BACKGROUND and FACTS

1. Pallingalthodi Jabbar held a Conditional Certificate of Qualification, No. . It was

issued by the Director of Certification (the “Director”) under the Teachers Act on March 9,
2016, and was valid from March 9, 2016 until June 30, 2020.

2. Pallingalthodi Jabbar holds a valid Professional Certificate of Qualification, No. .

It was issued by the Director under the Teachers Act on March 11, 2016, and was valid
from March 11, 2016.

3. At all material times, Pallingalthodi Jabbar was employed as a middle school teacher by
School District No. 33 (Chilliwack) (the “District”) at a District school (the “School”).

Matter 1

4. On February 6, 2018, the Commissioner initiated an investigation into Pallingalthodi

Jabbar under section 47(1)(b) of the Teachers Act after learning that he had been charged
