To All Iranians Struggling
To Overthrow The Fundamentalist Regime:
T hewarfuture of our nation as well as the choice between peace and
in the region and the inevitable consequences for internatio-
nal security depends on the overthrow of the present regime. This
will neither be easy nor rapid. It will also be difficult and dangerous.
But I am confident that our nation will emerge victorious.
It is therefore vital that we have a clear agenda for the Transitional
Government which will be established after the fall of the current
regime. Indeed, it would be at the very least irresponsible if not
criminal were we not to envisage the structure of the transitional
Administration that will govern our country immediately following
such a fundamental change.
The timing of the presentation of this comprehensive Road Map for
the Provisional Government, including its proposed administrative
and policy agenda may lead to three important and legitimate ques-
tions:

_____FIRST,
contrary to what many people had hoped or imagined, the funda-
mentalist regime in Iran will not replicate the example of the ‘velvet
revolutions’ of the former communist states of Eastern Europe and
will not fall by itself like the proverbial ‘rotten fruit’.
Change will only come by Iranians imposing our will and bringing
an end to the rule of Ahmadinejad and his hideous regime, thereby
leading our struggle to victory and freedom – having responded ap-
propriately to the regime’s criminal repression.
In these circumstances, it is our responsibility to anticipate and
plan for the transitional governance of the country in order to avoid
the risk of a power vacuum that might lead to chaos.

To secure victory, we will need to consolidate and increase the sup-
port of key elements inside the regime who share our vision of a fu-
ture Iran that is at peace with its own people, its neighbours and the
international community. Our victory should not come at the cost of
administrative dislocation or the sacrifice of the central authority in
charge of the country’s internal and external security.
I am confident that today our courageous people are ready to make
the necessary sacrifices to secure the future we desire.
Our Arab neighbours who live in fear of the Iranian regime’s poli-
cies of regional expansionism and the Western democracies who
are now involved in a hopeless and calamitous situation in Iraq and
Afghanistan, must realize that we will not just overthrow the funda-
mentalist regime in Teheran, but also remove the spectre of a wides-
pread war in the Middle East without risking a power vacuum or
instability either in our country or the region. And we shall do this
without the help or intervention of any foreign country.
All parties involved in this struggle should know that the re-esta-
our first concern. The authority of the Provisional Government will
assure the continuity of the State and the territorial integrity of the
country after the fall of the current regime.
_____SECOND,
Transitional Government is an essential document for building
confidence and promoting consensus amongst Iran’s democratic
forces. The different segments of this document have been prepared
by experts currently inside Iran. They are working under conditions
of extreme duress and courage within the context of our ongoing
members of the Revolutionary Guards, who now recognize the di-

Finally, as for questions pertaining to the legitimacy of our program,
that legitimacy will derive as a consequence of our capability to lead
the struggle of our people for freedom, to its ultimate objective.
_____THIRD,

The future framework of a modern, progressive and democratic Iran
is dependent on the successful resolution of these important chal-
lenges.
The current economic situation in Iran and the burden of different
forms of injustice that have paralyzed our people throughout the
land, have created a situation whereby it is incumbent upon the
Provisional Government not to limit its duties and responsibilities
merely to that of a transitory body simply in charge of organizing
a referendum and paving the way for free elections. It is imperative
for the Provisional Government to guarantee law, order and securi-
ty, while at the same time establishing the foundations of a modern
and democratic Iran.

anyone who might ask why an unelected Provisional Govern-
should undertake a task of this nature, the answer is clear.
Unless we take immediate action to confront 30 years of dictatorship
and catastrophic misrule that has so ravaged our nation and stifled
our people we will have to bear full responsibility for letting down
our people in their third historic attempt for ‘revolutionary change’.
Hence it is our responsibility not just to ensure the removal of the
current bloodstained regime, but to offer our people a comprehen-
sive plan of action for constructing the foundations of a modern,
democratic, strong and prosperous Iran.
The foundations of such a new Iran will consist of the following:
a) Establish a new foreign policy agenda for the country aimed at
promoting regional stability and peaceful coexistence.
b) Reform the country’s administrative bureaucracy and mer-
ging the nation’s armed forces with the Revolutionary Guards.
c) Establish a new judicial system with immediate impact on the
daily lives of citizens.
d) Reform the structures of production and trade and the mer-
ging of all the various foundations (religious or other), as well
as the incorporation of the assets of the Revolutionary Guards
into a ‘Health, Welfare and Retirement Fund Account’ in order
to cover various costs relating to the provision of health, social
security and retirement payments.
e) Deal effectively with the neglected grievances of Iran’s va-
rious ethnic and religious groups and laying the foundations of a
fair and balanced regional policy that will promote equality and
safeguard the legitimate rights of every Iranian citizen; and,
f) Draft a new National Constitution that will be submitted to the
Iranian people for their approval in a Referendum.
B ylaycarrying out its stated goals, the Provisional Government will
the foundations that will guide our country to its rightful
place on both the international economic and political stages. Natu-
rally as such, Iran will be admitted as the 21st member of the ‘G-20’
Forum prior to handing over power to an elected Government.
The full content of this Road Map which is not ‘set in stone’ but ra-
ther is a working platform for the transition period and is entitled:
‘Direction, Responsibilities, and Duration of a Provisional Govern-
ment in Iran under the Supervision of ‘The Supreme Council for Se-
curity and National Interest’ is now available in both English and
Farsi.
A copy of this Road Map has been sent to all responsible personali-
ties inside the country: members of the parliament, senior members
of the Government, regional governors, senior diplomats, senior
commanders in the armed forces and the Revolutionary Guards,
chancellors of universities, senior members of the business com-
munity, members of the media, leaders of the labor syndicates, and
finally senior religious authorities of the country.
This publication has also been distributed to key members of the
international community. They include all responsible leaders in
the Moslem world, as well leaders of the major Western democra-
cies, all members of the UN Security Council as well as other key
figures in the international arena such as leading Parliamentarians
and key members of the international media who are deeply concer-
ned about the deteriorating situation in Iran.
