Terms of Reference for the Electrical Engineer

Background

The Solomon Islands Electricity Authority (SIEA) is responsible for electric


power supply and distribution in Honiara and eight of the nine Provincial
Centers. SIEA is a State Owned Enterprises (SOE) and is operating under an
SOE Act.
The current power situation in Honiara is that the available capacity is at about
20.4MW (thanks to the installation the 2x1.5MW generators at Honiara Power
Station in December 2013) compared to the maximum demand of about
14.0Mw; with a margin of about 6.4MW, taking off any of the 4.2Mw machines
would result in a very small reserve margin. Major generation developments are
being planned at Lungga Power Station, which includes a new workshop, a new
powerhouse and the installing of 4x2.5MW generators and associated
switchgears and equipment.

Much of the Transmission and Distribution system, in Honiara and at the


Provincial Centers is aging. The Japanese Government funded Honiara Power
Improvement Project Phase 2, however made some improvements to the
Honiara Transmission System by the installing three new 33KV zone
substations and a 33kv switch yard at the Honiara Power Station.
There are however, plans to improve on the capacity and efficiency of the
Honiara networks by installing a new 33KV zone substation and additional
transmission transformers at Lungga Power Station.

Position Objective

The Electrical Engineer is to provide the capability within SIEA in the area of
developing and managing the maintenance plans and systems, monitoring and
testing of all electrical plants and equipment at the Lungga and Honiara Power
Stations and the various 33kv zone substations in the Honiara networks.

The Electrical Engineer (would essentially be a professional utility engineer)


will be responsible of all the above objectives and plans and will be working
closely with the Plant Manager and the Chief Engineer.
The appointment is for a period of 3 years however is subject for review after 18
months and depending upon performance the contract may or may not extend.

Academic Qualification and Experience

Applicants must possess, as minimum, the following requirements

 A Bachelor’s Degree in Electrical Engineering and a registered member of


a recognized professional engineering society. A Diploma or degree in
management will be complementing the Management requirement.

 Must have at least 7 to 10 years in the electricity supply industry or similar


environment

 The candidate must also have the experiences and capabilities in the
managing and maintaining generator plants sizes up to 10MW, with
associated switchgears.

 Experiences in the testing and resetting of protection systems for the


generators and the network.

Duties and Responsibilities

The Electrical Engineer will be expected to perform the following:

1. Upon taking up office, the Electrical Engineer is to structure the


Electrical Division to suit the Division’s functions and responsibilities.

2. To develop plans and systems maintenance and monitoring of power


generators and their associated switchgears, controls, alarms and
shutdown systems, protections and auxiliary equipment and Lungga and
Honiara Power Stations.

3. To develop maintenance plans and systems for the 33KV zone


substations in the Honiara networks.

4. To implement and supervise maintenance plans and systems for the


various electrical plants and equipment referred to in (2) and (3) above.

5. To implement and manage safety and permit to work systems when


carrying out works on the electrical plants and equipment.

6. To assist the Plant Manager in managing major maintenances on the


electrical generators in Honiara.
7. To produce monthly reports on the maintenances and any other works
carried out on all electrical plants equipment.

8. The Electrical Engineer will supervise an assistant electrical engineer and


a team of about five (6) electrical fitters.

9. Any other duties that may be requested by the Plant Manager or the Chief
Engineer
