Dear Sir:

Please be informed that one of your personnel’s , named Ruben

Esteban accompanied by a certain person named Jess, by threats,
coercion and intimidation, harassed the residents/occupants of the
land owned by the Tallano-Acop Estate, situated at No. 131 Gen.
Simon Street, Brgy. 81, Zone 8, Caloocan City, last December 20,
2010, between 1:00 o’clock in the afternoon, more or less.

1. Likewise, we/I would like to inform y our good self, that subject
property is under litigation, with I.S. No. XV-02-10D01450, and is
pending resolution. Also an arson case was filed by one of the
residents/occupants of the subject property, against Jose Victor
Bantigue, and is also pending resolution.
2. For your good self, birds eye view information Spouses Venancio
and Alice R. Quiambao and Atty.-in-fact Jose Victor Bantigue
were in possession of title, TCT No. 406760, that was falsified
and signed by Atty. Emmanuel P. Leonand, who had never been
an Employee of the register of deeds of Caloocan City. Photocopy
of TCT No. C-406760, is hereto attached and marked as Annex
“A” and the stamped name ATTY. EMMANUEL P. LEOLAND,
marked as exhibit “A-1” hereof.
3. The certification from the LRA, dated June 17 and September 3,
2010 duly signed by Atty. Loreto Ornse, Chief Personnel
Management Division had proven beyond reasonable doubt that
Atty. Emmanuel P. Leoland who FALSIFIED AND SIGNED TCT No.
C-406760 in the name of the Quiambaos for brevity, was never
been an employee/employed at the registrater of deeds of
Caloocan City. Photocopies of the said certifications, are hereto
attached and marked as Annex “B” and “C” hereof.

Falsified (TCT No.) C-406760, in the name of the Quiambaos, was used
by the Quiambaos and Atty-in-fact Jose Victor Bantigue, in the
usurpation of real rights in property (landgrabbing) of the Tallano-Acop
Estate and in intimidating, threats, coercion and
harassments/harassing the residentd/occupants of the land owned by
the Estate.
Last December 20, 2010, between 1:00 and 2:00 o’clock in the
afternoon, one of your personnel’s named Ruben Esteban, in an air of
threat and arrogance told the Estate, that a NEWOWNER of subject
property has appeared and is applying for a demolation permit.

At this juncture, kindly furnish the undersigned, the name of the said
owner of the land covered by falsified TCT No. C-406760, so the we/I
can file the necessary pleadings to protect the interest/property of my
client.

In the meantime, I would like to request your good self, to hold in

abeyance any action you might take, up to and until I.S. No. XV-02-INV-
10D01450, is finally reslved, with finality.

Note:

TCT No. C-406760, in the name of the Quiambao’s is a classic

exampleof a title falsified at Claro M. Recto, which found its way being
inserted (SAKSAK-BUNOT type of a titles) (NAISAKSAK) among the
records/titles in the register of deeds of Caloocan City, as
noted/described by the people at the LRA.

Please for No. 4 please add Annex “D” an “E”, which are the
investigation dated form and the complaint-off audit.
