1.0 INTRODUCTION

The purpose of the Construction Method Statement is to outline our approach to


managing the construction works for the Land reclamation for Viju Industries at
Ogombo Lekki, Lagos. VIJU Industries Nigeria Ltd envisages developing in phases a
total 70ha bare land site at Ogombo, Lekki. The first phase will be reclaimed for
accommodation of among others a boarding school. Before any building or structure
can be constructed, the land needs to be reclaimed and raised to enable sustainable
development. Because the current location is low lying, wet and swampy, the site needs
to be reclaimed by means of sand filling. The dimensions of the development are
approximately 980 m x 750 m. This document includes specific comments on the site
establishment, logistics, and the process of managing the overall environment
surrounding the property. It will also ensure that the construction works causes
minimum disruption to the environment with a safe working and living environment
maintained. The agreed contents of the Construction Method Statement will form part
of the development plan. The Plan will be constantly reviewed and any changes or
improvements will be added and agreed with the Client and the Plan revised and re-
issued. These proposals are to enable third parties to understand the nature of the
works and the various construction activities associated with the development. This
Construction Method Statement is subject to third party approvals and therefore
amendments are likely. Formal approvals and activity methodology approaches will be
addressed in detailed submissions to the design team and the Client. Liaison with the
stakeholders and interested parties will continue throughout the project, as information
is updated and as the project develops. Particular attention will be paid to ensure that
the stakeholders are kept appraised of progress and future works on the project.
Generic statements herein are to be further developed into plans, procedures, and
detailed method statements as the project develops.

1.1 Description and Scope of Works


The project site is located in the town of Ogombo, Lagos State, with an area of about 70
hectares and a distance of about 2km from the southern Atlantic Ocean. The purpose of
the development is to house a primary school and accommodation.
The scope or work of the project is:

 Cleaning the site and removing peat within the project boundaries;
 Dredging from the borrow pit for the purpose of reclamation land(raising the
ground elevation to 3.25m);
 Improving the soil in accordance with the performance criteria;
 Installation of drainage system;
 Inspection and testing

1.2 Prevailing Site Condition


1.2.1 Site location and Physical condition
The proposed site is located at Ogombo town within ETI-OSA Local Government area
of Lagos State. The proposed land development lies within Latitude 6.455594N and
Longitude 3.608458E and it is approximately 2km inland from the Atlantic Ocean. The
whole area of the proposed development is located on 70 Hectares on land and
described as an exposed low land, poorly drained and water logged or swamp terrain.
Boats, Pontoons (Platforms manmade) and Barges were used for the field operations
due to the level of the water during the field campaign. The main access is via Ogombo
road, Lekki - Epe Expressway, Lekki, Lagos State. It is close to the Artican beach and
Abraham Adesanya Estate. The site of the proposed reclamation is situated at
approximately 1 km from the coast in an area of generally flat, undeveloped land, with
low brushwood.

1.2.2 Analysis of Engineering Geology


According to the geological survey report, there are mainly two types of soil on the
topography of the site.

1. Peat: The soil is very soft, a combination of dark brown, dark green, and gray. It
contains plants and sawdust, and its water content ranges from 22% to 4189%. The
thickness of this layer ranges from 0 to 8.25m. According to soil test data report from
the site, the northern part of the site is thinner and the southern part is thicker. The pink
line area in the picture is two deeper peat areas inferred from the drilling data, with a
thickness of 7.5 ~ 8.25m.

2. Sand: from light to dark compactness from loose to medium dense, dense, color is
dark brown, light gray, particle size from thin to coarse.
3. Groundwater situation: According to the survey report and the scene photos, most of
the sites were flooded during the survey.

1.2.3 Prevailing Condition of the Borrow Pit


The Borrow Pit is about 140,000 square meters, according to the preliminary design
report, the site in the area is about 720 meters long, 200 meters wide, the northern part
of the site has a river, about 7 meters wide, and about 2 meters deep water depth.
2.0 CONSTRUCTION ORGANIZATION STRUCTURE AND MOBILIZATION
PLAN
This chapter describes the personnel involved in the realization of the scope of works
covered under this method statement and provides information on the organization,
roles and responsibilities.

2.2 Responsibilities
The specific tasks and responsibilities of the project staff, crew and labor directly
involved in the activities covered under this method statement are described below;

for survey check, setting out and measuring activities;
 To perform internal equipment calibration where necessary in accordance with

during operations with regards to HSE;

 Provide safe working conditions for all workers under their supervision.
 Provide workers with instruction in safe work procedures. Supervisors shall
require employees to use personal protective equipment, as appropriate, as part
of their routine duties, e.g., hard hats, goggles, masks, respirators, safety glasses
or other items deemed necessary.
 Correct work site conditions, which are liable to cause or have caused accidents.
 Undertake the investigation of accidents, incidents, or near misses to determine
the underlying causes. Report in detail to the Superintendent and complete the
required report forms on a timely basis.
 Provide a good example for employees by always directing and performing
work in a safe manner.
 Conduct regular inspections for unsafe practices and conditions and ensure
prompt corrective action to eliminate causes of accidents.
 Work in cooperation with other project supervisory personnel to determine safe
practices, enforce their observance, develop procedures for dealing with
violations and develop other general safety and accident prevention measures.
Provide each employee with information about the hazards of his/her job and
how to avoid them.
 Maintain housekeeping standards and assign definite cleaning and organizing
responsibilities to individuals. Enforce all established safety legislation and work
methods.
 Provide a minimum of one toolbox meeting a week with their crew and record
minutes on the prescribed form

2.3 Mobilization of Personnel, Equipment and Materials


To fulfill the preparatory work for the project execution, CCECC will establish a site
office and yard for personnel, equipment and materials and will make best usage of
local labor, by carrying out technical training. Meanwhile, we promise to mobilize
sufficient engineers and technicians from China to carry out the job. The equipment will
likewise be mobilized as needed.

I. Personnel Mobilization Scheme


The management and key workers will be mainly assigned and transferred from
CCECC Headquarters in Lagos, while, some skilled and most ordinary laborers will be
employed in the local area.
II. Equipment Mobilization Scheme

Machineries, equipment and plants including personnel transport vehicles which are
from the recent completed projects in Nigeria by CCECC are readily on the ground. All
of these items are in good condition and ready for the project.

3.0 CONSTRUCTION SITE ARRANGEMENT

3.1 General Arrangement


Construction arrangement will conform to the following principles:

1. Construction will be carried out without interrupting the activities of the locals,
transportations and environment.

2. Manufacture & Equipment Yard.

3. Considering material transportation such as laterite, cement, sand, pavement


materials, and construction management.

3.2 Arrangements of Temporary Works

1. Temporary Residence
According to site investigation, local resource allocation of water, power, and materials,
considering the site management, two Manufacture & Equipment Yards (M&E Yard)
with site offices will be established. Project headquarters with M&E Yard will be
established in Ogombo, very close proximity to the site as the main construction yard.

2. Water Supply
According to site investigations, well water is available, but portable water will be
supplied and used by personnel for living and production needs. The water will be
examined and checked before being used for living and production needs.

3. Installation of Power Supply


According to the bidding documents and site investigation, local electric power supply
is unreliable. There is no electric power supply nearby the mixing station and the
construction residence sites. Electric generators will be installed for each mixing station
and precast yard. The structure construction team will use movable generators. The
detail is as follows:

The project headquarters will lease local house(s); living power will use 100kw
generator.
The Project Headquarter with M&E Yard will be installed 700KW+120KW generator
sets for meeting the requirements of project related operation activities. Power line of
about 2.0km will be erected within the site. And concrete mixing plant will set up here.

4. Crushed Stone Materials Yard


Crushed stone materials will be stockpiled on sites; other site for stockpiling will be
arranged on request.

5. Concrete Supply Route


The movable JS750 coercible mixer with a production capacity of 15m 3/h will be used.
The unit is equipped with automatic measuring and material filling.

Concrete will be transported with 0.8m3 small tipcarts, pumped into the forms and
tamped with machine.

6. Equipment Storage and Maintenance Facility


Equipment lot and maintenance yard will be built nearby the road in the site office.

The equipment lot yard will be leveled with graders, which covers an area of
1,500m2,with 5 cars parking area and available fire fighting facility.

8. Spoil Area
It will be selected or recovered in accordance with specifications and requirements.

9. Laboratory
According to the requirements, the site Laboratory shall be set up at a strategic location
for relevant test work.
10. Medical Health Facility
It has been proposed to establish a first aid within each site office for the site
construction personnel. The qualified medical staff will be selected for the works.

4.0 CONSTRUCTION METHODOLOGY

4.1 Site Preparation Works


All existing facilities, which are within the construction site radius considered to
obstruct any work activities, will be removed or be provided with protection against
damage, dust and dirt. The site construction area shall be enclosed to control material
equipment as well as to avoid any incident/ accident. Underground hindrance and
aerial facilities shall be duly investigated before the commencement of work.
Construction drawings of excavation areas shall be verified.
The site needs to be drained to start the Prefabricated vertical drain installation and
therefore pumps will be mobilized, and the existing channel will need to be dammed
off to prevent further water flow entering the reclamation area. The water will be
drained into the existing drain channel to the south which is discharging through the
pump station into the river.

4.1.1 Site Clearance


Site clearance shall be carried out within the project boundary, before reclamation.
Clearing shall include, but not necessarily be limited to, the removal of trees and
stumps and vegetation (e.g. grass, small shrubs, roots, etc.) Materials waste from this
clearance shall not be burnt or covered up in any part of the works. All materials arising
from this clearance shall be removed from site and disposed off to appropriately
licensed area submitted to the Engineer for their approval.

4.1.2 Peat Clearance


The soil is very soft, a combination of dark brown, dark green, and gray. It contains
plants and sawdust, and its water content ranges from 22% to 4189%. The thickness of
this layer ranges from 0 to 8.25m. According to soil test data report from the site, the
northern part of the proposed reclamation site is thinner and the southern part is

drilling data, with a thickness of 7.5 ~ 8.25m.

Peat has high compressibility and poor mechanical properties. It cannot be used as a
foundation support layer without treatment. According to the tender drawing, the
elevation of the proposed underground drainage pipeline is 1.6m, and the current
ground elevation is -0.541 ~ 1.581m. If the peat at the bottom of the pipe is not
effectively treated, the pipeline may be deformed or cracked. The peat layer shall be
removed before the start of the reclamation. The thickness of the peat layer within the
reclamation varies between 0 and 6 meters as indicated in figure 4-2 of the engineering
report.

The peat shall be temporarily stored (stacked) in the reclaimed area. Attention shall be
paid to the slope of the peat stocks. Due to the high water content of peat, the slopes can
only be very gentle, around 1: 5. Controlled and monitored staircases or retaining walls
shall be used. In consultation with the Engineer, the Contractor will propose a method
to gradually drain the water content in peat. The applied solution shall be chosen by
the Contractor, but requires the approval of the Client and the Engineer prior to the
works.
4.1.3 Fill Requirement and Properties
Fill material shall consist of naturally occurring or processed material which at the time
of deposition satisfies the soil design parameters or is capable of being compacted in
accordance with the specified requirements to form stable areas of fill which meet the
soil design parameters. Fill material shall be a granular (non-cohesive) soil material and
allow for compaction in compliance with the fill compaction requirements as stipulated
by the client.
The fill material shall not contain;
i) Material susceptible to volume change (including mud and peat),
ii) Vegetation, timber, organic, soluble or perishable material,
iii) Dangerous or toxic material or material susceptible to combustion and
iv) Metal, rubber, plastic or synthetic material.
Fill material used for reclamation shall be inert granular material.

4.1.4 Volumes and properties fill material for reclamation


Reclamation material shall be dredged from a dedicated area indicated in drawing TV-
0001 and shall have the following volumes and meet the following properties:

4.2 Construction work Procedure
The proposed reclamation site is strategically divided into seventeen work areas with a
width of 50m each sandwiched by eighteen temporary access roads of 10meters wide
for ease of passage for equipment and machineries. A temporary channel shall be
created at the eastside of the site as shown in the drawing above to effectively drain off
water into the river. The first operation shall be the construction of temporary access
roads, after successful evacuation of the vegetation, peat and other unsuitable materials,
the first access road section shall be immediately be filled with sand from the borrow pit
and thoroughly compacted so as to allow passage of equipment and more importantly
to enable construction works to be carried out on the first and second work areas. The
operation shall be repeated for the next nine successive sections of the access roads and
the work areas.

The clearance operation for the access road and the work areas, the sand filling
operation and compaction shall be shall be done concurrently. The site clearing
operation shall be accomplished by the use of long arm excavators and dump trucks
with the spoils deposited temporarily at the site boundaries before subsequent disposal
to an approved location not more than 2km away from the site.

The borrow pit shall be rid of vegetation and other unsuitable material by the use of
long arm excavator before the commencement of extraction of sand. The long arm
excavator shall commence the process of taking sand extraction from borrow pit until
there is sufficient space to accommodate the dredgers, then dredgers shall be used for
sand extraction and the sand extracted shall be channeled directly to the reclamation
site with the aid of a 500meters long hosepipe. As the long arm excavators continue to
evacuate unsuitable materials from different sections of the site, the sand extraction
operation will be going on concurrently and the extracted sand shall filled the
evacuated spaces to an average depth of 1m above the water level. Compaction of the
filling sand will be done with the aid of a roller compactor until a fully compacted soil
layer is achieved.
4.3 Drainage System
The drainage system consists of four components; subsurface drains, open ditches, a
basin and an open drain. The subsurface drains run roughly from east to west, the open
ditches from north to south, the basin and open drain are located at the south side of the
reclaimed area as indicated in drawing.

4.3.1 Concrete Work


1. Generally
Due to the restricted construction site of the project, all the concrete for the project will
to be mixed and transported from the nearby site of CCECC. Concrete mobile trucks
will be used to ensure the efficient transportation of concrete.
All concrete work shall be carried out in strict accordance with the Architect and
Engineer’s details and instructions.
2. Cement
All cement for use in the works shall be ordinary Portland cement obtained from an
approved manufacturer and shall conform in all respects to B.S. 12 for Portland cement.
Cement shall be delivered to the site in approved sealed containers which are to be
clearly marked with the name of the manufacturer. Loose cement or cement delivered
in damaged or unsealed containers, including re-bagged cement, are not used in the
works.
Cement is to be stored on site in a weather proof store, having a timber floor raised
150mm above the ground. Each consignment of cement shall be stacked separately and
marked so as to be easily identifiable. Any cement rejected by the Architect or Engineer
shall be immediately removed from the site and if requested, all other cement from the
same consignment shall also be removed.
3. Fine Aggregates
Fine Aggregates shall consist of well graded coarse and pit sand free from salt, organic
matter and any impurities, graded in accordance with B.S. 882. The particles are to pass
a 5mm test sieve and of which not more than ten percent shall pass a No. 100 B.S sieve.
4. Coarse Aggregates
Coarse aggregates shall consist of natural gravel, crushed gravel or crushed stone free
from all impurities, graded in accordance with B.S 882 from the nominal maximum
sizes referred to hereafter. None of the coarse aggregate shall pass 5mm square mesh
measured in the clear.
5. Storage
Aggregates shall be stored in proper stock-piles and in such a manner that they do not
mix with the underlying soil or come into contact with impurities, or mix with each
other. All Aggregates shall be clean and free from all chemical, organic and
mineralogical constituents which react unfavorably with cement, reduce the strength
the durability of the concrete or attack the steel reinforcement, and shall where required
and directed by the Architect or Engineer be washed before use.
6. Water
Water shall be clean and free from all impurities.

4.3.2 Reinforcement
Reinforcement shall be from an approved source and shall comply with the
requirements of B.S. 4449 for hot rolled mild steel and hot rolled high yield steel or
B.S. 4461 for cold worked high yield and to B.S 4483 for fabric reinforcement.
Reinforcement steel delivered to the site shall be clearly marked upon arrival and
stacked so that each consignment and steel from different sources can be
distinguished easily.

 The Contractor shall allow for providing such samples of reinforcement steels as
the Engineer may from to time to time require for the purposes of testing.
 Should the tested samples of reinforcement steel from any consignment fail to
comply in all respects with the relevant B.S, then Architect or Engineers may at
their sole discretion order the removal from the site of all steel item that
consignment.
 All reinforcement shall, immediately prior to placing, be free from loose mill
scale, loose rust, oil, grease, dirt or other foreign matter. Reinforcement is to be
placed and secured in the exact position as indicated on the drawings and is to
be securely wired with and including soft pliable steel wire of approved gauge at
all intersections and adequately supported in position in such a manner that no
movement takes place before the concrete has set.
 The steel shall be so placed that in no case shall any bar in column come closer to
the finished surface of the concrete than 38mm, in a beam 25mm, and in slabs
12mm or the thickness of the bar whichever is the greater.
 All bars are to be bent cold on the site in a suitable and approved bar bending
machine and accurately shaped to the shapes and profiles strictly in accordance
with the drawings and bending schedules.
 The Contractor will be provided with bar bending schedules showing the
diameter, cut lengths, bending dimensions and location of each bar in the work.
The lengths and bending dimensions will be deduced as accurately as possible,
but the Contractor is to check the schedules before cutting the bars or placing
them in position in the works as he will be held responsible for all inaccuracies or
omissions in the schedules which have not been brought to the prior attention of
the Engineers.
 Concrete is not to be placed around any reinforcement until the formwork and
reinforcement have been inspected and approved by the Architect or Engineer.
4.3.3 Formwork

 Most of formwork shall be of watertight plywood plus a little portion of steel


formwork suitable for different shapes of structures to be true to line and of
suitable thickness and sufficiently strutted and braced to be free from
appreciable deflection under the load of concrete to be placed upon it. The joints
shall be so tight as to prevent leakage of liquid cement.
 All vertical supports shall be supported by folding wedges upon ample sole
plates so that centering may be strut without causing shock or jar to the
structure.
 All formwork described as wrote shall be approved by the Resident Engineer
before the concrete is poured and the Contractor shall notify the Resident
Engineer t when the formwork is in position ready for inspection. Joint between
planks or members shall be planed or machined that the concrete surface shall be
smooth and free of joint marks when the formwork is truck.

4.3.4 Subsurface drain specifications


The sub-surface drains shall be laid in a parallel configuration with a pre-determined
spacing. The detailed specifications are as follows;
 The sub-surface drains shall be discharge into the open ditches at a level of +1.60
MSL, with a vertical tolerance of less than ± 0.1 m;

 The underground drains shall be installed with a slope of 0.1-0.2%. The chance of
pipe sedimentation is reduced because the slope results in a higher discharges;

 The sub-surface drains shall extend 5 cm beyond the slope of the ditch to
facilitate future maintenance works;

 The total length of all sub-surface drains is approximately 6200m;

 The sub-surface drains shall have a spacing of 75m as indicated in drawing TV-
0001;

 The sub-surface drains shall be made of PVC and wrapped with poly propylene
(PP) fibers;
 The sub-surface drains shall be perforated to ensure good permeability while not
impacting the integrity of the drains and shall be able to resist handling,
installation and maintenance without damage;

 The minimum drain internal diameter shall be 100 mm with a synthetic envelope
of PP 700 μm, with new fibers;

 The lifetime of the pipes shall be 30 years or more.

The locations and level of the drainage system to the dimensions and levels shown on
the drawings shall be set out first. Then the excavation in trench shall be carried out to
ensure that the drains can be laid in straight lines as shown on the drawings. Reusable
excavated materials shall be set aside for reinstatement. Sides of trenches and other
excavations greater than 1.2 m deep shall be suitably shored or shall be battered back to
ensure stability of the excavation.

5.0 ENVIRONMENTAL IMPACT AND HAZARD IDENTIFICATION

Foreseeable environmental impact/hazards that may surface during the construction of


the shore protection works include but not limited to: impact on air quality, water
quality, land and soil quality, socio cultural and economical, and traffic/ transport.
Possible hazards are:

 Chemical hazard e.g. contamination by petroleum products, solvent etc


 Biological hazard e.g. dust, ground and water pollution etc
 Physical hazards e.g. electric current, heat, noise, vibration etc
Specific Measures
The following specific measures must be adopted to reduce pollution and turbidity to
the absolute minimum.
 Grading of the sand selected for reclaim and sandbank extension shall match that
of the existing sandbank as closely as possible. The material shall be free of clay,
organic matter or other detritus.
 Pumping shall be controllable in rate so that it can be slowed if turbidity levels
rise. It is expected that pumping can be maximized over both high and low tide
periods, but may have to be reduced as tidal flows in both directions increase. In
particular turbidity during tidal flows away from the sandbank and towards the
new basin must be strictly controlled to prevent sand flowing back into the
newly dredged areas.
 Floating containment curtains extending well into the water will be required to
restrict movement of the more turbid water until it has settled.

5.1 Health and Safety Control


One of the main aspects of this procedure is Safety and Health Control. This is to
control occurrence of injuries as well as damage to equipment and properties during the
entire construction period. In order to ensure a safe working environment during the
entire construction work is obtained, the safety measures will be implemented as
follows.
 Barricades/Signs will be provided sufficiently and maintained, as precautionary
measures during the entire stage of construction, to protect the work, workmen
and safety of the public. In case of precaution against failure of lights, barricades
will be equipped with suitable reflecting material. Barricade will be made to
indicate the construction boundary.
 Prior to using any machines/equipment at site, ensure that they will be
inspected and certified by qualified person.
 Periodic Preventive Maintenance will be made on all equipment and machines.
 Operators and drivers are to be equipped with valid driver’s/operator’s license
or permit from concerned government agency. Working in the night time and/or
during rain will not be allowed.
 Only authorized drivers or operators will be allowed to operate machines or
equipment.
 Only authorized signalman will be assigned together with the operator or driver.
 Lifting equipment as well as its accessories such as sling wire, nylon sling,
shackles, chain blocks crane hook and latch will be inspected prior to using.
 Places great emphasis on all matters of health, safety, and environmental both in
the workplace and to the public during the execution of their works.
 Personal Protective Equipment (PPE including mask gas filter type) will be
issued to all workers such as safety shoes, hardhat, working gloves, safety
goggles (if required) .
 Wearing of the basic PPE shall be fully enforced.
 Regularly check that safe working condition is obtained prior to working.
 Construction waste will be disposed of in an appropriate manner. There will be
no dumping of garbage, waste, construction debris, motor oils, etc., on the site or
on the adjoining vegetated areas. Ensure that all damages accompanying
transportation of the excavated material will be at Contractor responsibility.
 The transportation path from site to the dumping area will always keep clean
and free from soil , waste matter that may falling down during transportation.
 Any potentially dusty material being transported from work sites will be
securely contained. Transporting vehicles, etc., will be monitored to prevent
overloading and over-filling.
