Statement of the Problem

This study aimed to determine the Level of Implementation of Road Safety

Management in Dumaguete City.

Specifically, it sought to answer the following question:

1. What is the Level of Implementation of Road Safety Management in Dumaguete

City in terms of:

1.1 Traffic Signs, Laws and Speed Limits; and


1.2 Road Discipline

2. How significantly different is the assessment of the respondents as to the level

of implementation of road safety management in Dumaguete City in terms of:

1.1 Calamities;

1.2 Poor Budgeting; and

1.3 Lack of Road Safety Seminars and discipline

3. What are the challenges in the implementation of road safety management in

Dumaguete City?

1.1 Road and Traffic Facilities;

1.2 Public Transport;

1.3 Motorization;

What suggestions can be provided that could contribute to the effective implementation
of the road safety management in Dumaguete City.

CHAPTER 4

PRESENTATION, ANALYSIS AND INTERPRETATION OF DATA

This chapter deals with the presentation of data, its analysis and interpretation.

The data were collected through questionnaire technique. These were tabulated and

interpreted in response to the problems of the study.

Respondents’ Assessments on the Level of Implementation of Road Safety in

Dumaguete City, Negros Oriental.

To answer research problem number 1, “What is the level of implementation of

Road Safety in terms of: Traffic Signs, Laws and Speed Limits, and obstructions in the

road?” descriptive analysis through weighted mean and its corresponding

interpretations was used. Findings are placed in Tables 1, and 2.

Respondents’ Assessments on the Level of Road Safety in terms of Road Signs, Laws,
and obstructions on the road.

The Respondents’ Assessments on the Level of Road Safety in terms of Road

Signs, Laws, and obstructions on the road got an overall weighted mean of 3.24 which

has a descriptive equivalent of “Implemented”. This is a clear indication that the Road

Safety objectives are achieved and that the pedestrians, motorists, and traffic enforcers

are satisfied with the efforts of the Local Government and its implementation.

From among the enumerated indicators, it can be drawn from the same table

that “The Local Government of Dumaguete City puts up traffic laws to ensure outmost

safety to all motorist/pedestrians in the said locale.” got the highest weighted mean of

3.40 with a descriptive equivalent of “Highly Implemented”. This is an indication that the

recipients are greatly satisfied by the actions being done by the local government in

addressing road safety by their laws and how they implement it. On the other hand,

“The Local Government of Dumaguete City strictly observes speed limits on National,

Provincial, and Municipal roads.” got the lowest weighted mean of 2.98 with a

descriptive equivalent of “implemented”. This is due to the fact that the locale is a small

progressing city which is cramped during rush hours with little to no chance of over

speeding in its streets.

In support to this, In line with the President's build-build-build policy, Dutertenomics

involves the establishment of new infrastructure like roads and bridges, and

implementing programs intended to improve traffic enforcement and education.

(Yap, 2018).

The Respondents’ Assessments on the Level of Road Safety in terms of Road

Discipline got a weighted mean of 3.15 which has a descriptive equivalent of “Highly

Implemented”. This is a clear indication that there is an ongoing problem with regards to

motorists and pedestrians having little to no discipline on the road due to the fact that

majority of which skip seminars and practical exercises provided by the Land

Transportation Office as a prerequisite in getting their respective licenses.

calamities, resources, and road discipline got an overall weighted mean of 0.00 which

has a descriptive equivalent of “Highly Implemented”. This is a clear indication that

despite calamities, meager resources, undisciplined motorists and pedestrians, the local

government unit are doing their part in ensuring public safety by maintaining road

discipline in the city despite of uneventful phenomenon.

From among the enumerated indicators, it can be drawn from the same table

that both “The LGU in Dumaguete City, despite of meager resources conducts periodic

road repairs or whenever needed.” and “The LGU in Dumaguete City implements

strictly the road discipline to both the motorists and the pedestrians.” got the highest

weighted mean of 3.17 with a descriptive equivalent of “highly implemented”. This is an

indication that the LGU of Dumaguete City conducts periodic road repairs and

implements road discipline on both the motorists and the pedestrians. On the other

hand, “The LGU in Dumaguete City, ensures that when calamities greatly affect road

safety in the said locale, LGU conducts monitoring and intervention.” got the lowest

weighted mean of 3.15 with a descriptive equivalent of “Highly Implemented”. This is

due to the fact that despite of the LGU’s constant reminders and intervention to avoid

casualties and accidents during calamities, some respondents tend to ignore the

government’s orders.

The Respondents Assessment on the Challenges Encountered in the

Implementation of Road Safety in terms of Road and Traffic Facilities got an overall

weighted mean of 3.09 which has a descriptive equivalent of “Implemented”. This is a

clear indication that there is an ongoing problem on the Road Safety objectives and that

the respondents are quite unsatisfied about the traffic facilities of the City and that this

needs to be addressed as such.

From among the enumerated indicators, it can be drawn from the same table

that “Location of schools, hospitals and other commercial establishments contributing to

traffic congestion” got the highest weighted mean of 3.44 with a descriptive equivalent

of “highly implemented”. This is an indication that the recipients are able to identify the

main source of traffic congestion, road accidents, and others. On the other hand, “Lack

of traffic facilities” got the lowest weighted mean of 2.81 with a descriptive equivalent of

“implemented”. This is due to the fact that the respondents are more focused on the

underlying problem of traffic congestion rather than looking at the problem on traffic

facilities which turns out to be one of the causes of worsening traffic in the city.

In support to this, construction and road work create unexpected changes in highway

alignment and other features. So it is up for government to ensure the people's safety.

With all the criticisms, responsible government officials should not waver in their focus

on finding the appropriate solutions. (Yap, 2018).

The Respondents Assessment on the Challenges Encountered in the

Implementation of Road Safety in terms of Public Transport got an overall weighted

mean of 3.32 which has a descriptive equivalent of “Highly Implemented”. This is a clear

indication that Public transport contributes to the ongoing problem on road safety in the

city.

From among the enumerated indicators, it can be drawn from the same table

that “Too many jeepneys/vehicles on the road” got the highest weighted mean of 3.48

with a descriptive equivalent of “highly implemented”. This is an indication that the main

problem for public transport is the congestion of jeepneys/vehicles in the main roads.

On the other hand, “Duplicated lines for service routes” got the lowest weighted mean of

3.10 with a descriptive equivalent of “implemented”. This is due to the fact that the

recipients treat this problem not as a major source for violation road safety.

In support to this, The main traffic obstacles are the big cargo trucks which city hall

allows to ply the main streets  because of pressures from businessmen on election

year. The public is prejudiced. The diversion road is not yet used.  And the public is

suffering. (Negros Chronicle, 2018).

Implementation of Road Safety in terms of Motorization got an overall weighted mean of

3.22 which has a descriptive equivalent of “implemented”. This is a clear indication that

the Road Safety objectives are achieved and that the pedestrians, motorists, and traffic

enforcers are satisfied with its implementation.

From among the enumerated indicators, it can be drawn from the same table

that “Rapid increase of motor vehicles” got the highest weighted mean of 3.73 with a

descriptive equivalent of “highly implemented”. This is an indication that the recipients

are able to determine that there is an explosion in the number of motorized vehicles in

the city that contributed to traffic congestion and road safety. On the other hand, “High

volume of pedestrians using the sidewalks, overpasses and crossing the roads” got the

lowest weighted mean of 3.08 with a descriptive equivalent of “implemented”. This is

due to the fact that there is only one overpass in the city.

The Respondents Assessment on the Challenges Encountered in the

Implementation of Road Safety in terms of Sidewalk and Parking got an overall

weighted mean of 3.42 which has a descriptive equivalent of “Highly Implemented”. This

is a clear indication that the road network of the said locale is already encroached and

must be addressed accordingly.

From among the enumerated indicators, it can be drawn from the same table

that “Lack of parking spaces” got the highest weighted mean of 3.79 with a descriptive

equivalent of “highly implemented”. This is an indication that the recipients are having a

hard time finding parking spaces when they are in the city. On the other hand,

“Encroachment of vendors and businesses” and “Uneven sidewalks due to

uncoordinated design and lay-out” got the lowest weighted mean of 3.23 with a

descriptive equivalent of “implemented”. This is due to the fact that the LGU are

addressing the problems on vendors in the streets by assigning one spot for their

respective businesses.

CHAPTER 5

SUMMARY, CONCLUSIONS AND RECOMMENDATIONS

This chapter presents the summary of the study, conclusions drawn from the

results and the recommendations that the researchers came up to based on the

conclusions.

Summary of Findings

As a results from the data gathered by the respondents, the following findings are

summarized: In the level of Implementation of Road safety in Dumaguete City, the

motorists and pedestrians believes that that the LGU are doing its part in maintaining

road safety in the city and that there is always room for improvement in on both the

traffic officers and the LGU themselves.

Furthermore, the second statement of the problem got an implemented

verbal interpretation. This is a clear indication that despite calamities, meager

resources, undisciplined motorists and pedestrians, the local government unit are doing

their part in ensuring public safety by maintaining road discipline in the city despite of

uneventful phenomenon.

Lastly, the recipients added that the main problem in the city is not the road

structure and road hazard signs that contributed to dangerous roads but the ongoing

explosion of private vehicles, and PUV which cramped the city streets.

Conclusions:
from the data gathered above, can conclude that Dumaguete City is cramped
during peak hours due to the fact that the city did not expect the current development
and did not have the foresight to develop new strategic plans on the exploding traffic.
The LGU is now remedying such problem with alternative routes going to the city,
one-way schemes on busy streets, and diversion roads so as to ease the traffic
congestion in the city.

Recommendations:
The following recommendations are required: Strict implementation on the laws

and regulations of the road without favor, issue tickets strictly and uniformly, adequate

road signages and early warning devices, annual road repair on damaged sidewalks

and roads, hire more personnel to help aid in the road safety, and to follow

standardization of infrastructure and implementation of road laws. The recipients also

added to limit motor cabs for hire, widening of city roads, more parking spaces, and to

be more proactive in the part of the LGU so as to prepare the city for the future.
