Interpretation:-
The table shows that in Assam’s 1 st plan, the top priority was accorded to the social services
sector which amounted for 39.39% of the total investment. This high allocation was because
of the investment which was considered necessary for setting up various educational
institutions in the state. It is interesting to note that in the national plan irrigation and
power received a top priority with 29%of total allocation. Of the total resources of this plan,
15.7% was mobilized by the state govt. and the rest 84.3% was central assistance.

2. SECOND FIVE YEAR PLAN OF ASSAM

Interpretation:-
As in the 1st plan, in this plan also the social services sector continued to receive the top
priority with the 37% of the total investment going into it. At the all India level, transport
and communication were accorded the top priority accounting for 28% of total investment.
In Assam’s second plan, the outlay in the industrial sector was raised compared to that in
the 1st Plan. 43.1% of the total resources in this plan was mobilized by the state govt. and
the rest 56.9% came as central assistance.

Interpretation:
Compared to the second plan, the total expenditure in the third was up 160%. In this plan,
irrigation and power got the top priority displacing the social services sector to the second
place. As in the previous plan, in this state plan also, industry and mining took a back seat.

The top priority in the state’s 4 th plan went to irrigation and power. However, in the national
plan, the top priority was accorded to agriculture.

Compared to the 4th plan, the total expenditure in the fifth plan was higher by 178%. In the
state’s fifth plan, irrigation and power were accorded the top priority(32.66%).

In the sixth plan of the state, the energy sector was accorded the top priority. The rationale
behind this emphasis on energy production was to ensure maximum utilization of the
installed capacity in the industries of the state and to improve the per capita output ratio.

Interpretation:-
In the 7th plan of the state, the power sector was given the pride of place. It was but natural.
Without adequate power supply, the installed capacities of the industries could not be put
to fuller use.

Interpretation:-
The 8th plan gave top priority to social services sector due to the development of human
resources and the development of infrastructure are two important objectives of 8 th plan of
Assam.

At the end of 9th plan, the state of Assam’s economy was not encouraging. The per-capita
annual growth rate of income is 0.4% against 2.2% in 1997-98.

The total outlay of Assam 10th plan is Rs.12,976.93 Crore. However it is feared that unless
the outlay is raised further, it may not be possible to achieve a 3% annual rate of growth of
the Assam economy during the 10th plan.
