Internet has become a mass-media phenomenon and it is evident that its influence upon
legal information has, in recent years, been profound.
Until recently, the Internet was confined to academic use, but it is now embracing all sort
of activities. Of course, through electronic communication, the diffusion of legal information
is also achieving remarkable and unparalleled improvements in the accuracy, speed and
efficiency.
The aim of this booklet is to provide an essential guide to find Italian Laws, rulings,
jurisprudence, case law and all sort of Italian legal material available online and for free.

6) Tips , tricks & links to find Law Schools, Legal Reviews, Associations and
Law firms
In the cyberspace age, legal information is due to become electronic and digital. This
evolution is incumbent and inevitable for three reasons:
- The Web is easily accessible. Nowadays, all sorts of information are available over the
Internet and connecting to the Net is very easy
- The electronic format information (databases, electronic reviews, digital books,
personal home pages) is constantly increasing.
- Communication among users (e.g. Authors) is instant.
Moreover, the possibility to immediately transfer data renders public documents (I.e. Acts,
Bills, Rulings, etc.) easily accessible by the whole members of the community.
Bearing this in mind, it is evident that legal information will be soon diffused over the Web.
We are all about to face a global village.
Given the huge and easy communication among Internet users, it is necessary to be
guided in the Cyberspace in order to internationally and immediately research legal data.
Since the presence of Italian legal data over the Internet is remarkable, this guide is aimed
to provide essential information and tools to find legal material online (e.g. Rulings,
Parliamentary Acts, etc.).
You just need a personal computer and an Internet connection.

Indices
Indices are lists of sources which render any kind of research easier.
For example, remarkable and useful legal indices are: Yahoo Italy, Aib, Interlex, Diritto & Diritti,
University.it, De Vivo and Diritto Italia.
Yahoo Italy, the Italian section of the famous search engine Yahoo.com, has set up a
comprehensive and interesting index of legal sources at the following address

The Italian Library Association (AIB) has set up a page entitled “The Public Documentation
Source on the Web”, edited by Fernando Venturini. It embodies a broad bibliography of legal
sources obtainable on the Web and it is available at the following address:

Interlex, at http://www.interlex.it , is an on-line review that deals with law, technologies and other
general information. Directed by Manlio Cammarata, it contains a page titled “Law on the Web
– a guide to the Web sites of legal Interest”. It provides over three hundred links subdivided into
three sections: Italy, Foreign Countries and Privacy.
At the University of Camerino’s main Web site, Ms.Maria Concetta De Vivo, has arranged ‘La
rubrichetta’, a complete collection of legal resources in alphabetical order. The address is:

In Diritto & Diritti, at the address http://www.diritto.it , we may find an online Legal Review which
provides a complete list of links enabling legal research. Various searching tools are available
in different sections (e.g. “Search for Laws”, “Search for Jurisprudence”). All the specific legal
topics are listed at http://www.diritto.it/dottrina.htm.
In University.it, the Web site for academics, at the address

bookmarks of legal interest.
‘Diritto Italia’, an initiative of the Institute for the Legal Documentation, also offers a database
for legal material available on Italian Web sites. The address is

Search Engines
Legal research can also be carried out through search engines (e.g. Altavista, Hotbot etc.)

Search engines specifically addressed to legal material are also available over the Internet.
For example, Cicerone, at http://www.diritto.it/cicerone.html, deserves to be mentioned. It was
an initiative of the aforementioned legal review “Diritto & Diritti”.
It utilises at the same time different search engines.
It is necessary to fill up the appropriate text-box and to use the menu. The type of document
required (e.g. Law, Act, Ruling, etc.) should be indicated in the first frame, the number of the
document (where available) goes in the second space, in the third frame it is necessary to
type the day of issue, the month goes in the fourth one and, finally, in the fifth frame, the year
should be indicated. By providing such information users can obtain full texts of legal materials.
At the page http://www.diritto.it/recherche.html, Cicerone provides French legal material as well
(i.e. Lois, Décrets, Dècisions, etc).

1) Iusseek, a search engine made of archives of legal sites, available at

2) Italex Search, a search engine providing full text of Web Pages concerned with law, at the

3) A search engine for Law Firms divided in categories is at

4) Windpress, a search engine for searching legal reviews and edited by Mediadate, is at:

When the exact date of issuing or the number of the Law are not at hand, it is possible to use
the search engine purposely provided by the Parliamentary Web site.

By supplying a word or a sentence, this search engine is able to show documents which, in
turn, contains those words. Research can be also refined by using words such as AND, OR,
NOT and brackets where necessary. If none of these terms is typed in, the word AND will be
implied.

Collective Agreements
By now, thanks to Internet, to access rulings and decisions has become easy.
At the address http://europa.eu.int/cj/it you can find full texts of awards as well as other legal
material (e.g. statistics) issued by the European Communities Court of Justice.
At the address http://www.lawschool.cornell.edu/library/International_Resources/icj.htm there are
rulings issued by the International Court of Justice of the Hague. The text of the official decisions
is in English and in French.
At the address http://www.echr.coe.int/ we may find material of the European Court of Human
Rights.
A wide range of Italian decisions are available over the Internet as well.
The Constitutional Court Web site at: http://www.cortecostituzionale.it provides constitutional
decisions either in full text or summarised. Useful information on offices and judges of the
Court is also published and a review on previous activities along with the work in progress
are also available at the same Web Page. The Italian Constitution translated in other languages
is also obtainable.
Another interesting Web site regarding the Constitutional Court is at: http://www.giurcost.org a

In the Web site, called ‘Consulta on line’, you may also find all the Constitutional Judgements.
Research can be carried out either chronologically or by entering key words in the search
engine.
A bulletin containing all the developments of the Court can be obtained by registering for free
(i.e. mailing list).
The Italian Highest Court (i.e. Corte di Cassazione) has its own Web site at:
http://www.giustizia.it/cassazione/bancadati.html. It provides a wide range of information such
as various archives of legislation, lines of decisions, doctrine, acts published on the Official
Gazette, regional acts, International and European lines of decision are jurisprudence of the
Highest Court. Access is possible by Telnet or Easyfind and it is not free.

The Consiglio di Stato (i.e. the highest court for administrative law)1 this is the highest court for

The Department of Justice (i.e. the British Lord Chancellor’s Office) is at: http://www.giustizia.it
The Tribunal of Catania for administrative issues (i.e. TAR)1 is at: http://tar.lex.unict.it/tar . This
initiative is the result of an agreement between the centre of legal documentation of the School
of Law of Catania and the Tribunal itself. It provides the main decisions of the Court.

Tips , tricks & links to find Law Schools, Legal Reviews, Associations and Law firms
Diritto & Diritti, at the address http://www.diritto.it, edited by the author of this booklet, was born
on the 24th of December 1996 and it is aimed to help in legal research through the use of
Internet.
It is a guide, a meeting point , able to operate without the traditional limits and ties of space and
time; today it has assumed the features of a real legal portal, the first one in Italy.
By clicking on the frame on the left of the screen, research by subject can be made among
laws, judgements, administrative actions and academic commentators.
Articles and links regarding Information Technology Law, Administrative Law, Tax law, Civil
law and Penal Law are also available. Other special pages: Critical Observatory about safety of

Jura has been the first Italian legal Web site and it is divided in two parts: Jura for jurists,
containing initiatives for law technicians, and Jura for citizens.

Zaleuco, set up in the beginning of the ‘900, has an on line edition, at the address :

“Diritto e Diritti” along with other Web sites and legal operators (i.e. Infodir.net) have promoted
the initiative “free laws” which can be viewed at the address

Mailing lists
In Italy there exist three legal Mailing lists managed from Infodir.net . they are available at

The first is named DIRITTO@degrazia.it and it generally deals with legal matters; the
second one is called AGORA@degrazia.it and it is a virtual meeting point for legal
trainers meetpoint for legal trainees.
In order to subscribe the first mailing list, an email should be sent to the address:
DIRITTO@degrazia.it typing as Subject: subscribe; subscription to the second Mailing list
can be done in the same way, by sending an email to the address: AGORA@degrazia.it
The third one is called SECLAW@degrazia.it and it deals with legal problems relating to
