In life, Dr. Martin Luther King Jr. was a
poet-warrior-priest who led and inspired a
movement. Armed with the cotton-covered
mallet of non-violence, he led a multi-ethnic
army of soldiers in a battle against the evils of
justice and inequality. For that cause he gave
up family and personal time, for that he was
vilified and pilloried, for that he gave his life.
In death, Dr. King’s legacy lives on,
prompting generations of activists to seek an
end to disproportionate Black unemployment,
As I think of Dr. King I can’t help but
recognize his legacy and what he meant to my
parents’ generation.
My parents were both born and raised in North
Carolina during the height of the Civil Rights
Movement. Whenever we’d go back to visit my
dad would show me the old movie theater, where
they’d have to sneak in the back and sit in the
seats in the balcony because they had the worst
views.
My mother showed me the one-classroom
school, with dirt floors, that she attended as a
young child because there was no integration of
the schools.
Both buildings are still standing today, but
it’s a testament to Dr. King’s activism that both
parents lived long enough to be able to walk
through the front door of the theater and see
integration of schools in person in Caswell
County, N.C.
It’s one thing to read about Dr. King’s impact.
However, it is an entirely different experience
when you can feel and touch it for yourself.
Those experiences provided a framework for
how my parents raised my two sisters and I and,
therefore, I feel someway more connected than
many people my age, especially ones whose
families have lived in the North for quite some
time.
My mother is no longer with us so I got
very emotional the night President Obama won
the election. Not because a Black man was
elected president, but because I just imagined the
conversation we would’ve had that night about
how her experiences growing up would’ve led her
to believe a night like that was impossible.
I thank Dr. King for giving me that moment.

In honor of his memory and in
commemoration of Dr. Martin Luther King
Jr. Day, AFRO staff members share their
memories of the civil rights giant: how he
inspired and transformed their lives, where and
how they learned about his death and what his
legacy means to them.
I learned of Dr. King’s death when my
mother, aunt and I were shopping at the Giant
on Baltimore’s Minnesota Avenue (which is no
longer there) for groceries, some of which were
for my grandparents. My aunt had gone to get
her car while my mother finished checking out.
Outside waiting, as my aunt was coming to pick
us up, we saw her car suddenly hit the curb, then
straighten up. My mother and I were wondering
what was wrong with her. When she pulled up
and we opened the car door, she told us she had
just heard on the radio Dr. King had been killed.
We rode to my grandparents’ in utter shock. I
can’t even remember if they had already heard the
news by the time we arrived or if we had to break
it to them.
As a child it was difficult to understand the
full impact of that moment. As an adult, I
believe that although there were many
who fought the fight and paved the
way for equality before, during and
after Dr. King’s time, he was to me
the greatest catalyst for change in
this country. People, especially
African Americans, were ready for
change. I don’t think he could
have achieved what he did if
that wasn’t the case, but
he was the galvanizing
force. A man of
vision, wisdom, of
course, faith and
great courage…I
will always admire
him.

action in the struggle for civil rights. He once said: “History

social transition was not the strident clamor of the bad people,
but the appalling silence of the good people.” We are a diverse
nation in which 1 out 3 Americans is a member of a minority
group. Today, we celebrate that diversity and recognize it as

It has been reported that the attack was carried out by
22-year-old Jared Loughner. His motivations are unclear at
this time. Officials are looking at his MySpace page, YouTube
videos, and other Web postings looking for a motive. Some
postings indicate Loughner is a very troubled individual. He
posted the following on YouTube, “I know who’s listening:
Government Officials, and the People…Nearly all the people,
who don’t know this accurate information of a new currency,
aren’t aware of mind control and brainwash methods ...”
There is no nexus or direct connection between Loughner’s
attack and the inaccurate, hateful, and inflammatory language
that is being accepted as responsible political dialogue. One
cannot deny, however, that anti-government and anti-Obama
rhetoric contribute to a dangerous undercurrent in treacherous
Shooting Has Direct Ties to Political Rhetoric
Connecting the dots between extremist rhetoric and
the violence last Saturday is not a difficult job. Though the
mainstream media continues to tip-toe around it, the fact is the
Arizona Democrat was targeted for political reasons by a troubled
and imbalanced young man with illogical anti-government
feelings.
Back in May 2010 Sarah Palin targeted, using gun sights, 10
Democrats she wanted to see lose re-election, Giffords was one of
those Democrats. Now, people are dead, including a judge and a
9-year-old girl, and Giffords is in critical condition. Giffords and
the judge who was killed were both vocal opponents of Arizona’s
anti-immigration law. Back during the health reform debate hers
was one of the offices vandalized. The judge, John Roll, had been
receiving police protection due to ongoing death threats due to
the fact that he recently presided over a controversial immigration
case. Giffords herself had previously expressed concern about
swastikas appearing in rallies.
The tragic mass shootings was obviously politically motivated,
but the folks (and elected officials) fueling this rage with
rhetoric are still free, still infecting us with their vitriol, and the
mainstream media is not asking any of the anti-immigrant right
wing to explain themselves. We can expect nothing but talk (hot
air) from Congress and back to normal next week, self-proclaimed
Republican experts and anti-Muslim and anti-immigrants
crusaders will be back to spreading hate in books, movies,
websites, cable TV and speaking engagements. WHY DELETE
A SUCCESSFUL PLAY FROM YOUR PLAYBOOK! Sadly, as
the Republican Party and its tea party wing continue their anti-
government conspiracy campaigns, the other “Timothy McVeighs-
in-Waiting” will begin to surface.

Roe v. Wade Anniversary
Jan. 22 will mark the 38th anniversary of Roe v. Wade, the
court decision that has resulted in the destruction of over 55
million unborn lives—the largest holocaust in the history of
mankind.
Let’s take a look at the two “hard questions” the pro-abortion
crowd hurls at the pro-life crowd to justify the multimillion-dollar
industry of abortion: What about saving the life of the mother?
And, what about cases of rape?
There are cases where a child has to be delivered early for the

to justice everywhere.”
Dr. King understood that we
are all connected as brothers
and sisters and that we must
find a way to live together, or as he said, “Perish together as
fools.” As we celebrate his life and legacy, we join together in
giving thanks for the inspiration and guidance he has given our
political waters.
Let’s be very clear: This is not the first time deranged
Americans have lashed out against the social order. Most
recently, in 1995 Timothy McVeigh, Terry Nichols, and
Michael Fortier bombed the Murrah building in Oklahoma
City, killing 168 and wounding 450. Anti-abortion violence
killed Dr. David Gunn in Florida in 1993 and Dr. Barrett
Slepian was murdered in his home in New York in 1998. The
difference today is that seemingly responsible politicians
and political commentators are contributing to this problem
by injecting irresponsible hateful political diatribes into the
political discourse.
This is not a First Amendment “free speech” issue. This
is a matter of responsible Americans demanding a higher
standard of dialogue and holding individuals accountable for
the inflammatory fear mongering diatribes that have become
accepted as legitimate political speech.
Former GOP vice presidential nominee and former Alaska
Gov. Sarah Palin posted a map on her Facebook page that used
gun sights to indicate congressional seats that her PAC was
“targeting” for the mid-term elections. Coincidentally, Palin
listed Congresswoman Gifford’s seat as one of the top “targets”
because of her support for health care reform. Palin regularly
calls for her supporters to “Reload!” during her speeches.
There’s no evidence that Loughner ever saw this site or heard a
Palin speech but we know that sick individuals like Loughner
thrive like bacteria in an environment of political hatred.
Palin also tweeted her endorsement of an article by Thomas
Sowell that compares President Obama to Hitler. She also
argued that President Obama’s establishment of a BP escrow
fund could result in his administration embracing Nazi-like
dictatorial powers. Rep. Louie Gohmert (R-Texas) has made
similar Hitler-Obama comparisons.

can be made to save both lives. Medical science has developed far
past the days when killing the child for the sake of the mother is
necessary. There are some extreme cases such as toxic infections
where the child cannot be saved. But, that doesn’t mean that the
child must be deliberately killed. Every effort to save the life
of the child can be made. Plus the mother will be much safer in
the care of a life-saving hospital team than she would be at an
abortion clinic.
Rape is a horrible crime. The punishment for rapists should
be severe. We should give great compassion and support to the
victims of rape. But, in the cases where pregnancy occurs, does
this include abortion?
You cannot answer this question honestly without considering
the humanity of the unborn child. Genetic science has shown us
the absolute uniqueness of every human embryo at even its earliest
stages. Even though this child’s conception came as the result of
a crime, the child is not the criminal. Does this child deserve the
death penalty because of the crime of its father?
The victim of rape has severe emotional pain to deal with. Is
adding the guilt of destroying another innocent victim the solution
or does it add even more anguish to the situation?

Reading the Constitution
Many years ago a survey of high school students revealed that
a majority of students identified the following quote as coming
from the Constitution: “From each according to his ability and to
each according to his need.”
Contrary to popular opinion and legislative practice, the
quotation is from the writings of Karl Marx.
Ignorance and miseducation concerning the Constitution has
had disastrous consequences in American society. Today this
misunderstanding is widespread among elected officials and has
led to a take-from the rich-and-give-to-the-poor mentality that
benefits neither and is contrary to the constitutional guarantee of
private property.
Another provision of this founding document is equality
before the law, irrespective of membership in any “preferred”
group.

At the tea party “code red” rally against health care reform
in Washington, protesters carried signs stating “Warning: If
Brown can’t stop it, a Browning can,” referring to Sen. Scott
Brown’s (R-Mass.) health care vote and a Browning firearm.
On March 20, 2010 as Representatives John Lewis (D-Ga.)
and Emanuel Cleaver (D-Mo.) were leaving the Cannon office
building they encountered members of the tea party protesting
the health care reform bill. As the protesters exchanged words
with the congressmen, some of the protestors called them a
“nigger” and spat upon them. Rep. Barney Frank (D-Mass.)
was called a “faggot.”
Republican leadership has refused to repudiate and
disassociate themselves from the dangerous and incendiary
comments of their surrogates. Instead, they seek to improve
their political position by riding the wave of anger caused by
fear and prejudice. They have been conspicuously silent for too
long. Through their silence they are betraying America.
By allowing threats of violence to become an accepted
form of political persuasion, violence is becoming part of our
political reality; the hate that hate-filled dialog produces.
As Dr. King once said, “We will have to repent in this
generation not merely for the hateful words and actions of the
bad people but for the appalling silence of the good people.”

A Rural Perspective on 2010
What an interesting year. The Affordable Care Act passed
last March. It remains controversial, with polls showing
about half the American people supporting the law and about
half are on the other side. Of course, nearly a third of those
responding negatively believe that reforms did not go far
enough. Increasingly, as provisions such as doing away with pre-
existing conditions for kids and tax credits for small businesses
that provide health care to their employees are implemented,
understanding and support rise.
We developed a landmark series of reports on the unique health
care challenges rural communities face. This ongoing series
(http://www.cfra.org//policy/health-care/research) was crucial in
ensuring that those unique challenges were part of the health care
debate.
We released groundbreaking reports on the importance
of grocery stores in rural communities and key strategies for
retaining them (http://www.cfra.org/node/2757).
We kicked off a major initiative to help the next generation of
family farmers and ranchers; USDA’s Rural Microentrepreneur
Assistance Program was launched, providing crucial investment
in rural small business development; and we’re in a pitched battle
with meatpackers over livestock market reforms that protect family
farmers and ranchers. We helped nearly 2,000 family farmers,
ranchers and others submit comments to USDA on those reforms.
And, while America battled the worst economy since the Great
Depression, more people supported the Center for Rural Affairs
financially over the last three years than at any time in our history.
We have much to be thankful for, and we have great hope for 2011.

Miss Black USA Contestants Visit Howard U. Hospital to Promote Healthy Hearts
Ten of the nation’s most beautiful women will visit Howard
University Hospital on Martin Luther King Jr. Day to
charm patients, talk intimately with their female peers,
advise young girls on achieving their dreams and to
encourage women to take care of their hearts.
The women, Miss Black USA and nine
contestants, are in town for the annual Red Dress
Photo Shoot, when the ladies adorn beautiful
red dresses for a special promotional pageant
photograph.
But Osas Ighodaro, the reigning Miss Black
USA, and contestants Miss Black Delaware,
Miss Black Illinois, Miss Black Georgia, Miss
Black Iowa, Miss Black Indiana, Miss Black
Louisiana, Miss Black Massachusetts, Miss
Black Minnesota, Miss Black Mississippi and
Miss Black Virginia said they want to do more than
smile for the camera.
“The women who compete as well as the
organization strongly believe that service is a
part of who we are,” said Lana Thompkins,
spokesperson for Miss Black USA, in a
prepared statement. “We felt it was fitting to do
something in tribute to a man who through his
service changed America for the better. We
couldn’t think of a better place to do that
than at Howard University Hospital.”

Monday morning, the women will gather
in the hospital’s Tower Auditorium for
an intimate chat with Howard University

students and women from throughout the Washington
community beginning at 10 a.m. Some will perform
during their two-hour presentation.
One message that they particularly want to drive
home is that of the importance of developing healthy
habits to protect hearts.
Heart disease is the number one killer of women,
Thompkins said. One in four women die from heart
disease annually. That is particularly true of African-
American women. “We are on a mission to close
that gap, because we know heart disease can be
prevented,” Thompkins said.
So, for the past three years, the organization
has partnered with the Heart Truth Campaign, an
initiative of the National Heart, Lung and Blood
Institute and the U.S. Department of Health
and Human Services. “We want to encourage
young women,

live a healthy lifestyle to avoid heart disease in the future,”
Thompkins said.
This year’s pageant, which will feature 40 contestants, will
be held Aug. 8 in the District of Columbia, a repeat location of
last year’s contest. In the past, however, the event, which began
in 1986, has been held in such disparate locations as Banjul,
Gambia in Africa, Las Vegas and Atlanta.
Thompkins said the contestants have a lot to share with
those with whom they visit.“These women are not only
beautiful, they’re highly intelligent,” she said.
For example, Miss Black Indiana and Miss Black USA are
pursuing their master’s degrees, Miss Black Louisiana has a
master’s degree in public health from Tulane University and
Miss Black District of Columbia is a certified pharmacist with
a doctorate of pharmacy degree from Howard University.“They
have a lot to say,” Thompkins said. “They are really looking
forward to meeting Howard students and other people from the
Washington community.”

American Uprising - The Untold Story of America’s
Largest Slave Revolt
Many Americans are familiar with the slave revolts led
by John Brown and Nat Turner, but the story of the greatest
act of slave resistance in American history has never been
told, until now. In his narrative American Uprising: The
Untold Story of America’s Largest Slave Revolt, 23-year-
old author Daniel Rasmussen provides a groundbreaking
contribution to the historical record. Based on the author’s
Harvard thesis, which won three separate awards and caught
the attention of scholars across the country, American
Uprising employs extensive original research to provide a
multi-dimensional portrait of the American South just a few
years after the Louisiana Purchase.
On Jan. 8, 1811, a group of sugar plantation slaves
violently rebelled along the River Road outside of New
Orleans. Led by slave driver Charles Deslondes, as well as
two other slaves, Kook and Quamana, the slaves marched
on the practically defenseless city during the plantation
owners’ annual period of revelry and celebration preceding
Mardi Gras. Enlisting additional slaves as the march
proceeded, Deslondes’ group, armed with guns, cane knives
and axes, sought to strike a death blow to the heart of the
region’s seat of power and establish a Black republic on the
shores of the Mississippi.
As the 200th anniversary of the rebellion approaches in
January 2011, American Uprising shares the story of this
elaborate plot and the slave army’s dramatic march on the
city, as well as its shocking conclusion.
“This book would be a major accomplishment for any
historian; for an historian at such an early stage in his career,
it is breathtaking, said noted historian Henry Louis Gates
Jr. in a statement. “Rasmussen’s scholarly detective work
reveals a fascinating narrative of slavery and resistance, but
it also tells us something about history itself – about how
fiction can become fact, and how ‘history’ is sometimes
nothing more than erasure.”

No. 070110: Rehabilitation and Upgrade of the Fort Reno Pumping Station.
The following listing enumerates the major items of work included in the contract:

Replacement of the existing Pump Control Panel.

Replacement of the existing surge valves and installation of pressure sustaining
valves.

Installation of an altitude valve.

Replacement of the electrical service, emergency back-up generator, pump
controls, three existing variable frequency drives and electrical equipment at the
pumping station.

Installation of power and communication conduits.

Upgrade of two remote pressure sensing sites.
0
Removal of all hazardous materials from the pumping station. All existing paint
shall be either removed or encapsulated.
The project requires completion within 820 consecutive calendar days.
This project is estimated to cost between $5,000,000 and $10,000,000.
The date for receipt of bids is February 9, 2011.
This project may be funded in part by the U. S. Environmental Protection Agency
(EPA). A Fair Share Objective for Minority and Women’s
Women¬s Business Enterprises
participation in this work of 32% and 6%, respectively, has been established.
The program requirements are fully defined in USEPA¬s Participation by Dis-
advantaged Enterprises in Procurement under EPA Financial Assistant
Agreements - May 27, 2008.∫. ”.
The Davis-Bacon wage determinations shall apply.
DC Water Owner Controlled Insurance Program will provide insurance.

Avenue, SW, Washington, DC 20032. Sets of Bidding Documents can be
procured for a non-refundable $100 purchase price each, payable to DC Water.
Payment must be in the form of a money order, certified check or a company

The DC Water Blue Plains Advanced Wastewater Treatment Plant is a secured
