Reference is invited from MR Jaiprakash Associates Limited vide letter No JAUTEP/ENVIRM27/39,


dated 28 2.2007 have been taken into account No Objection Certificate from Uttar Pradesh Pollution Control
Board vide their letter No.E13024/C-UNN O.0 -492-07/12L dated 27.2 2007 has been obtained. Public
hearing has been done

The project involves construction of Taj Expressway from Noida to Agra for a length of 165 Ions with
an alignment of 100 mts by M/s Jaiprakash Associates Limited The road passes through Gautam Budh Nagar,
Aligarh, Mathura, Hathras and Agra district. Total area proposed for the project %is 1880 ha. For the project 1781
ha of agricultural land would be required. No forestland is involved for the project. The proposed Taj
Expressway is so aligned that it will also serve the areas proposed for regional development in the way of Taj
Economic Zone, land development for commercial, industrial, institutional, amusement and residential purposes
which will in turn promote economic development of the State. Taj Expressway will also provide rapid
transport to the proposed -Taj International Hub Airport The road project also involves construction of one
major bridge and 27 minor bridges The span of the bridge varies from 6 to 60 mts. The width of the bridge is
40 nits. About 375 culverts will be provided. Total numbers of 39 underpasses are also provided. The road
passes through 123 villages. The water required for construction is around 7125 cu nits/day which will be
obtained from groundwater and river sources. No ecological sensitive area is located around the project site. For
the project 5127707 in cu of fly ash would be utilized. The fly ash should be obtained from Badarpur, Dadri,
Indraparastha TPP A tree plantation scheme has been proposed which includes plantation I m away from the
embankments with 100 plants/km. Locally grown variety of trees in-consultation with the forest Department
would be taken up. Further, one or two rows of flowering shrubs would be provided in the median. With regard
to Taj Trapezium Zone the project proponent indicated that approximately 65 lcms of the total road is falling
under Taj Trapezium„Zone (starting from RD 100.00) of expressway near Mat village and ends at terminating
point of expressway i.e., 164.775 (at chain km 205.00 of NH-2 near Etmadpur).

The proposal has been examined in the Ministry of Environment & Forests and environmentM
clemance to the project is hereby accorded under Environment Impact Assessment Notification, 2006 subject to
effective implementation of the following terms and conditions:-

(A) Specific Conditions:

All issues raised in the public hearing should be comprehensively addressed and actionplan submitted
Ministry within 3 months from the date of receipt of the letter.

The details of the deck level provided along the bridge keeping in view the back flow of the rivers sheul,i
be submitted to the Ministry within 3 months from the date of receipt of this letter.

(iii)All conditions stipulated by Taj Trapezium Zone Authority (TTZ) should be strictly adhered to

also pedestrian movement -should-be submitted to Ministry within 3 months from the date of feet:C . : r.f

(v) Details of measures for control of the ribbon development should be submitted to Ministry within 3 months
from the date of receipt of this letter.

For ener — censrn ado n the project proponent should adopt solar cell lighting system wherever possible

(vii) 'Fine project proponent should adhere to all the measuresketiOns stipulated b' the TTZ Authority and
also the Orders of the Hon'ble Supreme Court with regard to TIZ.

(yin) The service road should be as per IRC guidelines and minimum width of 5.5 nits.

(x) Details of the acoustic barriers along the village/habitations/school/hospitals

Details of the ambulance/HI- MS and highway information system to be provided

The project proponent should prepare a detailed and time-bound/action plan on the issues raised in
the public hearing and submit to Ministry/Regional Office Lucknow within 3 months for its
monitoring

( y id No Objection Certificate from the Uttar Pradesh State Pollution Control Board should be obtained
before initiating the project.

Project proponent should set up facilities for harvesting rainwater. The details of the rainwater harvest
system may be provided to this Ministry/Regional Office Lucknow within 3 months from the date of receipt
of this letter

To prevent damage to the agricultural land, the drainage flow should be diverted to the natural course
avoiding the agricultural land

(xv) Necessary mitigative measures against adverse impact to the water bodies that are to affected should be
provided

e (xvi) Suitable under passes should be provided for animal crossings along the alignment close to Reserve
Forest

(xvii) The number of cross uninage works may be increased for free flow of water during floods as t!
alignment passes throUgh micro drainage areas and flood passage areas.

u) Green belt development may be undertaken as suggested in EMP.

„,t, (Nix) The project proponent should obtain necessary permission from the State Irrigation Department before
drawing water from the river sources for the purpose of the proposed construction activity. No groundwater
should be drawn for the project, if this is essential, permission from the concerned Authority should . jbe,,Aor•
taken in this regard \I-"‘

The hot mix plant should be located at least 500 tseaway from the habitation and on the barren land
to avoid its adverse impact on the human population.

The embankments/slopes and the slopes left after cutting will be provided with vegetative turfing to
avoid soil erosion

Noise barriers will be provided at appropriate locations particularly in the areas where the alignment
passes through inhabited areas schools/hospitals, so as to ensure that the noise levels do not exceed the
prescribed standards

Adequate underpasses should be provided along inhabited areas


(xxiv) The project should be implemented only after obtaining clearance under Forest (Conservation) Act,
1980 for the forestland falling under the road section.

(B) General Conditions:



(I) Adequate provision for :infrastructure facilities including water supply fuel and sanitation must be ensured
for construction workers during the constniction phase of the project in order lo avoid any damage to the
environment

Appropriate measures must be taken while undertaking digging activities to avoid any likely degradation of
water quality.

Borrow pits for earth, quarry sites for road construction material and dump sites must be identified keeping
6 m view the following

No excavation or dumping on private property is carried out without written consent of the owner
No excavation or dumping should be allowed on wetlands, forest areas or other ecologically valuable or
sensitive locations
Excavation work should be done in consultation with the Soil Conservation and Watershed
Development Agencies working in the area; and
Construction spoils including bituminous material and other hazardous materials must not be allowed to
contaminate water courses and the dump sites for such materials must be secured so that they should
not leach into the ground water.

The construction material should be obtained only from approved quarries. In case new quarries are to be
opened, specific approvals from the competent authority should be obtained in this regard.

Adequate precautions should be taken during transportation of the construction material so that it does not
affect the environment adversely

Borrow pits and other scars created during the road construction should be properly levelled and treated

The project-affected people, if any, should be adequately rehabilitated and the details in this regard should
be furnished to the Ministry. -—

Adequate financial provision must be made in the project to implement the aforesaid safeguards_

The project proponent will set up separate environmental management cell for effective implementation of
the EMP etc as well as stipulated environmental safeguards under the supervision of a Senior Executive,

Full support should be extended to the officers of this Ministry/Regional Office at Lucknow by the project
proponents during their inspection of the project for monitoring purposes by furnishing full details and
action plan including action taken reports in respect of mitigative measures and other environmental
protection activities.

A six-Monthly monitoring report should be submitted to the Regional Office of this Ministry at Lucknow
regarding the implementation of the stipulated conditions.

The Ministry or any other competent authority may stipulate any other conditions or environmental
safeguards, subsequently, if deemed necessary, which should be complied with.

The Ministry reserves the right to revoke this clearance if any of the conditions stipulated are not
complied with to the satisfaction of the Ministry.

xiv)In the event of a change in project profile ,or change in the implementation agency a fresh reference should
be made to the Ministry of Environment & Forests.

xv) The project proponents should inform the Regional office as well as the Ministry, the date of financial
-closure and final approval of the project by the concerned authorities and the date of start of land
development work.

xvi)A copy of the clearance letter will be marked to concerned Panchayatdocal NGO, if any, from whom any
suggestion/representation has been received while processing the proposal.

xvii) Safety provisions such as bus base, service roads, intersection improvement, etc will be carried out by
the project proponent. The project proponent should provide adequate facilities as per IRC
norms/guidelines

viii) State Pollution Control Board should display a copy of the clearance letter at the Regional Office,
District Industries Centre and Collector's OffleefTelisildar's officer for 30 days

xix) The project proponent should advertise at least in two local newspapers widely circulated in the region
around the project_ one of which should be in the vernacular language of the locality concerned informing
that the project has been accorded environmental clearance and copies of clearance letters are available with
the. State Pollution Control Board and may also be seen at Website of the Ministry of Environment &
Forests at http ///www envfornic in The advertisement should be made within 7 days from the date of issue
of the clearance letter and a copy of the same should be forwarded to the Regional Office of this Ministry at
Lucknow

ics) The solid waste generated should be safely disposed of or used in the project itself

These stipulations would be enforced among others under the provisions of Water (Prevention and
Control of Pollution) Act 1974, the Air (Prevention and Control of Pollution) Act, 1981, the Environment
(Protection) Act, 1986, the Public Liability (Insurance) Act. 1991 and EIA Notification 1994 including the
amendments and rules made thereafter
