Preamble to SBOQ for Railway Electrification and
General Electrical Works
A. General Instructions
1. The bill of quantities (BOQ) shall be read in conjunction with the Instruction to bidders,
General Conditions of Contract, Particular Conditions of Contract, Works requirements,
Technical specifications & Drawings, Explanatory notes detailed after BOQs of RE &
General Electrical works seperately, Payment conditions, pre-bid clarifications and
Addenda and Corrigenda if any.
2. The summary of schedules is as under:

3. The quantities given in the Bill of Quantities are estimated and provisional and are given to
provide a common basis for bidding. The basis of payment will be the actual quantities of
work ordered and carried out including spares to be handed over to Railway, as measured
by the Contractor and verified by the Engineer/Employer and valued at the rates and prices
tendered in the priced Bill of Quantities, where applicable, and otherwise at such rates and
prices as the Engineer may fix within the terms of the Contract. If any quantities which have
been supplied by the contractor and paid by RVNL are determined to be surplus by the
Engineer (except those quantities which become surplus due to change in
planning/scheme by Railway/RVNL) during the progress of the work or at the completion of
the work, shall be taken back by the contractor, and the payment made for such materials
shall be recovered from the pending claims. The materials which have become surplus due
to change in planning/scheme by Railways/ RVNL and are still in usable condition shall be
taken over by RVNL and any part payment still to be made shall be released to the
contractor.
Cables/Catenary/Contact wire shall be measured in length for the types used in the works
and the 2nd stage payment for these Cables/Catenary/Contact wire shall be as per actual
length measured after laying/erection. The unused cut pieces generated during
laying/erection shall not be measured and cost of such cut pieces shall be deemed to be
included in the rates.

4. In the Bill of Quantities, quantity and unit rates and thereby the amount against each
item have been indicated. From this, the estimated price of each bill has been worked
out and indicated in the summary sheet in BOQ. The Bidder shall quote rates as
percentage above/below/at par for each schedule in the summary sheet. If no
percentage as above, below or at par is indicated for any particular bill, the same will be
considered as percentage at par.
5. The rates for each bill shall be written in indelible ink or type written in the summary
sheet against each bill, in both words and figures, while clearly indicating whether the
percentage quoted is above/below/at par over the estimated rate in the respective
columns. The price for each bill shall accordingly be calculated and written against each
bill in both words and figures. The total price, as the sum of prices of all bills shall be
shown at the bottom of the summary sheet. The total price shall also be written in both
words and figures.
6. General directions and descriptions of work and materials are not necessarily repeated
or detailed in the Bill of Quantities. References to the relevant specifications and
sections of the contract documentation should be referred to before quoting rates in the
Bill of Quantities.
7. The rates and prices Bid in the priced Bill of Quantities shall, except as otherwise
provided under the Contract, include all construction equipment, plant, labour,
supervision, materials, transport, erection, maintenance, insurance, profit, royalty, octroi,
taxes and duties, together with all general risks, liabilities and obligations set out or
implied in the Contract.
8. The rates are deemed to be inclusive of all lead (except as otherwise specifically
provided in the description of the particular item), lifts, ascend, descend, handling,
rehandling crossing of nallah/streams/tracks and any other obstructions.
9. All enabling works for executing the work e.g. approach road to site, launching
arrangements, procuring right of way, removal of debris/bushes/trees, arrangement of
water and electricity etc is to be arranged by the contractor at his own cost and deemed
to be included in the quoted rates. Where a temporary tube well or any other water
source are constructed by the contractor in the railway land for the purpose of taking
power /water for construction purposes, no charge would be recovered from the
contractor but written permission will however, be obtained by the contractor from the
Engineer who may, at his discretion, refuse such permission for such construction of
temporary arrangement. The contractor shall also be required to restore the site to its
proper condition as directed by the Engineer.
10. Storage of Material: All the material at site will have to be properly stacked & stored so
as to facilitate inspection. The material should be properly protected from the detrimental
effects of nature and fire, theft etc. The contractor shall be responsible for watch & ward
and any loss or deterioration on account of above shall lead to rejection of material and
contractor has to replace the same at his own cost. All the disposable material should be
disposed off outside the railway boundary at a designated place as directed by the
Engineer. The area for storage of materials in open area shall be levelled and concreted
wherever necessary at the cost of contractor as per direction of Engineer. To avoid

rusting of steel structures/tube such items should not be placed directly on ground. For
storing small OHE equipments, suitable bins shall be provided in contractor store depot.
11. The method of measurement of completed work for payment shall be in accordance with
provisions in Works Requirements (Specifications) except as otherwise specifically
provided in the description of item or particular bill of quantities or explanatory notes to
the particular bill of quantities.
12. Trees falling in the alignment or any other site of the works which belongs to the railways
will be trimmed and stacked at a nominated place at his /their own cost as directed by
Engineer and the same will be Railway/Employer’s property. Trees of the forest
department will be trimmed and deposited in the nearest forest depot. No separate
payment on this account shall be made to the contractor.
B. Instructions for quoting by the bidders
1. The prices for supply of materials and erection are in accordance with the technical
specifications, approved drawings and designs. The contractor should note that no item
of materials, equipment, fittings and components shall be supplied by the Employer.
2. UNIT PRICE:
i) The unit price indicated under “Supply” in the bills is the all inclusive price of
materials and all incidental charges for transport, loading/unloading and handling
etc.
ii) The price also include taxes, duties, levies (including octroi) applicable on Works
contracts, insurance/bank guarantee/indemnity bond charges etc.
iii) The prices also include provision for losses and wastages in transit and erection.
iv) The price quoted also include RITES/RDSO representative inspection and testing
charges unless otherwise specified in the bill of quantities or Technical
Specification. In case of change of inspection from RDSO/RITES to
RVNL/CONSIGNEE, 1% of the cost of material will be deducted by RVNL as
inspection charges.
(v) The unit price indicated under “Erection” in the bills should be inclusive of the cost
of erection and testing and also include all cost of administration of the contract,
insurance premia, banker’s charges, cost of stamps/storage/loading/unloading and
handling of materials and also include the cost of transportation which the
contractor may incur for carriage of material to the site of works. The unit prices
should also include cost of works and adjustment that may become necessary
during or after the tests for commissioning.
(vi) If for any item of work, rates for supply and erection are not separately mentioned,
80% of the item price shall be considered as supply rate and balance 20% shall be
taken as erection rates.

3. The whole cost of complying with the provisions of the contract shall be included in the
items/bills provided in the BOQ and, where no items/bills are provided for any small
accessories/sub-items, the cost shall be deemed to be distributed among the rates and
amount entered for related Items of Works.
C. NOTES SPECIFIC TO PAYMENT: INVOICING PROCEDURE
1. All invoices shall be submitted with original supporting documents or certified

true copies of supporting documents wherever these are acceptable to the
Engineer as per contract. Where copies of original documents are required in
support of several invoices, true certified copies of the original documents may
be forwarded to the Engineer, with his consent.
2. Invoices shall be submitted only on the basis of provisions in Contract

Agreement and prices. The quantities and measurement of works completed
should be approved by the Engineer prior to the submission of invoices. For this
purpose, the schedule of quantities and measurement submitted by the
contractor for approval of the Engineer may be only up to the extent of work
completed except in the case of payments on Provisional Acceptance.
D. PAYMENT PROCEDURE
1. ON ACCOUNT PAYMENT AGAINST SUPPLY OF MATERIAL
On Account Payment will be made as described below:
(i) “On Account Payment” shall be made for the items specified in detailed
terms of payment of each schedule under clause No. 4.0 of this
preamble.
(ii) ‘On Account Payment’ shall be made to the extent of 85% of the
accepted supply rate, after receipt, acceptance, accountal, proper storage
and protection against loss, damage or deterioration on the items
mentioned in each schedule.
(iii) ‘On Account Payment’ made to the contractor will subsequently be
adjusted against progress payments and against payment due on
provisional acceptance.
(iv) All invoices shall be accompanied with the following, for the purpose of
arranging ‘On Account Payment’ against the contract:
a. Supplier’s Delivery Challans.

b. Inspection certificate granted by the authorized approved
agency/Purchaser’s representative as per contract agreement.
c. Certificate of receipt of material at Contractor’s depot/work sites duly
accepted by the Engineer.
d. Comprehensive Insurance Policy for supply and safe custody of
material.

e. Indemnity Bond for any loss, theft, damage, or deterioration of
material for equivalent amount for which On Account Payment is
claimed.
f. Quality assurance documents like manufacturer test report,
Guarantee Certificate etc.
2. PROGRESS PAYMENT AGAINST SUPPLY AND ERECTION OF MATERIAL:

On completion of each item of BOQ, the contractor shall receive payment to the
extent of 95% of the supply and erection costs after making any recoveries and
adjusting of On Account Payment, which may be due.
3. REMAINING 5% PAYMENT: The balance 5% of each item of the BOQ shall be

paid to the contractor after commissioning of the portion of the work or handing
over of the installation/material to the employers/Railways representative. This is
applicable for all schedules.
4.0 PROCEDURE OF SCHEDULE WISE PAYMENTS
4.1 Schedule 16000:
(i) Schedule No. 16001 (Design & Drawing)
The payment shall be made as under:
(a) 50% of Scheduled rates shall be paid after “in principle approval
of design/drawings by RVNL”.
(b) 45% of Scheduled rates shall be paid after the submission &
acceptance of as erected/ completion drawings by RVNL.
(ii) All other items except item No. 16001:
(a) On Account Payment shall be made only for item Nos. 16009
and as per terms and conditions given in clause No. D(1) under
“Payment Procedure”.
(b) The Progress Payment to the extent of 95% of all the items in the
schedule shall be paid for the supply and erection prices after
adjustment of “On Account payment” & other recoveries, if any,
wherever applicable.
4.2 Schedule 17000:
i) 50% of the Schedule rate shall be paid on Casting of the Roof of the
Switching Station Building.
ii) 45% of the Schedule rate shall be paid on completion of the building in all
respects and certification by the Engineer.

4.3 Schedule 19000:
(i) On Account Payment will be made only for item No. 19001, 19003 and
19004 and as per terms and conditions given in clause No. D(1) under
(ii) Schedule No. 19003: On completion of erection of bracket assemblies,

the contractor shall receive payment to the extent of 85% of prices for
supply and erection of bracket assemblies. After final adjustment of OHE
and SED checking, contractor shall receive another 10% payment”.
(iii) The Progress Payment to the extent of 95% of all the items in the
schedule shall be paid for the supply and erection prices after adjustment
of “On Account payment” & other recoveries, if any, wherever
applicable.
4.4 Schedule 20000:
(i) On Account Payment will be made only for item Nos. 20002 & 20003
and as per terms and conditions given in clause No. D (1) under
(ii) Item No. 20001: On completion of erection of the items the contractor
shall receive payment to the extent of 85% of the prices for supply and
erection.

4.5 Schedule 21000:
(i) On Account Payment will be made only for item Nos. 21002, 21003,
21004 & 21005 and as per terms and conditions given in clause No. D
(1) under “Payment Procedure”.
(ii) The Progress Payment to the extent of 95% of all the items in the

4.6 Schedule 24000:
(i) Item No. 24001 (Design & Drawing of TSS)
(a) 50% of Scheduled rates shall be paid after the “in principle
approval of design/drawings by RVNL”.
(b) 45% of Scheduled rates shall be paid after the submission &
acceptance of as erected/ completion drawings by RVNL.
(ii) On Account Payment will be made only for item Nos. 24004 to 24014,
24032 to 24036, 24038 and as per terms and conditions given in clause
No. D(1) under “Payment Procedure”.

4.7 Schedule 27000 & 28000:
95% of the accepted price shall be paid on receipt & accountal of material at site or
required destination after inspection and production of documents as listed below:
(i) Supplier’s Delivery Challans.

(ii) Inspection certificate granted by the authorized approved
agency/Purchaser’s representative as per contract.
(iii) Certificate of receipt of material at Contractor’s depot/work sites duly
accepted by the Engineer.
(iv) Quality Assurance Documents including Guarantee/Warrantee, if any.
4.8 Schedule 29000:
(i) Item No. 29001 (Design & Drawing of SCADA)
(a) 50% of Scheduled rates shall be paid after the “in principle
approval of design/drawings by RVNL”.
(b) 45% of Scheduled rates shall be paid after successful completion
of the work and handing over of the soft & hard copies of as
erected/completion drawings & software to RVNL.
(ii) On Account Payment shall be made only for item Nos. 29002 to 29005
& 29007 to 29010 and as per terms and conditions given in clause No.
D(1) under “Payment Procedure”.

4.9 Schedule 30000:
(i) (a) On Account Payment shall be made only for item Nos. 30001 to
30003 and 30005, 30009 and as per terms and conditions given in
clause No. D(1) under “Payment Procedure”.
(b) The progress payment of the above items to the extent of 95% of
the supply and erection prices shall be paid after adjusting of “On
Account payment” & other recoveries.
(ii) Item Nos. 30006, 30007: On completion of foundation work, the

Contractor shall receive payment to the extent of 75% of the prices (for
supply and erection taken together calculated at gross volume of
concrete) of foundation and another 20% after mast erection, muffing,
backfilling etc.
(iii) Item No. 30008: On completion of work, Contractor shall receive

progress payment to the extent of 95% of the prices.
(iv) Item No. 30009: On completion of erection of structures, the

Contractor shall receive payment to the extent of 85% of the prices for
supply and erection of structures and another 10% after erection of
respective bracket assemblies/equipment.
4.10 SCHEDULE No. 33000 (General Electrical Works):
(i) 85% of the accepted supply rate shall be paid on receipt of

material at site, after inspection & against submission of an indemnity
bond.
(ii) Further payment of supply & erection cost to cover 95% of the total item
cost shall be paid on completion of the work and on certification by the
Engineer after adjusting already paid amount & other recoveries if any.
5. FINAL SETTLEMENT
On expiry of the defect liability period and issue of the taking over certificate of the
entire installation, the Bank Guarantee for Performance security shall be released to
the contractor after adjustment of any dues payable by the contractor.
6. RECOVERIES FROM THE CONTRACTOR
All the recoveries for materials supplied and services rendered by the Purchaser to
the Contractor and other refunds/recoveries due from the Contractor shall be made
by deductions from payments due to the Contractor covering the value of supply
and erection in the progress payment and from payments due on provisional
Acceptance.

7. TAXES AND DUTIES
(i) All taxes, duties and levies (including octroi, works contract tax, service tax) arising
out of the transactions between the contractor and his sub-contractor/Suppliers for
this work will be deemed to be included in the accepted rates, unless otherwise
specified in the BOQ or technical specification.
(ii) Where the law makes it statutory for the Purchaser

to deduct any amount towards sales tax or any other taxes on works contract, the
same shall be deducted and remitted to the concerned authority.
8. PRICE VARIATION
Coefficients governing the adjustment of changes in cost to be read with clause

13.8 of GCC applicable to various schedules as included in the GCC.

additional financial implication on RVNL. Discrepancies, if any, in this regard, shall be brought
to the notice of the Engineer by the Contractor.
iv All minor items viz. hardware items, foundation bolts, termination lugs for electrical connections
etc. as required and necessary for proper working of the equipment shall be deemed to have
been included in the Bill of Quantities, whether such items are specifically mentioned or not.
v (a) The basic quantities of components & materials required to make up a unit of work for selected
items are approximate. The Contractor shall plan the work, estimate the actual quantities
required and get the same approved by the Engineer before placing orders.
(b) In estimating the prices for various items of work, provision for loss or wastage in transit and
erection including freight, handling, taxes and duties, insurance if any etc. should be taken into
account and firm unit price offered for a complete unit of work to be done by the contractor.
vi The various items to be supplied/provided/erected should be as per the list of approved
suppliers included in RVNL’s Technical Specifications/list followed by concerned zonal Railway.
Items not appearing in the approved list shall be procured from good quality sources in line with
best industries practices and shall be either ISI marked or conforming to latest IS (if any). Before
procurement, vendor approval shall be obtained from the Employer.
vii Good workmanship and total compliance with safety and other statutory rules and regulations,
shall invariably be observed by the Contractor.
viii All approvals from the relevant and appropriate government & statutory authorities shall be the
total responsibility of the Contractor unless specified otherwise.
ix All quoted rates shall cover supply of materials, handling of materials, labour required, civil
works, taxes and duties, fabrication, installation, testing and commissioning, training and free
maintenance till handing over to the Employer’s representative.
x If any activity of work is essential for the satisfactory completion of the work but is not mentioned
specifically in the Bill of Quantities or elsewhere in the bidding documents, the same shall be
deemed to be included In the scope of work and shall be executed by the contractor within the
accepted cost. The work shall be handed over in a functional manner complete in all respects.
xi The inspection of various items shall be carried out by the agencies as specified in RVNL
specifications. The prices quoted also include RITES/RDSO representative inspection and
testing charges unless otherwise specified in the bill of quantities or Technical Specification. In

case of change of inspection from RDSO/RITES to RVNL/CONSIGNEE, 1% of the cost of
material will be deducted by RVNL as inspection charges.
xii The inspection of above items will be done at the manufacture’s works/place decided by the
Employer based on item, its quantity, Inspecting Authority etc.
2. DRAWINGS
2.1 The contractor shall prepare drawings in Auto Cad for all LT/HT installations, indicating proposed
works and shall obtain approval of Engineer prior to taking up the work. Such drawings shall be
prepared in coordination with all other agencies executing works at the same site and a maximum of
10(ten) copies as are required by RVNL with one tracing on RTF paper.
2.2 After commissioning, these drawings shall be duly updated as per erection work at site and submitted
in six copies and one tracing in RTF paper, as Completion Drawings, along with a soft copy to the
Employer.
2.3 Where the contractor proposes to use an item of equipment, other than that specified or detailed on
the drawings, which requires any re-design of the structure, partitions, foundation, piping, wiring or
any other part of the mechanical, electrical or architectural layouts, he shall inform the Engineer well
in advance and obtain his approval. Delays resulting from such re-design shall be On Contractor’s
account. He shall also submit all related information as may be required for approval of such redesign,
to the Engineer.
2.4 Where the work of the Contractor has to be executed in close proximity to or will interfere with work
of other agencies, the Contractor shall work out space/time adjustments in coordination with other
agencies. If the contractor installs his work before coordinating with other agencies, so as to cause
any interference with their work, he shall make the necessary changes without extra cost to the owners
of the installation.
3. EXPLANATORY NOTES FOR BOQ ITEMS
The descriptions of all items are self explanatory. These Explanatory Notes are supplementary to the
BOQ description. Further details are available in latest booklet of RVNL’s STANDARD
SPECIFICATIONS FOR MATERIAL AND WORKS Volume-II(GENERAL ELECTRIFICATION AND
RAILWAY ELECTRIFICATION WORKS) as amended from time to time.
NOTE: Following particular requirements shall be followed for wiring works:
1 No conduit shall be of size less than 20 mm.
2 Occupancy of wiring cable in conduit shall not exceed 45% of the capacity of conduit.

13 The equipments which are available with ISI mark in Indian market, they shall be supplied
having ISI mark only whether specifically mentioned in BOQ & its explanatory notes or

14 All the energy consuming equipments which are available in Indian market with energy
star rating issued by BEE, shall be supplied with minimum 3 star energy rating only
whether specifically mentioned in BOQ & its explanatory notes or not.

ELECTRIFICATION OF SERVICE BUILDINGS, PASSENGER SHELTER, SHEDS, PUMP HOUSE,

a) The item price includes cost of labour & all materials required to electrify the buildings in all respects in
surface/recess (excluding supply and erection of fans, luminaries, air conditioners, water coolers, geyser

Extra payment shall be made for construction of foundation for transformer, providing fencing enclosure and
Iron Gate (if directed by the employer).
Requirements shall be as per details given here under:-
(a) Foundation
M10 grade cement concrete foundation shall be constructed with 20 mm coarse aggregate The size of foundation
shall be as per approved drawing based on size of transformer but shall not be less than 2 x1.5 mt (Length x
breadth) and 600mm above ground level duly plastered and finished surface. Curing shall be done as per code
applicable. Excavation shall be done complying with Code of Safety as per IS 3764/1992(Latest Version).
(b) Fencing
Fabrication of enclosure for housing transformer shall be made in rectangular formation as required with M.S.
Angle iron 50x50x8mm spaced at about 2 meters and 12 SWG GI wire mesh GI wire shall be cut according to size
and welded with the angle frame. MS strip not less than 15x3mm size shall be provided and welded above GI wire
along the angle frame to hold the GI wire mesh. Height of enclosure shall be 2 meter above ground level. The
portion of MS angle to be grouted in foundation shall be 500mm.
The fencing panels shall be erected on foundation constructed of size 200mmx200mmx500mm deep with cement,
& concrete of M10 grade.
(c) Iron Gate
Iron gate shall be fabricated with 50mm x 50mm x 8mm MS angle iron frame with iron grill etc.as approved. The
size of the gate shall be 2mt (height) x 3.5mt (width) and fabricated in two parts of 1.75 mt each. Gate shall be
provided with sliding Lockable bolt with Pad lock.
Gate shall be fixed on channels of size not less than100x50mm, weighing 7.90 Kg per meter with bolts & Nuts
and welded. Channels shall be erected on foundation constructed of size 300mmx300mmx500mm deep with
cement, concrete M10 grade
Complete enclosure including Gate and angles (except galvanized portion) shall be painted with approved shade
enamel paint over two coats of red oxide primer.
Installation shall be as per IS 10028 (Pt. II/1981) Latest Version.
Drawing of the enclosure with Iron Gate etc. shall be got approved from the Engineer.
33023: Supply, installation, testing and commissioning of 3 pole 11 KV, 400 amps Gang Operated Switch
complete with drop out fuses etc.
The item price includes labour & cost of all materials including cost of 3 poles 11 KV, 400amps. Gang Operated
Switch complete with drop out fuses, operation system, clamps, connections with ACSR conductor, sleeves, etc. as
required. All the materials used for manufacturing Gang Operated Switch shall conform to IS-2544, IS-5340 (Part-
III) and IS-9921 (Part-I to V).

The item price includes labour & cost of all material including cost of LT Switch board, erection, connections of
cables, testing, and commissioning etc. as per RVNL specifications. LT panel shall be cubical type, floor mounted,
dust & vermin proof, multi-tier construction, fabricated with 2mm thick CRCA sheet with base MS channel
100x50x7.5mm (nominal size), and powder coated. The LT switchboard shall conform to IS:8623 (latest version)
and shall be suitable for operation on 3 phase, 4 wire, 415 volt, AC supply system. The switch board shall be
complete with inter connections, instrument connections with copper conductor cable, copper bus bars, front
operated switchgears, selector switches, ammeter, voltmeter etc. on each incoming and ammeter on each outgoing

33036(i) to (xi): Supply, laying, testing and commissioning of LT cable.

The item price includes labour & cost of all material including cost of LT XLPE cable conforming to IS:7098/Pt I
(latest version), bricks, sand, cement, termination lugs/crimping socket, including fixing. Inscription on the plate
shall be as specified in RVNL tech. spec. Cable markers shall be provided as instructed by Engineer at not more
than 50 m interval and at locations where cable route is changing or cable joint provided.
In substation area, laying of cable includes construction of suitable trench. Trench shall be filled with dry sand up
to 300 mm above the cable after it is laid. ‘U’ frame shall be manufactured with MS angle 50x50x6mm & grouted
vertical in floor for holding cable on transformer end. Cable shall be held vertical with clamps of MS flat 50x6mm
at two places on frame on transformer and panel side. Painting of U’ frame and clamps shall be done with approved
shade paint. Cables shall be terminated with LT panel & on the transformer side with aluminium crimping sockets
& tested and commissioned as required.
The price covers laying of cable in all Cables in all types of piping , horizontally & vertically , underground on
wall, in air or under the Rly track or Road wherever required.
Cables on vertical wall shall be fixed with clamps of MS flat 50x6 mm with all fixing accessories.

The mast shall have integral type power tool at the base compartment for its raising and lowering operation, twin

The item price includes cost for design of electrical works and preparation of working & completion drawings of
the installations covered under general electrical services work of the complete project including internal
electrification of quarters, level crossings, station buildings, offices, buildings, Power line crossings, Power supply
distribution arrangements of stations with platform lightings, sub stations, Electrification of Sub stations building,
etc as required on Auto Cad & arranging approval from competent authority.
On award of contract, survey of all the installations (Excluding Power line crossings which are covered under other
BOQ item)shall be carried out and drawings indicating existing & proposed works, schematic layout /arrangements
etc. shall be prepared on Auto Cad based on Zonal Railway’s and SEB’s norms & requirements and shall begot
approved from the competent authorities i.e. RVNL/Zonal Railways/SEB’s etc. as required. All the drawings shall
be speaking with conventional signs and symbols.
After completion of entire work, as executed drawings shall be prepared and supplied while handing over the
completed works to the Zonal Railways.
Design and Drawings will be the property of Railways.

Power line Electrical crossings, power lines running parallel to track from the proposed track route and requiring
modification keeping in view Regulations for Electrical crossing of Railway Track 1987 and IRSOD-2004 with
latest amendments , measurements of horizontal distances of structures (up to next two structures on each side)
from the existing & proposed tracks etc, vertical clearances of lowest conductors & guard wires from existing &
proposed rail level, angle of crossings, height and type of towers/poles, preparation of “list of crossings requiring
modification” & “ list of crossings not requiring modifications” etc. (Height/ clearances shall be accurate with zero
tolerances)
Measurements shall be recorded on a format as approved and be submitted considering all aspects including details
required as indicated above. Proposal for modification arrangement of infringing power line crossing shall also be

required, complete including internal wiring with 2x1.5sq mm FR PVC insulated, multistrand, copper conductor

The item covers dismantling of wiring installation, lamp /tube fittings, street light fittings, fans, Distribution boards,
mains, sub mains, L.T.Panel(s), solar panels and associated cables etc and other such accessories of Railway station
building/service building/sheds/gate lodges etc, removal from site, transportation or shifting to new location and
handing over of released materials to Electrical department as instructed and if required making temporary
arrangements as per instructions of the engineer.

The item price includes cost of labour for dismantling of erected pole and its associated overhead conductor, GI
wire, cross arms brackets, insulators, Stay, luminary etc as are at site including stocking , transporting and handing
over released material to concerned official as instructed and if required making temporary arrangements as per
instructions of the engineer.
33054 (ii): Dismantling of Sub Station Equipments.

Dismantling of Sub Station Equipments including Transformers, DG Sets, HT & LT Panels, cables, etc as are at
site including stocking , transporting and handing over to concerned official as instructed. Prior to dismantling of
work, it shall be ensured that the temporary power supply to the feeders shall be arranged to meet the requirements
as per instructions of the engineer.
33055 (i&ii) :Providing temporary wiring/cabling arrangements for lights & fans with stand by D.G.Sets.
The item price includes labour & cost of all materials required for temporary arrangements in adequate quantity
distributed over entire station area as decided by the engineer including wiring, cabling, luminaries with lamps,
Pedestal fans, cost of consumables for replacement, deployment of staff for maintaining temporary arrangements
during pre/post/during non - interlocking period as required, arrangement of DG sets for Power supply to temporary
installations including operation and Supply of required Diesel oil, lube oil,, provision of earthing arrangement as
required.
D.G. Sets including spare DG set should be of suitable capacity as decided by Engineer in charge to meet the load
required during non interlocking period.
Work of temporary wiring installation shall comply with latest code of practices and IE. Rules.
After completion of requirements of non interlocking work, installation shall be dismantled and material shall be
taken away from the site as directed by the Engineer.
NOTE: Normal power supply, if spare load is available, may be used up to sanctioned load with prior approval
free of cost.

33061:DESIGN,SUPPLY,ERECTION AND COMMISSIONING OF GRID CONNECTED SOLAR

POWER PLANT CONSISTING OF SOLAR PANELS,PCU MOUNTING STRUCTURES AND ALL
OTHER ASSOCIATED EQUIPMENTS AS PER RDSO/PE/SPEC/PS/0092-2008(REV 0) WITH LATEST
AMMENDMENT
The general scope under this contract includes design with site survey, manufacture, testing, inspection,
transportation, erection, carrying out preliminary tests at site, commissioning, performance testing and handing
over to Railway authority all the equipment installed for grid connected 400 KWP SPV Power plant.
The solar plant under the scope shall conform to RDSO specification no. RDSO/ PE/SPEC/PS/0092-2008 with
latest amendment and revision at time of approvals. Specific requirement of the project are detailed below, however,
in case of discrepancy in this specification and RDSO specifications, provisions of RDSO specifications shall
prevail.
The items shall be supplied preferably as per RDSO approved list if available. Suppliers approved by MNRE with
sufficient experience of higher capacity installation can also be considered.
The solar array is proposed to be installed over station /service building and if adequate space is not available then
additionally roof of store ward will be used.
The solar PV modules have to be fixed over sheds /buildings in this project. The design of shed and the mounting
structures has to be suitably matched in consultation with OEM for proper installations and ease of maintenance
and repairs. Suitable approach to roof area with ladders shall be provided for inspections and testing. Suitable water
sprinklers for cleaning of surface shall also be installed on roof, if recommended by OEM or site engineer for
periodical cleaning of surface of PV modules.
The space for indoor components PCU and data loggers etc. shall be provided under same shed / nominated
place and AC power shall be fed to nearest LT panel of adequate size.
The OEM and Sub-Vendor for site works shall be prior approved by RVNL and should have executed project of
similar or higher capacity running successfully for at least 3 years at time of approval.
33062: SUPPLY & ERECTION OF PERFORATED CABLE TRAY SIZE 75X75X350MM,
MANUFACTURED WITH 2MM THICK G.I. SHEET ,HOLDING ON G.I. ANGLE 50X50X6MM FOR
SUPPORT AS REQUIRED.
The item price includes Design, Supply, erection, labour & cost of all material including cost of the hot dip
galvanized perforated cable trays and their fittings shall conform to the Indian Standards or their latest amended
editions or equivalent International Standard. Entire work shall be done as per details given in RVNL tech

33064: SUPPLY AND ERECTION OF ALL TYPES OF GALVANISED STEEL STRUCTURES, SMALL
PARTS STEEL ETC.
The price shall cover cost of erection, alignment and setting before grouting, wherever required, gantries, including
tower / steel tower / bus bar, poles, channels for sub-station, and all other small part steel works, the erection of
which is carried out by the contractor irrespective of whether they are supplied by purchaser/contractor. The prices
shall also include supply and erection of galvanized bolts, nuts washers etc., wherever required as per approved
designs and drawings.
The item price also includes provision of anti climbing devices, and danger plates on the erected structure. The
gantry structure is required, to terminate/extend 11 or 33 KV OH line in sub-station yard. The steel shall be
conforming to IS-2062/1992 (latest) Gr ‘A’ SK zinc conforming to IS-209/1992 or latest.
NOTES :
1. For the purpose of payment against items, weight of structures or fabricated steel work will be calculated
according to the weight of black steel given in section books for the lengths of various members shown in the
approved drawings. There will be no addition for increased weight due to galvanizing or painting or weld material
or reduction for holes or skew cuts.
2. The rates against item shall be applicable to the erection of small part steel work which are not covered under
the various other items of work.
3. The payment shall be made on the basis of the final weight of the structures, in case the same are cut or modified
as indicated above before erection.
33065: SUPPLY AND ERECTION OF 33KV, THREE POLE VCB PANEL
The price shall cover supply installation testing and commissioning of outdoor porcelain clayed type structure
mounted, 33/36 KV3 pole VCB as per IS 13118/IEC56. The vacuum type interrupter is housed inside the hollow
porcelain insulator to form the single phase assemblies each with vacuum interrupter and mounted on a common
base. Terminal conductor shall be suitable for DOG ACSR conductor. VCB shall have spring operated mechanism
common for 3 phases, having spring charging motor enclosed in sheet steel weather proof enclosure with hinged
door and locking arrangement. It shall be provided with spring charge and discharge indication, mechanical

33069: SUPPLY AND ERECTION OF 33 KV ACSR BUS BAR.

The price shall cover supply & erection of 33 KV Bus Bar made of ACSR Dog conductor of size A16/4.72mm-
F7/1.57mm conf. to IS: 398/1961 with latest amendment complete in all respect including post insulators and disc
insulators for making 33kv bus on gantry terminal structure in switch yard .The price shall also includes the cost
of , jumper connection with suitable connector, clamps etc as required.
33070: SUPPLY AND ERECTION OF 33/11 KV 3000 KVA TRANSFORMER, MAKE:

ABB/SCHNEIDER/CGL
a) The price shall cover supply at site, erection, testing and commissioning of 33KV / 11 KV (Step Down)
transformer. The transformer shall be ONAN, Oil Cooled or dry type, copper wound with outdoor bushing for
connection with DOG ACSR Busbar on 33 KV side and cable end boxes on 11 KV side for outdoor application.
The transformer shall conform to IS:2026 with latest amendments.
b) Service conditions: The transformer is intended for use in moist tropical climate and in areas subject to heavy
rain and severe lightning in India. The maximum ambient temperature may reach 65°C in the sun with maximum
relative humidity reaching 100%.
c) The design shall incorporate every reasonable precaution for the safety of all those concern in the operation and
maintenance of the transformer.
d) Rating and other particulars:-
The rating and other particulars of the transformers shall be as follows:

i)Type: Core type, double wound, 3 phase, copper wound, Step down for outdoor installation.
ii) System Voltage : 33 KV / 11 KV, 3 Phase

iii) Nominal rated secondary Voltage at full load and 0.8 PF : 11 KV 3 phase

e) Core and winding:
i) The core shall be built up of Cold Rolled Grain Oriented (CRGO) steel conforming to relevant IS specification.
All laminations used for stacking the core shall be levelled, free from waves, deformation, and rusts. The core shall
be electrically connected to the frame for providing earthing to drain off any electrostatic potential that may be built
up.
ii) The winding shall be so assembled as to be magnetically balanced w.r.t. one another thus resulting minimum
mechanical stresses under short circuit condition.
iii) The copper terminal bars shall be made of electrolytic grade copper as per IS: 1897 —1983.
f) Testing: Testing shall be as per IS: 2026 latest and as detailed in standard specifications.
g) Painting: All steel surfaces which are exposed to weather shall be given two primary coats of Zinc Chromate and
two coats shall be of glossy oil and weather resistant non facing grey coloured paint. This colour shall conform to
relevant BS: 381C (Shade 631)
h) Erection: Installation and commissioning shall include plinth foundation for mounting of transformer, oil
drainage arrangement, painting at site, necessary earthing arrangement, firewall if required. Oil shall be tested for
BDV and filtration shall be done if required before commissioning. This will also include supply erection &
commissioning following instruments
a. 1 no. BDV testing set of approved make.
33071: SUPPLY AND ERECTION OF LED SIGNAGE
The price shall cover supply, erection, testing and commissioning of Acrylonitrile Fibre Translucent type box
signage with MS back, laser cut alphabets, back-lit using OSRAM LED Mono-LED Modules, IP67 protection.
The boxes will be mounted on GI structure with respective angles and columns with required grouting and other
civil works. All operating input drivers will be weather – proof and will be provisioned with auto clock timer for
day- dusk automation, which will be installed in electrical panel box. All cabling and wiring will be done in
accordance to the IP grading and will be wired through PVC pipes. Each LED module power shall be adequate to
have a clear visibility from a distance of at least 3 Km during night time. Gap between LED shall be just adequate
to provide cooling requirement. Power density shall be at least 3 watt per sq. inch of the signage.
33072: SUPPLY AND ERECTION OF LED EDGE LITSIGNAGE

The price shall cover supply, erection, testing and commissioning of LED based designation boards illuminated
from edge and engraved etched names as required on Acrylonitrile fibre board, with two – switch mode of red and
green light colour options for the user and will be provisioned with a hook or screwing system for convenient
installation. The light will be limited only till the extent of the board and will not disturb the surrounding lighting.
Item No.33073:SUPPLY AND ERECTION OF STAY SET
The price shall cover cost of supply and erection of stay set with CC foundation in ratio 1:3:6, stay rod , stay
tightener, stay insulator, GI wire 7/8 SWG, thimble and other fixing accessories as required.
Item No.33074: SUPPLY AND ERECTION OF HYDRAULIC ELEVATED PLATEFORM ON TATA ACE
VEHICLE OF 9.5 M LONG BOOM.
The price shall cover cost of Supply, erection, testing and commissioning of HYDRAULIC ELEVATED
PLATEFORM ON TATA ACE VEHICLE having working height of min 9.5 mtr, outreach of min 3.7 mtrs and
safe working load of min 120kg, slewing range of 360 degree, fibreglass cage of required size to facilitate fixing

of fittings and maintenance of electric poles. The system shall be mounted on TATA ACE, HT-BS –IV, chassis
complete with engine, driving cab and all accessories and other details as per specification given as under.
TECHNICAL SPECIFICATION FOR HYDRAULIC ELEVATED PLATEFORM -9.5 MTRS ON TATA

ACE VEHICLE.
The system should be designed and manufactured to the highest quality and safety as per BS standard.
a) All hydraulic system shall be of the fail safe design with lock valves on all rams to protect against hose failure
and also emergency hand pump to enable stowing of hydraulic pump/engine failure. A fibreglass cage insulated to
600V is to be mounted on to a steel cradle with non slip flooring and drain holes for water drainage.
b) PRIME MOVER:- Power required for hydraulic system shall be directly taken from vehicle’s engine.
c) STRUCTURE:- The two articulated booms shall be fabricated of light MS box section. The whole assembly is
mounted on heavy duty slewing rotary joint.
d) HYDRAULIC RAM :- Boom hydraulic cylinders 02 Nos of double acting having precison honed tubes and
induction hardened, deep grounded chrome plated EN-8 piston rods providing smooth operation, long steel life and
resistance against corrosion.
e) STABILIZERS: - Suitable number of hydraulic stabilizers shall be provided with vide footprint to protect the
vehicle from toppling down. Over travel to be provided in the stabilizers to level the vehicle on uneven ground.
The stabilizer shall be fitted with swivel pads.
f) SLEWING: - 360 degree slewing to be provided by hydraulically through worm gear arrangement. Also heavy
duty turntable structure is to be provided with heavy duty roller bearing giving smooth slewing operation.
g) LEVELLING:- Parallel linkage is provided to ensure that the operator’s cage remains level in any boom position
and there is no lost motion.
h) OPERATOR’S CAGE: - A fiber glass cage shall be mounted on to a steel cradle with non slip flooring and drain
holes for water drainage. The cage shall be insulated upto 600 V min.
i) CONTROLS: - Dual control at basket as well as at base shall be provided to hydraulic access elevating platform.
However, stabilizer controls may be provided only at base for safety reasons.
j) EMERGENCY PUMP:- Emergency hand pump shall be provided to enable stopping of the equipment in case of
pump/ engine failure.
k) PERFORMANCE: The system shall have following min performance parameters:
(I) Working height 9.5 Mtrs Approx.
(II) Outer reach 3.7 Mtrs Approx.
(III) Slewing range 360 Degree
(IV) Safe working load 120 Kg.
(V) Safety features:-
(1) Lock valves to boom cylinders to safe guard operators in case of any hose failure/ leakage.
(2) Lock valves of stabilizers to safeguard operator in case of any hose failure / leakage.
(3)Stabilizer to boom interlocks i.e booms cannot be operated unless stabilizers are employed.
(4) Flashers on Drivers cabin.
(5) Emergency Hand pump to enable stowing of equipments in case of hydraulic pump/ engine failure.
(6) Suction strainer to ensure supply of clean oil to the pump.
(7)Pressure relief valve to protect the hydraulic system from overload.
(8) Spot light in the basket.
(9) Safety belt anchorage points on platform.
(10) Emergency stop at base and basket to isolate boom hydraulicfunction.
The complete system shall be similar to HAP-9.5 of Make:- M/s Western Envirotech Pvt Ltd, Ahmedabad or
equivalent as approved by Engineer.
