Assigment 2

From list of Union Internationale des Architectes (UIA) policy, choose three of
those policies and elaborate how those policies were implemented in
Malaysia.

Policy 1. Education
Policy
In accordance with the UIA/UNESCO Charter for Architectural Education, the UIA advocate that
education for architects (apart from practical experience/training/internship) be of no less than 5
years duration, delivered on a full-time basis in an accredited/validated/recognized architectural
program in an accredited/validated/recognized university, while allowing variety in their pedagogic
approach and in their responses to local contexts, and flexibility for equivalency.

In Malaysia, some universities such as UPM and USM offer 3 years of architectural study for
Part 1 level. In UTM, degree architectural programme consists of 5 years. Students will receive Part 1
and Part 2, along with their degree certification. There are also additional intakes of students from
various polytechnic schools, where they are placed in the system as 2nd year students. This means
they have 3 more years to complete their study. At the same time, students who completed their
diploma at UTM Kuala Lumpur also are offered to further their study here.
Different from polytechnic students, diploma students will be placed in 3rd year, meaning
once they completed their degree, their actual duration of architectural study is 6 years. In my
opinion, diploma and polytechnic students may benefit from their experience since they have extra
exposure to architectural study. If all the students work together, the experience and knowledge will
be shared and may ensure the quality of architecture graduates that will be produced later.
According to ARCHITECTS ACT 1967 (ACT 117) & RULES :
4. Function of the Board
[Subs. Act A1287]
1. The function of the Board shall be –
(j) to provide scholarships and other facilities for the promotion of learning and
education in connection with architecture, and to hold or cause to be held
professional development programmes for Professional Architects, Graduate
Architects, Interior Designers and Building Draughtsmen to further enhance their
knowledge in the latest developments relating to that profession

Policy 2: Accreditation/Validation/Recognition
Policy
That courses must be accredited/validated/recognized by an independent relevant authority,
external to the university at reasonable time intervals (usually no more than 5-years), and that the
UIA, in association with the relevant national organizations of higher education, develop standards
for the content of an architect’s professional education that are academically structured,
intellectually coherent, performance-based and outcome-oriented, with procedures that are guided
by good practice.
Accreditation is a process in which certification of competency, authority, or credibility is
presented. It is stated in the Architects Act 1967 (Act 117) & Rules that the function of Lembaga
Arkitek Malaysia in accreditation/validation/recognition of an architect’s professional education is:

1. The function of the Board shall be –
(gb) to appoint a council,consisting of such members of the Board, Professional Architect
and other persons as may be determined by the Board, to advise and regulate all
matters relating to architectural and interior design education including the
certification and recognition of such programmes
In order to ensure the optimum standard of architect’s professional education in higher
learning institutions, this accreditation is implemented and to be observed by Lembaga Arkitek
Malaysia so that intellectual and marketable architect graduates may be produced.

Policy 3: Practical Experience/Training/Internship
Policy
That graduates of architecture will be required to have completed at least 2 years of acceptable
experience/training/internship prior to registration/licensing/certification to practice as an architect
(but with the objective of working towards 3 years) while allowing flexibility for equivalency.

According to ARCHITECTS ACT 1967 (ACT 117) & RULES;


10 . Qualification for registration.

(2) Subject to this Act the following persons shall be entitled on application to be registered
under Section A of the Register as Professional Architects –
(a) any person who –
(i) is a Graduate Architect ;
(ii) has obtained the pratical experience as prescribed by the Board and passed
the examinations as may be determined by the Board under subsection (1)(b); and
(iii) is a Corporate Member of The Pertubuhan Arkitek Malaysia or has obtained
a qualification which the Board considers to be equivalent thereto.

In order to graduate successfully, architecture students of higher learning institutions has to


have at least 2 years of working experience in any registered architect’s firm, and has to fill in the
official log book provided by Lembaga Arkitek Malaysia. Architecture graduates may sit for Part 3
exam after the completion of the policy.
