Details regarding the impact and devastation caused by hurricane Katrina are still
emerging, and damage appears to be much worse than first thought. The information
provided in this update represents CMAI’s best understanding of the impact of the
hurricane on the refineries and the petrochemical industry. The included maps show
the hurricane’s path and major petrochemical sites affected by the storm.
Transportation to and from the area is also causing problems. There is no barge
movement on the Mississippi River south of Geismar (see map). Railroads from the
affected areas are closed going east. However, those on the east side of the Missis-
sippi River are also going to face difficulties if moving products by rail either north
or west.
Finally, a waiver has been issued for all 50 states for EPA standards for gasoline and
diesel fuels. According to the announcement by the head of the Environmental Pro-
tection Agency, Stephen Johnson, letters have been sent to the governors of all states
indicating that temporary relief from volatility and sulfur standards are being lifted.
These waivers are effective through September 15, 2005.
In addition to the information provided in following tables, all vinyls facilities on the
Gulf Coast have restarted. Lost production is estimated at three to four days; how-
ever, on-going operations are subject to energy and raw material supply and transpor-
tation availability.
Most Chlor-alkali units have now restarted or are in the process of restarting. At this
time, CMAI estimates that the amount of lost production has the potential to increase
due to a lack or raw material availability and logistics issues as the plants indicated
below come back on line. Please see the table below for more details.
