5. SUMMARY OF FACTS CONCERNED: Officer Stevens was arrested by LVMPD on


8/22/10 for two counts of soliciting prostitution (off-duty). Officer Stevens was booked at
CCDC and released with a citation.

If sustained, the aforementioned incident would be violations of the following:

HENDERSON POLICE DEPARTMENT POLICY MANUAL

DM 0104.14 ASSOCIATIONS: Associating or fraternizing with known illegal gamblers,


prostitutes, habitual drunkards, other persons of bad character or ill repute or any person in the
custody of the Department, except in the line of duty, brings discredit to the Department and is
expressly forbidden.

DM 0104.24 PERSONAL CONDUCT: Employees shall avoid behavior that would tend to bring
discredit to the Department. Conduct, whether on or off duty, shall be such as to merit respect
and confidence.

6. INVESTIGATION:

On 8/25/10, I received a copy of a LVMPD Arrest Report regarding the arrest of Officer
Michael Stevens #1318. According to the report, Officer Stevens was arrested while off-duty in
Las Vegas during the early morning hours of 8/22/10 for two counts of Soliciting Prostitution.

According to the report, the LVMPD Vice Unit had arrested Jill Robbearts at the Aria Hotel in
Las Vegas on 8/22/10 at approximately 0100 hours. This arrest was a result of a LVMPD vice
operation where Robbearts agreed to have sex with an undercover LVMPD Vice Officer for
$500. After Robbearts was taken into custody, she advised Vice Detectives that a Henderson
Police Officer has been paying her for sex and that if she could contact that police officer, he
would likely agree to come and meet her to pay for sex.

According to the Arrest Report, LVMPD allowed Robbearts to text Officer Stevens and the two
agreed to meet in the area of US95 and Tropicana to have sex for money. When Robbearts

met with Officer Stevens at US95 and Tropicana, she was accompanied by an undercover
LVMPD Vice Detective, who posed as a prostitute friend of Robbearts. According to the Arrest
Report, Officer Stevens agreed to pay Robbearts and the undercover Vice Detective for sex.

After the arrangements were made for Officer Stevens to pay Robbearts and the Vice
Detective for sex, Officer Stevens was stopped by LVMPD and taken into custody for Soliciting
Prostitution. According to the Arrest Report, Officer Stevens told a LVMPD detective that he
met Robbearts on Craigslist.com, dated her a few times and paid her $200 for sex a week
prior.

Interview of Jill Robbearts

On 8/30/10, Inv. Webster and I made contact with Robbearts at her residence in Las Vegas.
Robbearts had previously agreed to meet with us in the Internal Affairs office, but did not show
for her scheduled interviews.

During our contact with Robbearts on 8/30/10, she contradicted the LVMPD Arrest Report in
some respects. Contrary to the LVMPD report, Robbearts stated that Officer Stevens initiated
contact with her on 8/22/10 while she was in custody rather than the way it was described in
the LVMPD Arrest Report. According to Robbearts, LVMPD detectives had possession of her
cell phone when she was taken into custody and observed Officer Stevens’ name appear on
her phone as “police.” According to Robbearts, LVMPD detectives began asking her about this
at which time she told them that the caller is a Henderson Police Officer. Robbearts stated that
the detectives then pressured her to call Officer Stevens back with a promise that they would
not arrest her if she did so.

When asked how she found out that Officer Stevens is a Police Officer, Robbearts stated, “he
showed me his badge…and told me to keep it quiet.” When asked why he would tell her that
he is a police officer, Robbearts stated that she did not know, but that Officer Stevens liked her
a lot.

Robbearts stated that she met with Officer Stevens on two occasions prior to the incident when
he was arrested. Robbearts described Officer Stevens as a “nice guy” and a “gentleman.”

Interview of Officer Stevens

On 9/2/10, I interviewed Officer Stevens with Sgt. Branchini and Lt. Brooks (IAB). Present with
Officer Stevens was his representative of choice, Rick McCann.

Officer Stevens admitted that he was arrested on 8/22/10 by LVMPD. When asked to explain
what lead to his arrest, Officer Stevens advised the following:

After getting off duty from his 8/21/10 swing shift, he noticed a text message from
Robbearts, asking him to meet her and her friend at the Aria. Officer Stevens declined
the invitation from Robbearts at first, but she was persistent with follow-up phone calls
and text messages, continually “sweetening the deal” with each contact, including telling
him that he could pay her later for sex that day.

He (Officer Stevens) eventually agreed to meet Robbearts by the PT’s Pub at Tropicana
and US95. At that time, he met with Robbearts and the undercover LVMPD detective, at
which time they discussed Officer Stevens paying $100 to have sex with both females.

After the agreement was made, Officer Stevens followed the females out of the parking
lot, at which time he was stopped by a marked LVMPD patrol unit and arrested for
Soliciting Prostitution.

When asked how he met Robbearts, Officer Stevens stated that he was home alone recently
and located her ad on “craigslist” while “surfing” on the Internet. This occurred approximately
one week prior to his arrest. Officer Stevens stated that he called Robbearts that night,
knowing that she is a prostitute, and made arrangements for her to have sex with him in his
home for $200 because his “curiosity” got to him.

Officer Stevens advised that Robbearts came to his home that night and he paid her $200 to
have sex with him. Afterwards, according to Officer Stevens, Robbearts began asking him
what he did for work. Officer Stevens stated that he told Robbearts that he did not feel
comfortable telling her about his job. According to Officer Stevens, Robbearts persisted in
asking him about his job to which Officer Stevens told her that he did not want to tell her where
he worked and that it would probably scare her away anyway. Officer Stevens stated it was at
that time Robbearts guessed that he is a police officer, to which Officer Stevens stated he did
not confirm or deny.

Officer Stevens denied showing his badge to Robbearts and denied letting her hold his badge
as stated in LVMPD’s Arrest Report. Further, according to Officer Stevens, he did not believe
he had anything out in his home that would indicate he is a police officer.

When asked if he and Robbearts ever spoke or texted each other while Officer Stevens was
working, he advised that he did not recall doing so but did state that they texted each other one
or two days in between their two meetings because they decided to have a personal
friendship.

When asked if he had paid for sex with any other prostitutes while employed as a police
officer, Officer Stevens stated that he did pay another prostitute for sex approximately one year
ago, who he also located on “craigslist.”

7. SUMMARY

o Officer Stevens was arrested on 8/22/10 for two counts of Soliciting Prostitution. He was
taken into custody by LVMPD and released after booking.

o Officer Stevens admitted to meeting with a known prostitute (Robbearts) and an


undercover LVMPD detective on the date of his arrest with the agreement that he was
going to pay $100 to have sex with both.

o Officer Stevens admitted that he is aware that Robbearts is a prostitute.

o Officer Stevens admitted to paying Robbearts for sex in his home approximately one
week prior to his arrest after responding to her ad on “craigslist.”

o Officer Stevens denied telling Robbearts that he is a police officer and he denied ever
showing her his badge.
