advice and solutions on governance and strategic issues.
5. Proven ability to monitor client and stakeholder satisfaction, and constructively manage
stakeholder issues to ensure positive outcomes for the stakeholder and the
Region/Department/Command.
6. A proven record of ethical behaviour and a demonstrated commitment to the Victoria Police
Code of Ethics and Conduct and the Organisational Values.

Qualifications
1. A relevant tertiary qualification would be highly desirable.

Special Requirements
• For positions within Intelligence & Covert Support Command, Counter Terrorism Command,
Information, Systems & Security Command and Professional Standards Command, the
successful candidate must be prepared to undergo and successfully obtain and maintain a
National Security Clearance to the level determined by the Department Head. To obtain this
clearance applicants must be an Australian Citizen.
• The successful applicant must be prepared to work in a high security area.
• The successful candidate may be required to undergo and successfully obtain and maintain a
National Security Clearance to the level determined by the Department Head. To obtain this
clearance applicants must be an Australian Citizen.
• Successful candidates will be required to possess a current Victorian Driver Licence and hold or
qualify for an appropriate Victoria Police driving authority within three (3) months.
• The incumbent will be required to complete the OHS requirements of the organisation, which
may include local level training relating to equipment usage and Hazardous Chemicals.
• The successful candidate will be required to provide a DNA sample (buccal swab) for use in
laboratory quality control procedures (elimination purposes only) effective 01/07/2014.

Other Relevant Information


Applicants must be an Australian Citizen, Permanent Resident or hold a valid work permit or visa.
While this position will have a nominated usual place of work, the position may be
required to work at other locations, in accordance with the provisions of the relevant
Victorian Public Service Agreement.

The position description is indicative of the initial expectation of the role and subject to changes to
organisational goals and priorities, activities or focus of the job.
The successful candidate will be employed pursuant to Victoria Police policies and procedures along
with the relevant Victorian Public Service Agreement.
The preferred candidate will be required to complete the following:

- Fingerprint checks;
- A Statutory Declaration and consent form consenting to Victoria Police contacting
current and previous employer(s) to substantiate past conduct.

The successful candidate will be required to complete the appropriate Declarable


Association Acknowledgement Form/s.

External applicants will be subject to a probation period of three (3) months.


This position may require the incumbent to undertake physical activities (such as accessing files from
a compactus).

Information management is a critical element of Victoria Police operations. The


Victoria Police Manual (VPM) sets out guiding principles for establishing strategies
that enables appropriate levels of system and information confidentiality, integrity
and availability to be achieved. All staff involved in accessing, developing,
implementing and/or supporting information systems and law enforcement data are
required to comply with the information management and information security
policies and procedures contained within the VPM.

An employer or person with a delegated responsibility shall provide and maintain as


far as is practicable, for employees, a working environment that is safe and without
risk to health in accordance with Section 21(1), Occupational Health and Safety Act
2004.
