Middle and upper class African Americans and Hispanics are rapidly
adopting broadband and are greatly narrowing the overall digital divide,
according to a new study, National Minority Broadband Adoption:
Comparative Trends in Adoption, Acceptance and Use, by the Joint
Center for Political and Economic Studies, a research and policy
institution that focuses on minority concerns and issues. The report was
written by Jon P. Gant, PhD, Nicol E. Turner-Lee, PhD, Ying Li, PhD,
and Joseph S. Miller, Esq..

The study found that 94 percent of African Americans and 98 percent of


Hispanics who have college degrees are now online. It also found that
college-educated minority Americans who make over $50,000 are
adopting broadband at the fastest rate of any group in the country.

also noted lagging broadband adoption for lower-income, older and less
educated blacks and Hispanics - with only about a third of them or less
regularly using the Internet - and provided new information on how
important Internet access and proficiency for members of these groups.

In the study, 92 percent of low-income African Americans have used the


Internet to search for a job, almost double rate of low-income whites,
while 77 percent of blacks and 64 percent of Hispanics with less than a
high school education rely on the Internet for job search, compared to
17 percent of whites in this group. These same minority populations also
regularly access the Internet to search and apply for public benefits. The
report also notes that low-income people, in particular, are heavily
reliant on public institutions such as libraries, schools, and community
centers to get access to the Internet.

Latino Leadership Link: Ensuring an


Accurate Count in the 2010 Decennial
Census

After beginning a major media campaign in January to ensure


everyone is counted in the 2010 Census, the Census Bureau
will mail census forms this week to all homes in America. The
forms consist of 10 questions and should take only 10
minutes. More than $400 billion in federal funds are allocated
across the country based on the census results, and an
accurate count is essential to ensuring the more than 47
million Hispanics and their families and communities have
access to the resources they need most. A complete count will
also provide for full political representation at all levels of
government and help elected officials propose policies that
benefit and protect their constituents. According to the
National Association of Latino Elected and Appointed Officials
(NALEO), for every Latino that goes uncounted, $14,000 in
funding over the next ten years will be lost. That is why we
must continue to:

Oppose the Boycott of the Census. Reverend Miguel


Rivera of the National Coalition of Latino Clergy and
Christian Leaders (CONLAMIC) has advocated for
Latinos, especially immigrants, to boycott the 2010
Census by not filling out their questionnaires. Rev.
Rivera makes the flawed argument that boycotting the
decennial census will put pressure on the Administration
to enact comprehensive immigration reform. However,
the Census Bureau, other faith groups and national
Latino advocacy groups have expressed their opposition
to the boycott. It is clear why this boycott is ill-advised;
if significant numbers of Latinos are not counted, Latino
communities will only be hurting themselves because
they will not receive the health care, education, and
economic development resources needed most to reflect
their growing population.
Work with State and Local Advocates to Promote
Participation in the Census. There is an effort underway
by Spanish language television and radio to promote
participation in the 2010 Census, called "Hazte Contar"
or "Be Counted" in English, which consists of special
programming and PSAs by trusted elected officials and
community advocates. Moreover, the Census Bureau
launched a massive media and ad campaign in January
targeting Latinos and other hard to reach populations.
Given that the 2000 Census missed about 4.5 million
people, it is absolutely critical to ensure that Hispanics
and other underserved communities are aware of the
upcoming census and are not fearful of participating.
Remind Latinos that the Census is Confidential. By
federal law, the information reported on census forms is
completely confidential. The information collected is
only used to count individuals and allocate resources.
Legal status, under Census rules, is irrelevant.
Lawmakers and community advocates must continue to
remind their constituents of this to ensure Latinos are
not intimidated and will participate in the decennial
count.

While it is true that the Hispanic community has made


progress over the past years, an accurate count in the
decennial census is critical to building upon those efforts,
socially, economically and politically. Latinos cannot afford to
be undercounted like they were in 2000. The upcoming
census will play an important role in the integration and
participation of Hispanics, and will ensure Latinos are taken
seriously as the fastest growing, largest segment of our
population.

Los Aparecidos

One night, Malena and Pablo, a sister and brother traveling
together in Argentina, discover a diary that details crimes

The siblings' trip soon becomes a nightmare where they
cannot discern whether they people they are trying to save

Arrancame la Vida

office hit in that country), "Arráncame la Vida" is a period
drama set during Mexico's tumultuous, post-revolutionary

charismatic and powerful man twice her age. When Andrés
reveals a much darker side to his personality her world comes
crashing down. A corrupt politician and womanizer, he tries
to bend her to his will but Catalina's spirit would not be

has an affair with Carlos Vives, an orchestra director who

Birdwatchers

wonderfully dark comedy about a man who is confronted with

devised a plan to bring her family together and José back in
touch with his faith. As the plan is set into motion, José
becomes increasingly convinced that his wife is intent on
controlling him, even in death. But just as she devised, he
soon begins to face issues he has long avoided - his uneasy
relationship with his son, the absence of community in his life,

man refuses. In his words: "Not everything has a price tag."
Silva insists, making him lavish offers, but Castilla is intent on
teaching this "yuppie" a lesson in ethics. Written by popular

The Dry Land

stars in this haunting film about a U.S. soldier who returns
home to Texas after a stint in Iraq and struggles to readjust
to civilian life. Director Ryan Piers Williams researched the
subject for 5 years and renders a moving portrait of a man
who is unaware of the extent to which the war has damaged
him. Unable to find intimacy with his wife and given to
irrational behavior, he goes on a road trip to talk to find some
of his war buddies in the hope that they would help him
regain his memory of exactly what happened to him in Iraq.

Entre Nos

Io, Don Giovanni

Master filmmaker Carlos Saura returns to narrative cinema
with this lush portrait of opera composer Lorenzo Da Ponte.

court and was introduced to the king's favorite composer,
Salieri, and to a newcomer named Wolfgang Amadeus
Mozart. Seizing the opportunity to undermine his rival, Salieri
tricks Mozart into hiring this unknown libertine as his
librettist. However, da Ponte draws from his own sordid life
and the adventures of the infamous Giacomo Casanova to
help Mozart pen one of his most renowned compositions: Don

employs racing pigeons as drug couriers. When his plan goes
awry, and facing death threats from a notorious Mexican drug

Eziekiel is a composer with writer's block who must come up
with a tune for a job soon, or his mortgage will go unpaid.
While on hold with the bank he is inspired by the fleeting
sounds of a "muzak" tune. Desperate to hear it again he goes
to the bank and meets Paola, a very pregnant and very single
bank employee. Paola agrees to help Ezekiel find the "music
on hold" he is searching for, as long as he is willing to pose as
her boyfriend for the duration of a visit from her rather
conservative mother. This Argentine box office smash is a
well-acted and intelligent must for all lovers of the romantic
comedy genre. Starring veteran actors Norma Aleandro and
Diego Peretti.

Nevando Voy *Opera Prima

It's winter in a snow-chain factory and the orders are piling
up. When Javier, the supervisor, asks management for

combat her absolute boredom, begins to break the rules little
by little. The others catch on but rather than report her, they
join in and transform their workplace into a festive
playground. This impressive first film by Candela Figueira and
Maitena Muruzabal captures factory life in a way rarely seen:
personal, flirtatious, introspective.

Director Toshifumi Matsushita's debut feature film is a
spiritual tale set in Bolivia about a 13-year-old colchani who
embarks on his first caravan with his father. Leaving the
arresting scenery of the salt lake where they live, they travel
on the backs of llamas for months in order to trade the
precious mineral for other Andean products. Along the way,
the boy falls in love, learns about other indigenous cultures,
sees the ugly side of civilization and understands how deeply
connected he is to the land.

El Traspatio

"El Traspatio" is a fictional account of the atrocities that
continue to occur in Ciudad Juárez. Police Captain Blanca
Bravo is sent to Ciudad Juárez from Mexico City to investigate
a series of unexplained murders on young women. Most of
the victims are low-paid laborers who have been drawn to
Ciudad Juárez by the possibility of work at the
American-owned factories that sprang up after the NAFTA
agreement went into effect. Blanca discovers an incompetent
and complicit police force, an indifferent local population, and
a seedy underworld. Will she be able to stop the savagery?
Mexico's official submission to the 2010 Oscars, starring Ana
de la Reguera and Jimmy Smits.

discovery amidst a backdrop of rich, cultural traditions.
During his trip, Ignacio is joined by Fermín, a teenage admirer
who wishes to become a juglar like him. Jaded, Ignacio tries
to dissuade the kid but he may have to accept what destiny
has in store for both of them. Official Selection of the 2009
Cannes, San Sebastian, and Toronto Film Festivals, and
Colombia's official submission to the 2010 Oscars.

La Virgen Negra *Opera Prima

When a traditional sculpture of the Virgin Mary is replaced by
a "Black Virgin" at the church of a small Venezuelan fishing

cured, and life is magically transformed for the town's
citizens. A few months later, another change occurs, but this
time magic would not be on their side. Starring Carmen
