1 EXPLANATORY NOTE

3 This bill seeks to provide for basic computer literacy training for senior citizens,
4 amending for the purpose Republic Act No. 7432, entitled, “ An Act to Maximize the
5 Contribution of Senior Citizens to Nation-Building, Grant Benefits and Special Privileges
6 and For Other Purposes, ” as amended.

8 Section 4, Article XV of the 1987 Constitution provides: “SEC. 4. The family has
9 the duty to care for its elderly members but the State may also do so through just programs
10 of social security.”

12 It is the duty of the State to shall provide our senior citizens the opportunity to learn
13 basic computer literacy especially in this age of information technology and connectivity.
14 Computer literacy programs will help seniors to seek information available on the internet
15 that would be of interest to them—information such as social security benefits, discounts
16 for senior citizens, financial and medical benefits, and employment. Without the basic
17 knowledge and skills of simple computer literacy, senior citizens are placed at a
18 disadvantage in this age where services and information are already provided on the web.

2 In view of the foregoing, the immediate passage of this bill is earnestly sought.

2 PROVIDING FOR BASIC COMPUTER LITERACY TRAINING FOR SENIOR
3 CITIZENS, AMENDING FOR THE PURPOSE REPUBLIC ACT NO. 7432,
4 ENTITLED, “AN ACT TO MAXIMIZE THE CONTRIBUTION OF SENIOR
5 CITIZENS TO NATION-BUILDING, GRANT BENEFITS AND SPECIAL
6 PRIVILEGES AND FOR OTHER PURPOSES,” AS AMENDED

8 Be it enacted by the Senate and House of Representatives of the Philippines in Congress
9 assembled:

11 SECTION 1. Paragraph (g), Section 4 of Republic Act No. 7432, as amended, is hereby
12 further amended to read as follows:

14 “SEC. 4. Privileges for the Senior Citizens. – The senior citizens shall be
15 entitled to the following:
16 a) xxx

18 g) educational assistance to senior citizens to pursue post secondary,
19 tertiary, post tertiary, vocational and technical education[,]
20 INCLUDING BASIC COMPUTER LITERACY TRAINING, as
21 well as short-term courses for retooling in both public and private
22 schools through provision of scholarships, grants, financial aids,
23 subsidies and other incentives to qualified senior citizens,
24 including support for books, learning materials, and uniform
25 allowance, to the extent feasible. Provided, That senior citizens
26 shall meet minimum admission requirements.

4 SECTION 2. This Act shall take effect fifteen (15) days after its publication in the Official
5 Gazette or in two (2) national newspapers of general circulation.
