Introduction :

Bangladesh Academy for Rural Development (BARD), an


autonomous national institution for training, research and
experiment on rural development. Established in 1959 at Kotbari,
10Km off Comilla town; the institution is governed by a board of
Governors with the Minister for Local Government, Rural
Development and Cooperatives as its chairman.

This is one of the richest` academic institutio`ns for


conducting research and action research; execute projects and pilot
experimentation and imparting training in the diversified areas of
rural development.
Background :

o BARD was established in 1959, basically as a training institute


to train government officials and representatives of the local
government and village organizations in various subjects
relating to rural development.
o It was established by the erstwhile Government of Pakistan,
Ministry of Economic Affairs Resolution No. 18(1)-VAI/57-
A, dated the 19th September, 1957.
o Later, an Ordinance was provided for the establishment of the
BARD. Whereas, it is expedient to provide for the
establishment of the Bangladesh Academy for Rural
Development and for matters connected therewith.

Functions & Activities :

The functions of the Academy is defined by


the ordinance provided for it.
The functions of the Academy shall be-
(a) To conduct research in rural development
and allied fields;
(b) To provide training to government officials
and others concerned with rural development;
(c) To test and experiment on concepts and
theories of development;
(d) To evaluate the programs and activities
relating to rural development.
Functions & Activities :

(e) To provide advisory and consultative


service to the Government and other agencies;

(f) To guide and supervise students,


national and foreign, in their dissertation works.

(g) To arrange and conduct national and


international seminars, conferences and
workshops;
(h) To held policy planners in the field of
rural development.
Functions & Activities :

o The activities of the Academy are carried out by its Faculty,


working in 9 Divisions each of which is headed by a Director. The
Divisions are divided into two broad categories: Service Divisions
and Academic Divisions.
o The Service Divisions include Training, Research, Project, and
Administration.

o The Academic Divisions are Rural Administration and Local


Government; Rural Economics and Management; Rural Education
and Social Development; Rural Sociology and Demography; and
Agriculture and Environment.
EXPERIMENTAL PROJECTS & RESEARCH:

The Academy is continuously searching out new models of rural


development. Since its inception, the Academy has conducted about 48
experimental projects on various aspects of rural development. Therefore, it
is conducting experiments in different areas. Some of these are:
1. Women's Education, Income and Nutrition
Improvement (WEINI) Project .
2. Developing a Regular Local Level Poverty
Monitoring System (LLPMS) in Bangladesh.
3. Technical Cooperative activity to improve
sanitation at rural area in Bangladesh focusing
on dissemination and awareness rising.
Future Plan:

• Household waste management,


• Solid waste management ,
• Home hygiene management,
• Natural resource management,
• Garbage management ,
• Eco-school program ,
• Organic farming ,

All these measures are interrelated and should be addressed


comprehensively. The general objective of the project is to evolve a
model of eco-village in the rural areas of Bangladesh addressing the
major environmental problems.
FINANCE :

q Budget, granted by the Government;


q There shall be a fund if the Academy which shall consist of-
(a) Grants-in-aid and other grants made by the Govt.;
(b) Loans obtained from the Govt.;
(c) Grants made by the local authorities;
(d) Loans raised by the Academy from inside Bangladesh;
(e) Foreign aid & loans obtained with the approval of the Govt.
(f) Gifts and endowments;
(g) Sale proceeds and royalties;
(h) Receipts from any other service.
q The funds of the Academy shall be kept in a scheduled bank approved by
the Board.
vTHE ACADEMY FOR RURAL DEVELOPMENT ORDINANCE, 1986,
BANGLADESH (ORDINANCE NO. LXIV OF 1986). Sections: 15,16.
Comilla Model :
§ The Academy is famous for its evolved model “Comilla Approach to Rural Development”
and received National Award in 1986 for its remarkable contribution in Rural Development.

• Objectives behind the introduction of the project:


(i) to provide a real-life learning situation for the trainees at the Academy,
(ii) to devise development model(s) of programs/institutions which could be replicated
elsewhere in the country.

•The arguments and assumptions behind the Comilla Model :


(i) the problems of rural development should be approached from the villagers' point of view,
because they have the best understanding of the problems of rural life and the rural
situation;
(ii) the villagers are capable of bringing about changes in their conditions having been
provided with the means for development;
(iii) agricultural development should be made an essential step in initiating a broader rural
development process;
(iv) the village should be considered as a basic development unit, & recognized as the starting
point of the process of modernization;
(v) The training, research and demonstration are essential in promoting rural development.
Success Stories :

So far the Academy has conducted about 50


experimental projects .Out of these it has been able to
evolve the following rural development models that
replicated throughout the country.

vRural Works Program (RWP)
vThana (Upazila) Irrigation Program (TIP)
vFamily Planning Program
vAn Integrated Approach {Integrated Rural Development (IRD)}
vSmall Farmers Development Foundation (SFDF)
vComprehensive Village Development Program
(CVDP)
PROBLEMS & RECOMMENDATIONS:

v Problems :
§ Financial problem,
§ Lack of autonomy,
§ The Post for Medical Officer is vacant,
§ Lack of techniques to achieve self reliance (Comilla model),
§ No significant benefit to the landless peoples (Comilla model),
§ Functions are not going on according to BARD’s objectives.

v How to overcome the Problems :


§ Increase coordination with government for more financial help,
§ Increase other sources of income,
§ Rural autonomy should be ensured,
§ Vacant posts of officials should be recruited .
§ By following the objectives named as functions in its ordinance.
