PROGRESS REPORT FOR BIOENVIRONMENTAL CONSULTANT

1. Task: Appointed by Chairman, PARC, as Consultant, “Pak-China


Cooperation for Agricultural Research and Development”

2. Background: The Consultant is a Area Development and Poverty Eradication


practioneer with over 25 years field experience, relying upon innovation and low-
cost but High Tech interventions to attain Local Self-Reliance through
Localization for Globalization (“Glocalization”). Specializing in Transfer of Soft
yet High Tech Technology for enhanced Sustainable Development.
As a preliminary the Consultant has interacted with the MinFAL (now
MINFA) over a period of more than 15 years with Federal Secretary MinFAL and
mid level scientists at NARC. Many papers have been put up to Dr. Zaffar Altaf
in his previous capacity as Federal Secretary MinFAL on professional as opposed
to personal basis leading to official visit to Consultant’s Project worksite of
Applied Horticulture Conservation Irrigation, Complete, Eco-safe Plant Nutrition
and Organic Soil Management over 60 kanals Barani land in Mung, Haripur.
Further some pertinent material along with detailed and full color
brochures depicting Plant Individual Nutrient Deficiency Symptoms for Wheat,
Corn, Rice, Cotton, Citrus and Tomatoes. The material is as follows:

3. Highlights in Reverse Order:

a. February 2011:
i. PARC attempting to once again hijack vital technology has issued
me with termination letter without chance to defense, in complete violation of written
contract. Matter taken to Islamabad High Court. MINFA sponsored article appears in The
News dated February 05, 2011. Defamation and distortion of truth causes much mental
anguish and future lack of job security.

b. January 2011:
i. Continued fabrication and erection of bamboo low-cost shuttering.
22 ft dia, 13 ft apex height Geodesic Dome.
ii. Verandah, kitchen and toilet in periphery of dome incomplete due
to restriction on cutting/ curing of fresh bamboos from overgrown stand at NARC.
iii. Administrative hurdles put in way, room vacation ordered, pay
stopped. Wafaki Mohtasib approached. Now that inner structure is fabricated perhaps the
developer is no longer required. This is the 4th time that the PARC has misappropriated
technology introduced by me to implement it wrongly themselves and yield no or very
little results. Earlier Rapid, Bioaugmented Composting was adopted at NARC without
proper procedure and creation of micro environment further compounded by using wrong
inputs. Secondly, Foliar Primary, Secondary and Micronutrients as complete Plant
Nutrition were dealt with similarly after receiving numerous articles, trial reports, colored
nutrient deficiency guides, Nutrition requirement charts and other technical and material
inputs. At present PARC is formulating similar inputs using low-grade inputs. Thirdly,
Phytoremediation through Botanical Beds was adopted wrongly by adapting ages old
open lagoon method and given the wrong name. Also the present method allows escape
of Green House Gasses, uptakes nutrients and allows bacteria/ pathogens to flourish. This
is causing great harm to the environment as well as defaming a highly useful technology.
c. December 2010:
i. Relocation of Site to NARC front (Proposed for Commercial
Petrol Pump, Pucca 2 room conventional unit claimed to hold Earthworms imported from
USA).
ii. Re-fabrication of Workshop in 18 ft scrap wood/ split bamboo
using 2nd hand Plastic and old Tarp. Covered with Parachute donated by CGS, Pak Army,
Lt. Gen. Waheed Arshad.
iii. Fabrication of whole bamboos for use as 1-time, low-cost inner
shuttering for Pucca Geodesic Dome Structure.
d. November 2010:
i. Cost reduction for Disaster proof Construction:
ii. Negotiations for Distributorship of PARC Products (Cattle Feed
and Honey) in 3 Districts. NARC product fails to satisfy prospective investors.

Solid Waste in Mingora, priced at Rs. 20 million was discussed
with the Chairman and reduction in Capital cost was emphasized.
iii. New PC-1: Community Based Development of Trout Fisheries for

establishment of two Hatcheries and 18 raising Ponds.
iv. Geodesic Dome with Sub-Soil (Reticulation) Irrigation &
Innovative Drip System: Complete Dome at 19.5 ft. dia and 11.5
ft. Height was fabricated from split bamboos by hand.
v. Roof-top & Surface Rain Water Harvesting for Jivni, Makran
Coast: RWH proposal for Jivni under ALP has been prepared and
submitted to Planning Directorate PARC on instructions of the
Chairman.
vi. Jatropha Bio-Diesel: After successful raising of 10,000 plants
through seed provided by the Chairman, efforts are underway to
spread cultivation to 12,000 kanals in DIK District.
vii. Mushroom Growing: A team of young entrepreneurs/ social
workers from Lahore are being facilitated to grow mushrooms
through Communities for marketing.
f. May, 2010:
ii. Detailed PC-1: Biomelioration Program for Coastal Areas
Development with complete financial and physical targets was
submitted.
iii. Geodesic Dome with Sub-Soil (Reticulation) Irrigation &
Innovative Drip System: Table top model of Geodesic Dome was
submitted to Chairman PARC and DG NARC.
iv. Roof-top & Surface Rain Water Harvesting Systems: RWH

reviewed and updated according to requirements.
iii. Biofuel: 5 Kgs seed of Jatropha was provided to Mr. Kundi.
iv. GIS: Arc View Software was studied and extensive practice was
carried out to perfect GIS systems..
v. Introducing Plant varieties: Vanilla Bean climbers for plantation
in Litchi Orchards along River Ravi at Sharqpur Sharif are being
discussed with Chairman, PARC.

i. Feb, 2010:

i. Compost Machines: PC-1 for Compost Machines for NWFP (06


nos) was finalized and submitted.
ii. SWM Segregation & Windrow Composting: Detailed PC-1 was
submitted to Chairman PARC.
iii. Biosaline Project: An emergency requirement to make a draft PC-
1 for Biosaline Agriculture was prepared within 2 days for the
Chairman to take up with Minister Agriculture.
iv. GIS: I have obtained the requisite software from NARC and the
matter is being vigorously pursued.
v. Biofuel: A large landholder from D. I. Khan, Mr. Saleem Kundi,
former PD PTCL, was introduced to the Chairman. Mr. Saleem
offered 1000 acres for growing Jatropha.. Discussions were also
held regarding Sugar Cane; Dates and Potato crops for D. I. Khan.
vi. Livelihoods & Cottage Industry: Discussion was held with
Chairman PARC for extending Cottage Industry efforts to include
Shawl Weaving as developed in Nathiagalli, Abbottabad District.

iv. Punjab Forestry Research Institute, Gatwala, Faisalabad:


Trials of Polyacralamide for erosion control and Seeaweed extract
(Natural Plant Hormones: Cytokinins; Gibberelins and Indole-3
Butyric Acid) for Seed Germination, through the Chief
Conservator of Forests Punjab Central Zone. Trials were carried
out on Acacia nilotica in Thall and slope stabilization in Pothwar
Region. The results are extremely encouraging as 100% erosion
control in Pothwar and 25% increase of seed germination in Thall
Region.

4. Monthly Progress Dec-Jan 2009/ 2010:


a. The first task was to initiate a Project for Municipal Solid Waste
Composting and Liquid Waste Treatment through Bioremediation in KPK in this regard
and six Cities/ Towns of KPK were earmarked for this purpose. Accordingly I
coordinated with Mr. Khalid Aziz, Advisor to the Chief Minister, NWFP and Mr.
Ghulam Dastigir, ACS (D) KPK and arranged to visit their offices in Peshawar during the
second week of December. The ACS (D) KPK arranged talks with Director Peshawar
Development Authority and P&DD KPK. Accordingly six Cities/ Towns of KPK were
earmarked for MSW Composting and one Liquid Waste Treatment Plant in Hayatabad,
Peshawar for construction of Bio Reactor for Methane Gas generation. The six Cities/
Towns were:
i. Abbottabad.
ii. Mingora.
iii. Mardan.
iv. Kohat.
v. Bannu.
vi. D. I. Khan.

b. PC-1: As the ACS (D) has asked for a detailed proposal and PC-1 in order
to pursue the issue, a detailed PC-1 was prepared by me during the second and third week
of December in offices of PARC. Close coordination and information exchange was
initiated by me with ACS (D) KPK and two renowned NGOs in Abbottabad (IDEALS)
and Mingora/ Mardan (Caravan) as well as Syed Jaffar Shah, ANP MPA from Madyan
Swat, in order to get details. The NGOs have been involved due to the fact that the PC-1
was prepared under the concept of Community Led Total Sanitation (CLTS).

I provided trial material to PFRI for trials of Polyacralamide for erosion
control and Seeaweed extract (Natural Plant Hormones: Cytokinins;
Gibberelins and Indole-3 Butyric Acid) for Seed Germination, through the
Chief Conservator of Forests Punjab Central Zone. Trials were carried out
on Acacia nilotica in Thall and slope stabilization in Pothwar Region. The
results are extremely encouraging as 100% erosion control in Pothwar and
25% increase of seed germination in Thall Region.

6. Monthly Progress Feb, 2010:


l. Compost Machines: PC-1 for Compost Machines for NWFP (06 nos)
was finalized and submitted. The PC-1 has been forwarded to Mr. Khalid
Aziz (Advisor to CM, NWFP).
m. SWM Segregation & Windrow Composting: Detailed PC-1 was
submitted to Chairman PARC.
n. Mushroom Marketing: I suggested to Chairman PARC that powdered
mushrooms can be added to Biscuits as a Nutritional supplement/ Health
Food.
o. Biosaline Project: An emergency requirement to make a draft PC-1 for
Biosaline Agriculture was prepared within 2 days for the Chairman to take
up with Minister Agriculture.
p. GIS: It is my considered opinion that GIS should be included in all
projects for proper implementation; MIS and Monitoring. After clearance
from the Chairman, I have obtained the requisite software from NARC
and the matter is being vigorously pursued.
q. Biofuel: A large landholder from D. I. Khan, Mr. Saleem Kundi, former
PD PTCL, was introduced to the Chairman. Mr. Saleem offered 1000
acres for growing Jatropha. The Chairman has readily agreed and is
intending to visit D. I. Khan next week. Discussions were also held
regarding Sugar Cane; Dates and Potato crops for D. I. Khan.
r. Livelihoods & Cottage Industry: Discussion was held with Chairman
PARC for extending Cottage Industry efforts to include Shawl Weaving as
developed in Nathiagalli, Abbottabad District. Upon receiving green
signal linkage was established between Director Livelihoods & Cottage
Industry, PARC and Syed Kosar Naqvi, Chairman IDEALS, Abbottabad.
They have met and are in process of taking the matter further.

7. Monthly Progress Mar, 2010:

a. SWM Segregation & Windrow Composting: Detailed PC-1 for Mingora,


Swat in place of earlier 6 Cities of NWFP was reworked and submitted to Chairman
PARC and sent for review to Syed Jaffar Shah, ANP MPA from Madyan Swat.
b. Biosaline Project: PC-1 for Biosaline Project was thoroughly reviewed and
updated according to requirements.
c. Biofuel: I accompanied Chairman PARC and Mr. Kundi to DI Khan. 5 Kgs
seed of Jatropha was provided to Mr. Kundi. He was asked by Chairman to deliver 1 Kgs
to PARC Station at DI Khan and plant the rest. Nursery is reported to have been prepared
and planted. I am awaiting Mr. Kundi’s return to Islamabad for confirmation as
communications with DI Khan are difficult.
d. GIS: Arc View Software was studied and extensive practice was carried out
to perfect GIS systems. The effort is on-going.
e. President AJ&K: I met the Honorable President AJ&K, Raja Zulqernain in
connection with a visit to PARC and submission of Livelihoods PC-1. Visit was arranged
on Saturday 21st March, however due to pressing engagements and crisis the visit has
been postponed. PC-1 was submitted to Chairman PARC (Rs.77.78 million).
f. Introducing Plant varieties: Vanilla Bean climbers for plantation in Litchi
Orchards along River Ravi at Sharqpur Sharif are being discussed with Chairman, PARC.

a. Makran Coast: Detailed Phytosociological Survey of Makran (Ormara to Jivni) was
carried out in last week of March, 2010 and not included in last Progress Report.

11. Monthly Progress May, 2010:

11. Monthly Progress June, 2010:


a. Revised PC-1: Biomelioration Program for Coastal Areas Development was reviewed by
the Chairman and Establishment Cost was not accepted as excessive. A sum of Rs. 40
million has been reduced on this account.
b. Revised PC-1: Bioenvironmental Service Teams for Liquid & Solid Waste in Mingora,
priced at Rs. 20 million was discussed with the Chairman and reduction in Capital cost
was emphasized.
c. New PC-1: Community Based Development of Trout Fisheries for Malakand and Hazara
Division is being prepared complete with establishment of two Hatcheries and 18 raising
Ponds.
d. Geodesic Dome with Sub-Soil (Reticulation) Irrigation & Innovative Drip System:
Complete Dome at 19.5 ft. dia and 11.5 ft. Height was fabricated from split bamboos by
hand by me with support from my personal employee who expended 08 days labor
without any benefit. The structure was found to be unstable due to nature of bamboos and
splitting of same. This resulted in much trial and error without financial support for the
effort. Despite the challenges involved an almost perfect solution has been worked out in
conjunction with FMI workshop. The new version of complete bamboo poles is being
fabricated. Lack of transport and labor is causing delay. However successful erection is
expected by early next month. This would result in a new structure capable of being
dismantled and easily transported to remote locations for use as residential/ office
facilities.
e. Roof-top & Surface Rain Water Harvesting for Jivni, Makran Coast: RWH proposal
for Jivni under ALP has been prepared and submitted to Planning Directorate PARC on
instructions of the Chairman.
f. Jatropha Bio-Diesel: After successful raising of 10,000 plants through seed provided by
the Chairman, efforts are underway to spread cultivation to 12,000 kanals in DIK District.
g. Mushroom Growing: A team of young entrepreneurs/ social workers from Lahore are
being facilitated to grow mushrooms through Communities for marketing. The team met
with the Chairman and were supported by him. Coordination and exposure has been
provided. Discussions for growing Button Mushrooms in higher altitudes have been held
with them as well as Consultant on Mushrooms to PARC.

12. Monthly Progress July, 2010:


a. PC-1: Community Based Development of Trout Fisheries for Malakand and Hazara
Division is being upgraded to include FATA with 20 Raising Ponds, Artemia Raising
Unit and Feed Mill
b. IG FC & FATA: Liaison visit to Fort Bala Hissar for briefing was held on Friday 23rd
July 2010. Security and Administrative Support is offered for Development activities in
FATA.
c. ALP Proposal for Geodesic Domes Construction: Proposal for innovative technical
interventions has been approved with requirement to cut down on interventions. The
proposal was discussed extensively with Member NR, Staff Member SSD and Planning
Directorate. The interventions have been curtaile to Cattle Shed, Human Habitation and
Cold Store. The proposal has been resubmitted.
d. Sasbania (Egyptian Variety): Sasbania seed has been acquired through Dr. Talpur of
Plant Protection from Sakrand. The plant is used in Cardboard Industry and been
provided to Bioremediation for trials as a Hyperaccumulator and to Organic Department.
e. Mushroom Growing: Young entrepreneurs/ social workers from Lahore are being
facilitated in presentation competition arranged by Federal Science & Technology
Ministry. The team gained 3rd position and were awarded a prize of Rs.0.25 million. The
matter is being pursued for further uptake and dissemination to the public at large.

13. Monthly Progress August 2010:

Due to the devastating floods, the entire month was spent in pursuing completion
of shuttering for low-cost EQ and Tsunami proof housing. The Agricultural and
Biological Engineering Institute was approached in this regard. A paper was submitted to
the honorable Chairman and a detailed paper has been prepared in this regard.
A very strong system of clamping has been developed due to which even low cost
bamboo can be used for shuttering struts after affixing GI Sheet. A singe pentagon is
ready and due to paucity of funds the remaining 5 of the inner shuttering are still awaiting
fabrication.
Military authorities and Private Sector are being approached for funding support.
The Military has promised support provided a single unit is erected.

14. Monthly Progress September 2010:

With kind permission of Chairman, PARC, actual construction of Low-Cost,


Disaster-Proof, Geodesic Dome Home “Gharonda” has been initiated near
Bioremediation Site 1, NARC. Initially Temporary Structure for Workshop facilities are
being erected. Tools, Plant and Equipment belonging to the Consultant have been
emplaced Funding for initiation of construction work and hiring of existing technically
skilled workers is awaited.

15. Monthly Progress October 2010:


Due to the fact that no labor has been provided and the Consultant is relying upon
services of one semi skilled but willing worker, progress on-ground is painfully slow.
With no claims of being a skilled artisan, I have never the less basic skills and knowledge
of steel fabrication, electric and electronics, civil and mechanical works plus an
inexhaustible field operations capability. As such the Workshop facility has been erected
after local fabrication using recycled and locally available materials. The facility was
estimated at a cost of Rs. 40,000.00 but has been erected below Rs. 1,000.00. Material to
fabricate shuttering for rapid erection of Dome Homes is being cut and sized. Skilled
Steel Fabrication, Electric/ Electronics, Civil Works and Administrative Staff as well as
semi skilled workers are available to the consultant.
The matter is of prime importance to the Nation as 1 million shelters/ homes are
required for flood relief to date.

16. Monthly Progress November 2010:

Despite lack of funds for construction of Low-Cost Disaster-Proof Construction


great brekthroughs in concept and practical intervention have been made. Two alternates
have been added as Semi-Permanent and Permanent construction. The Semi-Permanent
alternate will greatly reduce cost of construction. It is urged that practical application will
serve to further reduce costs and time of construction through automation. Delivery
mechanism through PARC by provision of Training of Trainers from affected areas along
with provision of needed inputs has been prepared.
As there was not much activity, I have concentrated upon Marketing of PARC
Products and managed to sell 27 Bags of Animal feed as well as 10 Kgs of Honey. This
has been done to potential Distributors in Abbottabad, Haripur and Khoshab Districts.
Modalities of purchase and MOU will be worked out during the last week of November
and approval for Distributorship in these 3 Districts will be made.
As Feed Mill machinery is available but unused in D.I. Khan PARC, approval has
been obtained to negotiate with a sound and well established party local to the area.

17. Monthly Progress December 2010:

Low-Cost Home: Due to unavoidable reasons the Project was relocated from
Bamboo Site to Right Front of NARC, adjacent to new Social Sciences Building. Process
of dismantling Geodesic Dome Workshop and erection at new Site consumed
considerable time. However, progress on erection of Frame for Demonstration Building
is well in hand and progressing. Despite not being in possession of complete tools and
equipment, gradual procurement from own sources is being pursued.
Visit to Dargai and Mingora with Chairman’s Team on 23rd Dec was undertaken
with myself tasked to present details to Military Authorities. I informed CGS Pak Army,
Lt. Gen. Waheed Arshad about the visit. While at Dargai, the Chairman introduced the
Low-Cost, Super Insulated, Disaster Home being showcased at NARC. During visit to
Mingora, Lt. Col. Asad, conducting the Team, was provided details. At his invitation I
stayed back was accompanied by Dr. Ashiq and his Officer and Mehmood Sahib,
Mushroom Consultant.
We visited Nawwa Killay, near Charbagh, Swat on 24th Dec as it is being
established as a Model Village after complete destruction during recent Floods. I
proposed the Low-Cost Dome Home as well as suggested installation of Bio Gas Plant to
generate Electricity. As the village has a Livestock population of over 150 Cows and
Buffaloes there is sufficient input for 75 MHW per annum. Detail is being submitted to
the Chairman. Further, I suggested that the Mushroom Consultant share his inoculated Kg
bags and Innoculum with the locals of the village after due instruction.

18. Monthly Progress January 2011:

Low-Cost, Disaster-Proof Home: The response from Military Authorities was


very positive as CGS Office (GHQ) directed Engineering Center Risalpur (Pak Army) to
send an evaluation team of Technical Experts. As a result an Engineering qualified Lt.
Col. and a Major with a fresh post Engineering degree in Designing visited the Site
during the second week of Jan. Their evaluation was extremely positive and encouraging.
As a follow up a PhD Engineering qualified Lt. Col. from Engineer-In-Chief Branch of
GHQ, In Charge Design and Evaluation Section made a visit during the 3rd week of Jan.
He too was extremely impressed and agreed that the structure in all its permutations was
admirably suited to Disaster Proofing as well as Strategic Structures Engineering. The
matter is being constantly followed for action.
Human Development Foundation (HDF) and Imran Khan Foundation (IKF) have
also expressed keen interest in taking the matter forward. In charge Islamabad Office of
IKF visited the Site while CEO’s HDF and IKF held a meeting with me at HDF Offices
in F-10, Islamabad.
Member Natural Resources PARC, Dr. Shahid called me to his office and
enquired into the Proposed Project and asked its relevance to Agriculture. I informed him
that the structure is also a Low-Cost Green House for Environment and Predator
Protected Kitchen Garden for Household Nutritional Food Security. Other applications
include, but are not limited to, Insulated Cattle/ Sheep/ Goat/ Poultry Sheds; Insulated
Cold Store; Bioreactors for Energy Recovery from Solid and Liquid Waste; Grain Silos
and Farm Houses. All of these applications will have Disaster Proofing as well as Super
Insulation to overcome Global Warming/ Cooling.
The Intervention is a fitting response to 21st Century Challenges as well as Socio-
Economic Crisis facing the Country. At present, it is reported that, over 1 million of our
fellow citizens (mostly engaged in Subsistence Agriculture) are living out in the open due
to devastation caused by the recent floods. Secondly, recent incidence of earthquakes
with epicenters in close proximity to Pakistan should serve to remind us that we are
living in a Red Zone as far as Seismic Disturbances are concerned.
I am presently awaiting funding to complete the project as 80% Low-Cost
Shuttering Frame has been erected at my personal cost as former Chairman never
provided Rs.80,000.00 as committed by him much prior to his release.
Administrative hurdles put in way, room vacation ordered, pay stopped. Wafaki
Mohtasib approached. Now that inner structure is fabricated perhaps the developer is no
longer required. This is the 4th time that the PARC has misappropriated technology
introduced by me to implement it wrongly themselves and yield no or very little results.
Earlier Rapid, Bioaugmented Composting was adopted at NARC without proper
procedure and creation of micro environment further compounded by using wrong inputs.
Secondly, Foliar Primary, Secondary and Micronutrients as complete Plant Nutrition
were dealt with similarly after receiving numerous articles, trial reports, colored nutrient
deficiency guides, Nutrition requirement charts and other technical and material inputs.
At present PARC is formulating similar inputs using low-grade inputs. Thirdly,
Phytoremediation through Botanical Beds was adopted wrongly by adapting ages old
open lagoon method and given the wrong name. Also the present method allows escape
of Green House Gasses, uptakes nutrients and allows bacteria/ pathogens to flourish. This
is causing great harm to the environment as well as defaming a highly useful technology.
Verandah, kitchen and toilet in periphery of dome incomplete due to restriction on
cutting/ curing of fresh bamboos from overgrown stand at NARC.

19. Monthly Progress February 2011:

PARC, attempting to once again hijack vital technology, has issued me with
termination letter without chance to defense, in complete violation of written contract.
Matter taken to Islamabad High Court. MINFA sponsored article appears in The News
dated February 05, 2011. Defamation and distortion of truth causes much mental anguish
and future lack of job security.
