- In case of vacancy in senate or house of representative, special election may called in manner
prescribed by law, shall only serve only for the unexpired term
- No increase shall take effect until expiration of full term of Congress approving such increase
- Record and books of accounts shall be preserved and open to public, such books shall be
audited by commission of audit which shall publish annually itemized list of amounts paid and
expenses incurred for each members
- Offenses punishable by not more than 6 years of imprisonment, be privileged from arrest while
congress in session

provide their future security at the expense of public service, not apply to elective
officers
o Appointment of member of congress to forbidden office not allowed only during the term
which he was elected. After term, even if legislator is re-elected disqualification no
longer applies and may be appointed to the office
- No members of congress may personally appear as counsel for any court of justice
- Neither shall be interested financially in any contract with any franchise or special privilege
granted by government during his term of office, prevent abuses from being committed by
member of congress prejudice of public welfare and particularly legitimate contractors with
government who might placed at disadvantageous position

days but if both of the houses residing in one political unit may sit without consent of the other
- Shall be the sole judge of all contest relating to the election , returns and qualifications of their
respective members
o Not appealable in supreme court except cases where there is a clear showing of grave
abuse of discretion
- Each tribunals composed of nine members, 3 shall be justices of supreme court to be
designated by chief justice, remaining 6 shall be members of senate or house of representative
- Shall act on all appointments submitted to it within 30 session days of the congress from their
submission
- Electoral tribunals and commission of appointments shall constitutes within 30 days after
congress shall have election of the president and speaker
- Commission on appointments shall meet only while the congress in session at the call of
chairman to majority of all members to discharge such powers and functions as are conferred
upon it
- Appointments made during the recess subject to consideration later by commission for
confirmation or rejection
- Congress in session, president must clear his nomination with commission on appointment,
which why must be constitutes as soon as possible unless organized no appointment shall be
made by president in the meantime
- Electoral tribunals need for their early organization considering the rash election contest
already waiting to be filed after even before the proclamation of winners
- Electoral tribunals are suppose to continue functioning even during the recess
