he renowned eKadaster Project, being the first ever in the world, is a milestone achievement

not only for JUPEM but also a pride for the nation.

JUPEM is the sole government organization responsible for providing high quality survey
and mapping products and services to the government, business, public, and individuals for
the purpose of national development.

Currently, the government is committed in its effort to enhance public delivery system for its
agencies and departments. This includes land-related dealings with the public such as land
alienation and title survey which has become an urgent matter of late. As such, JUPEM as the
agency responsible for the land title survey services, has taken the necessary initiatives to
handle the latest development in land title survey requirements.

All this point toward the demand to JUPEM for expeditious, effective, and efficient land title
survey. To this end, JUPEM has taken various measures including investigating the use of
latest in surveying technology such as satellite technology using Global Positioning System
(GPS) devices, for the improvement of land survey services and products provided by
JUPEM.

The proposed eKadaster project shall be the impetus to drive JUPEM towards meeting these
challenges under the government’s RMK9 project implementation.

The objectives of eKadaster Project are:

• To reduce the duration for Permohonan Ukur (PU) settlement from 2 years to 2 months

• To incorporate all ICT projects successfully implemented at state JUPEM,


i.e., STS, SAPD, SPDK, and CCS pilot project

• To re-align various application systems in accordance with filed survey process


re-engineering in order to simplify field survey work without jeopardizing survey
data accuracy and integrity

• To re-align various application systems in accordance with title plan preparation


process re-engineering in order to enable the seamless data flow from surveyed
data, PDUK update and validation, digital PA preparation, and Title Plan preparation

eKadaster Systems

JUPEM2U

JUPEM2U is a remote one-stop interface via the Internet for designated users to conduct their
businesses with states’ JUPEM without being physically present at JUPEM state offices. The primary
aim of JUPEM2U is to reduce on multiple and repeated travel times to and from JUPEM offices,
thereby achieving huge productivity gains.

Users are able to perform a variety of functions, such as lodgment of data, access, view status of job
processing or download data. Intended users of the JUPEM2U services are District Surveyors, Field
Officers, Licensed Land Surveyors, Cadastral Reference Mark (CRM) group of users, Chief Surveyors,
JUPEM HQ, LJT group of users, as well as the PTD/PTG Group of users.

SPAK (system Pengurusan Aset Kadaster)

Sistem Pengurusan Aset Kadaster (SPAK) implementation serves the purpose of managing JUPEM’s
properties such as registration, lending of the equipment, complaints about the equipment,
equipment’s calibration and status report of all equipment.

SPAK contains sub-modules such as Harta Modal and Inventori Registration, Penempatan,
Peminjaman, Pelupusan, Aduan Kerosakan and Penyelenggaraan.

SPAK is also specially integrated with eSupport, the Fault Log Management System, whereby
eSupport is able to pull the asset information from SPAK for ease of Fault Log management and
monitoring.

SPPK

Sistem Pengurusan Personel Kadaster (SPPK) is an integrated personnel management system to


manage all status of work affairs. It includes all personnel related aspects from staff personal details,
leave application management, external work attendance management, external and office work
diaries, staff internal and external claims, up to the monthly reports of those sub-modules.

Since eKadaster System is a web-based online system, therefore the tagline “accessible anywhere, at
anytime” is also applicable here in SPPK as well.

eReporting

hrough the eKadaster System, JUPEM State Departments will be equipped with Cadastral Survey
Record System (CSRS) which integrates spatial elements’ functionalities into the modified and
upgraded eSRS module of the SPDK upgrade. CSRS is capable of generating reports and graphics to
fulfil JUPEM’s requirements.

With the implementation of CSRS, all queries and reports are web-based; thus JUPEM HQ is able to
query/access/print all the state information through the Internet browser interactively.

With the implementation of the eKadaster System too, the current reporting method is upgraded to
a more complete system, in line with a new and more total workflow. Not only does it cater to the
monitoring of the completion of Certified Plan, title plans, and updates NDCDB, but it also includes
the monitoring of Licensed Land Surveyors’ work and other new modules in the eKadaster System.
The application is capable of extracting and merging all data from all the JUPEM States’ CSRS, so that
an integrated HQ Database is developed and a new set of queries/reports can be generated based
on the consolidated data.

This new reporting sub-module for eKadaster is called eReporting. This is in line with the new ICT
technology deployed in the system design and development. eReporting is a web-based application
that can be executed from any PC that is connected to the CSRS network using the Internet Browser.

eSupport

eSupport is a centralized online helpdesk support system which allows JUPEM States’ System
Administrators (SAs) to report Fault Logs of their ICT equipment. Besides the ability to generate up-
to-date reports by status – which are New, Active, Monitored, Cancelled and Closed, one can also
track the history of individual fault logs. Because it is online, it provides the States SAs the flexibility
of monitoring their respective states’ systems from anywhere, at anytime. This Fault Log
Management module promotes a healthy paperless management and monitoring environment.

eSupport is specially integrated with JUPEM’s SPAK (Sistem Pengurusan Aset Kadaster), whereby it is
able to pull the asset information from SPAK for ease of management and monitoring. In addition to
that, eSupport is also integrated with SPAK, for any escalated complaints captured in SPAK, via the
Aduan SPAK sub-module.

eMedmas

The eMedmas implementation serves the purpose of Medmas file management for tools calibration.

This system will be implemented at the Headquarters where the Administration User manages the
Medmas files and keeps the database up to date. The Administration User is also able to perform
any additions and updates to the field base, should there be any changes.

eMedmas will perform the back-end processes that will execute the data synchronization with SPAK
(Sistem Pengurusan Aset Kadaster) to keep the SPAK’s database up to date as well.

In addition to the above functions, users are also able to include remarks on a particular Field Base
should there be any damages on that base. Users will then also be able to view the report of that
damage.
