PROPOSED WASTE MANAGEMENT SYSTEM IN
SORSOGON CITY

III. GENERAL INFORMATION/INTRODUCTION/BACKGROUND


Sorsogon City is the capital of the Province of Sorsogon. It has a total of 64
barangays, and a population of 155,144 as of the year 2010.
As the third most populated city in the Bicol Region, Sorsogon City is facing a lot of
problems regarding with environmental issues such as: Improper waste disposal which
causes flooding and water and air contaminations that affects the health of the
Sorsoganons as well as the animals.

Every day, residents of these 64 barangays produce an enormous amount of


household/domestic wastes, and also industrial wastes from factories. The group have
come up to an idea of enhancing the policy of “NO SEGREGATION, NO COLLECTION”
for every barangay here in the city. They would help the LGU’s implement the policy
by conducting seminars to educate the residents. Households must have at least four
garbage bags, marked with “Biodegradable”, Non-biodegradable”, “Toxic Wastes”,
and “Recyclables” that will be collected in every barangay. And proper facilities must
be established for the proper waste disposal.

IV. GOALS AND OBJECTIVES


The goals and objectives of this project are:
 To intensify the dissemination of “NO SEGREGATION, NO COLLECTION” policy on
every Barangays here in Sorsogon City
 To promote a stricter measure of orderly disposal operations and to the reduction
of the waste outputs.
 To further improve the knowledge and discipline of the residents of the Sorsogon
City regarding the aforementioned policy
 To gain more reusable and recyclable materials
 To have a clean and green Sorsogon City

V. PROJECT RELEVANCE
The relevance of this project to the city of Sorsogon is that it would not only help
reduce the bloating environmental and waste disposal that the city is facing at the
current time. But also, if the residents get to segregate their biodegradable waste
products from non-biodegradable waste products and toxic wastes, it would be very
much easier to collect those materials which can be recycled afterwards and brought to
their proper destinations. It could save a lot of time, money and effort. We could now
efficiently apply the 3R’s; reuse, reduce and recycle from the non-biodegradable wastes
that are collected.
This would also decrease the water contamination and air contamination as well
that causes different diseases like diarrhea, cholera and respiratory diseases which are
caused by water and air pollution.

VI. APPROACH, METHODS, AND TOOLS FOR AN INTEGRATED WASTE MANAGEMENT


SYSTEM

Implementation

Before implementing our first policy: “No Segregation, No collection” policy. We can’t be strict
of implementation of this if the citizens of Sorsogon do not know about this policy. So our first
step is to call up a meeting for all barangay chairmen with the mayor and let them be
enlightened of our great proposal. By this we are letting the people in power to know clearly
about the proposal. The next step is to let all the barangay chairmen disseminate the
information to all the citizens. The citizens should be given 2 weeks of preparation for the
implementation of the policy. One of our goals is to intensify the dissemination of the policy
therefore our garbage collector and everyone involved in the collection process is to be stricter
and do their job efficiently.

Segregation

The waste of all citizens should be classified in four different types:

1. Organic/Biodegradable
2. Non-Biodegradable
3. Recyclable
4. Toxic /Special waste

So this means that every household should provide at least 4 garbage bags that’ll be collected
thrice a week.

Collection

The segregated waste will be collected thrice a week. At least one garbage truck should be
provided for eight barangays in Sorsogon, for efficient, fast and effective collection of garbage.
Waste will be collected early in the morning for barangays and late evening for establishments
at downtown. At least 5 people per truck are needed. The collectors will be fully oriented
about the collection that no matter what segregation matter: No Segregation. No collection.

Facilities

Every 16 Barangays will have a place for all the waste materials collected, to avoid overflow of
waste (If only one spot is the destination of all waste of the city). A facility will be used for the
segregated waste. Different things will be made to different kind of waste.

 For the Biodegradable wastes – there will be a compost pit that can accommodate the
waste products of the 16 barangays. The organic wastes will be put on the compost pit
and some of these wastes will be made into fertilizers that the barangays can use for
their crops.
 For the Non-biodegradable wastes – inorganic materials would be sent to a place
wherein, it could be safely burned through a machine, and the heat that is going to
produce steam would be generated so it can be used as electricity. In this way, it would
also reduce the consumption of electricity in every barangays.
 For the Recyclables – Barangays would have a program for people who are interested
and most especially the housewives residing in the barangay wherein, they will be
trained and taught how to make crafts out of scraps or recyclable materials, or things
which can be very useful at home or which they can sell to gain extra income.
 For the toxic wastes – of course, these waste products must be treated first before
being dumped.

The proposed budget would be a total 32 Million pesos. 7.2 Million pesos would
be used to buy eight 10-wheeler 20 cubic meter dump trucks that will be used for
garbage collection, one dump truck for every eight barangays. And, 24,800,000
pesos is allotted for the construction of the four facilities, wherein, 64 barangays
would be divided into four so they will be properly aided in the facilities (16
barangay per facility). Lastly, an additional 120,000 pesos per month from the
government will be used for the salary of the five garbage collectors in every truck.

VIII. BENEFECIARIES OF THE PROPOSED PROJECT


The beneficiaries of the proposed project are mainly – the Sorsoganons – the
residents of every barangay.

This project would not only help the residents with regards of the environmental
and waste management issues, but also, it could help them, gain extra income and
give job opportunities for the indigenous people as well. And will help them prevent
diseases that are caused by pollution and waste disposals.
