SEI Codes & Standards Activity Division Program for Young Professional
Engagement in SEI Standards Committees
Background: The SEI Codes and Standards Activity Division (CSAD) is responsible for developing SEI
standards and meeting the ANSI requirements as defined by the ASCE Rules. The CSAD also pursues
legal adoption of the SEI Standards into national codes and referenced standards thus ensuring SEI
standards are used in the profession.
Program: The SEI CSAD YP Program will provide an organized mechanism to engage willing young
professionals in the standards committee processes. By carefully connecting committed young
professionals to committees with existing needs, and then by providing support, this program is
expected to be a win‐win. The standards committee will receive needed assistance to real and detail‐
specific work and the young professionals will gain the knowledge of the committee process, both
technical and procedural, relative to standards development. This type program was successfully used
in the production of ASCE 31 and both editions of ASCE 41, and the recent cycle of ASCE 7.
The program includes the following aspects:
‐ The standard committee chair and SEI staff to establish need and number of young professional
positions desired to participate on the standards committee during the cycle
‐ SEI and ASCE Codes & Standards staff to provide an option for committed young professionals to
apply for the following positions, as determined to be required by chair/staff:
o Secretary: Record minutes, attendance, votes; assist and organize meeting logistics; etc.
o Balloteer: Create ballots to submit to ASCE/SEI staff; ensure all negatives are resolved;
confirm final, approved provisions are updated with ROC and added to record
documents; work with staff on ASCE ANSI‐approvals process
o Historian: Maintain an accurate record document during the cycle; ensure all committee
balloted and approved changes to provisions and commentary are updated and check
for conflicts; work with staff on standard production
‐ SEI Staff to provide training to YPs on position duties, responsibilities, and expectation; staff to
manage and monitor all YPs on all committees that have them
‐ SEI to provide full travel reimbursement to accepted YPs for approved standards meetings for
the duration of the cycle

‐ SEI CSAD to provide professional support letter to YP employer on benefits of YP participation
on a standards committee when accepted into the program (optional, if desired)
‐ Young professionals must be members of SEI
Additional Information: SEI Standards Committees need active participants to engage in the demanding
development cycles to produce ANSI‐consensus standards in a timely manner that matches the code
update process. More administrative support is needed to accelerate the balloting process. In addition,
there is an increasing need for knowledge transfer within the committees to retain the historical
knowledge of the committees from cycle to cycle. Additionally, SEI recognizes that young professionals
may be interested in the opportunity, but have unique needs for support from SEI and the committees –
not only for full funding, but also for professional support such as a letter from the committee chair to
firm leadership explaining benefits to firm of young professional participation on standards committees.
ASCE defines young professionals as age 35 and younger. This is the targeted membership group for this
program.
