Ця книга є підсумком діяльності проекту «ЕкоФінЛан Україна», який завершується 31 грудня 2010
року. 8 років діяльності були сповнені успіхами та помилками у розвитку вітчизняного органічного
сектору. Тим не менш, це – досвід: уроки засвоєні, помилки визначені, яскраві моменти назавжди за-
лишаться в пам’яті тих, хто був до нього залучений.
Авторами цієї книги виступили люди, які, так чи інакше, брали участь у проекті, мають власне ба-
чення на його діяльність і їм є, що сказати.
Автори сподіваються, що, окрім звітної інформації, зміст цієї книги допоможе читачеві зрозуміти
процеси, які відбувалися в органічному секторі на початку його становлення.
Foreword
This book is the capitalization book of the project «EkoFinLan Ukraine», which is phasing out on 31th
of December, 2010. These 8 years were full of successes and errors in the developing of organic sector in
Ukraine. However, it is an experience: lessons learnt, mistakes identified, highlights and bright moments will
remain forever in the hearts of those who were involved in it.
The authors of this book are those people who were somehow involved in the project, they have their
own vision for its activities and they have what to say.
The authors hope that in addition to reporting information this book will help readers to understand
the processes occurring in the organic sector at the beginning of its establishment.

The third millennium poses new challenges that necessitate efforts to establish proper living and working
conditions for Ukrainian people. The introduction of innovative technologies to raise agricultural production to
a new, higher level is expected to contribute considerably to improve livelihoods in rural areas. Today, having
entered the WTO, Ukraine has a unique opportunity to create new agricultural technologies which are adapted
to local conditions by combining the experience of more advanced countries and its own achievements.
The organic movement in Ukraine started with a personal contact with Rainer Sax, a Swiss organic
farmer who visited our village Pysarivka in Kalynivskyi district, Vinnytsia region in 1996. While passing by
a silo trench of about 3’000 tons, he pointed out that if this silage was processed into biogas it would be
sufficient to heat the entire village during the whole season. This opinion was so progressive at the time,
that our acquaintance grew into closer contacts, and further meetings with Rainer and his associates Fritz
Zjörjen, Hans Ramseier and Dieter Flückiger took place in Illinstsi State Agricultural College. Thus, I united
initiative colleagues, i.e. Vadym Rekunenko, Yuri Bilanchuk and Tatyana Herman, and with the support of
our Swiss colleagues we started to work towards the development of organic production in combination
with resource saving technologies. Later on this successful combination grew into a project of national
importance.
While at that time in Europe organic products were already widely spread and available in ordinary
supermarkets, in Ukraine people were hardly aware of their existence. In the best case «organic» was
associated with «ecologically pure». But thanks to constant efforts of BIOLan Аssociation to promote
organic products and make them popular, thus increasing consumers’ demand, one by one, the number
of producers interested in organic production started to increase. However, there were still many skeptics
who did not believe that this kind of farming system had any chance to survive in Ukraine.
In 2003, the Swiss Ukrainian project «EcoFinLan» officially started its activities with the financial support of
the Swiss Agency for Development and Cooperation (SDC). Main partners for the implementation of the project
were the Swiss College of Agriculture (SHL) and the Illintsi Agricultural College (ACI). Vadym Rekunenko was
appointed as а manager of the project. The first project phase was implemented in 2003 and 2004 with emphasis
on education and training of agronomists specialized in organic agriculture. A part of the scientific practical farm

Третє тисячоліття ставить перед людством нові завдання, спрямовуючи зусилля на створення на-
лежних умов життя і праці людини. Чималу роль відіграє у цьому впровадження інноваційних техноло-
гій для підвищення рівня аграрного виробництва. Сьогодні, вступивши до СОТ, Україна має унікальну
можливість поєднати досвід передових країн та власні напрацювання, створивши технології, адапто-
вані до вітчизняних умов.
Органічний рух в Україні розпочався з мого знайомства із швейцарським фермером Райнером За-
ксом. Приїхавши до нас в село (с.Писарівка Калинівського району) ще в 1996 році і проходячи повз одну
силосну траншею об’ємом у 3 000 т, він зауважив, що цього силосу, переробленого на біогаз, вистачило б
для опалення всього села протягом сезону. Така думка була настільки прогресивною на той час, що зна-
йомство переросло у більш тісний контакт і наступні зустрічі Райнера та його однодумців – Фріца Цьйорге-
на, Дітера Флюкігера і Ханса Рамзаєра – з українськими представниками відбулись вже на базі Іллінецького
державного аграрного коледжу. Таким чином, згуртувавши навколо себе однодумців і очоливши ініціатив-
ну групу викладачів у складі Вадима Рекуненка, Юрія Біланчука та Тетяни Герман, маючи підтримку швей-
царських колег, розпочалась кропітка робота над виконанням поставлених цілей – працювати в напрямку
розвитку органічного виробництва у поєднанні із ресурсозберігаючими екологічними технологіям. Пізні-
ше їх успішно об’єднали і вони переросли в масштабний проект національного значення.
У той час, коли в Європі будь-який органічний продукт можна було вільно купити в супермар-
кеті, в Україні ще не було навіть уявлення про те, що це таке. Термін «органічний» асоціювався у
кращому випадку з «екологічно чистий». Як результат постійної діяльності Асоціації «БІОЛан» з про-
сування органічного виробництва та, у результаті, значного зростання попиту, кількість виробників
зацікавлених у переході на органічний спосіб господарювання значно збільшувалась. Але були се-
ред них і скептики, які не вірили в майбутнє такого виробництва та не сприймали ідею відновлення
природної родючості ґрунтів.
У 2003 році за фінансової підтримки Швейцарської агенції розвитку та співробітництва офіційно
розпочав свою діяльність українсько-швейцарський проект «ЕкоЛан Україна». Головними партнерами
для реалізації цього проекту стали Швейцарський аграрний коледж (SHL) та Іллінецький державний
аграрний коледж. Керівником проекту було призначено Вадима Рекуненка. Перша фаза проекту впро-
ваджувалась у 2003-2004 роках з основним фокусом на освітню діяльність, навчання агрономів тех-
нологіям органічного виробництва. У рамках проекту виробничий підрозділ коледжу – господарство
«Хмільове» – почав виробляти органічні зернові. Окрім виробництва, на полях коледжу було закладе-
но багаторічний практичний дослід з метою порівняння різних систем виробництва (біодинамічного,
органічного та традиційного) та продемонструвати технологічну, економічну та екологічну доцільність
альтернативних систем аграрного виробництва.
У рамках проекту в Іллінецькому державному аграрному коледжі вперше в Україні був започаткова-
ний курс органічного виробництва для студентів, створена належна матеріально-технічна база, лаборато-
рія органічного виробництва (контроль якості органічної продукції).
Великим здобутком проекту з накопичення досвіду та розвитку контактів стала тісна співпраця
Іллінецького коледжу з 2 навчальними закладами Швейцарії: сільськогосподарським освітнім цен-
тром «Ебенрайн» та аграрним інститутом в м. Цолікофен – небагато коледжів 1-2 рівня акредитації
можуть дозволити собі, щоб щорічно їхні студенти, не витративши ні копійки на виїзні документи,
дорогу та мовну підготовку на курсах, мали змогу пройти 4-місячну практику в Швейцарії і ще й за-
робити собі невелику стипендію. Накопичення досвіду, вивчення альтернативних технологій, зокре-
ма, органічного виробництва, стали основною метою навчальної практики для студентів. Протягом
чотирьох місяців вони перебували в окремих фермерських господарствах, виконували основні сіль-
ськогосподарські роботи та відвідували теоретичні курси з різних напрямків аграрного виробни-
цтва на базі вищеназваних закладів. У кінці практики студенти захищали звіти, після чого отримували
відповідний сертифікат про проходження практики. Це був справжній шанс для розумних та праце-
любних дітей, особливо з малозабезпечених сімей.

«Kmilyove» was converted to organic farming to produce organic cereals. Additionally to «Kmilyove», a long
term agronomic trial was set up to compare different farming systems (biodynamic, organic and conventional
cultivation systems) and to demonstrate economic, environmental and technological efficiency as an alternative
to Ukrainian traditional production systems.
ACI was the first educational institution in Ukraine that started implementing organic education and
included it in its curriculum. ACI developed a corresponding infrastructure, and equipped a laboratory for
quality control of the organic production.
A great achievement for ACI was to get valuable experience and establish contacts through its close
cooperation with the Swiss agricultural school in Ebenrain and the Swiss College of Agriculture in Zollikofen (SHL).
Not many agricultural institutions in Ukraine get the same opportunity as ACI has, and is proud of it, to be able
to send each year their students for a 4-months’ practical training to Swiss organic farms. Obtaining practical
experience and learning new innovative technologies and organic farming systems in particular, were the main
aims of the practical trainings of our students. During 4 months they lived on different organic farms performing
basic agricultural work, and in parallel they followed theoretical courses at the above-mentioned educational
institutions. During the practice they received a small scholarship. At the end of the stay, they defended their
reports and received a corresponding certificate of practical training. It was a real chance for clever and hard
working students of disadvantaged families.
Furthermore, each year ACI hosts Swiss students for a 6-months’ diploma practice, and students from
Ebenrain visit us for excursions to learn about Ukrainian agriculture.
The second phase of the EcoLan project maintained its focus on production and marketing of organic
products. Intensive development of the organic market became the main focus of the project activities;
with this aim BIOLan Association was strengthened to become a key player in Ukrainian national organic
movement. The main tasks of the Association were the promotion of sustainable land use among agricultural
producers, lobbying of organic producers’ interests on national level, advisory and marketing support.
To optimize the activities of the Association, a second office was opened in Kyiv to facilitate marketing
activities and to strengthen promotional support. The office in Illintsi specialized on advisory activities and
direct implementation of organic technologies.
A great achievement of the Association is the development of the private standard for Organic Agricultural
Production and Labelling of Agricultural Products and Foodstuffs «BIOLan Label». Today, farmers from
various regions of Ukraine have started selling their organic products with the BIOLan label at supermarkets
such as Billa, «Chumatskyy Shlyakh», Metro, Westline and small organic sales points in Kyiv. Moreover, the
Association became a member of the International Federation of Organic Agriculture Movements (IFOAM)
and is an active participant at BioFach, the organic world trade fair in Nuremberg (Germany) where Ukrainian
organic products with BIOLan label were successfully represented.
An increasing number of producers and processors, interested in obtaining an organic certificate, led
to the implementation of a new project «Organic Certification and market development in Ukraine». At the
end of 2006, under the guidance of the Research Institute of Organic Agriculture (FiBL) represented by Monika
Schneider, there was the first attempt to establish the certification agency «Serteco». Later on this organization
was transformed into LTD «Organic Standard», now it is accredited and is actively providing inspection and
certification services in accordance with Ukrainian and international standards for organic production.
Today, BIOLan Association continues active lobbying of organic legislation for the regulation of
organic agriculture on national level. In May 2005, thanks to BIOLan and its project activities, a first draft
of the law on organic agriculture passed the first reading at parliament, then it was sent for revision to the
working group at the Ministry of Agriculture.
We sincerely hope that such noble work, the vision and motto «healthy soil – healthy plants – healthy
animals – healthy people» will successfully continue in the future.

Більш того, вже не один рік в Іллінецькому аграрному державному коледжі проходять 6-місяч-
ну практику швейцарські студенти, а студенти технікуму «Ебенрайн» щорічно відвідують Україну з
виробничими екскурсіями.
Друга фаза проекту концентрувалась на виробництві та подальшій реалізації органічної продукції.
Інтенсивний розвиток органічного ринку став центральним елементом проекту. З цією метою було знач-
но підсилено діяльність Асоціації учасників біовиробництва «БІОЛан Україна». Її основним призначенням
було і є просування засад органічного виробництва серед сільськогосподарських виробників, захист та
лобіювання інтересів виробників органічної продукції, консультативна та маркетингова підтримка.
Для того, щоб оптимізувати механізми збуту продукції та посилити інформаційний супровід
органічного виробництва, у Києві було організовано представницький офіс Асоціації. Крім того, в
Іллінцях функціонує Консультаційний департамент, який спеціалізується на безпосередньому впро-
вадженні органічних технологій у виробництво.
Неабияким досягненням Асоціації стало створення приватних українських стандартів органіч-
ного виробництва та власного торгівельного знаку. Сьогодні фермери з різних регіонів України по-
стачають свою органічну продукцію під знаком Асоціації «БІОЛан» на прилавки таких відомих су-
пермаркетів як Billa, «Чумацький Шлях», METRO, «Вестлайн» та в мережі спеціалізованих органічних
магазинів у Києві. Більш того, Асоціація стала членом Федерації міжнародного руху органічного ви-
робництва (IFOAM) та є активним учасником щорічної виставки BioFach в м. Нюрнберг, Німеччина, де
вона успішно демонструє національний органічний продукт під вищезгаданою маркою.
Зростаюча кількість виробників та переробників органічної продукції, які прагнули отримати
органічний статус та сертифікат, зумовила запуск та розвиток ще одного не менш важливого про-
екту – «Органічна сертифікація та розвиток ринку». На кінець 2006 року основні гравці органічного
руху, у тому числі Асоціація, були об’єднані Дослідним інститутом органічного сільського господар-
ства FiBL, представленого в Україні Монікою Шнайдер, для заснування першого в Україні сертифі-
каційного органу під робочою назвою «Сертеко». Згодом ця організація була трансформована в
ТОВ «Органік стандарт», яке сьогодні надає послуги з інспекції та сертифікації підприємств за укра-
їнськими та міжнародними стандартами органічного виробництва.
Сьогодні Асоціація «БІОЛан Україна» продовжує активну роботу щодо надання органічному
виробництву офіційного статусу через прийняття відповідного закону в Україні. У травні 2005 року
за лобіювання Асоціації Закон «Про органічне виробництво» пройшов перше читання, після того
його направили на доопрацювання в робочу групу Міністерства АПК України, до якої увійшла та-
кож Асоціація «БІОЛан Україна».
Ми не полишаємо надії, що така гідна справа і не завжди простий шлях за принципом «здоровий
ґрунт – здорові рослини – здорові тварини – здорові люди» матиме успішне продовження в майбутньому.

Часи піонерів
Ханс Рітер, менеджер швейцарсько-українського проекту
«ЕкоЛан Україна» (2003-2006)
Ера українського органічного виробництва розпочалась 11 січня 2003 року в Іллінецькому
державному аграрному коледжі. На чолі з Василем Пиндусом та Марко Дженоні органічні піонери,
такі як Віктор Мельник, Іван Бойко, Василь Носко та інші, розробили проектний документ для впро-
вадження першої фази проекту. Усі були сповнені ентузіазмом та інноваційними ідеями, про що
свідчили перевантажені картками пінборди.
Але завдання розвинути інтеграл «екологічного сценарію» від виробництва до переробки, сер-
тифікації та подальшої реалізації виявилось нелегким. Першим кроком проекту з прискорення роз-
витку органічного виробництва та підтримки органічних виробників, зокрема, було надання прямої
фінансової підтримки для будівництва свиноферми Василя Носка та овочевого складу в господарстві
Віктора Мельника. З метою проведення досліджень (порівняння біодинамічної, органічної та тра-
диційної систем обробітку ґрунту) у виробничому підрозділі коледжу «Хмільове» була забезпечена
особлива механізація. Восени 2003 року швейцарська сертифікаційна агенція «Біоінспекта» провела
першу інспекцію та видала перші сертифікати. Наприкінці 2003 року вже був незначний асортимент
органічної продукції, до якої входили органічне м’ясо, зернові та овочі. У той час ми вперше зіштов-
хнулись з основною складністю – маркетинг органічної продукції. Для вирішення цієї проблеми було
створено «Центр підтримки органічного виробництва» (ЦП), який об’єднував маркетинговий та кон-
сультативний відділи. Ідея полягала у тому, що маркетинговий відділ виступатиме посередником між
виробниками та ринковими партнерами, і зможе фінансувати технологічні консультації, які надава-
тимуться консультативним відділом. Світлана Горбань працювала менеджером консультативного
відділу, Володимир Геновський відповідав з маркетингову діяльність. ЦП спочатку працював під кри-
лом проекту, а потім був відпущений у вільний політ як товариство з обмеженою відповідальністю
(ТОВ) з двосторонніми контрактами з Асоціацією «БІОЛан Україна».
Порадившись із Швейцарським бюро співробітництва (ШБС), було прийняте рішення виділити
елемент проекту ЕкоЛан «розвиток національної сертифікаційної агенції» як окремий проект, який
надалі фінансувався Державним секретаріатом Швейцарії з економічних питань» (ДСШЕП) та впро-
ваджувався Дослідним інститутом органічного сільського господарства FiBL.
Рік за роком багато нових зацікавлених виробників приєднувались до діяльності нашого про-
екту, серед них були: Віталій Поступайло, Зінаїда Булаївська, Борис Білякович та багато інших. Завдя-
ки ретельному консультативному супроводу, вони стали зразковими органічними господарствами.
На заході України кількість зацікавлених господарств також постійно збільшувалась, тому, щоб під-
тримати цей регіон, було створено окремий департамент під керівництвом Івана Бойка. Наприкінці
другої фази проекту (2006) загальна площа органічних господарств, які співпрацювали з проектом,
становила 1 855 га.
У той час, коли виробництво поступово розвивалось, маркетинг залишався значною складніс-
тю. Не зважаючи на те, що вже було експортовано два контейнера органічних зернових до Швейца-
рії, експортна діяльність виявилась неприбутковою, оскільки об’єми поставок були замалими, щоб
покрити усі логістичні витрати.
Ситуація на внутрішньому ринку теж не покращувалася, оскільки ринкові партнери були за-
цікавлені у перероблених кінцевих продуктах. А це вимагало значно більших об’ємів та, відповід-
но, високої якості органічної сировини, однак виробники погоджувались переходити на органічне
виробництво лише за умови наявності гарантованих каналів збуту. Отже, нам були потрібні і курка,
і яйце одночасно. Мета проекту виявилась дуже складною для досягнення, але, не зважаючи ні на
що, багато чого було зроблено! У проекті я працював до 2006 року і для мене було дуже приємно
співпрацювати з моїми українськими колегами – вони хороші, надійні та працелюбні люди, які і досі
залишаються моїми добрими друзями!

Завершення чи продовження?

Основна роль проектів – це освоєння нових шляхів, ініціювання нових ідей, подолання ризи-
ків, які інші організації зазвичай не хочуть на себе брати (наприклад, приватні інвестори, фінансові
установи). Коли у 2003 році проект «ЕкоЛан» було запущено, органічне сільське господарство в
Україні було невідоме навіть віртуально, не зважаючи на величезний аграрний потенціал України.
Проект позиціонувався у ніші, яка представляла потенційно великі можливості. Не зважаючи на
це, як показало впровадження проекту, швидкість реалізації подібних ініціатив підпадає під вплив
багатьох факторів, як внутрішніх, так і зовнішніх, що роблять його досить непередбачуваним і не-
відомо скільки часу було б потрібно для досягнення амбіційно встановлених цілей.
Внутрішні фактори
Серед внутрішніх факторів, які значною мірою зумовили уповільнення впровадження проекту,
зокрема розвиток Асоціації «БІОЛан», можна зазначити «проектний підхід»: «БІОЛан» було засновано
як неприбуткову організацію, але дуже швидко стало зрозуміло, що Асоціації потрібно заробляти гро-
ші. Не зважаючи на це, проект продовжував фінансувати діяльність, включно з людськими ресурсами,
аж до кінця 2008 року. У такій зручній ситуації зі сторони «БІОЛану» не було достатньо мотивації, а
відповідно й ініціатив, для пошуку шляхів отримання прибутку, який би перекривав витрати Асоціації.
Було заплановано досить оптимістичне збільшення власних надходжень (членські внески, роялті за ви-
користання ТЗ БІОЛан, комісії за комерційне налагодження зв’язків, оплата за консультативні послуги,
тощо), але діяльності для матеріалізації цих запланованих надходжень було впроваджено замало.
Лише на початку 2009 року керівництво проекту почало вживати заходів з метою змінити ситу-
ацію. Було прийнято рішення запровадити систему мандатів замість виплат заробітної плати співро-
бітникам Асоціації. Відповідно до нового підходу проект «ЕкоЛан» підряджав «БІОЛан» на виконання
спільно визначених заходів; оплата здійснювалась після виконання завдання та контролювання ре-
зультатів. Завдяки системі, яка базувалась на відшкодуванні коштів відповідно до впровадженої ді-
яльності, «БІОЛан» став більше перейматись необхідністю пошуків додаткових джерел фінансування,
щоб забезпечити своє майбутнє. Однак, не зважаючи на це, справжня зміна ставлення не відбуваєть-
ся за одну ніч, і перебудувати проектну діяльність на бізнес було нелегким завданням.
Часті зміни у команді «БІОЛану» (особливо у маркетинговому департаменті) також вплинули на
уповільнення запланованого розвитку. З іншого боку, деякі співробітники Асоціації, які приєднались
протягом останніх років довели свою високу професійність, що дозволило «БІОЛану» зробити значний
прогрес у деяких сферах.
Зовнішні фактори
Безумовно, глобальна фінансова криза у 2008 році мала дуже негативний вплив на розвиток
органічного сектору в Україні. Фінансовий компонент проекту («ФінЛан») був вражений найбіль-
ше, коли наприкінці 2008-го банки повністю зупинили надання кредитів сільськогосподарським
підприємствам. Органічний ринок не залишився неушкодженим, адже купівельна спроможність
споживачів різко знизилась. Зараз ситуація почала потроху покращуватись, але вплив кризи, на-
певно, відчуватиметься ще протягом багатьох років.
Кампанія з пошуку фінансування, перспективи на майбутнє
Сьогодні зрозуміло, що органічний ринок в Україні буде стабільно розвиватись, більш того – стане
швидко зростаючим сектором. Звичайно, ризики залишаються: органічні продукти матимуть виправ-
дану вищу вартість на ринку лише у тому випадку, якщо їх якість буде відповідною і гарантуватиметься
органічний статус. Сектор розвивається дуже швидко і може привабити нечесний бізнес. Для того, щоб
запобігти подібним випадкам, «БІОЛан» повинен відігравати ключову роль.
Оскільки Асоціації далеко до того, щоб покривати власні витрати, у 2010 році було запущено кам-
панію з пошуку додаткових джерел фінансування. Для цілей цієї кампанії, а також для того, щоб зроби-

joined BIOLan during the last two years proved to be extremely well qualified, which allowed BIOLan to
make significant progress in some areas.
External factors
There is no doubt that the global financial crisis of 2008 had a very negative impact on the develop-
ment of the organic sector in Ukraine. The financial component of the project (FinLan) was strongly hit
when, at the end of 2008, the banks completely stopped giving credits to rural enterprises. The organic
market was also affected as the consumers’ purchase power suddenly diminished. Since, the situation has
slowly recovered, but the effects of the crisis are likely to have consequences for a few more years.
Fund raising campaign, looking towards the future
Today it seems clear that the organic market will develop in Ukraine, and it might even become a
fast growing sector. This is not without risks: organic products have an extra value on the market only if
their quality is adequate and if there is a guarantee that the products are truly organic. A sector growing
too fast could attract unscrupulous business people. To prevent this, an organisation like BIOLan Associa-
tion has a key role to play.
As BIOLan Association has so far not been in a position to cover its costs (see above) a fund raising
campaign was launched in 2010. For the purpose of the campaign, but also to make the structure more
coherent regarding the non-profit and the commercial approaches, the setup of BIOLan Association was
modified: BIOLan Association – as a members’ association – is the institution that can attract donor funds.
On the other hand, the marketing department and the advisory department – with a more commercial
setup (Ltd Company) are in a position to attract private funds (investors’ funds). The fund raising cam-
paign was unfortunately not very successful, but it is obvious that it requires a lot of work and commit-
ment to obtain the needed support.
Looking back, it appears today that for a project of this kind it would be extremely important to involve
private funds (which would bring in a commercial view) from the very beginning. Moreover, the project
should pay more attention to the market aspects, i.e. make sure that production follows the market demand.
The project EcoFinLan is now phasing out, but the demand for organic products in Ukraine con-
tinues to grow. BIOLan will play a key role in this development, supporting farmers and other organic
sector stakeholders to meet the demand of consumers on the domestic market as well as on export
markets. Long live BIOLan!

Якщо в 2004 році в проекті крім пілотних господарств діяло ще 2 господарства – Віталія Поступайла
(Вінницька обл.) і Бориса Біляковича (Київська обл.), то у 2005 році в межах проекту органічним виробництвом
займались вже 13 господарств в Київській, Івано-Франківській, Одеській, Тернопільській і Вінницькій областях.
Якщо відслідковувати кількість органічних господарств, які працювали в проекті, то на динаміку її
зростання протягом діяльності проекту впливало ряд факторів.
Спад кількості учасників у 2008 році у порівнянні з 2007 пояснюється результатом закінчення покрит-
тя витрат проектом для господарств. Аналізуючи 2009 рік, можна з впевненістю сказати, що до органіч-
ного виробництва приєднались фінансово стабільні виробники, середня площа угідь становила 1 000 га.
Починаючи з 2009 року виключно переконані в органічному виробництві та фінансово стабільні гос-
подарства залишались серед членів Асоціації, що можна вважати позитивним розвитком, хоча це і був
переломний момент проектної діяльності та консультативного департаменту, оскільки «БІОЛан» втратив
певну кількість своїх членів.
Працюючи біля семи років з українськими органічними аграріями, зустрічаючись та буваючи у ряді
іноземних органічних і біодинамічних господарств, можу щиро казати про їх неординарність, порядність,
професійність та віддану любов до землі.

Прикладні дослідження

У 2003 році, коли органічний рух був на початковій стадії свого розвитку, традиційні фермери та
сільськогосподарські експерти ставились досить скептично до перспектив системи господарювання без
використання будь-яких хімічно-синтетичних добрив та засобів захисту рослин. Іллінецький коледж (ІК) –
піонер із впровадження органічної освіти – у співпраці із Швейцарським аграрним коледжем ініціювали
закладення дослідних ділянок на «Селекції», науково-дослідницькому господарстві ІК. Основна ідея цьо-
го дослідження полягала у демонструванні ефективності органічних систем виробництва – порівнянні
систем традиційного методу обробітку ґрунту з органічною, біодинамічною та системою прямого посіву.
Основні індикатори були як економічні, так і агрономічні: врожайність, виробництво, якість ви-
робництва, вплив на ґрунт та економічна ефективність кожної з систем.
Ґрунт та клімат
У районі проведення досліджень середньорічна температура становить 7 °C, а кількість опадів на
рік – 495 мм. Ґрунт – чорнозем суглинистий кислий, з низьким вмістом гумусу та підвищеним вмістом
азоту, фосфору та калію.
Системи землеробства
З традиційною системою (обробіток ґрунту із застосуванням плуга) порівнювались три альтерна-
тивних: органічна, біодинамічна та прямий посів. В органічній та біодинамічній системах не використо-
вувались допоміжні засоби хімічно-синтетичного походження. Інтенсивність обробітку була знижена
до мінімуму. У системі прямого посіву не здійснювався обробіток ґрунту та не вносились добрива, але
було дозволено використання гербіцидів.
Сівозміна
Сівозміна була ідентична у всіх порівнюваних системах та адаптована до потреб виробників цен-
трального регіону України. До її складу входять найбільш поширені у даному регіоні культури: соя, яра
пшениця, зерносуміш, озиме жито, гречка.
Мета досліду
Перевірити достовірність тверджень:
1. Не зважаючи на нижчу природну урожайність культур в органічній системі та завдяки нижчим
виробничим затратам і вищій ціні на органічну продукцію, можна отримати більший прибуток.
2. У результаті відмови від обробітку ґрунту в системі прямого посіву значно зменшуються витрати
на пальне, що робить цю систему ефективнішою в порівнянні з традиційною.
3. Впровадження нових систем сприяє збереженню родючості ґрунту та біологічному різноманіттю,
що позитивно впливає на якість продукції.
Урожайність
У період з 2004 по 2009 рік середня врожайність (за 100% взяті показники традиційної системи
обробітку) в органічній системі була на 10% вищою, а в системі прямого посіву на 10% нижчою.
Виробничі затрати
У період з 2004 по 2009 рік виробничі витрати (без врахування витрат на оплату робочого часу,
сушку та амортизацію) в органічній та біодинамічній системах (50%) та в системі прямого посіву (55%)
були нижчі, ніж в традиційній системі (100%).
Прибуток
У результаті низьких виробничих затрат органічна та біодинамічна системи довели свою прибут-
ковість. З тієї ж причини система прямого посіву, не зважаючи на нижчу врожайність, виявилась на
одному рівні з українською традиційною системою.

Viktor Melnyk, Manager of organic vegetable farm,

Victor Melnyk had an opportunity to participate in the mid 1990’s at a seminar on organic farming
in Switzerland. After returning to Ukraine, he tried to implement his knowledge and experience how to
produce vegetables and cereals without external chemical inputs on his small farm. Chemical fertilizers were
substituted by green manures, thanks to introduction to crop rotation of clover grass, enriching soil with
nitrogen, yield of wheat was increased up to 6 t per ha. Colorado beetle is controlled not with poisons,
but with biological preparations. For Viktor the most difficult was the conversion period as yields deceased
considerably, due to lack of experience, it was a period of trials and errors, and in this period support of the
government would have been very much needed.
In 2003 Viktor joined Swiss-Ukrainian project «EcoLan Ukraine» as a pilot farm. In cooperation with the
project he could share his practical knowledge and extend his experience. As an expert Viktor participated
in development of technological leaflets for production of organic crops, many open doors and practical-
scientific workshops were organized at his farms. As a pilot farm Viktor received direct financial support for
building storage for organic vegetables, to be able not to sell the whole harvest in autumn when the prices
are rather low, but to store it until prices increase. Moreover it enables regular deliveries during the year,
which correspond to the needs of market partners. In 2006 Viktor Melnyk was the first organic producer
whose certified organic vegetables were sold on the shelves of «Chumatskyy Shlyakh» supermarkets in Kyiv.
Now he delivers his vegetables to small specialized organic shops in Kyiv, to sanatoriums, etc.
Development of organic market is complicated by absence of legislation for organic production, lack of
government support, low investment possibilities and low awareness of our population.

BIOLan Association

The international non-governmental Association of organic sector stakeholders «BIOLan Ukraine»
is a non-profit organization promoting organic farming and organic value chains in Ukraine. It supports
Ukrainian producers and market stakeholders by offering them access to information, strengthening their
capacities and lobbying for their interests at national level. BIOLan Association aims at contributing to the
supply of a wide range of qualitatively high standing certified organic products to Ukrainian consumers and
foreign market partners.
The Association «BIOLan Ukraine» was founded at the first General Assembly on December 19th
2002. BIOLan Association benefited from the financial support of the Swiss Agency for Development and
Cooperation (SDC) through the project EcoLan since 2003. This support will end on December 31st 2010.
BIOLan Association benefits from technical support from the Swiss College of Agriculture SHL in Zollikofen
(Switzerland), the Research Institute of Organic Agriculture FiBL in Frick (Switzerland) and works in partnership
with the Ministry of Agrarian Policy of Ukraine.
The Association «BIOLan Ukraine» defines 5 priority activity domains:
•• Advisory services and production: Technical and advisory support to increase organic agricultural
production meeting the quality requirements of organic farming and oriented towards the growing
market demand.
•• Marketing and processing: Efficient marketing of raw and processed organic products to increase the
volumes and diversify the assortment of organic products. Establishing contacts between agricultural
producers, traders, processors and distributors in Ukraine and abroad.

Органічне маркування:
перспективність українського логотипу

Екологічна безпека продуктів та здорове харчування за підрахунками соціологів є на разі одні-
єю з найактуальніших тем сучасності, але водночас розмаїття різних позначок на товарах може збити
з пантелику більшість споживачів. Згідно з визначенням міжнародної організації стандартизації, усі
види маркування повинні мати єдину мету – «на основі перевіреної та достовірної інформації сти-
мулювати пропозицію товарів та послуг, які спричиняють якнайменший негативний вплив на на-
вколишнє середовище, а також сприяти зростанню попиту на ці товари, тим самим стимулюючи
покращення стану навколишнього середовища через залучення ринкових механізмів».
Здійснюючи популяризацію здорових продуктів харчування, одним із численних завдань про-
екту «ЕкоЛан Україна» та, власне, і Асоціації «БІОЛан» було чітке роз’яснення споживачеві особли-
востей маркування товарів та різниці між знаками екологічної сертифікації та логотипом органічної
продукції.
Наприклад, знак маркування «Екологічно чисто та безпечно» надається продукції, яка пройшла
процедуру сертифікації відповідно до міжнародного стандарту ISO 14024 в міжнародній системі не-
залежної сертифікації SIC (System of Independent Certification). Далі, знак маркування «Екологічно
чистий» надається продукції після сертифікації органом з добровільної сертифікації (ОДС) (реєстра-
ційний № ОДС-42 Держстандарту України від 04.01.2002 р.). Ці види сертифікації є не обов’язковими,
а добровільними, та свідчать про відповідність ряду певних екологічних вимог. Іншими словами, ви-
раз «екологічно чисто та безпечно» вказує на те, що умови виробництва, застосовані технології та
отримана продукція не спричиняють або мінімізують шкоду навколишньому середовищу протягом
її всього життєвого циклу, починаючи від створення до утилізації. Таке маркування можна зустріти
на продуктах будь-якої галузі – від побутової техніки і комп’ютерів до косметичних засобів та синте-
тичних агрохімікатів.
Звичайно, що така сертифікація та маркування не мають жодного відношення до органічних
продуктів харчування, тому що «органічними» продукти можуть бути лише тоді, коли вони відпові-
дають усім вимогам, а саме: вироблені сертифікованим «органічним» господарством (виробником),
отримані з дотриманням органічних принципів та технологій, відповідають органічним стандартам,
і, нарешті, марковані відповідним зареєстрованим органічним товарним знаком.
Відомо, що органічне сільське господарство об’єднує всі сільськогосподарські системи, які під-
тримують екологічно-, соціально-, економічно доцільне та стале виробництво сільськогосподарської
продукції. Такі системи використовують природний потенціал рослин, тварин і ландшафтів та спря-
мовані на гармонізацію сільськогосподарської практики і навколишнього середовища. Органічне
землеробство суттєво зменшує використання зовнішніх факторів чи ресурсів виробництва шляхом
заборони застосування синтезованих хімічним шляхом добрив, пестицидів і фармпрепаратів. За-
мість цього для підвищення врожаїв та для захисту рослин використовуються інші агротехнологічні
заходи і різноманітні природні чинники.
Передові країни світу давно мають розроблені та узаконені стандарти органічного виробни-
цтва і маркування. Україна зараз також успішно долає цей шлях. Ще в 2006 році на основі Європей-
ських стандартів ІFOAM групою українських та за участі іноземних експертів були розроблені перші
українські стандарти органічного виробництва та маркування «БІОЛан», запатентований перший в
Україні органічний торговий знак.
Вивчивши досвід різних країн, працівники Асоціації усвідомлювали, що основне завдання упа-
ковки та маркування полягає у приверненні уваги до продукції і наданні інформації про неї, адже
це стимулює купівлю товару, виділяє його серед багатьох аналогічних товарним знаком, текстом,

As we know, organic agriculture unites all agricultural systems which support ecologically, socially
and economically efficient as well as sustainable agricultural production. Such (eco)systems are based on
the natural potential of plants, animals and soil and they aim at harmonization of agricultural activities
with the natural environment.
In organic agriculture the influence of external factors is considerably reduced as the use of chemically
synthesized fertilizers, pesticides and drugs is prohibited.
Instead, other agro-technological means and various natural factors are used for improving the crop
capacity and plant protection.
The developed countries of the world have elaborated and approved regulations and standards
for organic production and branding. Ukraine is rather successfully following this way. In 2006, based on
the European Standards ІFOAM, a group of Ukrainian and foreign experts elaborated the first Ukrainian
standards for organic production, the «BIOLan» standard and the first Ukrainian patented organic trade
mark which is referred to below.
The experience made by various countries convinced the Association’s experts that packaging and
labelling are crucial for attracting the consumer’s attention to the product. Furthermore, it is the means
for providing information about the product itself. The trade mark, the text, the form and colour of the
package must stand out among other similar products and thus stimulate the sales. Package and label are
marketing tools, which must not only reach a wide range of consumers but also have a long-lasting effect.
While developing the BIOLan label five years ago, its creators took into consideration the psychological
effect of colours and form. It is proved that, for example, the dark-blue colour is associated with emotional
warmth; the red colour means vitality, energy; the blue-and-green colour means clarity and safety; white
means cleanliness and yellow speaks for innovation, future and development. The BIOLan logo is green,
light green and white. A nationwide survey held before the introduction of a new organic product logo
showed that the majority of the European citizens associated perspective and positive perception with
these colours. As a result of this survey, the International Federation for Organic Movement decided to
change the old organic product logo in EU countries on July 1, 2010. The new simplified logo shows twelve
white stars placed in a form of a leaf on a light green rectangular background. It is worth mentioning that
this change will benefit the promotion of the Ukrainian BIOLan logo because its main colours are identical
with the new European logo.
We hope that with the development of the organic production in Ukraine, the producers and the
NGOs will not repeat the Western European story of organic labelling, which was a long and tedious
process before the numerous patented private logos finally agreed on the unified, clear and now famous
logo, known by all consumers. Our hope is that producers and NGOs will join the BIOLan Association on its
way and get the support of the state.

формою або кольоровим оформленням. Таким чином, упаковка відіграє роль рекламного засобу,
розрахованого на широке коло споживачів та довгостроковий вплив.
Саме тому розробники знаку «БІОЛан» взяли до уваги психологічний ефект кольору та форми.
Доведено, наприклад, що темно-синій колір асоціюється з емоційною теплотою; червоний означає
життя, енергійність; синьо-зелений – ясність, безпеку; білий – чистоту; жовтий говорить про іннова-
цію, майбутнє і розвиток. Палітра кольорів знаку «БІОЛан» – зелено-салатово-біла. Перспективність
та позитивне сприйняття цих кольорів більшістю населення Європи довело всенародне голосування
про введення нового логотипу на органічні товари. Як результат цього голосування, Міжнародною
федерацією органічного руху було прийнято рішення з 1-го липня 2010 року замінити старий лого-
тип маркування органічних продуктів на території Євросоюзу на «12 білих зірок розміщених у формі
листка на салатовому прямокутнику». До речі, доброю ознакою перспективності та популяризації
для українського знаку «БІОЛан» можна вважати ідентичність головних кольорів з його європей-
ським новонародженим побратимом. Залишається сподіватись, що в Україні з розвитком органіч-
ного виробництва виробники та громадські організації не стануть повторювати історію органічного
маркування західних країн Європи: від численних запатентованих приватних логотипів до єдиного,
зрозумілого і відомого всім споживачам, а йтимуть одним шляхом у співробітництві з Асоціацією
«БІОЛан» та за підтримки держави.

In 2007 the Research Institute of Organic Agriculture FiBL (Switzerland) has been mandated by the
Swiss College of Agriculture SHL to support BIOLan Association in the development of the Standard. FiBL
experts discussed together with BIOLan different alternatives and decided that the IFOAM Norms for organic
production and processing would best fit the needs of Ukraine. In 2009, the first products were launched and
in order to have a clear policy and conditions in the use of the Label, BIOLan Association has requested FiBL
to develop a Corporate Design Manual4 for the use of the label.
The BIOLan label confirming compliance with the BIOLan standards indicates Ukraine local premium
quality for organic products. The label is a promotion tool allowing communication of the specific organic
quality to consumers. It is a trade mark and cannot be misused by competitors.
The local organic market in Ukraine is yet in a very initial stage and consumers have a very limited
understanding of the concept of organic agriculture and cannot differentiate between the various standard
levels (e.g. EU regulation and a private standard). Therefore, it is very important that the Ukrainian standards
are simple, based on the IFOAM principles of organic agriculture and respect the specific values and concerns
of Ukrainian consumers, thus facilitating farmers’ access to the local Ukrainian market. Bureaucratic burdens
should be limited to the necessary minimum.
BIOLan standards should in their further development aim at developing their specific Ukraine charac-
ter instead of trying to meet in detail or even to go ahead of the EU Regulation. This way the BIOLan standards
can be an important tool to develop the national organic market.
It needs to be acknowledged that private labels have only very little influence on the international
markets. The value of strong private labels like KRAV, Bioland, Bio Suisse or Soil Association is based on
the national, i.e. local demand for these labels. As long as there is no or only a limited demand for organic
products on the Ukrainian market it will be extremely difficult to attract big export-oriented farms for the
BIOLan label. Large export-oriented farms would rather be attracted by professional services with regard to
marketing or technical expertise and support for their export activities.
Conclusions for the BIOLan standard
•• The standard should meet at least the IFOAM Basic Standards and be based on the IFOAM Principles on
Organic Agriculture.
•• The standard should be written in a simple language and structure and easy to understand for farmers.
•• Any provisions in the standards being more complicated or stricter than the EU requirements should
be abolished unless these differences can be communicated to consumers respectively are demanded
by the market.
Conclusions for the BIOLan label
•• The BIOLan label is a communication tool. It should be used to promote organic agriculture and allow
consumers to recognize the promoted organic products. This is even more important in a framework
where the term «organic» is not sufficiently protected by the government.
•• The BIOLan label is a long-term investment. As long as the market does not pay premium prices it will
be difficult to earn license fees for the use of the label. Even more so since BIOLan Association wants its
members and traders to use the label and high fees will rather prevent them from using the label. It will
gain value on the middle and long-term with a successful promotion when consumers recognize the
label and ask for labelled products.
•• The label may only be used by members or licensees who meet the BIOLan standards. A respective
license system needs to be developed which provides incentives to use the label.
•• A policy for recognition of EU-certified products has to be developed. If the BIOLan standards are
not stricter than the EU Regulation, a simple procedure without re-certification along the whole
supply chain is possible. One could for example define that the main ingredients have to be from
Ukrainian origin and for other ingredients or in case of shortage of Ukraine products imported EU-
certified products can be used.

При оновленні стандартів БІОЛан слід ставити за мету розвиток специфічних українських ха-
рактеристик, ніж намагатись детально відтворити або перевищити вимоги Постанови ЄС. Таким
чином стандарти БІОЛан зможуть виступати важливим інструментом для розвитку національного
органічного ринку.
Слід також визнати той факт, що приватні торгові знаки мають дуже незначний вплив на міжна-
родних ринках. Цінність сильних приватних торгових знаків, таких як KRAV, Bioland, Bio Suisse або «Soil
Association» базується на національному, тобто місцевому попиті на ці торгові знаки. Доки не має попи-
ту, або поки він залишається на низькому рівні, в Україні буде дуже складно залучити великі орієнтова-
ні на експорт господарства до використання ТЗ «БІОЛан». Великих господарств приваблюють швидше
професійні консультативні або маркетингові послуги та підтримка їх експортної діяльності.
Висновки по стандартам БІОЛан
•• Стандарти повинні відповідати щонайменш базовим принципам IFOAM з органічного ви-
робництва.
•• Мова та структура стандартів повинні бути простими та зрозумілими для фермерів.
•• Слід уникати будь-яких положень стандартів, що є складнішими або суворішими, ніж Постанова
ЄС, доки відмінності не будуть зумовлені вимогами споживачів або безпосередньо ринковим по-
питом.
Висновки для ТЗ «БІОЛан»
•• ТЗ «БІОЛан» – це комунікаційний інструмент, який повинен використовуватись для просування
органічного виробництва та допомагати споживачам впізнавати органічні продукти. Тим більше
за умов, коли термін «органічний» не захищений законодавством.
•• ТЗ «БІОЛан» – це довгострокова інвестиція. Доки ринок не сплачує додаткову вартість, буде важко
отримувати роялті за використання ТЗ. Більш того, висока комісія жодним чином не сприятиме
тому, щоб члени Асоціації або ринкові партнери використовували торговий знак Асоціації. ТЗ ста-
не цінним через певний період за умови успішної промо-кампанії, коли споживачі впізнаватимуть
та шукатимуть марковану продукцію.
•• ТЗ може використовуватись лише членами Асоціації або ринковими партнерами, які до-
тримуються вимог стандартів Асоціації. Необхідно розробити відповідну ліцензійну систему, яка
забезпечуватиме використання торгового знаку.
•• Також повинна бути розроблена політика щодо визнавання продукції, сертифікованої ві-
дповідно до Постанови ЄС. Якщо стандарти БІОЛан не є суворіші за Постанову ЄС, то повинна
діяти процедура без пересертифікації продуктової лінійки. Наприклад, може бути зазначено,
що основні інгредієнти повинні бути українського походження, однак, на випадок, якщо їх не
достатньо, або вони взагалі відсутні, то можуть використовуватись продукти, сертифіковані від-
повідно до Постанови ЄС.

Development of Ukrainian
organic standards

Until 2006, Ukrainian producers had been certified by foreign
certification agencies under Bio Suisse and EU Standards only. The
main task of BIOLan Ukraine is the promotion and establishment
of an organic producers’ network on the one hand, and the development of the organic market in Ukraine
on the other hand. For this reason, BIOLan Association initiated the development of a standard based on
the IFOAM Basic Standards (Regulation (EEC) No 2092/91 on organic production and labelling of organic
products) and the Bio Suisse Standards (the Federation of Swiss organic farmers). This BIOLan standard
underwent revision at the Research Institute of Organic Agriculture FIBL in Switzerland and became
the first Ukrainian private organic standard. BIOLan standards are constantly updated to guarantee the
correspondence to the needs of the market and to cover new production technologies. Products certified
according to BIOLan standards are marked with the BIOLan label that stands for high quality, absence of
genetically modified organisms and of chemical synthetic production inputs. The BIOLan label is meant
exclusively for the domestic Ukrainian market.
However, the use of inputs in organic farming (plant protection products, fertilizers, substrates, soil
improvement products, fodder additives, etc.) was not regulated in Ukraine. On the initiative of BIOLan
Association, the first list of the Permitted Agents for Organic production in Ukraine was developed, with
22 commercial products corresponding to BIOLan standards. It is available on the BIOLan website (www.
biolan.org.ua) and disseminated among organic producers. This will allow them to select organic fertilizers,
substrates, biological plant protection means, veterinary drugs, fodder additives, etc. that are authorized
for organic production. The number of input producers interested to include their products increases each
year. At the moment there are two options for them, either they apply for certification or for acceptance of
their products. It is important to mention that this process is getting more regulated, that it considerably
simplifies the access of agricultural producers to inputs, and that it can substitute traditional preparation
in organic production!
Producers operating under the BIOLan Private Standard are entitled to label their products with the
BIOLan logo, therefore consumers can be sure to buy products that comply entirely with the standard.
In other words, they can be sure that they are buying products that are beneficial for their health and for
the environment. To achieve this objective, the terms and conditions for the use of the BIOLan logo were
approved. BIOLan carried out a number of promotion activities, the meanings of the logo and the label were
explained and spread among potential consumers of organic products.
The whole procedure was a positive experience for BIOLan Association. The existence of several
trademarks and quality logos is typical for a country where organic production starts to develop, just like in
Ukraine. It is therefore important for actors in the organic sector to promote the benefits of organic products,
however, time will show which of the trademarks is worth of consumers’ trust.

Як інструмент комунікації був створений, а згодом оптимізований веб-сайт Асоціації «БІОЛан
Україна» (www.biolan.org.ua), який містить оперативну інформацію про основні події органічного руху
в Україні та за кордоном, стандарти органічного виробництва, послуги асоціації, список дозволених за-
собів та методичні матеріали для зацікавлених у органічному виробництві. Про активне використання
цього ресурсу свідчить статистика відвідування – за вересень-листопад 2010 року кількість переглядів
сайту становила 13 500.
Асоціацією було впроваджено випуск щоквартального Бюлетеню, який крім звітних повідомлень
по діяльності власне Асоціації містить інформацію про ситуацію на внутрішньому та зовнішньому рин-
ках органічної продукції; досвід інших країн; інтерв’ю з виробниками; представниками закладів роз-
дрібної торгівлі, які ініціюють продаж органічної продукції; вимоги від переробників тощо. Видання
орієнтоване на виробників, переробників, трейдерів та інших зацікавлених гравців ринку.
Протягом існування проекту на підтримку виробників, переробників, представників роздрібної
торгівлі та з метою підвищення обізнаності споживачів (а значить – сприяння попиту) виготовлялися
промоматеріали про ту чи іншу продуктову лінійку, які також розкривали основні переваги та відмін-
ності органічної продукції.

International cooperation

Throughout its history, Illintsi State Agricultural College
(ACI) has been a leader in ratings among the agrarian educational
institutions in Ukraine. The pedagogical staff being always highly
motivated and striving for the best results assuring a high level
teaching of students and alumni.
A real breakthrough and qualitative leap in activities of the educational institution came with the
involvement in the EcoFinLan project. This project, which is implemented in partnership with the Swiss
College of Agriculture in Zollikofen (SHL) opened a whole range of new opportunities for ACI. Close
cooperation with experts from SHL, participation in trainings for teachers, various conferences and seminars
and the organization of numerous activities at Illintsi College, provided ACI with the excellent opportunity
to get new know-how and to adopt new advanced working methods, new approaches in collaborating with
students and all this opened new perspectives.
The extensive network of agricultural education in Ukraine consists of 20 universities and 113
technical schools and colleges. ACI was successful in its aspiration to become a center of competence
in the field of organic agriculture and has therefore taken a unique place in the entire network. It all
began with the development of a new specialization «Organic production» as a part of the curriculum for
technological specialities. The development and approval of the teaching plan was followed by intensive
work on elaborating the detailed contents for all disciplines, to which organic modules were included.
Because of lack of information and resources on Ukrainian side, these activities were only possible thanks
to the project support.
During the first two phases of the project, College activities focused on acquiring and improving its
experience, development of methodical materials and deepening the professional competence of the teaching
staff. The results of the external analysis of the project that took place regularly pointed out that the educational
component was one of those that were steadily developing and successfully implemented, proving that organic
education is a long-term investment in the development of the organic movement in Ukraine.
New and very logical project goals for the College became the search for cooperation partners interested
in the market of educational services, establishing cooperations with higher educational institutions
of 3rd–4th accreditation levels and the creation and coordination of a network of higher agricultural
educational institutions implementing organic modules to their curriculum.
At the end of the third project phase, the following stakeholders have developed relevant capacities in
organic agriculture: Agricultural College Illintsi (ACI), Talyanky College of Uman State Agricultural University,
Zolochiv College of Lviv State Agricultural University, Bilgorod-Dnistrovskiy State Agricultural College,
Novochortoryyskiy State Agricultural College of Zhytomyr National Agroecological University, Kamenets-
Podolskiy State Agricultural College of Agricultural-Technical University. The number of institutions interested
to join the network tends to increase.
Though not easy, the cooperation with higher educational institutions of the 3rd–4th accreditation
levels took shape. The relationship with scientists of the National University of Biodiversity is intensive
and effective. Except for scientific cooperation, a mechanism of graduate education is in the process of
development, so that ACI’s graduates with specialization in organic production will be able to obtain
higher educational levels.
The participation in the «EcoFinLan» project was certainly a great and well used chance for ACI. It
allowed the College to reach a new level in its work, benefiting from new opportunities offered within
the framework of international cooperation. This experience will enable successful implementation of
further projects in future.

Протягом усієї історії свого існування Іллінецький державний аграрний коледж займає провідні
позиції в рейтингах серед агарних навчальних закладів України. Діяльність педагогічного колективу
завжди відзначалася високою мотивацією та прагненням до найвищих результатів, а також високим
рівнем підготовки студентів та випускників.
Справжнім проривом в діяльності навчального закладу стала участь у проекті «ЕкоЛан Україна».
Реалізація цього проекту в якості партнера Швейцарського аграрного інституту (SHL) у м.Цоллікофен
відкрила перед коледжем ряд нових можливостей, які раніш були просто недосяжними. Тісна співпра-
ця із швейцарськими колегами, проведення стажувань для викладачів, участь у конференціях та семі-
нарах, організація численних заходів на власній базі, крім можливостей безпосередньо отримувати
ноу-хау, дозволили перейняти нові прогресивні методи організації навчального процесу, підходи до
роботи із студентами, наповнивши діяльність Іллінецького державного коледжу новим потенціалом.
Мережа закладів аграрної освіти в Україні дуже розгалужена і складається із 20 університетів,
113 технікумів та коледжів, тому прагнення коледжу стати центром компетенції в галузі органічного
сільського господарства забезпечило для нього унікальне місце. Початком у цьому напрямку стало
впровадження спеціалізації «Виробництво органічної продукції» як елементу варіативної частини нав-
чального плану для технологічних спеціальностей. За розробкою та затвердженням плану слідувала
кропітка робота із створення та наповнення комплексу методичного забезпечення для всіх дисциплін,
у яких розглядаються питання органічного виробництва. В умовах дуже відчутного браку інформації в
українському просторі така робота стала можливою тільки завдяки підтримці проекту, і ту допомогу,
яку отримав Іллінецький державний агарний коледж, назвати просто підтримкою – замало.
У перших двох фазах проекту діяльність коледжу була зосереджена на набутті та вдосконаленні
власного досвіду, напрацюванні методичного матеріалу, освоєнні та поглибленні фахової компетенції
викладацького колективу. Результати зовнішнього аналізу впровадження проекту постійно вказували
на те, що освітня компонента є однією із найуспішніших, що підтвердило правильність твердження: ор-
ганічна освіта – це довгострокова інвестиція в майбутній розвиток органічного руху в Україні. Новим
і дуже логічним завданням з боку проекту для коледжу став пошук зацікавлених у співпраці партнерів
на ринку освітянських послуг, а також налагодження співпраці із вищими навчальними закладами 3-4
рівнів акредитації, створення та координація мережі вищих аграрних навчальних закладів, що впро-
ваджують органічну освіту в навчальний процес. На момент завершення третьої фази проекту до цієї
мережі увійшли: Золочівський коледж Львівського національного аграрного університету, Тальянків-
ський технікум Уманського університету садівництва, Білгород-Дністровський державний аграрний
коледж, Новочорторийський державний агарний технікум, Камянець-Подільський коледж Поділь-
ського державного аграрно-технічного університету. Кількість закладів, зацікавлених долучитись, має
тенденцію до зростання. Не зовсім легко, але співпраця з вищими навчальними закладами 3-4 рівнів
акредитації сьогодні теж набула більш конкретних обрисів. Особливо конструктивним є діалог із Наці-
ональним університетом біоресурсів та природокористування – крім наукової співпраці відпрацьову-
ється механізм ступеневої освіти для випускників коледжів із спеціалізацією «Виробництво органічної
продукції» для здобуття вищих освітніх рівнів.
Безумовно, участь у проекті «ЕкоФінЛан» стала для Іллінецького державного аграрного коле-
джу великим і правильно використаним шансом вийти на якісно новий рівень у своїй діяльності, від-
чути позитивний потенціал міжнародної співпраці. Набутий досвід дозволить успішно реалізувати
ще не один проект.

Lessons learnt:
•• The project is achieving its objectives in addressing capacity building and training components
mainly through a good cooperation between two colleges (Illintsi and SHL) and the development
of a good platform of agricultural colleges in Ukraine. Curriculum development and promotion of
organic courses is a strong component of the project, where support of the Ministry of Agriculture,
namely by the previous Head of the educational department Tetyana Ishchenko (also the head of
the Steering Committee of the project) played a crucial role.
•• There is a slow development of a marketing and processing component, which resulted in a limited
supply of organic products by BIOLan members (the current supply cannot meet the existing
demand). Developing value chains with a strong focus on the quality of the products will have to be
given further attention in future initiatives.
•• The project has managed to promote organic production/products (including the development of
BIOLan standards and trade mark) in a very difficult environment without a lot of support for this sector

from the government side (Ukraine is still the only country in Europe without an organic law). Still, both
the project and BIOLan Association have established good contacts with the Ministry of Agrarian Policy
of Ukraine and with the main stakeholders in this sector, which allowed them to actively participate in
the development of the organic law.
•• The financial component of the project (providing micro loans for agricultural producers), which
was one of the most successful components with a significant number of loans disbursed and with
two partner banks (Nadra, Dnister) involved, had to be stopped at the beginning of 2009 due to the
financial crisis. This particular niche is in high demand from producers’ side, as there is a big need
for attracting additional financial resources into this sector.
Future strategy:
•• As for 2011-2013, the support of the Ukrainian organic sector from the Swiss Confederation will
be integrated within the economic development domain of SECO. With the implementation of the
second phase of the «Organic Certification and Market Development in Ukraine» project, BIOLan
Association, as a reliable and experienced institution, should be considered as one of the partners for
the future phase of the SECO project, assisting in provision of advisory services and capacity building.
The cooperation between two organic projects, implemented by SHL and FiBL has been strengthened
during the last period. A small portion of SECO support (with dominating SDC support) helped BIOLan
Association to get experience in managing projects supported by different donors, which could be
helpful in the future to attract new donors and funding.
•• Despite the financial crisis and production decrease in Ukraine in the past, the agricultural sector
looks promising, creating additional opportunities for organic agriculture in the future. The Ukrainian
government has included organic agriculture in its priorities to work with donors in 2009-2012 and
the organic law is expected to come into effect by the end of 2010.
On behalf of the Swiss Cooperation Office in Ukraine, I express my highest appreciation and
gratefulness to all team members and partners of the «Sustainable land use in Ukraine- EcoFinLan»
project for their colossal efforts and contribution to its successful implementation.

Setting up a national
certification agency

Organic Standard Ltd (OS) is the only fully Ukrainian owned and registered – since 2007 – organic
certification body. It was set up in the frame of the Swiss-Ukrainian project «Organic Certification and Market
Development in Ukraine» financed by the Swiss Confederation and implemented by the Research Institute of
Organic Agriculture, FiBL. The limited liability company is owned by nine Ukrainian shareholders, which are
all active players in the organic sector in Ukraine.
Since the very beginning OS received its practical and theoretical knowledge as well as its technical expertise
from IMO (Institute of Marketecology, Switzerland), one of the leading organic certifiers worldwide. Different
types of trainings were held and exchange of experience took place during a period of close collaboration
between OS and IMO. In 2008/09, another certification body, Balkan Biocert (Bulgaria), was involved in trainings
and backstopping of OS in order to transfer experience and knowledge from another Eastern European country.
This international support, combined with the theoretical and practical knowhow of staff, allowed OS to elaborate
its own certification system, which was adapted to the Ukrainian conditions and based on wide experience
and lessons learnt. During its three years of existence, OS trained like-minded persons who work as a highly
professional team. Transparency, trust and constant improvement of quality and efficiency became one of the
main principles in the company’s daily work. OS offers different certification schemes for various types of farms.
Small, medium and large farms that are active in crop production, animal husbandry, beekeeping, processing
and trading, and doing wild collection, located in 20 out of 24 regions of Ukraine, are certified by OS Ltd.
Since October 2009, OS is accredited by the International Organic Accreditation Service (IOAS), being
the first Ukrainian certification body that conforms to ISO 65 (the international standard for certification).
With this accreditation, OS is able to offer its own complete organic certification services according to the
European Union Organic Regulation and the private BIOLan Standards for both international (European
Union) and domestic (Ukrainian) organic markets. One important factor of the company’s success is a
reasonable price policy, which is adapted to the Ukrainian market conditions.
Meanwhile, in collaboration with IMO, OS can offer certification according to the US National Organic
Program (NOP), the Japanese Agricultural Standards (JAS) and the Bio Suisse Standards.
Network and collaboration!
OS is a key player in the organic movement in Ukraine! OS is not only active in certification but also
takes part in most events of the organic movement in Ukraine. In particular it organizes seminars, trainings
and round tables and it actively participates in the working group meetings of the Ministry of Agrarian Policy
of Ukraine for the development of the organic law, and in other important official meetings regarding the
development of the organic sector in Ukraine.
For the exchange of experience and to facilitate work, OS has signed Memorandums of Understanding with
other players of the Ukrainian and the international organic sector (BIOLan Association1, SIPPO2, Lilia3, EkoConnect4).
In addition, OS has an agreement with OSEC/SIPPO for the organization and assistance of an OSEC/
SIPPO mission. Within this agreement, OS helps organizing missions of international experts to Ukraine for
identifying international markets and it supports existing and potential OS clients in participating in various
international fairs, including BioFach5.
It is one of the company’s main objectives to maintain its good reputation and also to improve quality
and efficiency. «Our control – Your confidence» became the company’s slogan.

Shopkeepers’ perspective
on the domestic market

Organic is a special kind of product, with a rather good potential, but our consumers have to grow
used to it. A person has to go through three levels to choose organic products. At the first stage is the
awareness to change one’s nutrition and the one of his/her family. At the second stage active discussions
and questioning take place, such as «I would like, it is necessary, impossible to find, etc». And only on the
third stage, a conscious use of organic products in everyday life takes place. In Ukraine, most people are
now between the fist and the second levels. That is why the shop owners should conduct and participate in
awareness raising events for the population which promote the advantages of organic products. Additionally,
it is very important to support the existing assortment and its diversification with new products, providing
supporting materials, staff training , etc. But first of all, shopkeepers should focus their attention not on quick
profits, but on popularization of organic products and a healthy lifestyle.
Key elements for shopkeepers:
•• Import of organic products. It makes sense to import those organic products that are not found on the
Ukrainian domestic market (green tee, chocolates). Import opportunities are a niche that can be filled
with unique interesting and useful products. The main challenges for imports are: high custom fees,
expenditures for documentation, transport, storage, low demand for organic products in general. It
happened that we did not manage to sell import products due to high prices and short validity, as a
result we had big losses and the distributor had to reorient towards traditional similar products.
•• Variety of labels and brands. For consumers who trust some specific label («BIOLan», «Natur boutique»,
«Pan Eco», «Pure Flora») it would be easier to give preference to the products with this label.
•• Domestic organic products. Shopkeepers give the preference to domestic organic similar products
because of their lower prices and to support local producers. However, some Ukrainian producers
would like to sell large volumes. But when delivering milk in tons, the milk will get sour before the
sales points will be able to sell it. It should also be mentioned that obtaining the organic certificate is a
high achievement; however we should not forget about all other certificates that are requested by our
Ukrainian legislation, which are equally important.
•• Assortment and demand. The willingness to diversify the assortment is quite obvious, but the demand
is not very high, so sales are very slow. This is a paradoxal situation: when there is no assortment there
is a demand (as people like to choose from one or two positions), when there is assortment there
is no demand (people cannot make their choice and are not ready to purchase). That is why it is so
important to keep a balance in the assortment and to try to use the products that would be useful for
the consumers.
If to speak in general, work with organic production is not very profitable and demands a lot of efforts,
attention, creativeness and action. But it is interesting and exciting: it is very pleasant to get the grateful
feedback of the clients for providing them with healthy organic products. I would like to wish all shop owners
success in selling organic products.

I think that if supermarkets dare to introduce some items, it will be only as «promotions» and limited
to a single product. Otherwise, they will prefer to offer imported organic products (as the industry is well
developed abroad). As far as Ukrainian organic products are concerned, value chains of organic grains are
the most developed at the moment.
Shops
The current market situation shows that stores selling «natural» products or specialized stores selling
«ecologically clean» products start to appear in the regional centers of Ukraine. These are both private
initiatives and daughter companies of existing stores in Kyiv.
A peculiarity of Kyiv are the elite food stores. In those stores where tropical fruit, Swiss and Italian cheese
and Spanish ham are sold, organic food products now make up almost one third of the product range – from
sweets to meat. Also worth mentioning are the Delight supermarket chain and VIP stores. They operate since
a very short time and sell only imported organic products – from cosmetics to food products, and provide
various services like massage, etc.
Internet shops
Internet shops have been established to satisfy the demand for organic products. Selling/buying by
Internet started during the economic crisis of 2008, when bank loans were next to impossible to obtain. This
made entrepreneurs switch to the Internet market. Currently, there are 10 Internet shops offering organic
products only or within their product ranges. However, it seems that their prime time is already past because
they have accumulated such cash reserves that the owners of these internet shops think about opening
small shops in Kyiv and in the regions.
Social networks
Stores or Internet shops use their social networks as additional tools to find like-minded people and
people interested in healthy eating and to stimulate them to buy in one or the other store. Most shops
maintain such online social network communities. However, these networks are used mainly as promotion
or information tools.
Direct marketing
Due to the peculiarities of the Ukrainian territory, where suburban areas are polluted with garbage
and industrial waste, and because the farms are located far from the towns, direct marketing in the form of
shopping visits to the farms is not a profitable business. Although some producers practice this marketing
method, shopping of customers directly on the farms or the fields are rather the exception than the rule.
Another way of direct selling is the delivery of products, which were collected from various producers
by an entrepreneur, to customers in Kyiv on the basis of a preliminary order. There is no data on the existence
of this type of selling in the regions.
Intermediaries
Intermediaries who wanted to deal exclusively with organic products, had practically no work in 2010
because the demand for such products was so high that retailers were seeking direct contacts with producers
and they were encouraging existing partners to expand their productions. Karidan, one of the first partners
of BIOLan Association, was incapable to collect even a minimal product range.
As a result, at the moment the intermediaries’ existence is complicated and inappropriate, as small
stores and Internet shops are themselves searching for and motivating producers. There is no large-scale
customer ready to delegate the search and selection of products to third parties.
Restaurants
There is a clear tendency of certain Restaurants to create their «organic menu». Mario Restaurant for
example positions itself as a restaurant with a certain organic product range. Egoist Restaurant names itself
a «restaurant of healthy food». Its representatives have been invited to organic events several times, and
they have captured the tendency for healthy food. But for the moment it would be exaggerated to speak of
a general trend.
Fresh Bar has opened recently. Their prices are high, but all the raw material is organic, though 100%
imported. Other catering enterprises have expressed their interest in organic products, but at the actual
market development stage it will be difficult for certain restaurants to set up the required organic product
range and to assure its regular supply.

However, there are still some challenges to the development of connections between production
and market. The small production volume is a considerable factor, but not less important is the lack and/or
inadequacy of infrastructure (storage, transportation and processing facilities), the lack of interest of trade
organizations’ to sell organic products because of the problems listed above and finally the insufficient quality
of organic products. Another drawback may also be a lack of direct ties between producers and traders/
shops. When retailers have doubts about the quality of the products, they may rely on the services of trade
agents. Usually, the responsibility for the quality of products is with the trade agent. In organic production,
however, there is still little trust from the side of retailers and trade agents. Therefore, the responsibility for
the quality is shared between the producer and the agent. And in this case a direct connection «producer-
seller» is advisable. Lately, some sellers have started to pay more attention to the product quality and not
only to the availability of the organic certificate. Therefore, it is very important to establish direct contacts
between producers and sellers, for example by providing sellers with the opportunity to visit farms where
their products are grown. On the other hand, the producers themselves want to know whether their goods
are really demanded and if they are sold as organic rather than conventional production. This is one of the
incentives for further developing organic production and encouraging farmers.
Another important issue is the organization of the supply chain, which is difficult or even impossible
without direct «producer-seller» contacts. Shops should order the products based on demand and forecasts.
If the demand for organic products increases, the requests of market partners will grow correspondingly.
While the supply chain works well from producer to seller (flow of products), it does not always work well in
the reverse way (flow of information). Producers should be informed about the type and volume of products
that are demanded on the market in order to plan their crop rotation accordingly. Otherwise, if they plant the
«wrong» products, retailers will look for other suppliers and the connection is lost. «Future contracts» may
play an important role in the development of the organic sector.
In general, the market has significantly expanded since the first Ukrainian organic goods were sold. But it
still makes up only a small part of the Ukrainian agrarian sector. However, the range of goods available and the
distribution network of organic products give evidence of its considerable growth. During the last years certain
relations between the producers and traders of organic products have been established, which are essential
for market development. Strong players – traders and processers – have appeared on the market. They are
able to provide a regular supply of goods and they started to conclude contracts with producers. This kind of
interaction allows us to look at the future development of this sector and its various components with hope.

Загалом, з часу виходу першої української органічної продукції ринок значно розширився. Не
можна поки що говорити про його велику частку в сільськогосподарському секторі України. Однак,
наявний асортимент продукції та мережа розповсюдження органічної продукції говорить про його
значне зростання. Протягом цього часу вибудувались певні відносини між виробниками та продавця-
ми органічної продукції, той самий зв’язок, необхідний для розвитку ринку. На ньому з’явились сильні
гравці (трейдери та переробники), які можуть забезпечити регулярні поставки, а також вже почали
укладати ф’ючерсні контракти. Така взаємодія дозволяє говорити про подальші перспективи розвитку

Teaching the technologies of organic production was a
priority task of the project from the very beginning. Logically,
Illintsi State Agricultural College became the main institution
responsible for this component because it had a widely
diversified range of specialties and a corresponding technical, methodical basis and professional specialists
for developing and implementing organic education.
The most suitable mechanism for the implementation of organic education was to include a bio
module as a compulsory subject into the existing specialization, instead of dedicating hours for optional
subjects, i.e. the part of the curriculum that is defined independently by the college. Moreover, in the
process of curriculum development, it was decided not to create new disciplines, but to supplement
existing subjects with units (= modules) in which specific elements of organic production are included
in different activities. For instance, in the course of plant growing technologies, during the study of each
crop different elements connected with organic technologies were introduced; the same in the course
of plant protection, etc. The first specialty in Illintsi College that was combined with the specialization
«Organic production» was «Farm management». This coincided with the general concept of project
activities. However, later on, due to changes on the market of educational services and to the fact that the
above-mentioned specialty does not go beyond the educational level of junior specialist, considerable
difficulties in postgraduate education were created. Therefore, the college administration together with
the project management took the decision to include the organic part in the curriculum for agronomists,
which was later on named organic production and processing.
The curriculum of the educational specialization process «Organic production» consists of 324 lectures,
108 hours of practice and 576 hours of technological practice. The preparation process for the introduction
of this specialty, which became a good basis for laboratory and practical studies foreseen by the curriculum,
included: development of educational programs for theoretical and practical trainings, determination of
subjects and methods for writing term papers, preparation of examples of reporting documents for students,
equipping a laboratory for quality control of organic production. One of the most outstanding elements
of this process was the elaboration of a textbook «Basics of organic production» that was done jointly by
experts of Illintsi College and Swiss College of Agriculture (SHL). The textbook is available in two editions
with 2’000 copies. It is highly demanded not only by specialists in organic production technologies, but
also by amateurs and people interested in the organic movement. During project activities there were 6
academic groups with 111 students who studied this specialty at Illintsi State College.
The main challenge in implementing organic education was the low level of development of an organic
farm network that could have provided opportunities to conduct full practical trainings for students.
With the aim of promoting organic education, every year the College participated in the exhibition
«Agro». In 2008 and 2009 it was awarded a silver medal in the competition for the «best products, technology,
scientific development, service» in the selection «high performance in the field of agricultural science».

«EcoFinLan Ukraine» (2009 – 2010)
In this capitalization document, eight years of experiences, successes and failures about the development
of organic agriculture and the organic sector in Ukraine are documented. Such a development process is
necessarily erratic, with trials and errors. Experiences from other countries have only a limited relevance,
because of the importance of the local context.
The «macro» context of Ukraine since 2003
During these eight years, while the organic sector slowly developed, many major national and
international events marked the daily life of Ukrainians. To name only the most striking ones: the orange
revolution that led to the cancellation and repetition of the presidential election (2004), a general
disillusion about the elected president and his government, the global food crisis (2007-08, and on-going),
followed by the global financial crisis (2008) and another presidential election where the old political
forces of Ukraine regained power (2010). In the agricultural sector, against increasing world demand for
food commodities as a result of the food crisis, policy measures including ban or restriction on exports
severely reduced the attractiveness of the agricultural sector, mainly for Ukrainian investors. According to
the World Bank, in 2007-08 these restrictions cost Ukrainian producers over 2 billion USD. This money could
have been well invested in rural areas, e.g. for improving farm technologies and management skills. On the
other hand, however, an opposite trend also emerged: due to increasing prices and demand for food on
the world market, a massive inflow of capital from foreign investors could be observed, a movement that
can in some cases be associated with land grabbing.
Given this «macro» context, what about organic agriculture? The various contributions in this book
show how difficult this issue was and what kind of obstacles had to be overcome at various levels.
A new idea, really?
Introducing a new idea – and organic agriculture was quite innovative in the Ukrainian context when
the project started – was only possible thanks to a few people, Ukrainian and Swiss, who believed in the
potential of organic agriculture in Ukraine. They were not only convinced themselves, but they managed
to persuade SDC to fund this initiative. And we are thankful to SDC: funds from development agencies are

У цьому підсумковому документі викладені вісім років досвіду, успіхів та помилок у розвитку орга-
нічного виробництва та органічного сектору в Україні. Подібний процес розвитку обов‘язково еврис-
тичний, із пробами і помилками. Через важливість місцевого контексту досвід інших країн має лише
обмежене відношення.
Макроконтекст України з 2003 року
Протягом цих восьми років, коли органічний сектор повільно розвивався, повсякденне життя
українців відзначилося багатьма національними та міжнародними подіями. Найбільш вражаючими
були: помаранчева революція, яка призвела до відміни результатів та повторних виборів президен-
та (2004), загальне розчарування в обраному президенті та його уряді, глобальна продовольча криза
(2007-08), за якою прийшла глобальна фінансова криза (2008), ще одні президентські вибори, коли до
влади прийшли старі політичні сили (2010). В аграрному секторі, не зважаючи на зростаючий світовий
попит на продовольчі товари у результаті продовольчої кризи, політичні дії, а саме заборона та об-
меження експорту, катастрофічно знизили привабливість органічного сектору переважно для укра-
їнських інвесторів. Згідно з даними Світового банку у 2007-08 рр. вище згадані обмеження коштува-
ли українським виробникам більше $2 млрд. Ці кошти могли бути використані на користь розвитку
сільської місцевості, наприклад, для покращення методів господарювання та управлінських навиків.
З іншого боку, не зважаючи на це, виникла супротивна тенденція: внаслідок зростання цін та попиту
на продукти харчування на світовому ринку продовольчих товарів, спостерігаються масивні вливання
капіталу від іноземних інвесторів – рух, який у деяких випадках можна вважати захопленням земель.
Яким чином цей макроконтекст стосується органічного землеробства? Різні статті цієї книги де-
монструють, які складнощі це викликало, і які перешкоди потрібно було долати на різних рівнях.
Нова ідея, дійсно?
Представлення нової ідеї – органічне виробництво було досить таки інноваційним в українському
контексті, коли проект розпочинав свою діяльність – стало можливим лише завдяки кільком людям,
як українцям, так і швейцарцям, які вірили у потенціал органічного сільського господарства в Україні.
Вони не лише були самі переконані, їм вдалось переконати Швейцарську агенцію розвитку та співро-
бітництва (ШАРС) фінансувати цю ініціативу. І ми вдячні ШАРС: фонди від агенцій розвитку інвестують-
ся у сектори, які мають потенціал покращення добробуту населення та якості життя, але які не є при-
вабливими для приватних інвесторів, оскільки вони не готові мати справу з таким високим ризиком.
Але наскільки ідея органічного господарювання була насправді новою? Згідно з неофіційними
даними, перша органічна сертифікація в Україні проводилась вже у 1998-99 рр., експорт органічної
продукції, зазначають, розпочався у 1999-2000 рр1. Згідно того самого джерела, в Україні у 2002 році
більш, ніж 160 000 га оброблялись за принципами органічного виробництва. Авжеж, дуже складно зна-
йти надійну інформацію про цих ранніх органічних виробників. Федерація органічного руху, заснована
у 2005 році, має тісні зв’язки з ними. У той час, коли проект «ЕкоЛан» розпочинав свою діяльність, було
декілька спроб встановити контакти з цими господарствами, однак вони залишились безуспішними.
Тому очевидно, що їх досвід було неможливо інтегрувати до проектної діяльності.
З іншого боку, однозначно новими були ідеї представлені проектом «ЕкоФінЛан», які концентру-
вались на розвитку внутрішнього ринку у поєднанні з освітнім компонентом, який пов‘язаний з про-
грамою державної освіти.
Порука основних гравців
Оглядаючись назад, Іллінецький коледж був ідеальним партнером для впровадження проекту.
Особливо на початку, коли основний фокус був на органічному виробництві та переході господарств
на органічні методи господарювання, а також для розвитку формальних та неформальних навчаль-
них програм для органічного сільського господарства. Жодний інший навчальний заклад не зміг би
справитись з цим завданням краще. Але, не зважаючи на це, зараз здається, що проекту варто було

particularly well invested in sectors that have a potential to improve the peoples’ livelihoods and the quality
of life in a country, but where private investors are not ready to engage because they assess the risk as too
high, or because the conditions are not yet good enough for them.
But how new was the idea of organic farming really? According to the inofficial statiscs, first organic
certifications in Ukraine were done in 1998-99 already, and exports of organic products are reported to have
started in 1999-20001. According to the same source, in 2002 more than 160’000 ha were managed under the
principles of organic agriculture in Ukraine. It is, however, very difficult to obtain reliable information about
these early organic producers. The Organic Federation of Ukraine, founded in 2005, seems to have close
ties with them. At the time when the EcoLan project was planned, several attempts to contact these farms
remained unsuccessful. Therefore it was not possible to integrate these experiences in the project approach.
On the other hand, definitely new were the ideas introduced by the EcoFinLan project to focus on the
development of a domestic organic market and the combination with a capacity-building component linked
to a formal education program.
A multi stakeholder undertaking
Looking back, the Agricultural College of Illintsi was an ideal partner for the implementation of the
project. Especially at the beginning when the main focus was on organic production and conversion of
farms to organic, but also for the development of formal and informal programs of education in organic
agriculture, capacity-building and promotion of the principles of organic agriculture, no other institutions
could have done a better job. However, it appears today that the project should have developed a similar
strategic partnership with one or several market stakeholders for the commercial part of the project, as it has
been done with banks for the FinLan component in 2007. Too far from the markets and not sufficiently aware
of the mechanisms of market access, the Agricultural College of Illintsi could not be as efficient for market
development as it was for the production and education components. In Switzerland, SHL should also have
looked for additional support and expertise from experienced market stakeholders at an early stage already.
Having failed to do that, all the responsibilities of market development, lobbying for organic agriculture,
promotion and production were shifted to BIOLan, what turned out to be a very heavy load for the young
organisation. BIOLan tried its best, putting a lot of energy in networking with many market stakeholders, but
it did not succeed in convincing donors to support them after the termination of SDC funding.
In future, the successful development of the organic sector will depend essentially on the ability of the
key stakeholders to unite their efforts and to cooperate in areas such as the organic label for the domestic
market (BIOLan label and standard is a good basis that has the potential to become the joint organic label
recognized by of all organic stakeholders in Ukraine), lobbying for organic agriculture towards policy makers,
promotion of organic products, etc. The organic fair that was held in September 2010 in Kyiv is a fine example
of a good cooperation between the main stakeholders: producers, processors, traders, retailers, Organic
Standard (certification), BIOLan Association, Organic Federation, Trade House «Organic Era» and «EcoChic»,
and many others.
The way ahead
The project has definitely dug a new furrow into Ukrainian agriculture, linking organic farmers to
consumers of organic products along several value chains that did not exist before. This is a significant
success as it has opened the way for many stakeholders, whose awareness may have been raised by the
project. Assuming that the multi stakeholder approach sketched above can materialize, the organic sector in
Ukraine can only continue to grow in future. Pressure will come from consumers who want to find healthy and
tasty organic products on the market, and policy makers who will put organic agriculture on their agenda.
BIOLan has a role to play and I sincerely hope that the Association will find a way to continue its activities,
probably through partnerships with and provision of services for existing stakeholders on the one hand, and
newcomers in the organic sector on the other hand.

б розвинути подібне стратегічне партнерство ще з одним або декількома гравцями для розвитку ко-
мерційної частини проекту, як це було зроблено з банками у компоненті проекту «ФінЛан» у 2007 році.
Перебуваючи занадто далеко від ринку і маючи слабке уявлення про механізми ринкового доступу, ІК
не міг спрацювати так ефективно для розвитку ринку, як у випадку розвитку виробничого та освітнього
компонентів. У Швейцарії Швейцарський аграрний коледж повинен був шукати додаткової підтримки
та компетенцій серед досвідчених учасників ринку вже на ранніх стадіях. Не справившись з цим, уся
відповідальність за розвиток ринку, лобіювання органічного сільського господарства, просування та
виробництво лягла важким тягарем на плечі молодої організації – Асоціації «БІОЛан Україна». «БІОЛан»
докладав багато зусиль та енергії у розвиток мережі з багатьма учасниками ринку, але йому не вдалось
переконати донорів підтримати діяльність після закінчення фінансування ШАРС.
У майбутньому успішний розвиток органічного сектору залежатиме виключно від здатності клю-
чових учасників об’єднати свої зусилля та співпрацювати у таких сферах як органічне маркування для
вітчизняного ринку (ТЗ БІОЛан та стандарти – хороша база, яка має потенціал стати спільним орга-
нічним торговим знаком, який визнаватиметься усіма учасниками органічного ринку України), лобію-
вання органічного сільського господарства, просування органічного виробництва тощо. Органічний
ярмарок, який проводився у вересні 2010 року у Києві є гарним прикладом співпраці між основними
учасниками органічного руху: виробниками, переробними підприємствами, трейдерами, мережами
роздрібних магазинів, Асоціації «БІОЛан Україна», сертифікаційної агенції ТОВ «Органік Стандарт», ТД
«Органік Ера», «Еко-шик», Федерацією органічного руху України та багатьох інших.
Майбуття
Однозначно проект проклав нову колію в українському сільському господарстві, пов’язуючи ор-
ганічних виробників та споживачів органічної продукції відповідно до продуктових лінійок, чого до
цього не існувало. Це значний успіх, оскільки було відкрито нові шляхи для багатьох учасників руху,
чия обізнаність та компетенції були суттєво підвищені проектом. Беручи до уваги можливість реалізації
вищезгаданого підходу, залучення великої кількості учасників органічного руху, цей сектор впевнено
розвиватиметься в Україні. Споживачі будуть рушійною силою, адже хотітимуть споживати здорову та
смачну органічну продукцію, а також політичні діячі, які зацікавляться у включенні органічного вироб-
ництва до своїх програм. «БІОЛан» має відіграти роль, і я дуже сподіваюсь, що Асоціація знайде шлях
продовжувати свою діяльність, можливо, завдяки партнерству та наданню послуг існуючим учасникам
ринку та новачкам органічного сектору.
