Resumo
Abstract
This research addresses the functioning of the School Council, seen from the
perspective of the General Regulation of Basic Education, as the highest deliberative
and consultative body, which coordinates the most important aspects of its
functioning, allowing the convergence of various ideas from various social strata
(teachers, technical staff, parents/guardians, community and students). Thus, it is
intended to reflect on the functioning of the School Council, contextualizing the
nuances surrounding its constitution and the real sense of democracy, with the
participation of the community in school life. This aim is to identify the members of
the School Council; describe the objectives, purposes and assumptions of its
constitution; suggest alternatives for overcoming conflicts of interest at school level,
which go back to democratic management. This research is theoretical, and its
qualitative approach is based on bibliographic sources (related scientific articles)
and documentary sources (laws, regulations and report). Furthermore, the
approach logic is based on the dialectic of this bibliographic diversity. Although the
war of protagonism that is witnessed in the management of the school, and the
consequent closing and centralization, is a consequence on the one hand, of the
training deficit of the managers, who often arrive at these positions in unclear ways,
and on the other hand. low qualification of community members (illiteracy,
outdated, low access to scripts, among others). Many reforms can take place, but if
the leader, articulator of ideas, visionary, does not manifest, then the educational
future of students at school will be doomed to failure.

professores e técnicos), como também da comunidade circundante a que se
deseja prestar serviços. Deste modo, segundo MINEDH (2015), são alguns
objectivos deste órgão:
a. Administração escolar
Elaboração do plano anual de actividades e do plano de
desenvolvimento da Escola (3-5 anos);
Aprovação do Regulamento Interno da Escola (normas de
conduta dentro da escola) e garantia do seu cumprimento;
Aprovar relatório das comissões de trabalho, deliberar
sobre a execução orçamental, antecipada de análise e pronunciamento
antecipado;
