The Margadarsi Insurance Company was founded in 1964 by Ram Singh to sell insurance policies
to buyers of real estate. The company works closely with a group of about thirty- five lawyers who,
although they do not actually buy the insurance policies, encourage their clients (the property
purchases ) to do so. When the company was originally established, Mr Ram Singh was its only
employee. As company sales increased , new employees were hired, and now twenty-three
individuals are working in various capacities for the firm. Mr Ram Singh has always followed the
policy of making all major decisions himself. This includes making all H R decisions such as
determining who should be hired and how much they should be paid. Over the years, as new
employees were hired, each was given some initial job duties. However , it was necessary to help the
company meet its goals. Whenever a new job needed to be done, whoever was least busy was
expected to volunteer to do it, assuming they knew how to do it. Understandably, employee duties
have shifted from year to year depending on worker interests, skills, and abilities. As part of this
informal work arrangement, Mr. Ram Singh has never given any employee a formal title. They all
report directly to him.

In 1986, Mr. Ram Singh heard from one of the senior workers that the working relationships
among the employees had deteriorated in recent months. In response, Mr. Ram Singh asked one of
his employees who was well respected to interview each of the other employees to determine what
problems each was facing. The report showed the following:

1. Some work was being done twice because one employee did not know that another
employee was working on the same task.
2. Some tasks were not being performed at all because no one knew they needed to be done
or who should do them.
3. Some employees felt that they were doing more than their fair share of the work. They
resented the fact that other employees did not volunteer to take on new responsibilities.
4. When lawyers called needing an answer, employees did not know who, other than Mr. Ram
Singh, had the authority to make decision.
5. When the telephone rang, employees did not know who should answer it, to whom to give
the calls, who was available to help, or who should be asked what.
