Bohemian rhapsody has lost some of its key players

Proto-Beat figure, jazz musician and artist Bill Heine,
at right, was in the Lower East Side and living a bohe-
mian lifestyle long before it was hip. Now 81, he resides
in Woodstock, where documentarian Clayton Patterson
took this photo a few months ago.
In November, Heine (pronounced “high-knee”) suf-
fered the loss of his wife, Anne Spitzer, seen in photo,
below right, with Heine and the late Lionel Ziprin, noted
poet and kabbalist, who died last year at age 84. The
photo was taken at Patterson’s Essex St. gallery at a 1987
show of Tom DiVita’s artwork. Ziprin is shown holding
a photo of Harry Smith, the noted Downtown filmmaker
and ethnomusicologist, whose acclaimed “Anthology of
American Folk Music” compiled folk and country 78-rpm
recordings released between 1926 to 1932. Smith died at
the Chelsea Hotel in 1991 of a heart attack while singing
in the arms of Italian poet Paolo Igliori.
Since Spitzer’s death, Heine has had a hard time, as
seen in his place’s evident state of disarray. When he
was young, he played boogie-woogie and jazz piano with
Charlie Parker and hung out with all the jazz greats. He
turned to visual art after the heyday of the jazz scene
faded and rock and roll was on the rise, and also was
inspired by Smith and Ziprin to delve into things mysti-
cal and occult.
Heine was at the heart of the 1960’s Lower East Side
creative scene and its famously wild parties.
He and Spitzer left New York in 1982 for Upstate to
explore Buddhism.

In his State of the State address on Wednesday,
Cuomo made it clear that reining in the budget and
out-of-control spending will be a priority. He gave
kudos to Koch, 86, who was sitting up near the front of
the audience, for leading his Uprising reform crusade,
and for taking it on the road around the state.
Cuomo didn’t specifically mention GAAP when he
was talking about fixing the state’s dysfunctional budget
process. But we hope it’s part of his game plan, because
it’s another piece of the puzzle for getting Albany and
the state to function properly. As Cuomo said, we need
to make our state government something that New
Yorkers can be proud of once again — and bringing
Albany’s wheeler-dealer, unaccountable budget process
under proper regulation is a big part of that.

The first two hours of the daylong hearing were devoted
to city councilmembers questioning Janette Sadik-Khan, the
Department of Transportation’s commissioner, about the
increase of new bike lanes in New York City. The commis-
sioner discussed the measurable safety benefits of bike lanes
for cyclists, pedestrians and motorists, such as a 40 percent
decrease in crashes, as well as lowered rates of speeding by
automobile drivers.
The commissioner assured the city councilmembers that
all the new bike lanes were approved by the local community
boards and were installed at little cost to the city. According
to Sadik-Khan, “All of D.O.T.’s current bike projects com-
bined have cost a total of $8.8 million… . When you factor
in the 80 percent federal match, the city has spent less than
$2 million from its own coffers on the major expansions to
the bike network we’ve seen the last few years.”
The D.O.T. commissioner was followed by former Deputy
Mayor Norman Steisel and Brooklyn Borough President
Marty Markowitz, who seek to eliminate the hugely popular
Prospect Park West bike lane.
Almost three hours into the hearing, when the public was
finally allowed to give testimony, most of the city councilmem-
bers had left the room, leaving the majority of bike lane sup-

Japandemonium at Japanther show shuts down festival


On Monday, in what was billed as a “Rock and Roll Circus,” the punk band Japanther performed a free show at the Big Apple Circus tent at Lincoln Center. The raucous
show featured a crowd-surfing clown, above. However, it was shut down by Lincoln Center officials once the crowd — at the band’s invitation — joined them on stage, twice.
Although some bloggers dubbed it a riot, the event’s co-producer told Rolling Stone, “It’s a Japanther show. They’re kids, they get crazy. … They called it a riot, but it really
wasn’t a riot, it was a mosh pit. It was punk rock and people don’t know how to handle it.” The two-night festival also featured the Yeah Yeah Yeahs but was cancelled after
the Japanther flap.

facilitate the interconnection with Tennessee Gas Pipeline Company in Mahwah, New Jersey and facilities to facilitate the interconnection
with Millennium Pipeline Company, L.L.C., in Ramapo, New York.

economic development in the New Jersey and New York metropolitan area; and (viii) provide opportunities to improve regional air quality

P.S. 64 building on E. Ninth St. with provocative video projections, like the “For Squat” image, above left. The once-beautiful building has sat vacant nine years since developer
Gregg Singer evicted CHARAS/El Bohio cultural and community center in December 2001. Singer’s subsequent scheme for a 23-story mega-dorm on the site was foiled when
the city landmarked the turn-of-the century structure in June 2006. After the projections, the jam continued at nearby Kate’s Joint, where DJ Rogue spun the tunes for Makh’s
