What about people who have experienced trauma that makes it difficult for them to wear a face

Some people who have past experiences of trauma are unable to wear a face covering due to
psychological impacts. This is a valid reason not to wear or carry a face covering when you leave

On 10 August 2020 I was ordered by the Victorian Police to leave Northland Shopping centre
(preventing me to complete my shopping) because I was not wearing a mask. This even so the
55 police had actually seen and checked my medical certificate but claimed that they were not aware
exemptions were applicable.

On Friday 28 August 2020 I was physically attacked by a shopper in Coles Store Warringal
Shopping Centre at Heidelberg including him ramming a trolley into me as he held I
60 should wear a mask.

Today I discovered a loss of loss of blood and I do not know if this is a result of the physical
attack upon me and I have now booked an appointment with my doctor.

65 I on 8 April 2020 wrote to the Victorian Ombudsman complaining about the denial of
constitutional rights.

I on 13 April filed a complaint with the Victorian Human Rights Commission about the same.
No reply received.

I was provided with a response from Victorian IBAC that the Victorian Ombudsman had referred
the matter to IBAC.
Subsequently on 19 May 2020 IBAC made known it held it was not a matter for “public
interest”.
75 I filed a complaint against with the Victorian Inspectorate Commissioner , who is still dealing
with this matter.
On 10 August I write to IBAC complaining about the Victorian Police directing me to leave the
shopping complex, etc.

80 On Friday 28 August 2020 I forwarded a further correspondence to IBAC

On Friday at about 15:37 the physical attack upon me took place. I subsequently wrote to Snr Sgt
Kim French with a complaint outlining matters, including a picture of the person who attacked
me. First hitting me with running his trolley several times into me and then trying to steal my
85 mobile by twisting my left arm, etc. It was Coles staff that then intervened that this man let me
go.

This evening I notice a lot of blood loss and I do not know if this is the result of injury sustained
by the attack with the trolley being jammed into me. Safe to say I have now made an
90 appointment with my doctor for Sunday 30 August 2020.

My wife Olga (87) is now scared to leave the home worried that she too may be attacked and
even so her specialist made clear that as she has heart failure and other underlying medical
conditions she doesn’t need to have a medical certificate, and none were therefore issued,
95 nevertheless my wife wouldn’t want to suffer a physical attack. In view that the police at times
have physically attacked others despite they had medical conditions it therefore appears to be that

you with the assistance are causing fear and tyranny that causes elderly citizens (such as myself)
to be attacked.

100 No doubt I all along expected that one day I could be the subject of such violent attack regardless
of having a medical certificate because of how the police themselves are showing examples of
violence.

The fact that the police claimed not to be aware of any exemptions to me is no excuse.
