Brief Introduction: Studied at Lawrence College, Ghora Gali, Murree and

joined Pakistan Army in 1969. Commissioned in April 1971 in the Corps of
Ordnance. Enjoyed an exceptionally wholesome career covering
multifarious responsibilities in the fields of Supply Chain Management,
Human Resource Management, instructional undertakings, management of
large Army depots and formations, secondment to a friendly country as an
adviser and as head of the National Accountability Bureau in the Province of
Balochistan. In last assignment in the Army extending over three and a half
years, was responsible for restructuring of all the Army’s organizations. Was
a member of the Steering Committee of the Army’s Process Re-engineering
and Technology Project involving the restructuring of its Human Resource
Management, Supply Chain Management, Financial Management and
Information Technology Functions. Retired as a Major General in February

2007 after thirty eight years of service with the Institution. Subsequently,
lectured in the M Sc Program at the National University of Modern
Languages in the Department of Governance & Organizational Studies as a
visiting professor and also served as its departmental head.

Professional Training & Courses

a. Graduated in the Logistic Executive Development Course from the Army

Logistic Management College, Ft Lee, VA, USA in 1990 and awarded
the COAS Commendation Letter.
b. Graduated in the Armed Forces War Course and Army Staff Course, each
of one year duration, designed to train officers in management of military
staff and for undertaking command functions in higher ranks.
c. Undertook the Technical Staff Course over one year imparting training in
technical evaluation of military equipment, its in-service induction and
utilization.
d. In junior ranks, undertook training in Administration, Intelligence and
Man Management from various institutions.
e. Also attended a series of courses and seminars from civil institutions ie
National Institute of Public Administration, Karachi, Lahore University
of Management Sciences, etc. In 2004, attended a course organized at the
National Defence College under the aegis of Royal Military College of
Science/ Cranfield University (UK) on Defence Management,
Organizational Efficiency and Cost Effectiveness.

Details of Employment

a. Beside enjoying opportunity to work at different military establishments

in various capacities, I specifically commanded two depots: one an
ammunition depot and the other the largest central ordnance depot in the
Country. Each of these stints extended over two years.
b. Served on secondment to the Saudi Arabian Army as an adviser to the
Department of Arms and Ammunition for three years, first at Riyadh and
then at Al Kharj Military Base.
c. Serving at the General Headquarters, was responsible for managing and
coordination of the activities related to all ordnance depots and other
ordnance establishments covering the provision of the Army’s ordnance
stores, management of procurement related activities and all human
resource related activities pertaining to the personnel employed therein.
d. In the capacity of Colonel Administration in an Army Corps
Headquarters, was responsible for planning and monitoring of
administrative support functions of the Corps.
e. Also served as an instructor in different capacities, first training recruits
at the Regimental Centre of Ordnance Corps, then training Ordnance
Officers at the Ordnance School, and finally as a member of the teaching
faculty at the Command and Staff College, Quetta where I was the first
Ordnance Officer to serve on the Faculty of College ever since its
inception in 1905- an honour that I will always cherish.
f. As a major general, was first assigned to command and administer a
Logistic Area Headquarters providing logistic and administrative support
to an Army Corps. In the same capacity, was also assigned to undertake

monitoring responsibility over the Health, Food and Livestock

Departments of the Government of Punjab.
g. Served for about two years as the Director General of National
Accountability Bureau, Balochistan, a capacity which involved close
interaction with senior government functionaries as well as the legal
community and the judiciary. Was tasked to investigate and prevent
financial mismanagement and fraud within the purview of the National
Accountability Act and to enforce accountability processes through the
legal organs as stipulated under the Act. It also served as an opportunity
to understand the dynamics of functioning of the Government at different
tiers, especially in the context of the backward and remote areas of the
Balochistan Province, an experience that I consider exceptionally
valuable.
h. In my last assignment in Army Service, had the singular experience of
overseeing the organizational restructuring of the Army. The
responsibility covered the establishing of organizational and manpower
needs of each component of the Army necessitating an in-depth analysis
of its mission and role and its peculiar workload and working
environments before formulating its organizational structures.
i. Also remained a member of the Steering Committee overseeing the
Army’s process re-engineering functions in the areas of Supply Chain
Management, Human Resource Management, Financial Management and
Information Technology Induction through a study being undertaken for
the Service by private consultants.
j. On leaving Army Service, joined the National University of Modern
Languages first as a Visiting Professor and later as the Head of the
Department of Governance and Organizational Sciences which ran a post

graduate program in the Discipline in collaboration with the School of

Governance, University of Utericht, Holland.
